He is a Chevalier de l’Ordre de la Légion d’Honneur (2002). M. Adler is a history graduate of the École normale supérieure (1969-1974). He directed the Chair for International Relations of France’s Ministry of Defense Interarmy College of Defense (1992–1998) where he remains a professor of higher military learning. After collaborating with French daily Libération (1982-1992), Adler went on to become the editorial director of the Courrier International (1992-2002), a weekly selection of significant articles from the international press. Adler served as an editorialist for the French daily of record Le Monde and collaborated with several French weeklies, including Le Point and L’Express. He currently sits on the editorial board of the conservative French daily Le Figaro. Anne-Valère AMO Cross-asset ETF Strategist - Institutional Circle, Lombard Odier Anne-Valère is currently responsible for cross-asset ETF selection and advisory at Lombard Odier. She joined Lombard Odier in 2001 where she has been dedicated to quantitative research, hedge fund replication, investment risk management and since 2013, ETF strategies. Prior to 2001, Anne-Valère was a Quantitative Analyst at Union Bancaire Privée, a Senior Statistician at MSCI (where she participated to the creation of the Global Industry Classification Standard (GICS) and led the rebalancing of the first MSCI index launched in real time: the MSCI Japan Index) as well as a Teaching Assistant in Mathematics and Statistics at the Econometrics Department of the University of Geneva. Anne-Valère holds a BSc. in Quantitative Methods (1991), a MSc. in Econometrics (1994) and a Ph.D. in fractal analysis applied to Finance from the University of Geneva (1998). SPEAKERS Roberto CAGNATI Managing Director - Partners Group Roberto Cagnati is Co-Head of the Portfolio Management business unit, based in Zug. He has been with Partners Group since 2004 and has 13 years of industry experience. Prior to joining Partners Group, he had assignments at Deutsche Bank Asset Management and Credit Suisse Private Banking. He holds a master’s degree in economics from the University of Konstanz, Germany. Peter DAMGAARD JENSEN Chair & CEO - IIGCC & PKA Since 2001 Peter Damgaard Jensen is the CEO of PKA. After graduating in 1981 from The University of Aarhus as a master of Political Science he joined the Association of County Councils in Denmark. In 1985 he moved to the Danish Nurses Organization in Denmark where he had different management positions. He left the Danish Nurses Organization in 2001 to join PKA. Peter is a member of the board in The Danish Insurance Association and has previously been chairman and vice chairman of the board. He is the vice chairman in Forca Ltd (a company in the pension fund and life insurance in- dustry). Peter was a member of the Board in DEAS (Dan-Ejendomme) - Denmark’s biggest property management company - in the period 2001-2006. Peter is a member of the advisory board of The Danish Climate Investment Fund for climate investments in emerging markets and member of the advisory board in Axcel Ltd (leading Danish private equity Company). Since January 2017 Peter is the Chair of IIGCC. Peter had been an IIGCC Board Member since December 2013. SPEAKERS Sinikka DEMARÉ CFA - Institutional Circle, SDemare Advisory Sinikka Demaré is an Independent Advisor for institutional investors and their service providers. As of 2014 Sinikka Demaré serves as Venture Partner at Nextech Invest Ltd. Prior to this, Mrs. Demaré was Managing Director at Ortec Finance, whose Swiss office she founded in 2007. During her time at Ortec, Mrs. Demaré was responsible for strategic asset allocation and investment consulting for pension funds, insurance companies and other asset and private wealth managers as well as having direct responsibility for several large institutional investors. For 20 years before joining Ortec, she held leading positions in corporate finance, bu- siness and pensions fund management at Dow Chemical. Mrs. Demaré obtained her Master of Science in Economics from the Business School of Helsinki and is a Chartered Financial Analyst. She was twice selected by the aiCIO magazine as one of the top 25 global consultants. Charles GAVE Founder, Chairman & Chief Investment Officer - Gavekal Charles has been researching tactical asset allocation for over fourty years. After three years as a financial analyst in a French investment bank, Charles created Cecogest in 1974. Cecogest was an independent research firm with a large global client base. In 1986, Charles stepped away from pure research to move into money management. He co-founded Cursitor-Eaton Asset Management where he was Chief Investment Officer. At Cursitor, Charles managed over US$10bn of institutional money on a global asset allocation mandate. Cursitor was sold in 1995 to Alliance Capital and Charles remained with Alliance Capital until 1999. At this time, he elected to go back to his first love: re- search on tactical asset allocation. He left Alliance Capital to create Gavekal where he is the Chairman. Charles sits on the board of numerous companies, and has written several books. Charles writes a weekly column for the French newspaper Le Journal des Finances. SPEAKERS Grégoire HAENNI Founder