Singh, Professor Centre for Research Methodology Tata Institute of Social Sciences, Deonar, Mumbai 400 088 Email: [email protected], [email protected] According census 2011, Greater Mumbai Urban Agglomeration (UA) is most populated mega city in India with a population of 18.4 million. India’s commercial capital has always attracting migrants from within and outside the state due to number of industrial and commercial establishments in the city. Due to high influx of migration, Greater Mumbai city started shifting its population towards other neighbouring areas due to limited land available for future population and economic growth. The present paper examines the migration pattern in the Mumbai city and neighbouring area in Thane district which together account major share of Mumbai Metropolitan area. It also analyzes the economic data to examine changes occurring in the area in term of employment opportunity and sustainability of this mega city. Data Source In India, decennial census and National Sample Survey (NSS) are major source of information on population and economic activity. Study uses data from census 1961-2011 and various rounds of NSS. In addition the economic census of 1999 and 2005 are used to analyze changes in establishment and employment situation. Some information on condition of people living in planned city of Navi Mumbai is also presented. Mumbai Metropolitan Region is spread in four districts – Mumbai city, Suburban Mumbai, Thane and Raigarh. It includes both the Mumbai district, urban part of Thane and selected towns of Raigarh district.

However, today, as the frst world countries advance towards “positive development”, some third world countries are developing in an “unwanted pattern”. The metropolitan cities of developing countries attract most of the country’s population, conse‑ quently becoming the worst suferers of the situation. They grow faster than their capacity allows, and then due to the lack of strategy, poor governance, and weak policies; face overwhelming pressure on land and natural resources. Documenting this situation using the case of a metropolitan city in India, the present paper aims to identify the problems faced by a metropolitan city in a developing country. The Mumbai Metropolitan Region’s Regional Plan 1996–2011 was analyzed to determine the response to climate change mitigation and adaptation. Furthermore, a new diagnostic tool, namely the “Climate Change Planning Index”, which can deliver valuable information at a glance, was developed. The paper concludes with a summary of the climate change crisis and the necessity of development in a developing metropolitan city.     Centre for Earth Science Studies, Thiruvananthapuram CZMP of Mira Bhayandar Municipal Corporation in 1:25000 scale 1. Introduction The preparation of the CZMP for Mira Bhayandar Municipal Corporation has been undertaken as part of the CZMP preparation for the coastal zone of Thane and Sindhudurg districts. The approach and methodology followed are the same for all the Municipal Corporations, Municipal Councils and rural areas in the above districts. The damages to the coastal zone and the impact of coastal hazards to communities and properties, to a certain extent, can be controlled by regulating high impact activities in the coastal zone. It was with this objective the Coastal Regulation Zone (CRZ) Notification (MoEF, 2011; 1991) was introduced in the country. 1. 1 Coastal Zone Management Plans The CRZ provides a spatial planning framework for Coastal Zone Management Plans which provide setbacks around sensitive eco-zones restricting development and other activities close to it. Setbacks require specific reference lines and boundaries for its meaningful implementation. The High Tide Line (HTL) forms the cardinal reference line for determining the setbacks for CRZ. The 100, 200 and 500m CRZ lines landward from the HTL are the landward setback lines. The Low Tide Line (LTL) and the Territorial water boundary (12 NM) form the setback lines towards the sea. The Coastal Zone Management Plans are prepared in 2 scales: 1. CZMP consisting of CRZ maps in 1:25000 scale with Survey of toposheets as base maps 2. Unlike the other planned cities of India, Navi Mumbai was specifically built as a planned decentralization of a large metropolitan city. The research focuses on explaining the urban social pattern of this particular case study. An urban social pattern reflects the social characteristics of the urban setting. In the case of Navi Mumbai, the government had a social agenda of promoting a social pattern based on socioeconomic distribution rather than an ethnic one. Analysis of the data provides an insight to the results of this social agenda, and provides a basis to frame new ones. Thus, the study not only addresses a basic research question, but also has policy implications. The research involves a comprehensive review of secondary source material to establish the theoretical framework for the research. The review also involves an extensive inspection of urban social patterns across the world to better contextualize this particular case study. The research puts forth a model that explains the social pattern of Navi Mumbai by social area analysis using variables, which are drawn from social aspects of any city and indigenous factors of Indian settlements.
