The Acting President, Hassan Ikjwa presided over the meeting.

CIRCULAR: The Notice convening the meeting was read and noted.

WELCOME: The Chairman in his address stated that he was pleased at the attend­ ance and in welcoming tte delegates from the various codes expressed the desire that the meeting will resolve for the betterment of sportsmen and women of South Africa and called upon the various codes for solidarity at all times. The Chairman also thariced the Sports Ground Association for having made available its Board Rocm to SACOS. As SACOS Conference was important he reccaiciled the same with the importance of a Board Roesn and complimented the Sports Ground Association for this facility, Tlie Chairman also thanked Dr.R.R.Human, Geo S i n ^ and R.Lutchman for having arranged teas and luncliecn.

AFFLICATION FOR MEMBERSHIF: The Executive Committee's recommendation to accept the application from the SA Amateur Atliletic Board and the SA Senior Schools Sperts Association were confirmed on the motion by Geo Singh seconded by M.N. Father. An application from the SA Billiards i Snooker Board of Control, for membership was confirmed on the notion by Geo Singh seconded by D.K.SingJi.

The South African Cycling Board, a newly constituted body to replace the SA Cycling Association applied for membership. 'Hie'meeting having discussed the matter resolved that in view of the existence of the Association and as its membership with SACOS has not been terminated althougli t}ie Association, accord­ ing to reports has participated in"Multi-National” events, the Association be written to giving it fourteen days to show cause why its membership with SACOS should not be terminated.

The Secretary intimated to the meeting that the Secretary of the SA Cycling Association, whom he telephoned, stated that the Association will be forwarding to this meeting a report on its activities and will also designate one Winston Middleton to represent the Association at this meeting. The report did not arrive neither did its representative. The Association's Secretary Fierre F. Leukes had assured the Secretary (SACOS) that tne report will be: in hand and before the meeting. ■

In the circumstances the application froiri tlie SA Cycling Board was deferred and its representative. , I.G.Williams was granted Observer status, on the motion by C.M.Bassa seconded by M.N.Govender.

A similar application was received from the SA Non-racial Cricket Committee and on the motion by' A.L.A.Fillay seconded by Rabi Gobind it was unanimuosly agreed to ^ant it "Caretaker Comidttee status" and the application te deferred for a period of ninety days.

At this stage it was agreed to partly discuss constitutional matters to enable the meeting to discuss the application fresn the Frovincial Councils for member­ ship to SACOS and the meeting unanimously agreed that item 9 on the Agenda, dealing with the Anendments to the Constitution and Rules be h m ngh-t- forward.

The meeting thereafter discussed the applications for membership by the Natal Council of Sport, Transvaal Council of Sport and the Western Frovince Council of Sport. As the house was divided on the type of mambership the Councils would enjoy the Chainren put to a vote a motion - principle of acceptance - moved for by C.M.Bassa seconded by Shun David.

There were 12 votes for full membership and 18 votes for qualified membership. The Councils were thus recognised as nembers with qualified meiiibership. As the

8 Councils /. Councils voting capacity was restricted Frank van der Horst moved that the Councils be given a vote at the Executive level and two votes at all larger meetings of SfXCOS. E.LutchjiHn seconded. In an amendment A.A.T.Hulley moved that the Councils be given two votes at tire larger meetings only of SACOS. The amendment was seconded by' D.P.Naidoo. On voting the motion was carried by 16 votes to 2. It was a condition xhat all Provincial Co'jncils have a minimum of 5 codes of sport affiliated to each Council.

Shun David gave notice to rescind the motion of qualified membership, This was later follcwcd up with Iiis intent in writing.

Althou^ a discussion on affiliation fees ensued it was agreed that this matter be deferred to a later date.

RESOLUTION COMMlTllE: Frank van der Horst, Krish Govender and Reggie Feldnatr were cgipointed to tlie Resolution Committee on the motion by Abbas Rasool, sec­ onded by K.N.Goveirder.

MDHTFES: The minutes of the previous Biennial Ccnference held on the 12 October 1975, vAiich was circularised, was adopted on the motion by A.A.T.Hulley, secon-_ ded by M.N.Govender.

MINUTES: The minutes of the Extra Ordinary Executive Meeting held csi the 2>+ July 1977, whicii was circularised were confimred on the motion by A.A.T.Hulley seconded by Il.N.Govender.

