<p><strong>April 2018/red </strong></p><p><strong>OVERVIEW </strong></p><p>Local Government Unit in this region as well as other stakeholders were constantly involved in the implementation of Barangay Drug Clearing Program, </p><p>partake and work together in the frequent conduct of ROLL </p><p>OUT Program to different provinces and municipalities to ensure a balanced implementation of the Barangay Drug Clearing Program. </p><p>However, to strengthen the dangerous drugs suppression campaign in the region, joint operations were also conducted with other Law Enforcement Agencies/units which resulted to a total of twenty five (25) Negation Operations and the arrest of Thirty one (31) drug personalities in the region. <br>This month, the region carried-out a total of Fifty One <br>(51) supply reduction and various demand reduction efforts, to </p><p>wit: Two (2) buy-bust operations, One (1) Warrant of Arrest, Four </p><p>(4) search warrant operations; Fourteen (14) interdiction operations; two (2) search and seizure operations; and thirty four (34) intelligence operations. Further, it has a total of seven (7) drug personalities apprehended; to include, one (1) Top 2 Target Listed at Regional level; one (1) Kubal Drug Group Member; one (1) Wanted List drug personality/PRRDs List/Valentine Drug Group Member ; one (1) HVT with seizure of more than 50 grams; and three (3) target listed drug personalities, including </p><p>therein one (1) Target Listed Personality with 20 grams up </p><p>seizure, qualified as HVT with a total dangerous drugs confiscation of 264.8157 grams of shabu, amounting to Php 1, 800, 746. 70. </p><p><strong>Drug Trafficking Trends </strong></p><p></p><p>Using minors as runners, exploiting the non-criminal liability of the minors who commit crimes; Inter-vehicle transactions were made for more covert illegal drug activities; big time pushers used their cars as a comfortable venue for selling shabu; Use of Cellular phone thru call or text messages are still the widely used in transacting illegal drugs; Electronic remittance or bank transfers are usually the mode of payment especially in dealing huge amount of money; and Use of FB messenger as their mode of conversation for more discreet transactions. </p><p><strong>OVERVIEW OF THE REGIONAL DRUG SITUATION </strong></p><p><strong>A. Drugs&nbsp;of Choice – </strong>Methamphetamine Hydrochloride (shabu) and marijuana </p><p>remain to be the most preferred type of drug used and sold in this Region. </p><p><strong>B. Drug&nbsp;Affectation </strong>–Region 10 has a total of two thousand twenty two (2,022) </p><p>barangays. One thousand three hundred fifty five (1,355) barangays or 67% are drug affected. Eight (8) barangays are categorized as seriously affected barangays; Seven hundred eighty six (786) barangays are categorized as </p><p>moderately affected while five hundred sixty one (561) were categorized as </p><p>slightly affected barangays. These </p><p>operations led to the arrest of seven (7) drug personalities; one (1) was the Top 2 Target Listed </p><p>at Regional level; one (1) Kubal Drug Group Member; one (1) Wanted List drug personality/PRRDs List/Valentine Drug Group Member ; one (1) HVT&nbsp;with seizure of more than 50 grams; and three (3) target listed drug personalities, including therein one (1) Target Listed Personality with 20 grams up seizure, qualified as HVT. This office also conducted a total of twenty three (23) other operations ; wherein fourteen (14) seaport interdiction conducted, three (3) airport interdiction and six (6) Search and Seizure operations in Jail Facilities. </p><p><strong>On April 12, 2018</strong>, elements of PDEA-X Lanao </p><p>del Norte Provincial Office, PDEA ARMM, AFP and Saguiran MPS conducted a buy-bust operation at&nbsp;MSU Marawi Main Campus, Rapasan, Marawi City which led </p><p>to the arrest of <strong>Arab Macaombang y Malawani @ ARAB </strong>though <strong>Marco Cabugatan y Magayoong </strong>was </p><p>able to