Des mises à jour régulières seront mises en ligne sur l’Internet de l’association. Ce document de travail est unique en son genre. Il a bénéficié du soutien financier du Ministère des Affaires étrangères français, de la Région Rhône-Alpes et de la Région Ile de France. Il décrit succinctement la structure politico administrative des Régions (1er niveau d’administration immédiatement inférieur à celui de l’Etat national dans les pays considérés) dans 65 pays adhérents (membres, observateurs et associés) à l’Organisation Internationale de la Francophonie (OIF) et rassemble les coordonnées de près de 900 collectivités régionales, déconcentrées ou décentralisées (Régions, Provinces, Cantons, Judets, Gouvernorats, Wilayas, etc.…). Il est destiné à favoriser le dialogue, la concertation, les échanges et le développement de la coopération entre toutes les Régions francophones, au service des valeurs de la Francophonie. Il vous permettra de prendre très rapidement les contacts nécessaires entre Régions membres de l’AIRF et avec tous les responsables qui aujourd’hui souhaitent s’engager dans la construction d’un monde francophone plus solidaire et plus prospère. This briefing provides a round-up of the week's news and analysis on security, natural resource and CSR issues arising in the Great Lakes region of Africa Content NEWS IN BRIEF News in brief The Ugandan People’s Defence Force, tracking Joseph Kony in the Central African Republic (CAR) reported the capture of Lord’s Resistance Army leader Charles Okello this week. In the IPIS’ Latest Publications CAR around 1,300 Muslims were escorted from Bangui by peacekeepers over the weekend. The event was marked by clashes between French Sangaris forces and armed actors, occasioning at least 7 deaths. This incident was shortly followed by an attack on an MSF Conflict and security hospital in Nanga Bougila, reportedly killing 15 tribal leaders and three MSF workers. The DRC attack is alleged to have been orchestrated by ex-Seleka combatants, an assertion denied by Rwanda the new president of the former coalition. The deputy heads for the pending UN peacekeeping Burundi force for the CAR (MINUSCa) have been named. CAR In Kinshasa, 500 Congolese nationals have arrived following expulsion from the Republic of Humanitarian news Congo. In the East, the Nduma Defense of Congo (NDC) militia has been called upon to DRC disarm after displacing thousands in Lubero, North Kivu. In Province Oriental, South Sudanese soldiers are accused of killing two students and 30 cattle in Dungu territory and naval forces Burundi are said to be committing abuses against the population of Basoko.

Our studies concern three core themes: arms trade, exploitation of natural resources and corporate social responsibility. Content EDITORIAL Editorial The Africa Progress Panel’s Annual Report for 2013 was released on Friday, and this year addresses the potential contribution of Africa’s resource wealth, looking particularly at the IPIS’ Latest Publications Democratic Republic of Congo. The report laments the DRC’s loss of revenue occasioned by the sale of undervalued resource assets. Arms Trade and Security in the Great Lakes Region The deployment of the Security Council mandated intervention brigade gathered momentum this week with the arrival of Tanzanian troops in Goma shortly before an African Union DRC delegation visit to the town to assess the security situation. Fighting in various parts of North CAR Kivu have been reported, with clashes between FARDC and ADF/NALU and Mai-Mai rebels in Beni territory and fierce fighting between the FARDC and Mai-Mai during an attack on Beni Refugee and IDP Reports town on Wednesday. Inter-militia conflict also occurred between the newly formed Forces for DRC the Defence of Human Rights (FDDH) and Nyatura militia in Masisi territory, where reports Uganda indicate that at least 5 new armed groups have established themselves over the last year. In Rwanda South Kivu attacks by Burundian FNL rebels have cased displacement, whilst in Katanga there are further reports of FDLR extortion of local civilians. Burundi CAR In the Central African Republic this week Human Rights Watch has denounced the continuing Justice and Tribunals gross human rights violations being perpetrated against civilians as the UN envoy for the CAR DRC has proposed the deployment of a neutral UN security force to assist in the restoration of stability in the State, as well as sanctions against Seleka rebels.

For students interested in Africa, UF’s Center for African Studies (CAS) has been such a fantastic resource and meeting place for all things African. Dr. Leonardo Villalón took over the management of CAS the same year and has led and expanded the CAS to reach beyond its traditional suit of Eastern and Southern African studies to now encompass much of the sub-region of West Africa. The CAS has grown leaps and bounds in recent years with recent faculty hires from many African and European countries to right here in the United States. In addition to a strong and committed body of faculty, I have seen in my stay of seven years the population of graduate and undergraduate students with an interest in Africa only swell, which bodes well for the upcoming generation of new Africanists.

RDC: la résolution 2277, «une très bonne nouvelle pour ceux qui aiment la Constitution». Le professeur André Mbata, coordonnateur de l’Institut pour la démocratie, la gouvernance, la paix et le développement en Afrique, estime que la résolution 2277 renouvelant le mandat de la Monusco est « une très bonne nouvelle pour tous ceux aiment la Constitution». André Mbata affirme que cette résolution «précise clairement la responsabilité des autorités congolaises d’organiser l’élection présidentielle conformément à la Constitution ». «Et c’est très clair. Les élections présidentielle et législatives doivent avoir lieu au mois de novembre 2016 pour éviter l’instabilité. Et ça, je crois que c’est un point très important. Le Conseil de sécurité reprend les mots conformément à la Constition. Kinshasa s’apprête à abriter un salon immobilier.
