This Remediation Activities Report has been prepared to describe the activities that were performed during the removal of drums from four Areas of Concern (AOC) at Bielson Air Force Base, Alaska. A total of seventeen 55-gallon drums and one hundred and four 5-gallon pails were removed from three AOCs and twelve drums were inventoried at a fourth AOC on Elelson AFB.

This work was performed in support of ongoing environmental restoration efforts by the Air Force Center for Environmental Excellence (AFCEE) and the 3 5 4th Civil Engineer Squadron/Civil Engineering Environmental Restoration (3 5 4 th CES/CEVR).

711/7 1.0 INTRODUCTION

This report describes the activities performed in support of the removal of drums and pails from four Areas of Concern (AOC) at EielsonAir Force Base, Alaska. This work was performed under the direction of the Air Force Center for Environmental Excellence (AFCEE) and the 354' Civil Engineering Squadron/Civil Engineering Environmental Restoration (3 54th CES/CEVR). All field activities, analytical data generated, and all waste disposal activities are documented in this report. This report is organized into six sections. Section 1.0 provides an introduction. Section 2.0 describes all site activities undertaken during the removal of drums and pails, while Section 3.0 provides all analytical results generated by the field effort. Section 4.0 discusses waste management activities. Section 5.0 summarizes the findings and Section 6.0 provides all references used in preparing this report. Appendix A provides the Chain-of-Custody, Appendix B provides the analytical data for soil samples, and Appendix C provides the analytical data for waste stream samples.

1.1 PURPOSE/SCOPE

The objective of this effort was to remove 55-gallon drums and 5-gallon pails from AOC-19, AOC-24, AOC-26, and AOC-45. A total of fifteen 55-gallon drums and one hundred 5-gallon pails were scoped to be removed at the four AOCs. The work activities under this scope of work included mobilization to Eielson AFB, setup of a 'lined, bernmed area for staging, bulking and removal of identified drums from the four AOCs Any liquids present in the drums and/or pails were to be bulked and sampled for classification for disposal. Cleaned drums and pails were to be disposed of as scrap material. Also included was the collection of soil samples in areas where potential contaminants may have leaked from the drums and/or pails.

1.2 SITE DESCRIPTION

Eielson AFB is located in interior Alaska, near the town of North Pole, Alaska, approximately 20 miles southeast of Fairbanks, AK (Figure 1-1). Figure 1-2 shows the locations of the four AOCs addressed under this effort.

ol.~~~~~~~~~~~~ AOCJ.9. AOC-19 is an area inside the free line adjacent to the northwest corner of the E-6 tank farm area in the western portion of the developed area of Eielson AFB. There were reported to be approximately seventy 5-gallon pails of what is marked as gear or lubricating oil and one sealed 55-gallon drum of an unknown material.

AOCG24. This site is located adjacent to the Child Development Center. There were reported to be approximately nine drums in the area. One drum was known to be buried (partially exposed) along an existing trail, and the rest of the drums were reported to be located in the adjacent pond, along the shore.

AQC-26 There were reported to be approximately twelve 55-gallon drums in the discharge ponds for the Fielson Water Treatment Plant. Labels were not visible or intact on any of these drums.

AOC-45 This site is located in the eastern portion of the undeveloped portion of Eielson AFB. There was one reported drum on the bank of Piledriver Slough.

This section describes the field activities that were performed during the drum removal. These activities included mobilization and site setup, drum removal and staging, drum bulking, sample collection, and waste disposal.

2.1 MOBILIZATION AND SITE SETUP

The field management team mobilized to the site on 15 July 1997. The team consisted of the Site Manager, and a technician to assist in drum removal and sampling activities. No office trailers were mobilized to the site due to the short duration of the project and onsite communication consisted of a cellular telephone.

The subcontractor for this effort, Central Environmental, Inc. (CEI), mobilized to the site on Monday, 14 July 1997. Work began onsite on Tuesday, 15 July 1997. When the subcontractor personnel initially arrived onsite, the Site Manager held a project safety meeting. The meeting included discussion on safety procedures, hospital locations, personal protective equipment (PPE) requirements for the duration of the job, air monitoring during drum collection and bulking activities, emergency evacuation procedures, and emergency contact telephone numbers.

Following the safety meeting, the Site Manager and the GEL foreman visited the four AOCs to inspect the site for safety hazards, and make notes on the locations and conditions of the drums targeted for removal.

A staging area was constructed on the southwest corner of the asphalt pad at LF-03. The staging area consisted of 20 mil HDPE liner with four bermed sides made ftom six-inch diameter timbers. A decontamination area was set up in one corner of the staging area for travel into/out of the staging area.

