Order Code RL32294 Haiti: Developments and U.S. Policy Since 1991 and Current Congressional Concerns Updated January 25, 2008 Maureen Taft-Morales Specialist in Latin American Affairs Foreign Affairs, Defense, and Trade Division Clare Ribando Seelke Analyst in Latin American Affairs Foreign Affairs, Defense, and Trade Division Haiti: Developments and U.S. Policy Since 1991 and Current Congressional Concerns Summary Following the first free and fair elections in Haiti’s history, Jean-Bertrand Aristide first became Haitian President in February 1991. He was overthrown by a military coup in September 1991. For over three years, the military regime resisted international demands that Aristide be restored to office. In September 1994, after a U.S. military intervention had been launched, the military regime agreed to Aristide’s return, the immediate, unopposed entry of U.S. troops, and the resignation of its leadership. President Aristide returned to Haiti in October 1994 under the protection of some 20,000 U.S. troops, and disbanded the Haitian army. U.S. aid helped train a civilian police force. Subsequently, critics charged Aristide with politicizing that force and engaging in corrupt practices. Elections held under Aristide and his successor, René Préval (1996-2000), including the one in which Aristide was reelected in 2000, were marred by alleged irregularities, low voter turnout, and opposition boycotts. Efforts to negotiate a resolution to the electoral dispute frustrated the international community for years. Tension and violence continued throughout Aristide’s second term, culminating in his departure from office in February 2004, after the opposition repeatedly refused to negotiate a political solution and armed groups took control of half the country. -

Chapel Hill 2008 Approved by: Michele Rivkin-Fish Peter Redfield Karla Slocum ©2008 Laura Rose Wagner ALL RIGHTS RESERVED ii ABSTRACT LAURA WAGNER : When the One Who Bears the Scars is the One Who Strikes the Blow: History, Human Rights, and Haiti’s Restavèks (Under the direction of Michele Rivkin-Fish and Peter Redfield) The practice of keeping restavèks , or unpaid domestic child laborers, in Haiti has come under scrutiny by both human rights activists and journalists, many of whom describe it as a form of slavery. While this description is not entirely inaccurate and may also be useful, it fails to reflect the variability of treatment of restavèks , the complex ways in which power is exercised, the ways in which people occupy “oppressor” and “oppressed” roles simultaneously, the various local understandings of restavèk relationships and human rights, and the particular historical meanings and memories attached to slavery in Haiti. By critically examining descriptions of restavèks in activist and journalistic discourse, and analyzing the data collected during my fieldwork in the Haitian community in South Florida, I point to more syncretic and inclusive ways of understanding and reforming the practice of keeping restavèk s. iii ACKNOWLEDGEMENTS Thanks first of all to my committee members, Michele Rivkin-Fish, Karla Slocum, and Peter Redfield, for their time, patience, advice, good humor, transcendence of geographical distance, and above all their insightful readings of my work. -

Coor din ates: 1 9 °00′N 7 2 °2 5 ′W Haiti Haiti (/ heɪti/ ( listen); French: Haïti [a.iti]; Haitian ˈ Republic of Haiti Creole: Ayiti [ajiti]), officially the Republic of Haiti (French: République d'Haïti; Haitian Creole: Repiblik République d'Haïti (French) [8] [note 1] Ayiti) and formerly called Hayti, is a Repiblik Ayiti (Haitian Creole) sovereign state located on the island of Hispaniola in the Greater Antilles archipelago of the Caribbean Sea. It occupies the western three-eighths of the island, which it shares with the Dominican Republic.[11][12] Haiti is 27 ,7 50 square kilometres (10,7 14 sq mi) in Flag Coat of arms size and has an estimated 10.8 million people,[4] making it the most populous country in the Caribbean Motto: "Liberté, égalité, fraternité" (French)[1] Community (CARICOM) and the second-most "Libète, Egalite, Fratènite" (Haitian Creole) populous country in the Caribbean as a whole. The "Liberty, Equality, Fraternity" region was originally inhabited by the indigenous Motto on traditional coat of arms: Taíno people. Spain landed on the island on 5 "L'union fait la force" (French) [2] December 1492 during the first voyage of Christopher "Inite se fòs" (Haitian Creole) Columbus across the Atlantic. When Columbus "Union makes strength" initially landed in Haiti, he had thought he had found Anthem: La Dessalinienne (French) [13] India or China. On Christmas Day 1492, Columbus' Desalinyèn (Haitian Creole) flagship the Santa Maria ran aground north of what is "The Dessalines Song" 0:00 MENU now Limonade.[14][15][16][17] As a consequence, Columbus ordered his men to salvage what they could from the ship, and he created the first European settlement in the Americas, naming it La Navidad after the day the ship was destroyed. -

