April 2018/Red OVERVIEW April 2018/red OVERVIEW Local Government Unit in this region as well as other stakeholders were constantly involved in the implementation of Barangay Drug Clearing Program, partake and work together in the frequent conduct of ROLL OUT Program to different provinces and municipalities to ensure a balanced implementation of the Barangay Drug Clearing Program. However, to strengthen the dangerous drugs suppression campaign in the region, joint operations were also conducted with other Law Enforcement Agencies/units which resulted to a total of twenty five (25) Negation Operations and the arrest of Thirty one (31) drug personalities in the region. This month, the region carried-out a total of Fifty One (51) supply reduction and various demand reduction efforts, to wit: Two (2) buy-bust operations, One (1) Warrant of Arrest, Four (4) search warrant operations; Fourteen (14) interdiction operations; two (2) search and seizure operations; and thirty four (34) intelligence operations. Further, it has a total of seven (7) drug personalities apprehended; to include, one (1) Top 2 Target Listed at Regional level; one (1) Kubal Drug Group Member; one (1) Wanted List drug personality/PRRDs List/Valentine Drug Group Member ; one (1) HVT with seizure of more than 50 grams; and three (3) target listed drug personalities, including therein one (1) Target Listed Personality with 20 grams up seizure, qualified as HVT with a total dangerous drugs confiscation of 264.8157 grams of shabu, amounting to Php 1, 800, 746. 70. Drug Trafficking Trends Using minors as runners, exploiting the non-criminal liability of the minors who commit crimes; Inter-vehicle transactions were made for more covert illegal drug activities; big time pushers used their cars as a comfortable venue for selling shabu; Use of Cellular phone thru call or text messages are still the widely used in transacting illegal drugs; Electronic remittance or bank transfers are usually the mode of payment especially in dealing huge amount of money; and Use of FB messenger as their mode of conversation for more discreet transactions. OVERVIEW OF THE REGIONAL DRUG SITUATION A. Drugs of Choice – Methamphetamine Hydrochloride (shabu) and marijuana remain to be the most preferred type of drug used and sold in this Region. B. Drug Affectation –Region 10 has a total of two thousand twenty two (2,022) barangays. One thousand three hundred fifty five (1,355) barangays or 67% are drug affected. Eight (8) barangays are categorized as seriously affected barangays; Seven hundred eighty six (786) barangays are categorized as moderately affected while five hundred sixty one (561) were categorized as slightly affected barangays. These operations led to the arrest of seven (7) drug personalities; one (1) was the Top 2 Target Listed at Regional level; one (1) Kubal Drug Group Member; one (1) Wanted List drug personality/PRRDs List/Valentine Drug Group Member ; one (1) HVT with seizure of more than 50 grams; and three (3) target listed drug personalities, including therein one (1) Target Listed Personality with 20 grams up seizure, qualified as HVT. This office also conducted a total of twenty three (23) other operations ; wherein fourteen (14) seaport interdiction conducted, three (3) airport interdiction and six (6) Search and Seizure operations in Jail Facilities. On April 12, 2018, elements of PDEA-X Lanao del Norte Provincial Office, PDEA ARMM, AFP and Saguiran MPS conducted a buy-bust operation at MSU Marawi Main Campus, Rapasan, Marawi City which led to the arrest of Arab Macaombang y Malawani @ ARAB though Marco Cabugatan y Magayoong was able to elude arrest with confiscation of 198.7632 grams of Methamphetamine Hydrochloride or Shabu. On April 16, 2018, elements of PDEA-X implemented Search Warrant No. 16-18 issued by Judge Isobel G. Barroso at Purok-2 Barangay Dalwagan, Malaybalay City, Bukidnon which resulted to the arrest of Gempisao, Virgo Miñoza (#2 regional target/Coplan “Lupaka” Target) and the confiscation of 12.1263 grams of Methamphetamine Hydrochloride or shabu. On April 16, 2018, elements of PDEA-X implemented Search Warrant No. 17-18 issued by Judge Isobel G. Barroso at World War II, Herous Street, Barangay 7, Malaybalay City, Bukidnon which resulted to the arrest of Mutia, Angel Domingo (Target Listed) and the confiscation of 10.0474 grams of Methamphetamine Hydrochloride or shabu. On April 16, 2018, elements of PDEA-X implemented Search Warrant No. 19-18 issued by Judge Isobel G. Barroso at Phase 1, NHA Casisang, Malaybalay