Haberleşme de bu yol kavramının içindedir. Yazı ve yazılı kültür, uygarlıkların evrensel bir anlam kazanmasında, gelecek kuşaklara aktarılmasında en az yol kadar önem arz eder. Diğer yandan, ulaşım ve haberleşme, doğası ge- reği toplumun bütün kesimlerini birebir etkilediği kadar, ülkenin içinde bulunduğu bölgeden baş- layarak o ülkeyle ticari sosyal ve kültürel ilişkisi olan ülkeleri de etkilemesi açısından evrensel bir Binali YILDIRIM niteliğe sahiptir. T.C. Ulaştırma Bakanı Ulaşımın her alanında, bilişim ve haberleşmede kat ettiğimiz mesafe sadece ülke olarak bizim kazancımız değil, içinde bulunduğumuz coğraf- yanın da bir kazancıdır. Bugüne kadar ulaştırma ve haberleşme alanında eksikliğini hissettiğimiz bir sözlük çalışmasının yapılması da hem de sek- törümüz hem de literatürümüz açısından önemli bir kazançtır. “Ulaştırma ve Haberleşme Terimleri Sözlüğü”, alanında bir “ilk” olduğu kadar, ilgililer için bir başucu kitabı değeri taşımakta ve yabancı te- rimlere Türkçe karşılık önerilmesi bakımından da önem arz etmektedir. Anlamlandırma ve ad koy- ma önceliğine sahip olanların dünyada söz sahibi olduğu gerçeği akıldan çıkarılmamalıdır. “Ulaştırma ve Haberleşme Terimleri Sözlüğü” çalışmasında emeği geçen arkadaşlarımı tebrik ediyorum. BİR YERDE BİR SÖZLÜK VARSA Sözlükler bir dilin envanteridir. O dilin söz varlığını göstermenin ya- nında, dili kullanan toplumdaki değişimleri de sözlüklerden izlemek mümkündür. Alan sözlükleri ise o alanda çalışmalar yapanlar için birincil kaynak olma özelliğine sahiptir. Ulaştırmanın tüm alt sektörlerini kapsayacak şekilde hazırlanan “Ulaştırma ve Haberleşme Terimleri Sözlüğü” çalışmasının, önemli bir ihtiyacı karşılayan bir alan sözlüğü çalışması olacağı düşünül- mektedir. Ayrıca bu çalışma, ulaştırma ve haberleşmenin her dalın- da gelişimin seyrinin de fotoğrafını vermektedir. Küreselleşme ile birlikte teknolojik gelişme çabaları tüm dünyaya hakim olmaya başlamış; ulaştırma ve haberleşme sektörüyle ilgili pek çok kavram, 21. Yüzyılın karakteristiğini oluşturmuştur. Ekono- minin can damarı olan ulaştırma ve haberleşme sektöründe yaşanan hızlı değişim çok sayıda yeni kavramın kullanımını da beraberinde getirmiştir. Dilimize eklenen bu yeni kavramlarda anlam birliğini sağlamak; bugüne kadar yapılmış çalışmaları gözden geçirmek ve güncelle- mek suretiyle hazırlanan bu çalışma için Bakanlığımız bağlı, ilgili ve ilişkili kuruluşlarının katılımı ile aşağıda isimleri belirtilen sektör çalışma grupları oluşturulmuştur: Karayolu Çalışma Grubu:Kara Ulaştırması Genel Müdürlüğü (KUGM) ve Karayolları Genel Müdürlüğü (KGM), Demiryolu Çalışma Grubu:Türkiye Cumhuriyeti Devlet Demiryolları (TCDD), Türkiye Lokomotif ve Motor Sanayi Anonim Şirketi (TÜ- LOMSAŞ), Türkiye Vagon Sanayi Anonim Şirketi (TÜVASAŞ), Tür- kiye Demiryolu Makinaları Sanayi Anonim Şirketi (TÜDEMSAŞ) ve DLH İnşaatı Genel Müdürlüğü, Denizyolu Çalışma Grubu: Denizcilik Müsteşarlığı, Demiryolları, Limanlar, Hava Meydanları (DLH) İnşaatı Genel Müdürlüğü ve Kıyı Emniyeti Genel Müdürlüğü (KEGM), Havayolu Çalışma Grubu: Devlet Hava Meydanları İşletmesi (DHMİ) Genel Müdürlüğü, Sivil Havacılık Genel Müdürlüğü (SHGM) ve DLH İnşaatı Genel Müdürlüğü, Haberleşme Çalışma Grubu: Haberleşme Genel Müdürlüğü (HGM), Türksat Uydu Haberleşme Kablo TV ve İşletme Anonim Şirketi (TÜRKSAT), Bilgi Teknolojileri ve İletişim Kurumu (BTK), Türkiye Posta Telgraf Teşkilatı Genel Müdürlüğü (PTT). Sektör çalışma grupları, faaliyet alanlarına ilişkin verdikleri hiz- metlerden, kullandıkları ekipmana ve hizmetten faydalananların bu hizmetleri alırken kullandıkları araçlara kadar geniş bir yelpazede kullanılan terimleri; Terim İngilizce karşılığı Türkçe açıklaması formatına uygun olarak düzenlemişlerdir. Ayrıca sektörde en çok kullanılan ve bilinmesinde fayda görülen