2.0 Current Freight Rail System and Services in Florida
Investment Element of the 2010 Florida Rail System Plan 2.0 Current Freight Rail System and Services in Florida 2.1 Overview The Florida rail system is comprised of 2,786 miles of mainline track, which are owned by 15 operating line-haul railroads and terminal or switching companies, as well as 81 miles owned by the State of Florida. Florida’s rail system includes 2 Class I Railroads (CSX Transportation and Norfolk Southern Corporation), 1 Class II (Florida East Coast Railway), 11 Class III (Alabama and Gulf Coast Railway AN Railway, Bay Line Railroad, First Coast Railroad, Florida West Coast Railroad, Florida Central Railroad, Florida Midland Railroad, Florida Northern Railroad, Georgia and Florida Railway, Seminole Gulf Railway, and South Central Florida Express) and 1 railroad specializing in switching and terminals (Talleyrand Terminal).9 The largest operator in the State is CSX Transportation, which owns more than 53 percent of the statewide track mileage. In 2008, Florida’s railroads carried nearly 1.6 million carloads – 19 percent less than in 2006 – and approximately 83 million tons of freight, representing a 25 million ton (23 percent) decrease from 2006.10 During that year, railroads handled freight equivalent to roughly 5.0 million heavy trucks.11 Nonetheless, railroads continue to support thousands of jobs throughout the State and assist Florida’s industries to remain competitive with international and domestic markets for fertilizer, construction rock, consumer goods, paper products, processed 9 U.S. Class I Railroads are line-haul freight railroads with 2007 operating revenue in excess of $359.6 million (2006 operating revenues exceeding $346.7 million). -
Seagrass in Pine Island Sound and Matlacha Pass
Seagrass in Pine Island FISH, WILDLIFE, & Sound and Matlacha Pass HABITAT PROTECTION Summary Pine Island Sound basin also encompasses Matlacha Pass and San Carlos Bay. This area is known for its extensive seagrass beds. Pine Island Sound receives tidal flushing from nearby Boca Grande, Captiva, and Redfish Pass and contains Pine Island Sound Aquatic Preserve. Matlacha Pass and Aquatic Preserve (divided from Pine Island Sound by Pine Island itself) and San Carlos Bay are influenced by inputs from the Caloosahatchee River and Punta Rassa Pass to the south. Seagrasses present include Turtlegrass (Thalassia testudinum), Shoalgrass (Halodule wrightii), Manateegrass (Syringodium filiforme), Stargrass and Paddlegrass (Halophila sp.)1. Propeller scarring and freshwater from the Caloosahatchee River continue to impact seagrass beds throughout the region. Seagrass Measures Water Quality and Improves Estuary Health Over 2.2 million acres of seagrass have been mapped in estuarine and nearshore Florida waters. Many economically important fish and shellfish species depend on seagrass beds during critical stages of their life. Seagrass beds also contribute to better water quality by trapping sediments, storing carbon, and filtering nutrients from stormwater runoff. Florida had historical declines in seagrass acreage during the 20th century. Seagrass requires clean water and ample sunlight to grow. Because seagrass thrives in clean and clear water- it is used by agencies and local governments as a way to measure water quality. This is done in two ways: Mapping changes in seagrass acreage and location over time with aerial photography (spatial coverage). This is valuable for estimating seagrass locations, acres and broad changes over time. On-the-ground monitoring of changes in species composition, estimation of bottom cover in a seagrass bed (abundance), and maximum depth in which seagrass can grow due to light availability and water clarity (deep edge). -

In 1997, the population of North Port was 16,708, by 2008, the City’s population had more than tripled to 56,316 (Bureau of Economic and Business Research estimate). The City’s explosive growth within that period of time is attributable to the large numbers of young families who moved to the City because of its affordable housing and good schools. As a consequence of this continuing trend, the average age of a typical resident has fallen from the 50s to the mid- to late 30s. Under the terms of the City’s 1993 Interlocal Agreement with Sarasota County Government, the City’s recreational programs, activities and facilities had been consolidated and placed under the direction of the County. -

The Caloosahatchee River has primary capacity for local inflows and is only utilized for Caloosahatchee Estuary discharges when there is secondary capacity available. The number of times that the Caloosahatchee Estuary high discharge criterion is exceeded must be limited to prevent destructive impacts on the estuary. Rationale – Researchers have observed an increased rate of eutrophication in Lake Okeechobee from 1973 to the present. Symptoms of this eutrophication include the following: • increases in algal bloom frequency since the mid-1980s (with an algal bloom being defined as chlorophyll-a concentrations greater than 40 μg/L) (Maceina 1993, Carrick et al. 1994, Havens et al. 1995b), • increases in the dominance of blue-green algae following a shift in the TN:TP ratio (Smith et al. -

The Second Amendment v. The Environment: Florida’s Transformation of Gun Range Environmental Liability Rachel E. Deming* This Article focuses on Florida’s statutory provisions regulating gun ranges; those provisions provide a stark contrast to traditional environmental regulation. In 2004, Florida enacted legislation that makes lawsuits and other legal actions against gun ranges a “last-resort option” for addressing environmental impacts at the ranges and creates a rule that relies on the industry to define the standards for performance of gun range owners and operators. This legislation provides a good example for examining potential limits to self-regulation, which is important to understand in the current era of rolling back governmental mandates. Evaluating Florida’s environmental regulation of gun ranges also examines the tension created when a constitutional right is invoked to protect a specific activity and the extent to which deference is required when other obligations and rights are impacted. In this situation, it is the obligation of local governments to protect the health, safety and welfare of their citizens and the right of citizens to the beneficial use and enjoyment of their property. Florida’s legislation gives the ranges immunity from all state and local governmental legal actions if the range has made a good faith effort to implement site specific management plans based on a best practices manual issued in 2004, regardless of the environmental impact. Allen2 Florida's Environment Series Introduction Central west Florida (Fig. 1) is a region characterized by numerous spring-fed rivers and streams that flow westward to the Gulf of Mexico. Large swamps and marshes associated with lakes form headwaters to many rivers in the region. Longleaf pine sandhill habitat was historically the region's major forest type, although intensely-managed pine plantations now predominate. Hardwood hammocks occur as scattered "islands" within pine flatwoods. DeSoto County harbors large tracts of dry prairie, scrubby flatwoods, rangeland, and sandhill communities.