City, Bukidnon which resulted to the arrest of Palamine, John Griño (Target Listed) and the confiscation of 10.4058 grams of methamphetamine Hydrochloride or shabu. On April 19, 2018, joint elements of PDEA-X Misamis Occidental Provincial Office and CIDG Mis Occ conducted a manhunt operation at Barangay Kauswagan, Tangub City in Service of Warrant of Arrest for Violation of Sec 11 under CC No. TC-2016-111, dated July 25, 2016 issued and signed by Hon Sylvia A Singidas-Machacon, Exec Judge of RTC 10 Judicial Region, Branch 16, Tangub City. Said operation led to the arrest of Jimboy Del Socorro @ Jimboy (Wanted List); PRRD List (No. 70) and a Kubal Drug Group Member (since Sept. 2016-NDIS Record). On April 24, 2018, elements of PDEA-X implemented Search Warrant No. 042018-058 issued by Judge Dennis Z. Alcantar at Barra, Barangay Macabalan, Cagayan de Oro City, which resulted to the arrest of Sarip, Hadji Rasol Noraida (HVT/Target Listed) and the confiscation of 33.2090 grams of methamphetamine Hydrochloride or shabu. Interdiction Unit also conducted a total of Sixteen (16) operations; wherein twelve (12) were seaport interdiction, two (2) airport interdiction and two (2) Search and Seizure operations in Jail Facilities. PECIS ACTIVITIES Demand Reduction and Barangay Drug Clearing Operation For this month, there were no barangay declared as drug free, however as of date, we have a total of one hundred seventy-one (171) drug cleared Barangays declared by the oversight committee. Moreover, this office consolidated the No. of folders submitted to different Provincial Offices for checking and for possible conduct of Barangay Drug Clearing Operation. Demand Reduction Efforts On April 3, 2018, seminar on CADAC issues and concerns was conducted to CADAC core Group at Cagayan de Oro City hall; On April 4, 2018 , joint RPOC and RDC regular monthly meeting was participated by RPOC and RDC Officers and Members at N Hotel, Cagayan de Oro City; On April 5, 2018 , a courtesy call was made by the newly installed commanding officer of tactical operation group of Philippine Air force at the PDEA Regional Director’s Office, Cagayan de Oro City; On April 5, 2018, seminar on DDB regulation No. 3, Series of 2017 in relation to Barangay Drug Clearing Operations was conducted to the Muncipal mayor, Municipal Administrator, chairman of the Committee on Peace and Order, chairman of the Committee on Youth, the Chief of Police, the MLGOO of the DILG, and the 33 Barangay Chairpersons of Plaridel, Misamis Occidental at ABC Building, Plaridel, Misamis Occidental; On April 6, 2018, courtesy call was made with Atty. Rafael C. Benedicto, City Administrator, Iligan at the LGU Iligan City; On April 6, 2018, courtesy call was made with Congressman Frederick W. Siao at LGU, Iligan City; On April 9, 2018, seminar on RA 9165 and Ill effects of dangerous Drugs was conducted to BJMP Lumbia Personnel and Detainees at BJMP, Lumbia, Cagayan de Oro City; On April 10, 2018, seminar on National and Regional Drug Situation, Salient provisions of RA 9165 and DDB Board Regulation No. 3 series of 2017 was conducted to MADAC, BADAC Members, PNP Officers, RHU, MSWD and DILG Staff at Margarette Hotel, Maramag, Bukidnon; On April 10, 2018, a lecture on National and Regional Drug situation, Salient Provisions of RA 9165 and DDB Board Reg. No.3 s 2017 was conducted to PNP Station Commander,PCR and Intel at Mindanao Civic Center Gym, Tubod, Lanao del Norte; On April 12, 2018, a seminar on National and Regional Drug situation, Salient Provisions of RA 9165, and DDB Reg. 3 s 2017 was conducted to all Barangay Officials of Lanao del Norte at Mindanao civic Center Gym, Tubod, Lanao del Norte; On April 12, 2018, seminar on National and Regional Drug situation, Salient Provisions of RA 9165, and DDB Reg. 3 s 2017 was conducted to BADAC members of all 11 Barangays at Lasang, Initao, Misamis Oriental; On April 12, 2018, seminar on National and Regional Drug situation, Salient Provisions of RA 9165, and DDB Reg. 3 s 2017 was conducted to all BADAC Members at Bolisong Session Hall, Bolisong, El Salvador City, Misamis Oriental; On April 13, 2018, lecture on Powers and Functions of Barangay Auxiliary members was conducted to Barangay Auxiliary members at Camaman-an Multi-Purpose hall, Camaman-an, Cagayan de Oro City; On April 13, 2018, seminar on National and Regional Drug situation, Salient Provisions of RA 9165, and DDB Reg. 3 s 2017 was conducted to MADAC, BADAC members, PNP Officers, RHU, MSWD and DILG Staff at Multi-purpose Hall, Catumbalan, Valencia City, Bukidnon.