kısaltmalar da; Kısaltma Açılımı Türkçe karşılığı formatına uygun olarak düzenlenmişlerdir. Sektörel çalışma grupları tarafından tamamlanan çalışmalar Ba- kanlığımız Strateji Geliştirme Başkanlığı’na gönderilmiş ve bu ça- lışmalar incelenerek eksik görülen hususlar tespit edilmiş; gerekli düzeltme ve düzenlemeler yapılmıştır. Bakanlığımızın ortak çalışması olan bu sözlüğün, ancak onu kulla- nanların katkıları ile geliştirilip zenginleştirilebileceği düşünülmek- tedir. Ayrıca gelişen teknoloji, ihtiyaçların değişmesi zaman içinde yeni sözcüklerin ve terimlerin eklenmesini de gerektirecek; dilimizdeki sadeleşme eğilimi de daha uygun karşılıkların bulunmasına ve yer- leşmesine olanak sağlayacaktır. “Ulaştırma ve Haberleşme Terimleri Sözlüğü” kullanıcıların katkıla- rıyla her geçen gün daha da gelişecektir. Since “The Declaration for The Construction of International Arteries” (AGR) prepared by the United Nations Economic Commission for Europe (UN/ECE) in 1950 in Geneva, Turkey has developed international corridors connecting it to Southern Europe, because the international road network of AGR included an extension to Turkey. According to the provisions of AGR, two arteries should reach Turkey as E-Road. These are E-80 entering from the Bulgarian border (Kapikule) and E-90 entering from the Greek border (Ipsala). These two main routes link the International Road Network of Europe with the Middle East and Asia at southern and eastern borders of Turkey via Anatolia. The TEM highway network in Turkey starts from Edirne at the Bulgarian border and passes through Istanbul via the Fatih Sultan Mehmet Bridge and parts into two branches in Ankara going eastward and southward. Its eastern branch again parts into two branches in Askale. One of them reaches Trabzon in the Black Sea Region, and the other ends in Gurbulak at the Iranian border.

JICA selected and dispatched a study team headed by Mr. Tetsuo Wakui of ALMEC Co., LTD. And consists of ALMEC Co., LTD. And NIPPON KOEI Co., LTD. between June, 2007 and October, 2008. The team held discussions with the officials concerned of the Government of the Republic of Turkey and conducted field surveys at the study area. Upon returning to Japan, the team conducted further studied and prepared this final report. I hope that this report will contribute to the promotion of this project and to the enhancement of friendly relationship between our two countries. Urban centres have been the dynamos of growth in India. This has placed severe stress on the cities and concomitant pressure on its transit systems. A meaningful and sustainable mass transit system is vital sinew of urbanisation. With success of Delhi’s Metro System, government is encouraging cities with population more than 2 milion to have Metro systems. Bangalore, Chennai, Kolkata, Hyderabad are being joined by smaller cities like Jaipur, Kochi and Gurgaon. It is expected that by end of the Twelfth Five Year Plan India will have more than 400 km of operational metro rail (up from present 223 km). The National Manufacturing Competitiveness Council (NMCC) has been set up by the Government to provide a continuing forum for policy dialogue to energise and sustain the growth of manufacturing industries in India. A meeting was organized by NMCC on May 03, 2012 and one of the agenda items in that meeting was “Promotion of Manufacturing for Metro System in India as well as formation of Standards for the same”. In view of the NMCC meeting and heavy investments planned in metro systems, thereafter, Ministry of Urban Development (MOUD) have taken the initiative to form a committee for “Standardization and Indigenization of Metro Rail Systems” in May 2012. The Committee had a series of meetings in June-August 2012 and prepared a Base Paper.