BUSINESS-EX-MINUTES: Delegates of the South African Soccer Federation were asked whether the Federation had inplemented the Resolutions taken by SACOS at its Extra Ordinary Executive Meeting held on the 24 July 1977 and whether the members , connected with the promotion of Mainstay Eiad resigned tlieir posit­ ions held in the Federation aiid or t)ie Ihrofessional League.

G.X.Naidoo, one of tlie two delegates of the Professional League intinated to the meeting tliat in view of pending investigations the matter is sub judice, but his co-delegate, KrisK Govender went on record saying that he was ignorant of the natter being sub judice. Delegates to the meeting expressed astonish­ ment and the Secretary i-ms requested to verify the statement made by G.K.Naidoo.

At this stage the reports on tlie talks between tlie SA Soccer P'ederation’ Offic­ ials witli the officials of racist soccer bodies were 'discussed and the delegates of the SASF were asked whether they could ejqplain what has transpired thus far and if there was any trtith in the statenants appearing in the -Press to the effect that the Federation was accepting racial units into its folds, assuring white officials a place on its executive and whether they would confirm the appoin-tment of a sponsorship conmi-ttee to which it was alleged that the PRO of the Federation was appointed as a member.

The delegates of the SASF, Charles M.Pillay, Rabi Gobind and M.N.Govender, in­ dicated to the meeting tliat they were just "i-CLtcng -Ln" for the delegation appointed to represent t)ie Federation and although they were aware of the several news reports over the jast week v^iidr dealt with various meetings by the Federation's President, Norman Middleton and the PRO, Abdul Bhamjee, and although this was contrary to Federation's policy they were unable to coinit themselves on the issues of merger and other relevant natters,

The meeting apparently dissatisfied with the ej^lanations rendered resolved that the matter be dealt with further on the following day when it was .ejqjected that the Federation delegates may have some further news, in view of the Fed­ eration having its mseting at Kimberley today. In the event of there being no further news from tlie Federation then the meeting agreed that a resolution be passed on this natter and the Resolution Conrnittee was requested to do so.

With regard to golf members raised a query and asked the delegate of the Durban Golf Club what steps the body had taken to form a Provincial and a national unit to cater for non-racial golfers in the country. R.Lutchman stated that his club was experiencing difficulties in so far as facilities were concerned and appealed to the provincial units to assist him in the formation of a provincial body and if the same can be done by the other provincial units then, it would be possible to constitute a national body.

The heads of the provincial units agreed to assist.

CORRESPONDENCE: (a) From - SASF - dd 21/9/77 - requesting the postponement of the Conference to a later date as the Federation was holding its quarterly meeting on the same day. (8/9 October)

Ihe ^cretary in his reply dd 4 October informed the Federation that it was not possible to do so in view of the notices for tlie Conference having been circu­ larised on the 9 September, long before the Federation had circularised for the convening of itg quarterly meeting.

(b) From S ^ F - dd 28/9/77 - Thanking the Council for the assistance in res­ ponding to its call to ditch Mainstay and advising that the "^acommendaXionS'' were "noted".

The_Secretary iitformed the meeting that the resolutions adopted at the Extra Ordinary Executive Meeting held on the 24 July whereat, following the request by the SASF for solidarity, were directives and not reconmendations. /greed to.

(h) From Ccaiseil quebecois de la paix. - dd 22/9/77 - invitation to a Confer­ ence to be held on 2 and 3 October. The Secretary informed the meeting that as the officials had no passport to travel it was not possible to attend.

(1) Fran Supreme Council for Sport in Africa - dd 19/9/77 -invitation to its 7th General Assembly at Rabat, Kingdon of Morocco on 21, 22 and 23 November.

10 On the motion/. On the notion by M.S.Sin^, secxjnded by A.L.A.Pillay it was unaninously re­ solved to attend the meeting and the notion called for a delegation of five. In amendment Charles M.Pillay moved that only two represent SACOS. Fabi Gdbind seconded.

The amendment was carried by 15 votes to 7.

Thereafter M.S.Singh noved, seconded by ii.V.Rajah that any two of the five nom­ inated shall attend. The names nominated were Hassan Howa, M.N.Pather, Geo Sin^, Morgan Naidoo and Frenk van der Horst.

M.N.Govender then moved, sSacnded by Rabi Gobind, that the President Hassan Howa and the' Secretary M.N.Pather attend.