elude arrest with confiscation of 198.7632 grams of Methamphetamine Hydrochloride or Shabu. </p><p><strong>On April 16, 2018</strong>, elements of PDEA-X implemented Search Warrant No. 16-18 issued by Judge Isobel G. Barroso at Purok-2 Barangay Dalwagan, </p><p>Malaybalay City, Bukidnon which resulted to the arrest of <strong>Gempisao, Virgo </strong></p><p><strong>Miñoza (#2 regional target/Coplan “Lupaka” Target) </strong>and the </p><p>confiscation of 12.1263 grams of Methamphetamine Hydrochloride or shabu. <strong>On April 16, 2018</strong>, elements of PDEA-X implemented Search Warrant No. 17-18 issued by Judge Isobel G. Barroso at World War II, Herous Street, Barangay 7, Malaybalay City, Bukidnon which resulted to the arrest of <strong>Mutia, </strong></p><p><strong>Angel Domingo (Target Listed) </strong>and the confiscation of 10.0474 grams of </p><p>Methamphetamine Hydrochloride or shabu. </p><p><strong>On April 16, 2018</strong>, elements of PDEA-X implemented Search Warrant No. 19-18 issued by Judge Isobel G. Barroso at Phase 1, NHA Casisang, </p><p>Malaybalay City, Bukidnon which resulted to the arrest of <strong>Palamine, </strong></p><p><strong>John Griño (Target Listed) </strong>and the confiscation of 10.4058 grams of </p><p>methamphetamine Hydrochloride or shabu. </p><p><strong>On April 19, 2018</strong>, joint elements of PDEA-X Misamis Occidental </p><p>Provincial Office and CIDG Mis Occ conducted a manhunt operation at Barangay Kauswagan, Tangub City in Service of <strong>Warrant of Arrest </strong>for Violation of Sec 11 under CC No. TC-2016-111, dated July 25, 2016 issued and signed by Hon Sylvia A Singidas-Machacon, Exec Judge of RTC 10 </p><p>Judicial Region, Branch 16, Tangub City. </p><p>Said operation led to the arrest of <strong>Jimboy Del Socorro @ Jimboy </strong><br>(Wanted List)<strong>; PRRD List </strong>(No. 70) and a <strong>Kubal Drug Group Member </strong>(since </p><p>Sept. 2016-NDIS Record). <br><strong>On April 24, 2018</strong>, elements of PDEA-X implemented Search <br>Warrant No. 042018-058 issued by Judge Dennis Z. Alcantar at Barra, Barangay Macabalan, Cagayan de Oro City, which resulted to the </p><p>arrest of <strong>Sarip, Hadji Rasol Noraida (HVT/Target Listed) </strong>and the </p><p>confiscation of <strong>33.2090 </strong>grams of methamphetamine Hydrochloride or shabu. <br>Interdiction Unit also conducted a total of Sixteen (16) operations; wherein twelve (12) were seaport interdiction, two (2) airport interdiction and two (2) Search and Seizure operations in Jail Facilities. </p><p><strong>PECIS ACTIVITIES </strong></p><p><strong>Demand Reduction and Barangay Drug Clearing Operation </strong></p><p>For this month, there were no barangay declared as drug </p><p>free, however as of date, we have a total of one hundred seventy-one (171) drug cleared Barangays declared by the oversight committee. </p><p>Moreover, this office consolidated the No. of folders submitted to different Provincial Offices for checking and for possible conduct of Barangay Drug Clearing Operation. </p><p><strong>Demand Reduction Efforts </strong></p><p></p><p>On April 3, 2018, seminar on CADAC issues and concerns was conducted to CADAC core Group </p><p>at Cagayan de Oro City hall; </p><p></p><p>On April 4, 2018 , joint RPOC and RDC regular monthly meeting was participated by RPOC and RDC Officers and Members at N Hotel, Cagayan de Oro City; On April 5, 2018 , a courtesy call was made by the newly installed commanding officer of tactical </p><p>operation group of Philippine Air force at the PDEA Regional Director’s Office, Cagayan de Oro </p><p>City; </p><p></p><p>On April 5, 2018, seminar on DDB regulation No. 3, Series of 2017 in relation to Barangay Drug Clearing Operations was conducted to the Muncipal mayor, Municipal Administrator, chairman of the Committee on Peace and Order, chairman of the Committee on Youth, the Chief of Police, the MLGOO of the DILG, and the 33 Barangay Chairpersons of