All views expressed in this special report are those of the authors, unless otherwise credited. Introduction This Special Report by the Singapore Institute of International Affairs (SIIA) will examine how key Association of Southeast Asian Nations (ASEAN) economies – Indonesia, Malaysia, Thailand and Vietnam – are emerging after the first wave of the COVID-19 pandemic. From June 2020, these four countries announced the end or easing of their lockdown measures and began to reopen their economies and business sectors. Their prospects matter not only to their own citizens but to the region and to Singapore as a hub, partner and investor. These four key economies represent over 70 per cent of overall ASEAN gross domestic product (GDP).1 This report will consider pre-existing economic and political challenges and how some of these have either stabilised or been sharpened and aggravated by the pandemic. The focus on the pandemic has generally meant that political developments have been muted in the first half of 2020. But as each country emerges from restrictions, political contestations and economic challenges are restarting; there are trends and risks emerging that may well move more quickly in the coming months. -

KEYNOTE ADDRESS BY YB DATO’ SERI MOHAMED AZMIN ALI SENIOR MINISTER MINISTER OF INTERNATIONAL TRADE AND INDUSTRY ON MALAYSIA AND TRADE REFORMS IN UNCERTAIN TIMES IN CONJUNCTION WITH THE 27TH PACIFIC ECONOMIC COOPERATION COUNCIL (PECC) GENERAL MEETING AND PUBLIC FORUM 15 DECEMBER 2020 (TUESDAY) KUALA LUMPUR [Recording session on 10 December 2020 (Thursday), 4.00 pm at YBMK’s office] Distinguished guests, Ladies and gentlemen. Good morning, good afternoon and good evening to all participants. 1. First and foremost, I would like to congratulate the Malaysia National Committee for Pacific Economic Cooperation (MANCPEC), as well as the Institute of Strategic and International Studies (ISIS) Malaysia for hosting today’s PECC Standing Committee Meeting and Public Forum. 2. On behalf of Malaysia, I would like to extend a very warm welcome to the distinguished members of the PECC, honoured speakers, youth delegates and participants from all over the world. I thank you all for joining us today. 3. With COVID-19 still hovering over us with its menacing presence, and gnawing at our sides, there is no gainsaying that this forum acquires added significance as well as urgency. Since the WHO first declared it as a pandemic in March 2020, innumerable stakeholder engagements have been convened, underscoring the severity and gravity of the impact of the pandemic across all strata of society. 2 4. In our efforts to combat this crisis and to flatten the curve, a tsunami of unintended economic consequences was unleashed setting forth a massive global economic downturn. For the APEC region, economic growth is now expected to decline by 2.5 per cent for 2020, bringing total output losses to a staggering USD1.8 trillion. -
GLC Reconfiguration: PMD and Big Business
Professor Dr. Edmund Terence Gomez is Dean of Faculty of Economics and Administration at the University of Malaya. He has held appointments at the University of Leeds (UK) and Murdoch University (Australia) and served as a Visiting Professor at Kobe University (Japan) and at the Universities of Michigan (Ann Arbor) and California (San Diego) (USA). Between 2005 and 2008, he served as a Research Coordinator at the United Nations Research Institute for Social Development (UNRISD), in Geneva, Switzerland. His publications include Politics in Business: UMNO’s Corporate Investments (Forum, 1990), Malaysia’s Political Economy: Politics, Patronage and Profits (Cambridge University Press, 1997), and more recently the Minister of Finance Incorporated (Palgrave-Macmillan, 2018). Lau Zheng Zhou is Research Manager of Economics and Business Unit at IDEAS. His research interest is in the intersection between markets and institutions which include global value chains, China’s Belt and Road Initiative, and financial sector development. Lau obtained a First Class Honours in Business Economics from the University of Nottingham and a Master’s degree in Political Science and Political Economy from the London School of Economics. Yash Shewandas is currently a Research Intern under the Economics and Business Unit at IDEAS. His interests include behavioural economics, trade globalisation and global inequality, more specifically the wealth gap. News Release 30 April 2019 Malaysian Prime Minister hosted by HSBC at second Belt and Road Forum Peter Wong, Deputy Chairman and Chief Executive, the Hongkong and Shanghai Banking Corporation, together with Stuart Milne, Chief Executive Officer, HSBC Malaysia, hosted a meeting for a Malaysian government delegation led by Tun Dr Mahathir Mohamad, Prime Minister of Malaysia, with HSBC’s Chinese corporate clients. The meeting took place in Beijing on the sidelines of the Second Belt and Road Forum for International Cooperation, in which Mr. Wong represented HSBC. Dr. Mahathir together with the Malaysian Ministers met with Mr. Wong and executives from approximately 20 Chinese companies to discuss opportunities in Malaysia in relation to the Belt and Road Initiative. The official visit was part of YAB Prime Minister’s high-level introductory visits to ASEAN countries after being sworn in as the 7th Prime Minister of Malaysia. YAB Tun Dr Mahathir was accompanied by his wife YABhg Tun Dr Siti Hasmah Mohd Ali; Foreign Minister YB Dato’ Saifuddin Abdullah; Minister of Economic Affairs YB Dato’ Seri Mohamed Azmin Ali and senior offi- cials from the Prime Minister’s Office as well as Wisma Putra. Minister: Visit Malaysia 2020 campaign cancelled Wednesday, 18 Mar 2020 07:56 PM MYT BY JERRY CHOONG Tourism, Arts and Culture Minister Datuk Seri Nancy Shukri said the cancellation of the Visit Malaysia 2020 tourism campaign is with immediate effect. ― Picture by Ahmad Zamzahuri KUALA LUMPUR, March 18 — The Visit Malaysia 2020 tourism campaign has been cancelled due to the ongoing Covid-19 pandemic and the movement control order issued by Prime Minister Tan Sri Muhyiddin Yassin on Monday. Tourism, Arts and Culture Minister Datuk Seri Nancy Shukri said the cancellation is with immediate effect, and will involve the freezing of all over-the-counter and online services for the ministry’s Tourism Licensing Division. “These include the ministry’s state offices concerning tourism licensing such as tour guides, tour drivers, tourism training institutes, and the registration of tourism accommodation premises, rated spa centres, and foot massage centres, until March 31,” she said in a statement. In line with statements by the National Security Council and Prime Minister’s Office on the movement control order, Nancy said all tourist accommodation will be permitted to operate at a minimum level. “All guests at said premises must remain in their rooms for the quarantine period, but are allowed to order food through room service. Check-ins at tourist accommodation will also be permitted, but on a small and limited scale. “For guests forced to extend their stay throughout the movement control order, they may register with tourism accommodation suited to their budgets. However, new domestic tourists seeking to register with premises will not be permitted,” she said.