(j) Fran Jaycee SA - Its national president, John Goott stating that 'the only reason vrfiy its chapters have an ethnic character is because if the peculiar nature of the Groiq) Areas Act. The Secretary intimated to the meeting that SACOS will inform all countries of Jayc€»'s conposition prior to the several countries participating in the forthcoming Jaycee Convention in this country.

(k) Fran SA Amateur W/L & BB Federation - dd 15/8/77 - Minutes of its first Executive meeting held 14/8/77. Noted.

(l) Fran SA Amateur Athletic Board - dd 22/9/77 - 1977/78 official list and intimating its second National Cross-Country chanpionships at Tongaat, Natal on Saturday 1 October 1977.

(m) From SA non-Racial Olynpic Ccjmittee - dd 4/8/77 - acknowledging our letter of the 27 July 1927 and advising that our application on behalf of the South African Soccer Federation §ac affiliation to the African Football Con­ federation nay not canjoy an "ejcay pcuiage". However, the application will go to the Sipreme Council for endorsement with recomnendations.

(n) To SA Cycling Association - dd 30/9/77 - pointing out to the Association that it was necessary for the Association to forward to SACOS a report cn its Cycling activities.

(o) To SA Rugby Union - dd 30/9/77 -‘ requesting it to inplement the resolutions it had taken at its meetings to affiliate to SACOS.

(p) To Durban Golf Club - dd 30/9/77 - request it persues the formation of a provincial and a national organisation.

(q) To Durb^ Spores Ground Association - dd 30/9/77 - request use of its Board Room for Conference.

PRESIDENTIAL ADDRESS: A round of applause greeted Hassan Howa vdro delivered his address saying that he believed that SACOS was a catalyst which will bring about the atmosphere so that the country will re-enter the international sphere and for which purpose he pledged* himself and cLLl those sharing that belief.

SECRETARIAL REPORT: The Secretary, M.N.Pather dealt with extracts from the report and it was moved for adoption by the Chairman, Hassan Howa, seconded by the Patron Geo Sin^. It was agreed to discuss subject matters from the report on the following day.

The meeting thereipon-adjourned at 9.35pm and was reconvened the following day at 10.00am. (Sunday 9 October, 1977)

Angling: To conmunicate with K.Gobind of 153 Sirdar Road, Clairwood as he is connected with this sport on a national basis.

Badmintai: The SA Badminton Association was not acceptable to SACOS» in view of its participation in Multi-National events.

Baseball: Frank van der Horst to forward information on recently formed natiraial organisation.

Basketball: The unit catering for this sport is not acceptable to SACX)S

Boxing: The provincial Councils, to be referred to hereafter as the Secretariat, to make efforts for the formation of a national body.

Bowls: The Secretariat was requested to form provincial units and thereafter a national organisation.

Bridge: The Secretariat was requested to obtain more information on the SA Bridge Association.

Canoeing: As this code is being administered for whites only, the unit is not acceptable to SACOS.

Chess: Unless such time the SA Chess Federation is proven to be a non-racial unit it will not be acceptable to SACOS.

Cricket: The meeting refused to recognise Rashid Var'achia's new cricketing body and agreed to wait until the "caretaker coirmittee " (SA non-racial cricket comnittee) forwards its report after tire ninety day period.

Cycling: In terms of an early resolution it was agreed that the- SA Cycling Association be written to and await its report before considering the new cycling Board.

Darts: M.F.Johnson explained in detail the matters relating to participation in the World chaiipionships and requested that the Secretary arranges for represent ation f6r the SA Darts Board of Control to be present at World meetings.

Fencing: The unit catering for this code is not acceptable to SACOS.

Golf: The meeting was informed.that pressure is to be applied in individuals competing outside South Africa and the world amateur body will again discuss debarring of vAiite South Africa.

Gyrmastics: The unit catering for gymnastics was not acceptable to SACOS.

Hockey: Frank van dor Horst stated that a declaration of support forms will be

Paraplegic Games: The unit catering for this code is not acceptable to SACOS.

Polo: The unit catering for Polo is not acceptable to SACOS.

Rugby: The meeting recorded its regret and ejqjressed disappointment at the absence of SARD'S presence in spite of the assurance given to the Secretary, M.N.Pather, by Doolab Abbas SARU's president.

Softball: SACOS will not accept present units catering for Softball.

Soccer: As no further news was received frcm the delegation representing soccer the meeting requested the Resolution's Comnittee to draft its resolut­ ions taking into account double standarxJs.

