ANNUAIRE 2005-2006 ANNEXE 3 – INSTITUTIONS AU KIVU Consécutivement au démarrage du gouvernement de transition, tous les groupes armés se sont transformés en partis politiques conformément à la loi sur les partis politiques. En principe, les organes du RCD-Goma (Assemblée générale/directoire et conseil exécutif/gouvernement) qui étaient habituellement insérés dans cet annexe ont disparu. Le tableau ci-après donne donc la liste des autorités politico-administratives au 1er mai 2006. Il y a deux élément nouveaux: l’arrivée des non orignaires à la tête de la plupart des territoires et la RCD-Goma au Sud-Kivu, Minembwe, Kasha et Bunyakiri.     Monthly Human Rights Assessment: April 2008 MONUC Human Rights Division 17 jun. 08 - 15.55h Executive Summary • The National Assembly declared receivable four draft bills on the reform of the judiciary presented by the Minister of Justice and Human Rights; • The Serge Maheshe appeal trial continued to be marred by serious violations of fair trial norms and standards; • The ICC has made public an arrest warrant that was issued in 2006 against former Ituri warlord Bosco Ntaganda; • 62 national and international NGOs issued a joint press release advocating for the appointment of a high-level Independent Special Advisor on Human Rights for eastern DRC; • Foreign and national armed groups continued to be responsible for a marked deterioration of the security and human rights situation in several areas of the DRC; • FARDC and PNC were implicated in violations of the rights to life, liberty and physical integrity, mainly rape and torture; • The FARDC Inspector-General has been suspended from his duties for shooting a 20- year-old street dweller in Kinshasa; • Five FARDC soldiers, accused of raping minors, were given sentences ranging from 5 to 15 years; • UNHRO access to ANR holding cells denied in several areas of the DRC; • Seventy-six inmates escaped from various prisons and detention centers across the country; Political, Social and Security Developments 1. In Kinshasa, on 25 April 2008, the National Assembly declared receivable four key draft bills pertaining to the reform of the judiciary submitted on 15 April 2008 by the Minister of Justice and Human Rights. The four draft bills are the Code de l’organisation et des compétences des juridictions de l’ordre judiciaire, Procédure devant la Cour de Cassation, Organisation et fonctionnement de la Cour Constitutionnelle and organisation, fonctionnement et compétences des juridictions de l’ordre administratif.
