Reading the local paper: Social and cultural functions of the local press in Preston, Lancashire, 1855-1900 by Andrew Hobbs A thesis submitted in partial fulfilment for the requirements of the degree of Doctor of Philosophy at the University of Central Lancashire November 2010 ABSTRACT This thesis demonstrates that the most popular periodical genre of the second half of the nineteenth century was the provincial newspaper. Using evidence from news rooms, libraries, the trade press and oral history, it argues that the majority of readers (particularly working-class readers) preferred the local press, because of its faster delivery of news, and because of its local and localised content. Building on the work of Law and Potter, the thesis treats the provincial press as a national network and a national system, a structure which enabled it to offer a more effective news distribution service than metropolitan papers. Taking the town of Preston, Lancashire, as a case study, this thesis provides some background to the most popular local publications of the period, and uses the diaries of Preston journalist Anthony Hewitson as a case study of the career of a local reporter, editor and proprietor. Three examples of how the local press consciously promoted local identity are discussed: Hewitson’s remoulding of the Preston Chronicle, the same paper’s changing treatment of Lancashire dialect, and coverage of professional football. These case studies demonstrate some of the local press content that could not practically be provided by metropolitan publications. The ‘reading world’ of this provincial town is reconstructed, to reveal the historical circumstances in which newspapers and the local paper in particular were read. -

ETHICS FOR DIGITAL JOURNALISTS The rapid growth of online media has led to new complications in journalism ethics and practice. While traditional ethical principles may not fundamentally change when information is disseminated online, applying them across platforms has become more challenging as new kinds of interactions develop between jour- nalists and audiences. In Ethics for Digital Journalists , Lawrie Zion and David Craig draw together the international expertise and experience of journalists and scholars who have all been part of the process of shaping best practices in digital journalism. Drawing on contemporary events and controversies like the Boston Marathon bombing and the Arab Spring, the authors examine emerging best practices in everything from transparency and verifi cation to aggregation, collaboration, live blogging, tweet- ing, and the challenges of digital narratives. At a time when questions of ethics and practice are challenged and subject to intense debate, this book is designed to provide students and practitioners with the insights and skills to realize their potential as professionals. Lawrie Zion is an Associate Professor of Journalism at La Trobe University in Melbourne, Australia, and editor-in-chief of the online magazine upstart. He has worked as a broadcaster with the Australian Broadcasting Corporation and as a fi lm journalist for a range of print publications. He wrote and researched the 2007 documentary The Sounds of Aus , which tells the story of the Australian accent. David Craig is a Professor of Journalism and Associate Dean at the University of Oklahoma in the United States. A former newspaper copy editor, he is the author of Excellence in Online Journalism: Exploring Current Practices in an Evolving Environ- ment and The Ethics of the Story: Using Narrative Techniques Responsibly in Journalism . -

Why Journalism Matters A Media Standards Trust series Lionel Barber, editor of the Financial Times The British Academy, Wednesday 15 th July These are the best of times and the worst of times if you happen to be a journalist, especially if you are a business journalist. The best, because our profession has a once-in-a-lifetime opportunity to report, analyse and comment on the most serious financial crisis since the Great Crash of 1929. The worst of times, because the news business is suffering from the cyclical shock of a deep recession and the structural change driven by the internet revolution. This twin shock has led to a loss of nerve in some quarters, particularly in the newspaper industry. Last week, during a trip to Colorado and Silicon Valley, I was peppered with questions about the health of the Financial Times . The FT was in the pink, I replied, to some surprise. A distinguished New York Times reporter remained unconvinced. “We’re all in the same boat,” he said,”but at least we’re all going down together.” My task tonight is not to preside over a wake, but to make the case for journalism, to explain why a free press and media have a vital role to play in an open democratic society. I would also like to offer some pointers for the future, highlighting the challenges facing what we now call the mainstream media and making some modest suggestions on how good journalism can not only survive but thrive in the digital age. Let me begin on a personal note. -

Swansea Bay City Deal Communications and Marketing Plan Greg Jones Swansea Bay City Deal Communications and Marketing Officer 1.1 Overview Signed by the Prime Minister in March 2017, the Swansea Bay City Deal is an unprecedented investment of up to £1.3 billion in the Swansea Bay City Region, which is made up of Carmarthenshire, Neath Port Talbot, Pembrokeshire and Swansea. The City Deal consists of a portfolio of transformational programmes and projects which, subject to business case approvals, will be funded by the UK Government, the Welsh Government, the public sector and the private sector. A 15-year portfolio, the City Deal will transform the City Region into a centre of excellence for a number of sectors, including renewable/low carbon energy, life science and well-being, smart manufacturing and economic acceleration. A regional economic boost of at least £1.8 billion is projected over the lifespan of the portfolio, with the creation of over 9,000 jobs. City Deal projects include the Pentre Awel development in Llanelli; a life science, well-being and sport campuses scheme in Swansea; a city and waterfront digital district in Swansea; a low carbon programme in Neath Port Talbot featuring a specialist facility to support the steel and metals industry; and an off-shore testing area and associated facilities for marine energy technologies in Pembrokeshire. A homes as power stations project is also planned across the region, along with major digital infrastructure improvements and a skills and talent initiative that will give local people a pathway to access the employment opportunities being created. -

Its turn to the political left came from the mid-1930s as a marketing ploy to establish a distinctive identity within a crowded middle-market. This commercially astute targeting of a mass readership, delivering the most successful daily newspaper in British history by the mid-1960s, illustrates a great deal of the complexity of the term ‘popular’ when used in relation to mass media. It drew on the traditions of best-selling magazines, Sunday newspapers, and American tabloid pioneers combined with modern techniques of market research to identify a new and broad readership. The explicit integration of readers’ views, deployment of brash headlines, and a bold page layout highlighting photography, in editorial combination, made the paper the forerunner of a distinctly British tabloid style that would become a world-leading trend. -

Writing of British naval valour, he proclaimed that “the spirit of Elizabethan days has come back to these islands once more.” (p. 131) His tone became more muted after the war, when the Labour Party which he despised came to power and implemented many of the provisions of the 1942 Beveridge Report. Baxter was vehemently opposed to socialism and the welfare state, siding decisively with the former in what he called the “battle of the individual against the state” (p. 242). His most evocative columns, however, such as that on the 1936 Abdication crisis, brought home to Canadians those events gripping what many still saw as the “mother dominion.” If I had one reservation about the book, it is that Baxter and the Canadian connection sometimes fades from view as Thompson sets out the context of successive British high political dramas. More might also be said about how, and in what ways, the ideas and sentiments Baxter espoused in his London Letters were received by his Maclean’s readers. Thompson gives us circulation numbers which attest to the magazine’s self-proclaimed status as “Canada’s National Magazine,” but how Baxter’s ideas shaped Canadians’ political, economic, social and cultural activities is left mostly unsaid. Nonetheless, this is a fine book, closely researched and carefully written. It is particularly strong on Baxter during the appeasement years, reflecting Thompson’s expertise in this period. Historians of the British world would benefit greatly from more transnational studies in the model of Thompson’s work on Beverley Baxter.
