Sitrep 48 NDCC Update Complex Emergency Members of various clusters, WASH, NUTRITION, HEALTH, FOOD, CAMP Coordination and Management in ARMM committed to regularly meet to discuss issues and concerns of IDPs The total cost of assistance extended to the IDPs is Php95.049 Million. Of this amount, Php74.982 Million was provided by the Government while Php20.067 Million was provided by NGOs, INGOs, ICRC and the UN System. Relief assistance provided were in the form of food assistance (rice and food packs); temporary shelter (construction of bunkhouses); health services (consultation and disease surveillance in ECs and provision of medicines); psychosocial services and WASH services (provision of latrines and construction of toilet facilities in evacuation sites. Intensified information, education campaign on proper hygiene; and training of volunteers in providing psychosocial support The NDCC enjoined all humanitarian actors on the grounds, both from the government and non-government organizations to continue coordinating to ensure the timely delivery of humanitarian aid to the most in need, resources are optimized and duplications/gaps are minimized The safety and security of those delivering humanitarian aid is one of the prime concerns of the Government, hence the NDCC encourage the optimization of existing coordination mechanism at all level of governance and the government cluster leads The NDCC and the Commission of Human Rights encourage the need for more information exchange between the NDCC and other humanitarian actors to improve on data collection, validation and disaggregated data for purposes of identifying further relief needs of IDPs by sex, age group and beliefs, etc. The Commission on Human Rights reported that there are no reports of sexual abuse and human trafficking in ECs DSWD deployed the Quick Response and Social Welfare and Development (QR/SWAD) teams to undertake data generation, relief distribution, operation/ management of evacuation centers, community kitchens, supplemental feeding to children, crisis counseling, etc. in coordination with the LGUs, other government agencies, and local and international NGOs Some municipalities in Regions ARMM and XII have also been affected by residual flooding due to torrential heavy rains caused by Typhoon “Marce” The ICRC in cooperation with the PNRC continues to help meet the basic needs of the IDPs in Mindanao-conflict areas since it started on August 10, 2008. The ICRC has: • Doubled its personnel in Mindanao where it has now 53 staff members including drivers • Delivered food and essential household items to 84,000 people in North Cotabato, Maguindanao, Lanao del Norte and Sarangani • Provided clean water and sanitation for more than 40,000 people in North Cotabato, Maguindanao and Lanao del Norte. This involved building or pre-testing 10 shallow wells equipped with hand pumps, installing bladder 2 tanks, repairing a water distribution network in a school, covering the cost of water and electricity and building latrines • Provided six health-care centers in Mindanao with medicines and medical supplies and provided around 100 people including war-wounded victims and displaced persons • Set up a warehouse in Davao from which it can deliver up to 3,000 food rations or kits of household essentials every day An ICRC Economic Security delegate Miss Isabelle Bucher said that what the ICRC provides, together with the rice jointly distributed by WFP and Philippine authorities, represents 1,000 calories, or half the daily nutritional needs of beneficiary families NDCC released the amount of Php335,000.00 for the bereaved families and injured victims in Kolambugan and Kauswagan, Lanao del Norte A. Response/Concerns by Cluster Health, WASH and Nutrition • On disease surveillance in Lanao del Norte, the leading causes of consultation are fever, cough, skin rashes and diarrhea • The leading causes of morbidity in evacuation centers in Region XII were upper respiratory tract infection, fever, diarrhea, headache, viral infection and skin rashes as reported by DOH • There were also suspected measles cases, pneumonia and dehydration in Munai, Lanao del Norte • Other identified needs are the construction of toilet facilities in some ECs and the need for more health workers • To address the above concerns, isolation and referral to identified hospitals were done; augmentation of health workers from members of inter-local health zones; conduct of psychosocial services training to teachers and other identified groups ; and measles