    Middle Atlantic Review of Latin American Studies, 2021 Vol. 5, No. 1, 25-41 Empathetic and Affective Circuits in Marcela Zamora Chamorro’s María en tierra de nadie and Tin Dirdamal’s De nadie Jared List Doane University [email protected] Using Roger Rouse’s (2002) theoretical conceptualization of migration as circuits and border, this essay analyzes two documentary Central American-Mexican films on migration, Tin Dirdamal’s De nadie (2005) and Marcela Zamora Chamorro’s María en tierra de nadie (2011). The films represent and engender circuits rooted in basic humanity and seek to recuperate a humanitarian model that establishes an ethics of relationality grounded in human rights as opposed to a necropolitical one derived from violence and consumption. Both documentaries become a form of resistance against a necropolitical system that consumes and destroys human life, through their ability to prompt viewers to recognize and apprehend the migrants’ situations. By employing testimonial and affective strategies, the films attempt emotional identification and affective transmission between the viewer and the films’ subjects, at the risk of replicating the very notion they are fighting. The films challenge viewers to comprehend the humanity shared by self and Other. Such a demand threatens the gore capitalist model of power that enables the violence, precarity, and vulnerability that migrants face during their journey. Barisan Kabinet yang dibentuk hari ini merupakan pasukan pengurusan yang akan bekerja bersama rakyat. Kabinet ini perlu bertindak pantas dan bersepadu dalam usaha membebaskan Malaysia daripada ancaman pandemik COVID-19, kegawatan ekonomi serta kekusutan politik. 3. Umum mengetahui saya menerima kerajaan ini dalam keadaan seadanya. Justeru, pembentukan Kabinet ini merupakan satu formulasi semula berdasarkan situasi semasa, demi mengekalkan kestabilan dan meletakkan kepentingan serta keselamatan Keluarga Malaysia lebih daripada segala-galanya. 4. Saya akui bahawa kita sedang berada dalam keadaan yang getir akibat pandemik COVID-19, kegawatan ekonomi dan diburukkan lagi dengan ketidakstabilan politik negara. 5. Berdasarkan ramalan Pertubuhan Kesihatan Sedunia (WHO), kita akan hidup bersama COVID-19 sebagai endemik, yang bersifat kekal dan menjadi sebahagian daripada kehidupan manusia. 6. Dunia mencatatkan kemunculan Variant of Concern (VOC) yang lebih agresif dan rekod di seluruh dunia menunjukkan mereka yang telah divaksinasi masih boleh dijangkiti COVID- 19. 7. Oleh itu, kerajaan akan memperkasa Agenda Nasional Malaysia Sihat (ANMS) dalam mendidik Keluarga Malaysia untuk hidup bersama virus ini. Kita perlu terus mengawal segala risiko COVID-19 dan mengamalkan norma baharu dalam kehidupan seharian.

    PRESS RELEASE LEE YI SHYAN MAKES AN OFFICIAL VISIT TO AZERBAIJAN, 19 TO 20 SEPTEMBER 2013 Senior Minister of State for Trade and Industry, Mr Lee Yi Shyan visited Baku, Azerbaijan from 19 to 20 September 2013, to promote greater economic engagement and ties between Singapore and Azerbaijan. As part of his visit, Mr Lee also attended the opening ceremony of the new Keppel-State Oil Company of Azerbaijan (SOCAR) shipyard on 20 September, alongside Azerbaijan President Ilham Aliyev and Keppel Corporation Chairman Dr Lee Boon Yang. The economic and bilateral relationship between Singapore and Azerbaijan has been growing in the recent years with Ministers from the two countries making official visits on both sides. Several Singapore companies like Keppel Offshore & Marine Ltd and Franklin Offshore Group have established a presence in Azerbaijan, supporting the operations of large oil and gas companies. With Azerbaijan’s growing economy, there are opportunities for closer collaboration between Singapore and Azerbaijan and for Singapore companies to explore business and investment possibilities in the Azerbaijan market. The new Keppel-SOCAR shipyard is one such example. The shipyard is a joint venture by Keppel Offshore & Marine (a subsidiary of Keppel Corporation), SOCAR and the Azerbaijan Investment Company (AIC). “Azerbaijan has developed rapidly and its GDP has grown 3.45 times in the last 10 years. The country is making deliberate and sustained investments in infrastructure and capacity building as ways to diversify its economy, adding to oil and gas. USCIB1 is a business association stakeholder and appreciates this opportunity to offer comments on this phase of the project. We have been following closely the evolution of the concept of the digital levy as a new own resources option since it was introduced into discussion last July. Our preliminary comments regarding the digital levy concept are based on our review of the IIA and earlier Commission documents. We urge the EU to continue its work within the principles established by the Inclusive Framework on BEPS and not focus on additional taxes or levies on digital activities of multinational enterprises (MNEs) as a targeted source of own resources revenue. A digital levy, if enacted, will create tension between governments and additional burdens and complexities for taxpayers. We are therefore opposed to a digital levy option if it is in conflict with those principles and it targets nonresident digital MNEs. In this letter, we summarize the context in which the digital levy has emerged and note the clear contradiction with the work of the Inclusive Framework.