Intensified information, education campaign on proper hygiene; and training of volunteers in providing psychosocial support The NDCC enjoined all humanitarian actors on the grounds, both from the government and non-government organizations to continue coordinating to ensure the timely delivery of humanitarian aid to the most in need, resources are optimized and duplications/gaps are minimized The safety and security of those delivering humanitarian aid is one of the prime concerns of the Government, hence the NDCC encourage the optimization of existing coordination mechanism at all level of governance and the government cluster leads The NDCC and the Commission of Human Rights encourage the need for more information exchange between the NDCC and other humanitarian actors to improve on data collection, validation and disaggregated data for purposes of identifying further relief needs of IDPs by sex, age group and beliefs, etc. The Commission on Human Rights reported that there are no reports of sexual abuse and human trafficking in ECs DSWD deployed the Quick Response and Social Welfare and Development (QR/SWAD) teams to undertake data generation, relief distribution, operation/ management of evacuation centers, community kitchens, supplemental feeding to children, crisis counseling, etc.

Our contention is that water quality conservation is directly linked with poverty alleviation. From an initial area of 2 barrios in 2003 the initiative has grown to cover 26 barrios in 3 provinces. The latest inclusion is ecological sanitation that closes the loop between agricultural production and food consumption, prevent contamination of water sources and prevent the spread of diseases. The wand approach is effective and replicable in most rural areas in the Philippines because a) it provides a menu of solutions to various farmers’ felt needs and problems rather than proposing single solutions, stakeholder mobilization and linkages is strong and we collaborate and cooperate rather than trying to work alone; b) self-propelling local organizations are established to sustain the process. These grassroots organizations are federated in order to provide a single platform for policy and advocacy works; c) agro-reforestation is advanced as a viable way to improve water sources at the same time providing precious food, fodder, incomes and various resources to farmers. This is deemed important in view of the burgeoning population and lack of land resources.

The study used Focus Group Discussions (FGDs) and Key Informant Interviews (KIIs) conducted between September to October 2017 and secondary data to gather information on the number of fishers, type and number of boats, type of fishing methods and number of fishing gears, income, expenditure distribution, and non-fishery-based income sources as well as the fishers’ perception on issues and problems affecting their catches. The Bay had an estimated 15,357 fishers across all sites from 17 municipalities and two cities based on focus group discussions. Most fishers were from the province of Misamis Occidental or representing about 74% of the entire fisher population operating in the Bay. Iligan Bay has an artisanal or subsistence type of fisheries where most fishers rely mainly on traditional methods to harvest fish resources except for the commercial fishers operating the ring net or “kubkuban”.

The use of plant resources as indigenous sources of cure for a wide variety of ailments has been part of traditional cultures, however, urban development and its sprawl into rural areas has somehow eroded this traditional practice. An assessment of the forest plant community within the vicinity of Lake Danao in the upland area of Naawan, Misamis Oriental was conducted to evaluate the status of biodiversity and ethnomedicinal value of plant resources and determine the community’s perceptions toward forest conservation. Standard methods in assessment of plant community structure were adopted. Knowledge, perceptions, and attitude of the respondents towards forest resources and ethnomedicinal plants were obtained through semi-structured interview. Extracts from five species of medicinal plants were tested for antibacterial action against Escherichia coli and Staphylococcus aureus using the disc diffusion method and using chloramphenicol as positive control. Sixty one species of trees, saplings and herbs belonging to 29 families were recorded in the survey. Acacia mangium, Leukosyke capitellata and Nephrolepis hirstula were the most numerically important plant species. Thirty-three out of 61 species have medicinal value to local residents which are used to treat various disorders.