of Institutional Circle & CIO - Caisse de Prévoyance de l’État de Genève Grégoire Haenni is the Chief Investment Officer of the Caisse de Prévoyance de l’Etat de Genève (CPEG) he joined in June 2014. He is responsible for the pension fund’s asset allocation efforts for all multi-asset classes. Prior to that, he was the CIO of the pen- sion fund of CERN, the European Organization for Nuclear Research, based in Geneva, Switzerland. During his almost 5-year time at CERN, he put in place an investment frame- work today acknowledged as the CERN Investment Model. Before that, Grégoire headed the Research and Investment Department of Bank of China (Suisse) Fund Management SA. He also founded Bedrock Alternative Asset Management SA, a subsidiary of Bedrock Group where he led the research and portfolio management activities. From 2001 to 2007, Grégoire was a senior qualitative and quantitative analyst at Pictet & Cie’s Alternative Investment Department. He also managed the Asian multi-strategy fund of hedge funds, as well as tailor-made portfolios dedicated to HNW Clients. He started his career in 1997 as a financial analyst and portfolio manager at Merchiston Management SA. Grégoire holds a PhD in Mathematical Statistics of the Econometrics Department of the University of Geneva where he specialized in multi-dimensional statistics giving lectures to BSc. and MSc. students. Alan HOFMEYR Partner & Head of Quantitative Research - Marshall Wace Alan joined Marshall Wace in May 2008 as Head of Quantitative Research and was made a partner of Marshall Wace in December 2011. He joined from Lehman Brothers, where he was head of the Quantitative Portfolio Advisory team, advising quantitative asset man- agers on key elements of the investment process including alpha generation, risk model- ling and portfolio construction. Alan holds an MBA in Finance with Distinction from the London Business School, and a BA Hons in Industrial Economics from the University of Nottingham. Preface to the English Edition Two sorts of sentiments inspire political action: hope and indignation. This book is largely the product of the latter sentiment, but the aim of its publication is to encourage the former. A brief and subjective overview of the political evolution of the past twenty years can explain the source of my indignation. The collapse of the Soviet Union can be compared to the fall of Napoleon. Both were the product of major revolutions whose ideals they symbolized, rightly or wrongly, and which they defended more or less effectively while betraying them in various ways. If their natures were complex, the consequences of their fall were relatively simple and led to a general triumph of reaction, with the United Stales today playing a role analogous to that of the Holy Alliance nearly two centuries ago.1 There is no need to be an admirer of the Soviet Union (or of Napoleon) to make this observation. My generation, that of 1968, wanted to overcome the shortcomings of the Soviet system, but certainly did not mean to take the great leap backwards which actually took place and to which, in its overwhelming majority, it has easily adapted.2 A discussion of the causes of these failures would require several books. Suffice it to say that for all sorts of reasons, some of which will be touched on in what follows, I did not follow the evolution of the majority of my generation and have preserved what it would call my youthful illusions, at least some of them.

    Western Europe Great Britain National Affairs A STRANGE DICHOTOMY marked the year. While the country enjoyed continued prosperity and stability, the government—especially Prime Minister Tony Blair—incurred increasing unpopularity, albeit not to a degree that would threaten Labour's continuance in office. The sustained growth of the economy and low interest rates softened the impact of tax increases on disposable income, although opinion polls did register discontent, particularly over local taxation. Chancellor of the Exchequer Gordon Brown's pre-budget report in December indicated that receipts were lower than anticipated while costs associated with the Iraq war had pushed spending above expectations. Nevertheless, Brown adhered to his "golden rule" that over the economic cycle the government should borrow only to invest. Employment reached a record high of 28.1 million, and the number of people applying for unemployment benefits dropped steadily, reaching 917,800 in November, 7,900 lower than a year before. High employment raised the threat of wage inflation. The burden of interest payments on the growing public debt raised similar concerns. In July, interest rates were cut a quarter-percent to 3.50 percent to stim- ulate the economy, but in December this was reversed for the first time in almost four years; rates went back up to 3.75 percent so as to coun- teract the danger of rises in house prices and personal debt. Politically, satisfaction with the government continued to decline from its peak of about 55 percent just after 9/11 to about 25 percent in De- cember 2003. The results of local elections held in May registered the po- litical fallout: Labour lost a combined 800 seats, and the Conservatives, winning the largest share of the vote, gained about 500.