The meeting adjourned at 1.30pm for lunch and reconvened at 2.00pm.

Surfing: SACOS would not accept the unit representing this code.

Tennis: .A.E.Fortuin stated that the Southern Africa Lawn Tennis Unioh vJhich had met the Secretary of the World Body, David Gray, is now preparing to meet the delegation frcan the World Body, due January next "year.

Volleyball: M.S.Singh indicated that the High Schools Sports Associaticai is arranging a chanpionship in 1979 and it is hoped that the Secretariat will bring about provincial units and a national bcxly.

Weightlifting: The reports from the Secretary of the SAAW/L & BB Federation was noted.

On the motion by M.N.Govender seconded by D.K.Singh the meeting called on all national bodies to request their previncial units to join the Provincial Councils of Sports to enhance the fight"for complete non-racialism .

With regard to SPRINGBOK COLOURS E;‘®L£M affiliates were requested to dis­ cuss this matter and forward its views to the Council to obtain a consensus of opinion - vtiether to accept or reject the colours, the etriblem in particular.

FINANCE: The audited Financial Statement was adopted on the motion by M.V. Rajah seconded by A.L.A.Pillay. Speaking cn finance R.Dutchman suggested that a letter of appeal be sent to all affiliates with request they nake an imnediate contribution to SACOS.' At this stage the meeting reappointed Geo Singh, C.M.Bassa and Dhanpal Naidoo to the Finance Comnittee with Geo Singh as Convenor and requested the Conmit-tee to forward its report as soon as possible.

AMENDMENTS TO CONSTITUTION: Article 3 - i-IIMBEEISHIP was amended to provide for Associate* Membership and for the inclusion of liovincial Councils.

Article U -OFFICIALS - agreed to delete clause (d) and neke (c) to read thus: General Secretary/Honorary Treasuier.

Article 5 - CCUNCIL OF SACOS - to be amended to include delegates from the Provincial Councils.

Article B - THE EXECUTIVE OF SACOS - to be amended to include one representative frem each council of sport.

Following.the acccptcJi'-a of the above the SA Darts Board of Control forwarded a written motion with request to review and rescind the decision of the Council to grant qaalified membership to the Itovincial Councils of Sport. The South African Council on Sport (SACOS) at its Sepond Biennial Coiference, held on the 8 and 9 October, 1977 at the Board Room, Curries Fountain, Durban resolves:

a) That the South African Cycling Association show cause on or before the 15 November, 1977 vtfiy its membership with the South African Council of Sport (SACOS) should not be withdrawn on the grounds of its non-conplience with the (non-racial) principles of the South African Council of Sport.

b) SACOS cn behalf of all ncn-racial South African sportsmen and women hereby express its sincere thanks and appreciation to the Supreme Courx:il for Sport in Africa for granting SACOS Associate Membership of such a powerful and respected body. We are certain that our membership will effectively strengthen oinp struggle for non-racial sport in South Africa. SACOS in a declaration of its solidarity with the Supreme Council of Sport in Africa hereby rejects all forms of racialism in sport and accepts a caiplete moratorium on all sports tours to and from South Africa until all the trappings of apartheid have been removed from South African Sport.

c) SACOS CXI behalf of all non-racial South African sportsmen and wcman hereby ^ r e s s its sincere thanks and appreciaticxi to the South African Nan-Racial Olympic Caimittee and hereby declares its ccaiplete solicJarity with SAN-ROC for rejecting all forms of racialism in sport and the acxaptance of a complete moratorium, banning all sports tours to and from South Africa until all the trappings of apartheid have been re­ moved from South Africa. d) This meeting is extremely pertcjrbed by the fact that the South African Soccer Federation (SASF) and its subsidary the South African Soccer Federation ProfessiOTial League appear to be adopting double standards by cissociating itself with administrators, clubs and players of racial sports bodies.

This meeting is also alarmed by the uncontradicted press reports which suggest that the SASF with the Pro.League is contemplating the acc:ept- ance of racial soccer bodies and or clubs.

SACOS reoaminends that officials of the; SASF and the Pro. League who claim to have been misquoted by the Press, take the necessary steps to investigate tiie sources of those reports and report the Press in questicxi to the Press Council and forward to SACOS the findings of the Press Council.

e) SACOS resolves that all affiliates of SACOS consult it before taking any decisions on policy and before participating in any discussions and or dialogues with racial bodies. and

f) SACOS calls on all sponsors to positively support non-r«cial sport as against sports played on a Multi-national or racialist basis. SACOS calls on all affiliates to consult with SACOS Executive to scrutinise the terms of any sponsorship before its acceptance. OTHER I''AIT£k S: The President and the iDembere e3q>ressed concern over the banning order on t-lorgan Naidoo and hoped that the Minister of Justice would soc»i lift the banning to enable Morgan Naidoo to continue with his sport activities.

