The advantage of this was that it has enabled a composite picture of CIL viability issues to be presented to the clients and discussed collectively with them before finalisation, and there have been many benefits for them in considering these matters as a totality rather than viewing them in isolation. Each district indicated during the course of the report's preparation that they would want to publish a version that focused on data pertaining to that district, and isolated extraneous data relevant only to other authorities. This is that version: it is the authority specific report for Three Rivers District Council. -

Contact Details The foundations of this Community Plan are the responses from residents of Chorleywood to a questionnaire circulated to every household in the Parish. A Committee comprising representatives of the main community organisations within Chorleywood has analysed these responses and compiled this report. The main issues and concerns highlighted by residents are: • Protection of our open spaces and green environment • Lack of adequate parking facilities in the shopping area • Lack of diversity of shops and businesses in the village • Üóèèçìñê÷õäĦæòñïòæäïõòäçö • Öäìñ÷äìñìñêèģèæ÷ìùèóïäññìñêæòñ÷õòïöæòñöìçèõìñê the local demographics. • Senior school admissions policies Ýëìöçòæøðèñ÷öè÷öòø÷öóèæìĤæ÷òóìæö÷òåèìñùèö÷ìêä÷èçäñç allocates them to local organisations who have agreed to accept responsibility for follow-through. A Community Plan is a document setting out achievable aims and visions for the future of a community, based upon the views of its residents gathered through survey, research and community participation. The Localism Act 2011 gave communities a greater say in the development of their area. In October 2013, the Parish Council decided to use the powers of the Localism Act along with wider-reaching aims and objectives covering other aspects of community life, to produce a Community Plan and Neighbourhood Development Plan (NDP) for Chorleywood. A Steering Group, led by the Parish Council, was formed from a large number of community-interest groups. -

The Straw Plait and Hat Trades, Illegitimate Fertility and the Family in Nineteenth-Century Hertfordshire NIGEL GOOSE University of Hertfordshire Abstract The straw plait and hat industry provided considerable employment for women and children in south and west Hertfordshire in the nineteenth century, but was absent in much of the north and east. Many contemporaries felt it had a deleterious effect upon morality and the stability of the family, and its regional specificity within Hertfordshire allows these propositions to be tested through a comparative analysis of illegitimacy and examination of the family circumstances of young straw workers. It is discovered that illegitimacy ratios often give a misleading impression, failing to take into account the size of the population ‘at risk’, while illegitimacy rates suggest only minor differences between straw and non-straw areas, a more noticeable feature of the data being the generally higher illegitimacy rates found in Hertfordshire’s small towns. Nor does the evidence suggest that the industry led to early break up of families. The rise and decline of illegitimacy in England between the late eighteenth and late nineteenth centuries presents a continuing conundrum, and while the growth and decay of the straw industry offers little explanatory value, this article suggests that the changing conditions in the agricultural labour -

THE FRIDAY EMAIL Friday 15th January 2021 The Friday Thought from our Associate Priest, Revd Debbie Our lives are full of endless chatter, be that from the TV, radio, our phones, social media, you name it. As a result of the current crisis, I expect that you, like me, are watching more news items and government briefings than ever before. It seems we’re either being bombarded with noise or actively seeking it out; some would say like an addiction, which drowns out our own thoughts and opportunities for meaningful reflection. I do wonder at times, how much of the babble I really hear? The reading from Samuel underscores the importance of listening. While Samuel is sleeping, he believes he hears someone calling his name. So Samuel wakes up and runs to Eli thinking Eli has called. "Here I am, Lord," he says, running to old Eli who stumbles out of bed and grumbles, "Go back to sleep, you're hearing things." After responding to hearing his name called several times, Eli instructs Samuel to "Go to sleep, and if you are called reply: 'Speak, Lord, for your servant is listening.'" So Samuel follows Eli's orders, and when called upon again, he responds accordingly. And so Samuel grows up with the Lord accompanying him, giving him insight, wisdom, and strength as one of his prophets. This was a time in Israel’s history when Israel was out of communication with God. Eli was getting too old to lead (his loss of vision is what happens to the elderly but is also symbolic of the people’s inability to see the things of God), and his sons were wicked. -