Plaridel, Misamis Occidental at ABC </p><p>Building, Plaridel, Misamis Occidental; </p><p></p><p>On April 6,&nbsp;2018, courtesy call was made with Atty. Rafael C. Benedicto, City Administrator, Iligan at the LGU Iligan City; </p><p></p><p>On April 6, 2018, courtesy call was made with Congressman Frederick W. Siao at LGU, Iligan City; On April 9, 2018, seminar on RA 9165 and Ill effects of dangerous Drugs was&nbsp;conducted to BJMP </p><p>Lumbia Personnel and Detainees at BJMP, Lumbia, Cagayan de Oro City; </p><p>On April 10, 2018, seminar on National and Regional Drug Situation, Salient provisions of RA 9165 and DDB Board Regulation No. 3 series of 2017 was conducted to MADAC, BADAC Members, PNP Officers, RHU, MSWD and DILG Staff at Margarette Hotel, Maramag, Bukidnon; On April 10, 2018, a lecture on National and Regional Drug situation, Salient Provisions of RA 9165 and DDB Board Reg. No.3 s 2017 was conducted to PNP Station Commander,PCR and Intel </p><p>at Mindanao Civic Center Gym, Tubod, Lanao del Norte; </p><p></p><p></p><p>On April 12, 2018, a seminar on National and Regional Drug situation, Salient Provisions of RA 9165, and DDB Reg. 3 s 2017 was conducted to all Barangay Officials of Lanao del Norte at Mindanao civic Center Gym, Tubod, Lanao </p><p>del Norte; </p><p></p><p>On April 12, 2018, seminar on National and Regional Drug situation, Salient Provisions of RA 9165, and DDB Reg. 3 s 2017 was conducted to BADAC members of all 11 Barangays at Lasang, Initao, Misamis Oriental; On April 12, 2018, seminar on National and Regional Drug situation, Salient Provisions of RA 9165, and DDB Reg. 3 s 2017 was conducted to all BADAC Members at Bolisong Session Hall, Bolisong, El Salvador City, Misamis Oriental; </p><p></p><p></p><p>On April 13, 2018, lecture on Powers and Functions of Barangay Auxiliary members was conducted to Barangay </p><p>Auxiliary members at Camaman-an Multi-Purpose hall, Camaman-an, Cagayan de Oro City; On April 13, 2018, seminar on National and Regional Drug situation, Salient Provisions of RA 9165, and DDB Reg. 3 s 2017 was conducted to MADAC, BADAC members, PNP Officers, RHU, MSWD and DILG Staff at Multi-purpose Hall, Catumbalan, Valencia City, Bukidnon. </p><p></p><p>On April 13, 2018, seminar on National and Regional Drug situation, Salient Provisions of RA 9165, and DDB Reg. 3 s 2017 was conducted to MADAC, BADAC members, PNP Officers, RHU, MSWD and DILG Staff at Multi-Purpose </p><p>hall, Sumilao, Bukidnon. </p><p>On April 13, 2018, inspirational message was given to CBRP Graduates, parents, baranagy and Municipal Officials, PNP Personnel, DILG Staff, and RHU Staff at Barangay Multi-Purpose Covered Court, Halapitan, San Fernando, Bukidnon. </p><p></p><p></p><p></p><p>On April 13, 2018, inspirational message was given to CBRP Graduates, parents, baranagy and Municipal Officials, PNP Personnel, DILG Staff, and RHU Staff at session hall, Conception, Misamis Occidental; </p><p>On April 13, 2018, a lecture on Ill effects of Illegal drugs and an inspirational message was given to CBRP </p><p>responders and SK of the Barangay at Barangay Katumbalon, Valencia City, Bukidnon. On April 17, 2018, seminar on DDB Reg No. 3 s 2017 and simplified documentary requirements for the application of a “Drug-Cleared Barangay” was conducted to the congressman of Misamis occidental, the Vice Governor, Provincial Board Members, mayors and Councilors of the Cities and Municipalities of the first District of the Province of Misamis Occidental at ABC Gymnasium, Oroquieta City, Misamis Occidental; </p><p></p><p>On April 17, 2018, lecture on DDB Regulation No.3 s 2017 was conducted to PADAC members at Oroquieta City, Misamis Occidental. </p><p>Director III Wilkins M. Villanueva, MPA, CESE conducted “Roll Out on Barangay Drug Clearing Program” to the Station </p><p>Commanders, members of Police Community Relations, and Intelligence Officers of PNP Misamis Occidental on April 10, 2018 at the Ozamiz City Chamber of Commerce, Brgy.
