    Marino Zorzi I domini veneziani in Istria e Dalmazia e l’istituto rettorale (testo integrale della relazione tenuta il 17 febbraio 2012) Fino alla fine del secolo XI il Ducatus Venetie era l’avamposto dell’Impero d’Oriente nell’Italia settentrionale, una provincia, sia pur dotata di larga autonomia. Gli amplissimi privilegi concessi ai Venetici nel 1082 dall’imperatore Alessio Comneno, per compensare l’efficace aiuto da essi fornito contro i Normanni, e le possibilità di espansione offerte dalle crociate fecero sì che l’autonomia del Ducato si estendesse fino ad una completa indipendenza di fatto. Da un lato Venezia resiste in armi all’imperatore Giovanni, che vorrebbe revocare le concessioni del predecessore, dall’altro in varie città occupate dai crociati si formano colonie veneziane, legate solo alla madrepatria. Il governo ducale vi invia dei baili, che dirigono gli affari della colonia, giudicano le liti fra i venetici, rappresentano la città madre di fronte ai vicini, amici o nemici. Il termine, non usato prima a Venezia, è forse mutuato dai crociati: il bailo, balivo, baiulo (che si trova anche in Dante), in Francia bailly, baile, in Inghilterra bailiff è appunto un alto funzionario statale. Come noto, nella laguna il sistema feudale non entrò mai: a Costantinopoli esso non esisteva fino alle crociate, essendo estraneo al diritto romano, ancora vigente nell’Impero. Quindi la supremazia adriatica che Venezia acquisisce già nel IX secolo, come dimostrano i compiti di polizia marittima ch’essa svolge in nome di Costantinopoli, con alterna fortuna, nei confronti di Saraceni e Slavi, non comporta un dominio di tipo feudale nei confronti delle città costiere.

The Venetians encouragedmigration to the cities in an attempt to create an urban society that would support their administra- tion. They failedto achievethis aim, as this studyofVenetian Navarinoshows, not only for lack of an urbantradition, but also because their policies for land distributionand taxation did not providepolitical or economic incentives for moving to the city. As a result, the settlement pattern in the Peloponnese remained remarkablystable throughout the Venetian occupation. INTRODUCTION Records designed to assess public revenue-censuses, cadastral surveys, and tax registers-all demonstrate the interest of the state in promoting stability and continuity in settlement.1 Ottoman registrars recorded vil- lages whether or not they were inhabited, on the basis that since they had once provided revenue, they might yet do so again.     5 Chapter 1 Water and Agricultural Production in the Venetian Terra Firma in the Sixteenth and Seventeenth Centuries Irrigation and Land Reclamation It is now generally accepted that, in both ancient and modern societies, the mastery of water – as either a resource or a threat – is one of the essential premises for the establishment of state institutions, with work on irrigation canals and protective dikes influencing social hierarchies and stimulating economic development. No less important a factor in productive activity than land or labour, water has always revealed the interplay of social relations and environment, with development obviously being conditioned by access to this finite resource. Adopting the terminology of Fernand Braudel, one might therefore define the environment as a whole as an ensemble des ensembles in which the various social agents contend for available resources (water undoubtedly being one of the most important), the degree of their success depending upon the relative power they can exert. Hence, water has long been the object of disputes. These range from its purely agricultural use (in irrigation and drainage); its use as a source of power (for the waterwheels drove mills, fulling machines, jacks, paper mills and the whole range of varied machinery that existed in the era preceding the Industrial Revolution); its use as a domestic urban resource (water supplies for cities). If one is to focus exclusively upon agricultural uses, one initial methodological consideration emerges immediately: can one really talk about irrigation in isolation from land reclamation? The notion of ‘integrated land reclamation’ as developed a few decades ago would seem to make it clear that one cannot.

Nothing seems more appropriate than this old saying to describe the 1559 destitution of the Capitano del Golfo Pandolfo Contarini. For the sake of maritime security, he overreacted to the violation of a clause of the Veneto-Ottoman peace treaty and shelled the harbor of Durazzo. His destitution, sanctioned in Venice in complete autonomy, succeeded in preempting the Sultan’s response and ultimately preserved the peace. Keywords Security. Privateers. Foreign affairs. Administration. In 1559, while patrolling the Gulf, the Provveditore all’Armata Pandolfo Contarini sought a pirate ship. His task being that of keeping the Gulf rid of piracy, he did not hesitate to pursue the aforementioned ship, which eventually found a refuge in the harbour of Durazzo. By sheltering the pirates, the Ottoman authorities of the city openly contravened the agree- ments reached in 1540 by the Republic of St. Marks and the Sublime Porte. Consequently, Pandolfo Contarini felt himself entitled to shell the harbour: the authorities had to surrender the ship and its cargo. Once back to Venice, Contarini was removed from his functions by the Senate and rapidly replaced (Braudel 1990, p. 150). Informed of the episode by a petition, which had been sent jointly by the qâdı of Durazzo (Draç) and the bey of Elbâsan, the Porte showed at first a moderate reaction.

The Friulian provincial identity is studied in the context of the internal conflicts in the Fri- ulian society and the conflict between the Venetian Republic and the House of Habsburg (for example anti-Venetian sentiment of the Friulian feudal nobility, which was expressed mostly in indirect ways, but the most revealing are private historiographical documents). Keywords: Venetian Republic, House of Habsburg, provincial identity, early modern period, Friuli, County of Gorizia In the early modern period, the area along the border1 between the Venetian Repub- lic and the hereditary lands of the Austrian branch of the House of Habsburg, was marked by a specific historical development in which the idiosyncrasies of the Mediter- ranean intertwined with those of the continental world and in which the elements of the Italian, Slavic and German cultures blended together. The Habsburg-Venetian bor- der influenced the everyday life of the local inhabitants. Border areas are characterized by encounters, exchanges and contaminations with cultural differences, specific rituals of the authorities and illegal practices.2 In these often marginal areas (understood in their geographical as well as in social, cultural, economic, linguistic, etc.