“I wait for me”: Visualizing the Absence of the Haitian Revolution in Cinematic Text By Jude Ulysse A thesis submitted in conformity with the requirements for the degree of Doctor of Philosophy Department of Social Justice Education Ontario Institute for Studies in Education University of Toronto 2017 ABSTRACT “I wait for me” Visualizing the Absence of the Haitian Revolution in Cinematic Text Doctor of Philosophy Department of Social Justice Education Ontario Institute for Studies in Education University of Toronto 2017 In this thesis I explore the memory of the Haitian Revolution in film. I expose the colonialist traditions of selective memory, the ones that determine which histories deserve the attention of professional historians, philosophers, novelists, artists and filmmakers. In addition to their capacity to comfort and entertain, films also serve to inform, shape and influence public consciousness. Central to the thesis, therefore, is an analysis of contemporary filmic representations and denials of Haiti and the Haitian Revolution. I employ a research design that examines the relationship between depictions of Haiti and the country’s colonial experience, as well as the revolution that reshaped that experience. I address two main questions related to the revolution and its connection to the age of modernity. The first concerns an examination of how Haiti has contributed to the production of modernity while the second investigates what it means to remove Haiti from this production of modernity. I aim to unsettle the hegemonic understanding of modernity as the sole creation of the West. The thrust of my argument is that the Haitian Revolution created the space where a re-articulation of the human could be possible. -

Un héros même, Monsieur le baron de Vastey! —René Philoctète, Monsieur de Vastey If the Haiti of Walcott, Miller, Césaire, Hammerman, and Rodman, is a Haiti isolated by its own leaders, Philoctète’s Monsieur de Vastey shows a country highly connected to and controlled by its formal colonial occu- pier, France, as well as by other regional powers with interests in Haiti, including the United States and Great Britain. Although Philoctète por- trays these countries as manifestly interested in the country, his depiction of the essential connectedness of Haiti to the rest of the world does not revel in blame. The play embraces a central understanding of the colonial relation as necessarily global, enabling its author to simultaneously critique both Haitian political leaders and the world powers that circumscribed their abilities to effectively lead the country. Philoctète shows that one can engage in this kind of analysis without asserting one defnitive cause for Haiti’s ongoing political woes. Abstract This work, using a structurationist, structural Marxist understanding of consciousness constitution, i.e., phenomenological structuralism, explores the origins of the contemporary Haitian oppositional protest cry, “the children of Pétion v. the children of Dessalines.” Although viewed within racial terms in regards to the ideological position of Pétion representing the neoliberal views of the mulatto elites, and economic reform and social justice representing the ideological position of Dessalines as articulated by the African masses, this article suggests that the metaphors, contemporarily, have come to represent Marxist categories for class struggle on the island of Haiti within the capitalist world-system under American hegemony at the expense of the African majority, i.e., the Children of Sans Souci. Keywords: African-Americanization, Vodou Ethic and the Spirit of Communism, Religiosity, Black Diaspora, Dialectical, Anti-dialectical, Phenomenological Structuralism Introduction Since 1986 with the topple of the Haitian dictator, Jean-Claude “Baby-Doc” Duvalier (1951-2014), whose family ruled Haiti for almost thirty-years, the rallying cry of Haitian protest movements against dictatorship and American neoliberal policies on the island has been, “the children of Dessalines are fighting or stand against the children of Pétion.” The politically charged moniker is an allusion to the continuous struggles over control of the Haitian nation- state and its ideological apparatuses between the Africans who are deemed the descendants of Jean-Jacques Dessalines, the father of the Haitian nation-state; and the mulatto elites (and more recently the Syrian class) who are deemed heirs of the mulatto first President of the Haitian Republic, Alexandre Pétion. -