As described in the work plan (U.S. Air Force 1996A) each of AOCs would be inspected to inventory drums or pails present, check condition of each, and look for physical signs of contamination associated with drums and pails.

The inventory of AOCs found one hundred and four 5-gallon pails and one 55-gallon drum at AOC-19, fifteen 55-gallon drums (thirteen in the lake) at AOC-24, twelve 55-gallon drums at AOC-26 (all in the pond) and one 55-gallon drum in the bank of Piledriver Slough at AOC-45.

2.3 DRUM REMOVAL AND STAGING

Drum removal activities began at AOC-19 in the afternoon on 16 July 1997. One hundred and four 5-gallon pails were collected and transported to the staging area at LF-03 in a 20 mil HDPE lined trailer. The 5-gallon pails removed contained markings indicating the contents were 90 weight lubricating oil. One mostly full, partially crushed 55-gallon drum was also removed from AOC-19 and placed in the staging area. The 55-gallon drum was not labeled, but the contents were inspected visually and appeared to be 90 weight lubricating oil, similar to that found in the 5-gallon pails. On Wednesday, 16 July 1997, utilizing an inflatable zodiac and a Case 980 rubber-tired backhoe, CE! began removing drums from the lake and surrounding shore at AOC-24. By mid-afternoon, thirteen 55-gallon drums had been removed. All drums were crushed, rusted, and had holes with the exception of one drum. No labels or identifying marks were visible. When pulled from the lake, one drum was full of lake water and had a slight sheen on the surface of the water inside the drum. This drum was containerized in an overpack drum, and transported to the staging area with the rest of the recovered drums.

On Thursday, 17 July 1997, the drum in the bank of Piledriver Slough (AOC-45) was recovered. During the removal of the drum, both visual observations of the soil in the area and use of a photoionization detector showed no signs of hydrocarbon or other forms of

Following this removal, CEI bulked the seventy 5-gallon pails into new 55-gallon drums. Two additional drums from Moose Lake at AOC-24 were removed and taken to the decontamination pad. The drums were deteriorated and did not contain anything.

On Friday, 18 July 1997, CEI finished bulking the 5-gallon drums into the new 55-gallon drums. Soil samples were collected from AOC-19 and shipped to Anchorage to Columbia Analytical Services. The staging area was disassembled, and the bulked drums were left in a small lined containment area on the asphalt pad at LF-03. Table 2-1 contains a summary of the discovered and removed drums by site.

The original scope of work called for removal of drums from AOC-26. However, during the removal of drums from AOC-24, more drums were found at this site than were included in the scope of work. After consultation with the 354' CES/CEVR and AFCEE Project Managers, direction was given from them on 18 July 1997 to remove all the drums from AOC-24, AOC-19 and AOC-45 and leave the drumis at AOC-26 for removal under a future scope of work.

2.4 DRUM BULKING

AOC-19 was the only site which generated drums requiring bulking. As mentioned previously, the contents of the 5-gallon pails from AOC- 19 were bulked into new 55-gallon drums. The contents of the 5-gallon pails were transferred into the 55-gallon drums by pouring through a funnel. There was a dark viscous liquid in each of the pails and appeared to be consistent with the markings indicating contents were 90 weight lubricating oil. The oily liquid was not striated, it appeared homogenous and without foreign subst ances mixed in.

Also, the contents of one nearly full 55-gallon drum from AOC-19 was transferred into a new 55-gallon drum.

After each 5-gallon pail had been emptied, one end of the pail was cut out, and absorbent pads were used to wipe out any remaining fluid. The partially crushed 55-gallon drum was treated using the same process, one end being cut out and several absorbent pads utilized to clean the inside of the drum. Each pail and drum was then visually inspected to ensure no visible traces of oil remained.

Following bulking and decontamination, the 5-gallon pails and single 55-gallon drum were temporarily stockpiled at the land farm and subsequently picked up for disposal. Table 2-2 summarizes the drums that remained at the end of the hulking process.

Samples of both the lubrication oil and soil from AOC-19 were collected and submitted to Columbia Analytical Services for analytical analyses. These results are included in Appendices B and C.

3.1 COLLECTION OF SOIL SAMPLES

Soil samples were collected at the surface and at a depth of 18 inches in locations where drums had been removed. The work plan stated only areas where either the drum contents, visible signs of contamination (discolored soil, dead or dying vegetation, etc.), or elevated photo ionization readings were to be sampled. There were no visible signs of released drum contents and no elevated readings at any of the areas.

Of the three locations where drums were removed, only AOC-19 was noted as a location where potential leakage from the 5-gallon pails and 55-gallon drum could have occurred. At AOC- 19, three composite samples were collected. Each composite consisted of a surface soil sample mixed with equivalent amount of soil from a depth of 18 inches. Figure 3-1 details the locations of the three composite sample locations.

