Vandplanerne sendes hermed i offentlig høring. Landet er underinddelt i 23 hovedvandoplande, og ansvaret for de enkelte vandplaner varetages af det miljøcenter, hvorunder den en- kelte vandplan er placeret. Forslag til vandplanerne har i perioden 14. januar til 11. marts 2010 været i en teknisk høring hos statslige, regionale og kommunale myndigheder med henblik på en tematisk gennemgang til efterføl- gende tilretning/justering af planudkastene. Dette er sket efter reg- lerne i miljømålslovens § 28. Forslag til vandplaner er nu tilpasset og kan sendes i en offentlig hø- ring, således at alle interesserede parter kan inddrages aktivt i udar- bejdelsen af de endelige vandplaner. Efter reglerne i miljømålslovens § 29 er offentliggørelsen af de ved- tagne forslag til vandplaner sket ved offentlig annoncering. Vandpla- nerne samt høringsbrevet er tilgængelige på http://www.blst.dk Efter reglerne i miljømålsloven § 29, stk. 4 skal forslag til vandplan endvidere sendes til berørte statslige, regionale og kommunale myndigheder, hvis interes- ser berøres af forslaget. Såvel offentligheden som statslige, regionale og kommunale myndig- heder har efter reglerne i miljømålslovens § 29, stk. 3 en frist på 6 måneder til at komme med indsigelser. Efter den offentlige høring vil den endelige vandplan blive udarbejdet. Miljøministeriet, By- og Landskabsstyrelsen 3 Vandplan – Hovedvandopland Djursland HØRING Indledning Denne vandplan for Hovedvandopland 1.6 Djursland er udarbejdet efter bestemmelserne i miljømålsloven, som lovmæssigt implemente- rer EU’s vandrammedirektiv (direktiv nr. 2000/60/EF af 23. oktober 2000) i Danmark. Vandplanen skal ifølge lovgivningen sikre at søer, vandløb, grund- vandsforekomster og kystvande i udgangspunktet opfylder miljømålet ”god tilstand” inden udgangen af 2015. Endvidere skal det sikres, at eventuelle forringelser af tilstanden for vandområderne forebygges. Miljømålslovens bestemmelser omfatter i princippet alle vandområ- der. I vandplanen er der dog fastlagt nedre grænser for størrelsen af vandområder, som er omfattet af den konkrete planlægning, se afsnit 2.1.1. For øvrige vandområder indeholder vandplanen generelle ret- ningslinjer for myndighedernes administration af sektorlovgivningen. For Natura 2000-områderne i hovedvandoplandet foreligger Natura 2000-planer, som foreskriver nødvendig indsats for at sikre gunstig bevaringsstatus i områderne. Denne indsats vil i mange tilfælde have samme karakter, som den indsats, der er nødvendig for at opnå god økologisk tilstand i vandområderne. I konsekvens heraf er det i vand- planen søgt at udnytte denne synergi med henblik på at minimere omkostningerne til planerne. Effekten af de generelle virkemidler vil medvirke til at sikre, at der ikke sker en forringelse med hensyn til næringsstofbelastningen i forhold til gunstig bevaringsstatus. I regeringens klimatilpasningsstrategi anbefales en ad hoc klimatil- pasning. Især for investeringer med lang levetid som f.eks. kloakker bør der derfor allerede nu indregnes klimaeffekter. For fastlæggelse af miljømål, ændret afstrømning og udvaskning vurderes der dog ikke at være tilstrækkeligt fagligt grundlag for, at det kan indgå i de første vandplaner. Dette forventes at blive vurderet i næste planperiode. En del af de indsatser, der er defineret i denne plan, vil dog medvirke til at kunne imødegå ændret nedbør, f.eks. vil vådområder langs vand- løb virke som bufferzoner for øget nedbør; tilsvarende gælder for regnvandsbassiner på regnbetingede udledninger. Vandplanen er grundlæggende udarbejdet på baggrund af data fra perioden 2001-2005. Det skal efter høring af udkastene vurderes om datagrundlaget skal opdateres med nyere data. Læsevejledning Vandplanen er opdelt i en plandel og en redegørelsesdel. De indkomne bemærkninger fra den tekniske forhøring i kommuner og hos andre myndigheder er medtaget i et vist omfang i de nye ud- kast til vandplaner. Environmental changes in the Holocene molluscan fauna are elucidated by the investigation of the Korupsø area in the central part of Djursland, Denmark, on macrofossils and 14C datings of shell material. The oldest recorded stratum is a lacustrine Boreal lime gyttja which in the Early Atlantic was covered by saltwater gyttja with a rich fauna of molluscs. The fauna is characterised by Ostrea edulis, Venerupis decussata, Macoma balthica, and Corbula gibba. Bittium reticulatum is only found in large quan• tities within this older part of the sequence up to the end of the Atlantic. The disappearance of Bittium reticulatum in the Subboreal is explained as having been caused by a change to a more brackish envi• ronment. This explanation is supported by the decline in numbers of Hydrobia ulvae and the occur• rence in equal numbers of Hydrobia ventrosa in the Subboreal. The rate of sedimentation was low during the Atlantic (1 m per thousand years) compared to the Subboreal, when a sedimentation of up to 5 m per thousand years has been observed. This change in sedimentation rate is tentatively connected with a lowering of the tidal range in the Danish waters since the Atlantic.