La nécessité du recul pour comprendre et juger une période – ici 1989-2009 – est indispensable. Or, il se trouve que le temps chronologique ne coïncide pas souvent avec le temps politique. En d’autres termes, il y a des siècles qui sont longs (le XIXe siècle : 1814-1914) et des siècles qui sont courts (le XXe siècle : 1919- 1989). La chute du Mur de Berlin – le Mur de la honte (1) –, le 9 novembre 1989, a clôturé la fin du XXe siècle avec celle de la Guerre froide, c’est-à-dire du monde bipolaire.     Batı Kamuoyu, AKP‑IŞİD İlişkileri ve Kürt Sorunu Taner Timur, Ankara Üniversitesi, Siyasal Bilgiler Fakültesi emekli öğretim üyesi, e-posta: [email protected] Geçen yıl Ekim ayında Fransız Başbakanı Manuel Valls, ülkelerinin tarihte benzeri görülmemiş bir tehlikeyle karşı karşıya olduğunu söylüyor ve bu tehlikeyi de “bazı Fransızların, gerekirse kendi ülkelerini vurmak için terör eğitimi almak üzere dış ülkelere gitmeleri”nde görüyordu.1 Çok geçmeden de bu kaygısında ne kadar haklı olduğu anlaşıldı: 7 Ocak 2015’te, iki İslamcı terörist Charlie Hebdo bürosunu basıyor ve Fransa’nın en popüler mizahçılarını katlediyordu. Bu iğrenç cinayet sadece Fransa’da değil, bütün dünyada büyük tepkiler yarattı ve gözler IŞİD adlı kanlı yapıya çevrildi. ABD’nin Irak’ı işgalinin yarattığı anarşi ortamı, sonunda bölgedeki tüm kin ve intikam duygularını cihat bayrağı altında toplamış ve dünyaya meydan okuyan bir “İslam Devleti” ortaya çıkmıştı. Öyle ki İran’ın mollaları dahi bu yeni cihatçılar karşısında çok “ılımlı” görünüyorlardı. Ve varılan noktada da, IŞİD radikalizmi, Obama ile Putin’i bile bu tehlikeye karşı nesnel müttefikler haline getirdi. Rus uçakları Suriye’de Cihatçı hedefleri bombalamaya başlayınca, ABD Dışişleri Bakanı John Kerry “Rusya’nın bu meseleye odaklanmayı seçmesinden memnunuz” diyordu.2 Binlerce kilometre uzaktaki ülkeleri bile bu kadar ürküten bu cinayet şebekesine karşı, onunla sınır komşusu Türkiye’nin izlediği politika ne oldu? Bölgedeki gelişmeleri yakından izleyen hemen bütün gözlemciler IŞİD’in bu hale gelmesinde AKP iktidarının rol oynadığını, ya da en azından sınır kontrolünde çok gevşek davranarak bu gelişmeye zemin hazırladığını düşünüyorlar. Neden olarak da Erdoğan’ın Müslüman Kardeşler eksenli politikasının iflas etmesini ve bu iflasın katılaştırdığı Esad düşmanlığını ileri sürüyorlar.

    Les « nouveaux réactionnaires ». Trajectoire sociopolitique et surface médiatique de deux intellectuels hétéronomes : Alexandre Adler et Alain Finkielkraut. Julien Giry Université de Rennes 1 – IDPSP Docteur en Science Politique – ATER en Science Politique « Je tenais effectivement à remercier la télévision française de m'avoir si souvent invité afin que je puisse m'y plaindre d'ailleurs de ne pas y passer »1 Alexandre Adler et Alain Finkielkraut incarnent à eux deux, tant par leurs trajectoires sociopolitiques que leur surface médiatique, une manifestation typique de ces « nouveaux réactionnaires » que nous pouvons qualifier d'intellectuels hétéronomes2. En effet, ces acteurs multipositionnés semblent d'abord présenter une trajectoire ou une carrière militante, au sens sociologique du terme, similaire dans la mesure où tous les deux se sont progressivement détachés de leurs engagements radicaux à gauche pour évoluer vers le néoconservatisme. Pour Adler, il s'est agi de délaisser, en plusieurs étapes sur lesquelles nous reviendrons en détails, le communisme stalino-brejnevien au profit du néoconservatisme ainsi que d'un soutien à la droite atlantiste et à Nicolas Sarkozy lors de l'élection présidentielle de 20073. Quant à Finkielkraut, depuis une « conscience gauchiste », dans une tendance maoïste, et un « engagement anti-autoritaire »4 qui l'ont poussé sur les barricades de Mai 68, celui-ci concède aujourd'hui son attachement au conservatisme et au rejet du marxisme, des « bobos », de la GPA et du consumérisme ambiant qui forment le « système » actuel5. Par ailleurs, il revendique son amitié avec Renaud Camus, le théoricien de droite radicale du « grand remplacement »6.