______S.B.K 05K7920126A G9 Each of the composite samples were tested for the following compounds or properties: EPA SW8080 (chlorinated pesticides and PCBs), EPA SW8270 (semi-volatile organic compounds

[SVOCs]), EPA SW8240 (volatile organic compounds [VOCs]) , EPA SW60lO (total metals), flash point, pH, and total solids. The Chain-of-Custody is in Appendix A and the analytical results are in Appendices B and C.

The results for the flash point, pH, and total solids showed no levels or concentrations that were outside the normal limits for soil in the Eielson area.

Low levels of some chlorinated pesticides were detected in composite #1 and composite #2. A small concentration of alpha- (80 uglkg) was detected in composite #1, and minute concentrations of DDE, DDT, and DDD were detected (2, 10, and 2 ug/kg, respectively) in composite #2. No chlorinated pesticides were detected in composite #3.

No SVOCs were detected in composite samples #2 and #3. Low concentrations of Dibenz(a,h)anthracene and Benzo(g,h,I)perylene were detected (2 and 3 mg/kg) in composite #1.

The only VOC detected in composite #1 was chloroform at 4 gg/lcg. In composite #2 there were nine VOCs detected with 2-chlorotoluene (1.2 mg/kg) and 4-chlorotoluene (0.82 mg/kg) being the highest concentration (Table 3-1). Note these two compounds were also found in the waste oil that was in the drums in this area. No VOCs were detected in composite #3.

3.2 COLLECTION OF WASTE STREAM SAMPLES

'The lubrication oil was sampled in order to determine if it was suitable to be burned in the Eielson AFB oil burner for energy recovery, according to 40 CFR part 279.1 1. A composite sample, made up of samples from each of the nine drums, was submitted to the CT&E laboratory for the Oil Burning Specification analysis. Results from this analysis, along with the allowable limits as dictated in 40 CFR part 279.1 1, are summarized in Table 3-2. The analytical results from the laboratory are in Appendix C.

With the exception of the total halogens, all parameters were within the limits as stated in 40 CFR part 279.1 1. The total halogens concentration, 6150 ppm, exceeded the stated limits of 1000 ppm. However, to further evaluate the total halogen concentration against regulated organic compounds (FO0l & F002 solvents list), the sample was analyzed by EPA Method 8260. The results of this analysis are presented in Table 3-3.

No regulated organic compounds were detected in the additional Method 8260 analysis. Based on this information, the lubrication oil was collected by the Eielson AFB Hazmat office, 354 CES/CEOVH, and burned for energy recovery according to 40 CER part 279.1 1.

Nine drums of lubrication oil, one drum of used PPE including used absorbent pads, and one drum of wastewater were generated by this project. The nine drums of lubrication oil were picked up by the Eielson AFB Hazmnat office on 29 August 1997. The 55-gallon drum of wastewater was left in the southwest corner of the landfill area next to other drums of wastewater, where it was treated in the Eielson AFB mobile wastewater treatment facility in October 1997, by the 354 CES/CEVR. The drumi containing PPE and absorbent pads was left onsite next to the other drums in the southwest corner of the landfill awaiting proper disposal.

A total of seventeen 55-gallon drums, and one-hundred and four 5-gallon pails were removed from three areas of concern at Ejelson AFB. The 5-gallon pails and one 55-gallon drum containing lubrication oil from AOC-19 were bulked into nine new 55-gallon drums. The liquid contents of the one 55-gallon drum from AOC-24 were bulked into a new 55-gallon drum and the contents treated in the 354' CES/CEVR mobile wastewater treatment system.

During the removal, no visible signs of contamination were noted at the areas from where the drums were removed. Soil samples were taken at AOC-19, in the location where the one hundred and four 5-gallon pails containing lubrication oil were resting.

The scrap metal from the collected 55-gallon drums and bulked 5-gallon pails was transported to a recycle facility in Fairbanks for reuse. The bulked lubrication oil was picked up by 354' CES/CEOVH to be utilized in the oil burner for energy recovery. The single drum of water from AOC-24 was treated in October 1997 in the 354 CES/CEVR mobile wastewater treatment unit, and the non-hazardous trash resulting from work activities was double-bagged, and disposed in the Fairbanks North Star Borough landfill.

No further action is recommended for AOC-19, AOC-24, and AOC-45. All the drums outlined in the scope of work and observed during the removal activities for these three AOCs were removed and disposed of. Due to scope limitations for this project, it was agreed that the twelve drums at AOC-26 will be addressed through a separate contract.
