In the IPIS’ Latest Publications CAR around 1,300 Muslims were escorted from Bangui by peacekeepers over the weekend. The event was marked by clashes between French Sangaris forces and armed actors, occasioning at least 7 deaths. This incident was shortly followed by an attack on an MSF Conflict and security hospital in Nanga Bougila, reportedly killing 15 tribal leaders and three MSF workers. The DRC attack is alleged to have been orchestrated by ex-Seleka combatants, an assertion denied by Rwanda the new president of the former coalition. The deputy heads for the pending UN peacekeeping Burundi force for the CAR (MINUSCa) have been named. CAR In Kinshasa, 500 Congolese nationals have arrived following expulsion from the Republic of Humanitarian news Congo. In the East, the Nduma Defense of Congo (NDC) militia has been called upon to DRC disarm after displacing thousands in Lubero, North Kivu. In Province Oriental, South Sudanese soldiers are accused of killing two students and 30 cattle in Dungu territory and naval forces Burundi are said to be committing abuses against the population of Basoko.

HIGHLIGHTS • Return of displaced people from Sake towards Goma begins • Process of identification by the authorities of temporary relocation area Displaced people in Sake board a transport provided by the government to facilitate their return to Goma. 08 June, OCHA/Nadege Nodji SITUATION OVERVIEW On 08 June, the North Kivu provincial authorities started supporting with transportation the people displaced by the eruption of the Nyiragongo volcano according to the schedule announced the previous day. The Vice Governor was in Sake to oversee the return of displaced people. On the ground, OCHA teams observed a large movement of returns. Some displaced people, mainly those who lost their homes in the volcanic eruption, remained in Sake, having no accommodation in Goma. Local authorities in Sake have committed to relocating these people to a collective center, and to increasing their protection. According to the North Kivu civil protection, the distribution of government assistance announced by the Prime Minister will take place in the various districts of the city of Goma among the returnees. The Division of Social Affairs (DIVAS), UNICEF, the DRC Red Cross (CRRDC) and the International Committee of the Red Cross (ICRC) continue to work closely together in the identification, assistance, and reunification of unaccompanied children.

Power motives: geopolitics and Rwandan involvement 16 Conclusion 18 3 Introduction Since 2004, IPIS has published various reports on the conflict in the Democratic Republic of the Congo (DRC). Between 2007 and 2010 IPIS focussed predominantly on the motives of the most significant remaining armed groups in the DRC in the aftermath of the Congo wars of 1996 and 1998.1 Since 2010 many of these groups have demobilised and several have integrated into the Congolese army (FARDC) and the security situation in the DRC has been slowly stabilising. However, following the November 2011 elections, a chain of events led to the creation of a ‘new’ armed group that called itself “M23”. At first, after being cornered by the FARDC near the Rwandan border, it seemed that the movement would be short-lived. However, over the following two months M23 made a remarkable recovery, took Rutshuru and Goma, and started to show national ambitions. In light of these developments and the renewed risk of large-scale armed conflict in the DRC, the European Network for Central Africa (EURAC) assessed that an accurate understanding of M23’s motives among stakeholders will be crucial for dealing with the current escalation. IPIS volunteered to provide such analysis as a brief update to its ‘mapping conflict motives’ report series.

    12 avril 2011 Province du Nord Kivu Publication hebdomadaire provinciale produite par OCHA avec la coopération de la communauté humanitaire Faits saillants (du 5 au 11 avril) Présence de 1628 nouveaux ménages déplacés à Masereka, au sud-est du Territoire de Lubero, suite à la traque menée par les militaires FARDC contre les milices Mayi Mayi. 352 ménages de rapatriés spontanés en provenance de l’Ouganda signalés à Tingbwa, en groupement de Bahumu, dans la zone Kamango située au nord-est du Territoire de Beni. 15 cas de malnutrition sévère, à laquelle un enfant de 6 mois a succombé, ont été rapportés par l’Unité nutritionnelle intégrée à l’Hôpital général de Kyondo, en Territoire de Lubero. Contexte général La situation sécuritaire dans la province du Nord Kivu n’a pas connu d’améliorations significatives pour la période du 5 au 11 avril. Dans le Grand Nord, en Territoire de Lubero, les FARDC ont lancé une attaque contre les positions des Mayi Mayi de la faction de Patriotes résistants Congolais (PARECO) dans la zone de Masereka et de Kauli lac. Ces nouvelles activités militaires ont provoqué de nouveaux déplacements des populations dans la zone sud-est du Territoire de Lubero. Suite à une évaluation effectuée par NRC la semaine dernière, 1628 nouveaux ménages déplacés ont été signalés à Masereka. Par ailleurs, NRC signale également la présence de 352 ménages de rapatriés spontanés en provenance de l’Ouganda, dans la zone de Kamango, au nord-est du Territoire de Beni. Ces ménages se trouveraient en situation vulnérable, sans source d’eau disponible pour subsister.

Existant depuis mars 2001, son siège social se trouve dans la ville de Butembo, a l’Avenue du Centre n0 40, dans la commune de Kimemi. Le présent rapport est une synthèse sur l’état de lieux des droits humains et de la paix au Nord Kivu pendant l’exercice 2010 car, dans la vision du GADHOP depuis sa création, ces deux domaines sont très liés. Nous faisons un commentaire relatant notre compréhension de la situation qui est suivi de nos recommandations à l’autorité provinciale et nationale pour l’amélioration de la situation au Nord Kivu. Nous mettons en annexe les tableaux des rapports mensuels sur les violations des droits humains et les événements de non paix comme les pillages, les vols mains armées, et autres. Content EDITORIAL Editorial The Africa Progress Panel’s Annual Report for 2013 was released on Friday, and this year addresses the potential contribution of Africa’s resource wealth, looking particularly at the IPIS’ Latest Publications Democratic Republic of Congo. The report laments the DRC’s loss of revenue occasioned by the sale of undervalued resource assets. Arms Trade and Security in the Great Lakes Region The deployment of the Security Council mandated intervention brigade gathered momentum this week with the arrival of Tanzanian troops in Goma shortly before an African Union DRC delegation visit to the town to assess the security situation. Fighting in various parts of North CAR Kivu have been reported, with clashes between FARDC and ADF/NALU and Mai-Mai rebels in Beni territory and fierce fighting between the FARDC and Mai-Mai during an attack on Beni Refugee and IDP Reports town on Wednesday. Inter-militia conflict also occurred between the newly formed Forces for DRC the Defence of Human Rights (FDDH) and Nyatura militia in Masisi territory, where reports Uganda indicate that at least 5 new armed groups have established themselves over the last year. In Rwanda South Kivu attacks by Burundian FNL rebels have cased displacement, whilst in Katanga there are further reports of FDLR extortion of local civilians. Burundi CAR In the Central African Republic this week Human Rights Watch has denounced the continuing Justice and Tribunals gross human rights violations being perpetrated against civilians as the UN envoy for the CAR DRC has proposed the deployment of a neutral UN security force to assist in the restoration of stability in the State, as well as sanctions against Seleka rebels.