The President e^ressed Council's sincere;th£3nks to Mrs.S.Maharaj for having assisted the Secretary in the conpilation of the Report and for having general­ ly assisted with SACOS woiic.

C.M.Bassa caiplinented and thanked the President, Hassan Howa for the naitmer in v M c h the President had conducted the meeting and on behalf of the officials and delegates sincerely wished Hassan Howa Icng life with SACOS.

ThanScs were recorded to the Officials of the Durban Sports Ground Association i4io made it possible for SACOS to convene its two day Conference at the Board Room of the Curries Fountain.

Dr.Asvat extended to the President and to the msmbers his quota of thanks and wished SACOS well.

It is very gratifying that the South African Council on Sport has been unequivocally try­ ing to create a healthy atmosphere to eradi­ cate the heinous methods of apartheid and racial discrimination of all forms including sports. The Republic of South Africa has been particularly in the van-guard of preach­ ing and practising apartheid and racial dis­ crimination in South Africa. India is one with those who condemn and are making real endeavour to remove the bane of apartheid and racial discrimination from earth. It is, therefore, in the fitness of things that the South African Council on Sport has taken the stand in that direction. I am cer1;ain that^ the Third Biennial Conference will achieve the objects for which it is being held.

N U R U L A M I N I wish the Third Biennial' Conference to be held at Cape Town on 1st September, 197^ under the auspices of the South African Council on Sport all success.

Thus, emerging from i t a l l , is the fact that, b a sica lly , the status quo remains the same---- the scene is unchanged, with the same Apartheid trappings!

And so____ SACOS is left with no alternative but to continue to plod, resolutely and unswervingly, on the path that must lead to the complete elimination of a ll forms of race discrimination in South African sport.

On the otheA hand i f such a "hand of fAiendship" was extended to us by Aocially oAientated spoAt oAganisations then thixt "hand of fAiendship" would not be a tAue and a sinceAe one. In fact it will Aemind us of the humiliation - not white veAses black but a Aocialist veASes a non-Aocialist. We have been called by many names. Some oAe veAy insulting and some veAy defamatoAy. I must Aemind these people that o u a oAganisation, a non-Aoctal one, is pAopeAly constit­ uted to bAing about peaceful changes in the spoAts stAuctuAe of ouA countAy. We do not want to fail but in the pAocess if we oAe stopped then I am afAoid the olteAnative is too ghastly to contempiate. I finmly believe that spoAt w ill a ssist to bAing about a change and I uAge a ll persons to conmit themselves to non-Aocism so that a ll of us could help build a betteA South AfAica.

I am not opposed to dialogue and I have been always pAepoAed to listen to the ottieA's point of view. But I shall not be dictated to by peASons o a OAganisations that offeA an ideology otheA than non-Aacialism. I will not accept subseAvient membeAship o a consideA associate levels. Any foAm of membeAship based on ethnic lines w ill not be toleAoted by this oAganisation. I will welcome a policy in the inteAest of all South AfAicans without sacAificing the essence of non-Aocialism.

Affiliates of o u a Council, desiAiouS oV holding talks with otheA peASons o a oAganisations should consult ouA Council and should ensuAe that nothing is sold beneath the table. In conclusion I wish to state that o u a stAuggle is an uphill battle. NumbeAWise we OAC veAy stAong. We have the backing of a ll disenfAanchised people. NatuAolly we cannot be weak. But we do not have su fficien t funds, sponsoAShips and the voAious otheA things that could make o u a o^anisation, THE ORGANISATION. NeveAtheless with the seycAol PAovincial Units - now cateAing thAoughout the countAd - fully constituted and oAganised to bAing about changes in theiA OAeas the hand of SACOB hM been gAeatly stAengthened. We OAe not alone in Oils StAuggle - equality foA a ll in spoAt. WoAld suppoAt, fAom the SupAeme Council foA SpoAt in AfAica, the United Nations and voAious otheA oAganisations comnitted to the Aemoval of Aocial discAimination in South AfAican spoAt, is foAeveA mounting.
