Healthcare New Frontier A Challenge from Kanagawa, Message from the

In order to create a brighter future vision for the era of the su- per-aged society, Kanagawa, the second most populous prefecture in Japan adjacent to , has been promoting a grand policy package called “Healthcare New Frontier (HCNF).” HCNF is a bundle of healthcare and industrial/regional policies. Its key concept is “Managing ME-BYO,” the scope of which is something broader than that of “disease prevention” in the context of Western medicine. Combining this concept with the utilization of advanced medical treatments and technologies, we aim to achieve healthy longevity of the citizens and to create new markets and industries at the same time. I would greatly appreciate your understanding and support in fulfilling our goals. HCNF will provide a solid base for everybody to lead a better life in the coming years.

Healthcare ICT (Information and Communication Technology)

The Prefecture operates an app named “My ME-BYO Record”(*) and encourages citizens to use it to manage their ME-BYO status. This system collects and stores various health informa- tion from citizens through smartphone or other devices. The stored data is utilized not only for management of people’s ME-BYO status, but also for child-rearing support and disaster mea- sures.

*Items to be recorded are: medication and vaccination history, medical checkup results, records of Maternal and Child Health Handbook, number of daily steps, body weight and blood pressure, etc. As of March, 2020 “My ME-BYO Record” app is used by over 1,200,000 people who have agreed to the sharing of data.

ME-BYO Index, Collaboration with WHO

ME-BYO Index Under the concept of ME-BYO, it is important that people work responsibly to manage their ME-BYO status by changing their behaviors into more healthy ones. To encourage their behavioral change, the Prefec- ture announced the launch of the ME-BYO Index. The ME-BYO Index is a numerical value to indicate where people stand on the gradation scale between being healthy and being sick. The Prefec- ture aims to improve the ME-BYO Index as a global index in the future while obtaining advice from experts around the world including WHO.

The designation of “ME-BYO Industry” refers to industries that, in addition to the traditional steps for prevention/diagnosis, optimize the condition of the entire mind and body with products and services that lead to “Managing ME-BYO”, thereby creating the “value” of leading healthy lives.