immunization/ vaccination and construction of latrines/toilet facilities • Some 1,000 children in Cotabato who are vulnerable to malnourishment were provided with compact food and micro nutrients tablets • Other government partners providing support to the government in this sector are OXFAM, ICRC through PNRC, UNICEF and WHO • Construction of toilets in Tangkal is on going with the DSWD providing the tarpaulin; DOH with toilet bowls; and DPWH labor and other materials. There is already 30% completion on this particular undertaking • Pregnant women and those who are sickly were provided with low salt, high protein, high carbohydrates diet, special diets for post partum • The Municipal Health Office continue to deliver basic health services in different evacuation centers and conduct of disease surveillance Food and Non Food Items (NFIs) • OXFAM, ICRC, WFP and CFSI are supporting the Government efforts in providing food and NFIs to the IDPs. OXFAM had provided assistance in Datu Piang, Datu Saudi and Mamasapano in Maguindanao • ICRC through PNRC had their relief distribution in Mother Kabuntalan and Datu Odin Sinsuat in Shariff Kabunsuan and Mamasapano, Maguindanao • Food Cluster met on September 24, 2008 at D&M Catering Cotabato City and discussed some issues on food resources and requirements in the conflict affected areas. The meeting was attended by OCD ARMM, DSWD ARMM, Action Against Hunger (ACH) UN-WFP, CFSI, Act for Peace, DA- ARMM, KFI/MERN, Mindanao Tabang Bakwet (MTB), BPI-ARMM and ARMM’s Regionsl Planning and Development Office (RPDO). DOH- ARMM pointed out that “mapping” is an important matter to be discussed to come up with a connecting schedule in the relief distribution of food cluster members which is one of the main problems and further recommended that coordination should start at the regional level. 5 Emergency Shelter • DSWD-10 will soon start the construction of temporary rooms at Poblacion Gymnasium, used old Public Market and the old Municipal Building for the transfer of IDPs staying at Banisilon Elementary School and Madraza School, Tangkal, LDN. Materials are ready for the construction of bunkhouses, 2 units with 34 rooms in Munai and 1 unit with 60 rooms in Tangkal • Construction of bunkhouses by DPWH intended for 156 families and 8 families whose houses were burned is still on-going in four (4) municipalities in Lanao del Norte with the following percent accomplishment Kulasihan, Kolambugan – 87% completed and 75% for additional 32 rooms (As of Sept 27)

Further, it has a total of seven (7) drug personalities apprehended; to include, one (1) Top 2 Target Listed at Regional level; one (1) Kubal Drug Group Member; one (1) Wanted List drug personality/PRRDs List/Valentine Drug Group Member ; one (1) HVT with seizure of more than 50 grams; and three (3) target listed drug personalities, including therein one (1) Target Listed Personality with 20 grams up seizure, qualified as HVT with a total dangerous drugs confiscation of 264.8157 grams of shabu, amounting to Php 1, 800, 746. 70. Contact address: Libertad, Misamis Oriental, 9021, Philippines Email address: [email protected], Mobile: 63-0921-804-1573 Abstract The paper presents an approach called WAND or water, agroforestry, nutrition and development which provides a multi-pronged approach towards water quality conservation and poverty alleviation in Mindanao. Our contention is that water quality conservation is directly linked with poverty alleviation. From an initial area of 2 barrios in 2003 the initiative has grown to cover 26 barrios in 3 provinces. The latest inclusion is ecological sanitation that closes the loop between agricultural production and food consumption, prevent contamination of water sources and prevent the spread of diseases. The wand approach is effective and replicable in most rural areas in the Philippines because a) it provides a menu of solutions to various farmers’ felt needs and problems rather than proposing single solutions, stakeholder mobilization and linkages is strong and we collaborate and cooperate rather than trying to work alone; b) self-propelling local organizations are established to sustain the process. These grassroots organizations are federated in order to provide a single platform for policy and advocacy works; c) agro-reforestation is advanced as a viable way to improve water sources at the same time providing precious food, fodder, incomes and various resources to farmers. This is deemed important in view of the burgeoning population and lack of land resources.