HERTFORDSHIRE COUNTY COUNCIL THE HERTFORDSHIRE (TEMPORARY CLOSING OF DOG KENNEL LANE, CHORLEYWOOD AND BERRY LANE, RICKMANSWORTH) ORDER 2019 NOTICE is given that the Hertfordshire County Council intends to make an Order under Section 14(1) of the Road Traffic Regulation Act 1984, to prohibit all traffic from using the following lengths of roads (“the Roads”), except for access:- 1. that length of Dog Kennel Lane, Chorleywood from its junction with Berry Lane north westwards for a distance of approximately 520 metres. An alternative route will be via Berry Lane, Valley Road, The Clump, A404 (Chorleywood Road/Rickmansworth Road) and Dog Kennel Lane. 2. that length of Berry Lane, Rickmansworth from its junction with Common Gate Road south eastwards, north eastwards and south eastwards to its junction with Valley Road, a distance of approximately 860 metres. An alternative route will be via Common Gate Road, Chorleywood Bottom, Station Approach, Common Road, A404 (Rickmansworth Road/Chorleywood Road), The Clump and Valley Road. The Order is needed because essential embankment works are proposed to be executed on or near the Roads. If the Order is made, it shall come into force on 11 February 2019 for a period of up to 18 months. However, the restrictions specified shall only take effect at the times indicated by signs on or near the Roads. A copy of the proposed Order may be inspected free of charge at County Hall, Hertford between the hours of 9.00am and 5.00pm (excluding weekends, bank and public holidays). A Miller's Tale – the Life Of
A MILLER’S TALE – THE LIFE OF THOMAS BURTON (1859 – 1938) Thomas Burton was a true scion of Sawbridgeworth. His grandfather John was born here in 1800, and in the 1841 census was living in Cock Street (now Bell Street) in the centre of the town, with his wife Sophia (née Waller) and family. Thomas’ father had the same name, being called Thomas Waller Burton. This Thomas was born in Sawbridgeworth in 1827. In the 1841 census he is shown as serving with the Royal Navy, but by 1851 has returned to Sawbridgeworth and is also living in Cock Street. He was married to Fanny Groves in 1857 and was a builder. Thomas was born in Cock Street on 5 April 1859. He was the second eldest of five children, having two brothers and two sisters. His very early life is obscure. Presumably he intended to follow his father into the building trade, but on 30 September 1885, Thomas married Clara Littler. This is important, because, although her father was a butcher, she was also a member of a long-established family of millers. As long ago as the early 1700s (between 1720 and 1737), an Andrew and Nathaniel Littler are recorded as the millers at both Sawbridgeworth Mill and Sheering Mill. Furthermore, in 1911 a Fanny Littler of Lower Sheering, is recorded as a mortgagee in respect of Sawbridgeworth Mill. Presumably, Thomas’ marriage to Clara made him think seriously about becoming a miller. Accordingly, in 1891, probably (given the 1911 Stort Deeds document) with financial help from the Littler family, he purchased Sawbridgeworth Mill from the local politician Edmund Broughton Barnard. -

Green Belt Assessment for Three Rivers District and Watford Borough
Chorleywood Parcel CH7 Description Flat, open fields to the south of the inset settlement edge along Old Shire Lane, to the west of Bullsland Lane. The only development is the buildings of Bullsland Farm, which have no urbanising influence. Trees along and close to Old Shire Lane create a strong settlement edge, and the parcel abuts the extensive Philipshill Wood (an ancient woodland) to the west and further farmland to the south and east, all of which slope away relatively strongly from the plateau on which this parcel is located. Impact on contribution Purpose 1 Contribution - Check the unrestricted sprawl of large built-up areas Chorleywood is close enough to more contiguous urban development to the east to be considered to constitute part of the large built-up Significant area extending out from Greater London. The parcel is open and undeveloped, with no sense of containment from the wider Green Belt. Therefore release of the parcel would constitute significant urban sprawl. Purpose 2 Contribution - Prevent neighbouring towns merging into one another Chorleywood is not considered to be a town, and land to the south of it does not contribute significantly to the gaps between any towns. Limited – No contribution Purpose 3 Contribution - Assist in safeguarding the countryside from encroachment The parcel contains no urbanising development and has a strong relationship with the adjacent Green Belt. Tree cover along the inset Significant settlement edge limits its relationship with the urban area. Impact on adjacent Green Belt Release of the parcel would result in weaker Green Belt boundary, but there is sufficient distinction between this plateau area and the Minor valley sides to the south and east, and the woodland to the west, to limit harm to the wider Green Belt.
