    Portsmouth Number List 2019 The RYA Portsmouth Yardstick Scheme is provided to enable clubs to allow boats of different classes to race against each other fairly. The RYA actively encourages clubs to adjust handicaps where classes are either under or over performing compared to the number being used. The Portsmouth Yardstick list combines the Portsmouth numbers with class configuration and the total number of races returned to the RYA in the annual return. This additional data has been provided to help clubs achieve the stated aims of the Portsmouth Yardstick system and make adjustments to Portsmouth Numbers where necessary. Clubs using the PN list should be aware that the list is based on the typical performance of each boat across a variety of clubs and locations. Experimental numbers are based on fewer returns and are to be used as a guide for clubs to allocate as a starting number before reviewing and adjusting where necessary. The list of experimental Portsmouth Numbers will be periodically reviewed by the RYA and is based on data received via PY Online. Users of the PY scheme are reminded that all Portsmouth Numbers published by the RYA should be regarded as a guide only. The RYA list is not definitive and clubs should adjust where necessary.     PARENT/SAILOR MANUAL Dear Parents and Sailors, Welcome to the LBYC Summer Sailing Program! Our goal for the summer is to instill a lifelong appreciation for sailing and yacht racing by creating an environment that promotes sportsmanship, safety, and the fun of being on the water. This manual provides valuable information on boat safety, necessary gear, daily events and much more. Please take the time to thoroughly read it with your sailor as it’s very important that rules and expectations are understood by everyone participating in our program. An agreement on the last page must be signed by each parent and sailor prior to the first day of the program. Everyone will be much better prepared for this summer’s activities after reading this manual.     Portsmouth Number List 2016 The RYA Portsmouth Yardstick Scheme is provided to enable clubs to allow boats of different classes to race against each other fairly. The RYA actively encourages clubs to adjust handicaps where classes are either under or over performing compared to the number being used. The Portsmouth Yardstick list combines the Portsmouth numbers with class configuration and the total number of races returned to the RYA in the annual return. This additional data has been provided to help clubs achieve the stated aims of the Portsmouth Yardstick system and make adjustments to Portsmouth Numbers where necessary. Clubs using the PN list should be aware that the list is based on the typical performance of each boat across a variety of clubs and locations. Experimental numbers are based on fewer returns and are to be used as a guide for clubs to allocate as a starting number before reviewing and adjusting where necessary. The list of experimental Portsmouth Numbers will be periodically reviewed by the RYA and is based on data received from the PY Online website (www.pys.org.uk). Users of the PY scheme are reminded that all Portsmouth Numbers published by the RYA should be regarded as a guide only. The RYA list is not definitive and clubs should adjust where necessary.     Sailing Instructions Open Dutch Class Championships 2015 International 470 Class 15 and 16 of august 2015 Venue, WV Scharendijke, Grevelingenmeer, near Scharendijke (NL) Organizing Authority: The races will be organised by Royal Yacht Club België, Koninklijke Watersport Vereniging De Kaag, Watersport Vereniging Scharendijke in conjunction with the involved Dutch 470 Class Organization. [DP] denotes a rule for which the penalty is at the discretion of the International Jury. [NP] denotes that a breach of this rule will not be grounds for a protest by a boat. 1. RULES 1.1 The regatta will be governed by the rules as defined in the Racing Rules of Sailing (RRS) 2013-2016. The prescriptions of the Dutch National Authority will apply, together with the Class Rules of the International 470 Class. The Sailing Instructions may change some rules. 1.2 If there is a conflict between languages the English text will take precedence. 1.3 Every person on board who has its domicile in the Netherlands shall have the required licenses. The licences will be checked before or upon registration. 1.4 Change of crew during the regatta is subject to approval by the race committee.
