Comparing the French and American Ecosystems MAY 2019 EXECUTIVE SUMMARY In France, representative democracy is experiencing a growing mistrust that also affects the media. The latter are facing major simultaneous challenges: • a disruption of their business model in the digital age; • a dependence on social networks and search engines to gain visibility; • increased competition due to the convergence of content on digital media (competition between text, video and audio on the Internet); • increased competition due to the emergence of actors exercising their influence independently from the media (politicians, bloggers, comedians, etc.). In the United States, these developments have contributed to the polarization of the public square, characterized by the radicalization of the conservative press, with significant impact on electoral processes. Institut Montaigne investigated whether a similar phenomenon was at work in France. To this end, it led an in-depth study in partnership with the Sciences Po Médialab, the Sciences Po School of Journalism as well as the MIT Center for Civic Media. It also benefited from data collected and analyzed by the Pew Research Center*, in their report “News Media Attitudes in France”. Going beyond “fake news” 1 The changes affecting the media space are often reduced to the study of their most visible symp- toms. For instance, the concept of “fake news”, which has been amply commented on, falls short of encompassing the complexity of the transformations at work. -

The Potential Impact of ‘la loi relative à la sécurité globale’ on Civil Liberties in France Anna Murphy (Julien Mattia - Anadolu Agency) Over the course of the Macron presidency, France has seen what almost seems like a continous wave of popular demonstrations. This policy outlook examines the contents and implications of ‘la loi relative à la sécurité globale’, the comprehensive security law that has sparked the most recent display of anti-government anger. The outlook analyses some of the most controversial components of the bill, including a clause that partially bans the filming of police officers, and positions them within a broader political shift in the country. POLICY OUTLOOK Background On November 24th, the French National Assembly vot- ed to approve la proposition de loi relative à la sécurité globale (comprehensive security law). Within hours, thou- sands across Paris and several other French cities took to the streets in a widespread display of opposition to the draft law. While similar scenes of civil unrest have become a familiar sight in France over the last few years, this new bill has garnered a particularly strong reaction from par- ties both inside and outside of the country due to the inclu- sion of several controversial articles. Namely, Article 24 of (Julien Mattia - Anadolu Agency) the draft law criminalises “disseminating, by any means or medium whatsoever, with the aim of harming their physi- cacy. -

Previously, Mr. Essebsi held the position of Prime Minister for a brief period – March to October 2011. During his career, the President has held various high level positions, including Head of the Administration of National Security (1963), Minister of Interior from (1965-1969), Minister of Foreign Affairs (1981-1986) and President of the Chamber of Deputies (1990-1991). The President was also ambassador of Tunisia to West Germany and France. Mr. Youssef Chahed - Prime Minister - Tunisia Mr. Chahed was appointed Tunisian Prime Minister in August 2016. NEW CALEDONIA’S INDEPENDENCE REFERENDUM: LOCAL AND REGIONAL IMPLICATIONS EXECUTIVE SUMMARY After a long history of difference, including civil war, over independence, New Caledonia’s 4 November 2018 referendum began a self-determination process, but ended 30 years of stability under peace accords. Persistent ethnic division over independence revealed by this first vote may well be deepened by May 2019 local elections. Two further referendums are possible, with discussion about future governance, by 2022, amid ongoing social unease. Bitter areas of difference, which had been set aside for decades, will remain front and centre while the referendum process continues. Key strategic interests are at stake for France, whose Pacific territories add ballast to its global leadership status. -

This article explores these two representations of political France and analyses the elections in relation to the wider French political context. It discusses the electoral dynamics that enabled the traditional parties to preserve their duopoly of regional power despite the increasingly intrusive challenge to their hegemony mounted by an ever more electorally potent FN. Depoliticizing discourses The role of editorials in the reproduction of consensus: assessing the media coverage of the Yellow Vest movement Mathilde Colin Human rights Bachelor thesis 15 ECTS Spring term 2019 Supervisor: Jonna Pettersson 1 Abstract The purpose of this thesis was to study how Yellow Vest protests, which started 17 November 2018, and protesters themselves, were being described in the French mainstream press. The material consisted in 19 editorials from 5 of the most-circulated newspapers in the country. They were analyzed using Norman Fairclough’s model of critical discourse analysis and within a theoretical framework drawn from Chantal Mouffe’s discussion of the notion of consensus. The findings suggest that the mainstream discourse on Yellow Vests is one which denies their legitimacy within the political realm through a process of depoliticization supported by discourses of contempt, republicanism, and unity. This study illustrates the struggle of protesters to be granted space and legitimacy within contemporary democracies to properly exercise their civil and political rights. From PBrexit to the election of Donald Trump in the United States, old ideas and conceptions of the Left and Right are being deconstructed before our eyes faced with populist mantras. The French presidential election of 2017 was a story of a pro-European, pro-business, globalist centrist candidate and underdog, Emmanuel Macron, defeating the favored right-wing candidate, decimating the Socialist left, and going on to win a super majority in the National Assembly, with a movement- turned-party he only recently created. However, what is not told, are the populist elements and narratives, coopted by all candidates in the French presidential election, and how this aided Macron where it delegitimized most others. This paper analyses does just that, in exploring and analyzing populist narratives in all the major French presidential candidates’ campaigns, as well as the context and evolution of populist sentiment in contemporary France in general to better understand how we have arrived at this point, and perhaps to better understand the direction Macron will take France and Europe. A mould-breaking cabinet? Changes and continuities in the formation of the 2017 French government Cristina Bucur University of Oslo [email protected] Abstract Emmanuel Macron’s election as President of the Republic and the formation of a government that includes a mix of politicians from parties on the left and right of the political spectrum, as well as a significant share of non-partisan ministers, has been hailed by numerous commentators as an unprecedented overhaul of France’s political life. This article examines how the two cabinets formed under prime minister Édouard Philippe in the shadow of the 2017 presidential and parliamentary elections compare to previous governments in the Fifth Republic. The analysis reveals a less than revolutionary break with previous patterns of government size, channels of ministerial recruitment, portfolio allocation, gender balance and ethnic diversity. 1 The president and the prime minister appointment The Constitution of the Fifth Republic places the president at the centre of the government formation process. Article 8 grants the head of state unconstrained power to select the prime minister and to appoint all other cabinet members on his or her proposal. Thus, favourable circumstances, such as the support of a majority in parliament, allow the head of state to appoint a loyal and/or at least subordinate prime minister and take control over the government (Elgie 2013: 20). Several other constitutional provisions increase the president’s authority over the executive decision-making process. For example, the right to chair cabinet meetings (under Article 9) allows the head of state to set the agenda and influence policy-making indirectly (Knapp and Wright 2006: 89).
