[1] In this study, it is proposed that twin tropical cyclones (TCs), Kesiny and 01A, in May 2002 formed in association with the scale interactions of three gyres that appeared as a convectively coupled mixed Rossby gravity (ccMRG) wave during an active phase of the Madden-Julian Oscillation (MJO). This is shown by analyzing observational data, including NCEP reanalysis data and METEOSAT 7 IR satellite imagery, and performing numerical simulations using a global mesoscale model. A 10-day control run is initialized at 0000 UTC 1 May 2002 with grid-scale condensation but no sub-grid cumulus parameterizations. The ccMRG wave was identified as encompassing two developing and one non-developing gyres, the first two of which intensified and evolved into the twin TCs. The control run is able to reproduce the evolution of the ccMRG wave and thus the formation of the twin TCs about two and five days in advance as well as their subsequent intensity evolution and movement within an 8–10 day period. Five additional 10-day sensitivity experiments with different model configurations are conducted to help understand the interaction of the three gyres, leading to the formation of the TCs. e Fukushima Nuclearand Crisis Accident Management e Fukushima The Fukushima Nuclear Accident and Crisis Management — Lessons for Japan-U.S. Alliance Cooperation — — Lessons for Japan-U.S. Alliance Cooperation — — Lessons for Japan-U.S. September, 2012 e Sasakawa Peace Foundation Foreword This report is the culmination of a research project titled ”Assessment: Japan-US Response to the Fukushima Crisis,” which the Sasakawa Peace Foundation launched in July 2011. The accident at the Fukushima Daiichi Nuclear Power Plant that resulted from the Great East Japan Earthquake of March 11, 2011, involved the dispersion and spread of radioactive materials, and thus from both the political and economic perspectives, the accident became not only an issue for Japan itself but also an issue requiring international crisis management. Because nuclear plants can become the target of nuclear terrorism, problems related to such facilities are directly connected to security issues. However, the policymaking of the Japanese government and Japan-US coordination in response to the Fukushima crisis was not implemented smoothly. This research project was premised upon the belief that it is extremely important for the future of the Japan-US relationship to draw lessons from the recent crisis and use that to deepen bilateral cooperation. The objective of this project was thus to review and analyze the lessons that can be drawn from US and Japanese responses to the accident at the Fukushima Daiichi Nuclear Power Plant, and on the basis of these assessments, to contribute to enhancing the Japan-US alliance’s nuclear crisis management capabilities, including its ability to respond to nuclear terrorism. -

Rapid range expansion of the feral raccoon (Procyon lotor) in Kanagawa Prefecture, Japan, and its impact on native organisms Hisayo Hayama, Masato Kaneda, and Mayuh Tabata Kanagawa Wildlife Support Network, Raccoon Project. 1-10-11-2 Takamoridai, Isehara 259-1115, Kanagawa, Japan Abstract The distribution of feral raccoons (Procyon lotor) was surveyed in Kanagawa Prefecture, central Japan. Information was collected mainly through use of a questionnaire to municipal offices, environment NGOs, and hunting specialists. The raccoon occupied 26.5% of the area of the prefecture, and its distribution range doubled over three years (2001 to 2003). The most remarkable change was the range expansion of the major population in the south-eastern part of the prefecture, and several small populations that were found throughout the prefecture. Predation by feral raccoons on various native species probably included endangered Tokyo salamanders (Hynobius tokyoensis), a freshwater Asian clam (Corbicula leana), and two large crabs (Helice tridens and Holometopus haematocheir). The impact on native species is likely to be more than negligible. The results showed that the sum of the activity concentrations of 134Cs and 137Cs in the polished rice harvested in October 2011 was 30 Bq kg 1, a level much lower than the Japanese governmental safeguard value of 100 Bq kg 1. · − · − Upon contacting with the contaminated soil, the contents of calcium, magnesium, copper, potassium, and barium in the PSC were decreased. Among the PSCs impregnated with various chlorides and sulfates of the previously mentioned minerals, potassium chloride, copper sulfate, magnesium sulfate, and potassium sulfate yielded higher decontamination degrees compared to the original PSC. Japanese Journal of Human Geography 64―6(2012) Reemerging Political Geography in Japan YAMAZAKI Takashi Osaka City University TAKAGI Akihiko Kyushu University KITAGAWA Shinya Mie University KAGAWA Yuichi The University of Shiga Prefecture Abstract The Political Geography Research Group (PGRG) of the Human Geographical Society of Japan was established in 2011 to promote political geographic studies in Japan. The PGRG is the very first research unit on political geography in the Society which was established in 1948. Political geography was once one of the weakest sub―fields in Japanese geography with a very limited number of scholars and published works. This, however, is not at all the case now. Political geography is a reemerging field in Japan. In this review paper, four of the PGRG members contribute chapters on general trends in Japanese political geography, legacies of Japanese wartime geopolitics, the introduction of “new geopolitics” into Japan, and geographical studies on environmental movements. All of them have confirmed with confidence that Japanese political geography has been reemerging and making steady progress in terms of theory, methodology, and case study since the 1980s. Although the current stage of Japanese political geography is still in the regenerative phase, they strongly believe that political geography should be firmly embedded in Japanese geography.
