Since 1992, the Commission has funded relief to millions of victims of natural and man- made disasters outside the European Union. Aid is channeled impartially to the affected populations, regardless of their race, ethnic group, religion, gender, age, nationality or political affiliation. Part of DG ECHO’s mission is to reaise public awareness of humanitarian issues. DG ECHO works with about 190 operational partners, including specialized United Nation agencies, non-governmental organizations (NGOs) and other international institutions. The European Commission is one of the biggest sources of humanitarian aid in the world. In 2005, it provided €652 million for humanitarian programs. This does not include the aid given separately by the EU’s 25 Member States. Support went to projects in more than 60 countries. The funds are spent on goods and services such as food, clothing, shelter, medical provisions, water supplies, sanitation, emergency repairs and mine-clearing. The Commission also funds disaster preparedness and mitigation projects in regions prone to natural catastrophes. - 2 - “This document has been produced with the financial assistance of the European Community. Introduction The data presented in this report is based on the findings of nine monitoring teams who visited temporary settlements in the sub-districts of 19 Districts of Aceh Nanggroe Darussalem (NAD). The survey aimed to be exhaustive in terms of coverage. The objective of the project was to improve camp monitoring and coordination of humanitarian assistance for Internally Displaced People (IDP) living in all forms of settlement within mainland Aceh. As a part of these activities, these reports and the database are intended to provide data to actors involved in relief, reconstruction and development work. The data is intended to give indications of continuing needs in the visited settlements with the hope that humanitarian actors will take action to improve the living standard for the people living in these settlements. The results of initial findings of this survey focus on IDPs in barracks (TLC), transitional settlements (TSS) and return areas (RA and ERA), in addition to the few remaining in self-settlement camps (SSC) and Public Buildings (PB). IDPs displaced by both conflict and disaster are covered by this survey and the data is presented separately to make the analysis simpler. IDPs who continue to live with host communities were not covered by this survey. The report starts with an overall analysis to describe trends and highlight major issues. Then the report is structured into districts with lists of total settlements provided. A description of the methodology, definitions and limitations of the survey is provided at the end of the report. Organisations wishing to use this data should ensure they are aware of the limitations of the survey. Location reports for each District are available which contain more detailed information regarding demography, access, livelihoods, assistance, water and sanitation, health, education, registration and settlement management. The data is not copyright and copies of location reports, previous reports and the database itself are available on CD from CARDI (please contact Ellyien Saputra [email protected]). The Temporary Settlement Monitoring Project (TSM) conducted a similar survey in April and May of 2006 in 13 Districts of NAD, and CARDI/NRC also supported the Temporary Settlement Monitoring Mechanism (TSMM) programme from July to November 2005 in conjunction with UNORC. Overview of Main Findings There are many positive trends and findings amongst the data and a clear movement of IDPs into more durable and long-term forms of housing can be seen. However, the findings highlight a few key areas which need continued attention. The greatest proportion of IDPs are now living in Early Return Areas where access to services and assistance is more difficult. The survey shows that sanitation issues in these areas are particularly worrying. Livelihood support seems to be dwindling while perception of many IDPs is that they continue to require assistance to restore their incomes. It is important that IDPs are able to access information to enable them to play an active role in the restoration of their areas of origin, to make decisions about when to return and to access services and support to restore their livelihoods. There are still a significant number of settlements where this information is not provided and, it is not easy for IDPs to know where they can go to register issues or access this information. Numbers and Distribution of IDPs Overall in mainland NAD, there are 205,858 people in 59,620 households who are displaced from their homes as a result of disaster or conflict. A full breakdown per District is provided in Annex 1. Of those IDPs displaced by conflict 52% are women and of those who continue to be displaced as a result of disaster 49% are women, reflecting the initial differences in numbers of women and men who survived the tsunami. At least 3% of IDPs are over 65 years of age and at least 27% are less then 17 years old. The tables below summarize the numbers of IDPs and settlement types per District. No IDP settlements were identified in Aceh Tamiang. There are 7 Districts where IDPs are living in temporary settlements who have been displaced by conflict: Aceh Jaya, Aceh Selatan, Aceh Singkil, Bener Meriah, Gayo Lues, Aceh Tenggara and Aceh Timur. The index is calculated based on six variables: geomorphology, coastal erosion, slope, changes in sea level, wave height and tidal range. Basically, the emphasis on methodological aspects is related to: (i) the use of GIS techniques to construct, interpolate, filter, and sample data for shoreline networks, (ii) physical vulnerability calculations using the CVI method approach, and (iii) values CVI is applied in vulnerability maps using the GIS program by providing CVI ratings to three levels, namely low, medium, and high. The results of this study indicate that the coastal physical vulnerability of the North East Aceh region is dominated by a moderate level of vulnerability of 83.61% with 51 sub-districts, and then a low vulnerability of 9.84% with 6 sub-districts, and a high vulnerability of 6.56% with 4 sub-districts out of a total of 61 Districts in 10 Regencies / Cities on the North-East coast of Aceh.

The implementation of Islamic Shariah is not something new in Indonesia, especially in Aceh which has a long history of the entry of Islam and the application of its Shariah in Aceh. In 2001, when the regional autonomy was rolled out in all regions of Indonesia, Aceh has issued Law no. 18 of 2001 on the Status of Special Autonomy for Aceh Province by declaring the implementation of Shariah in Aceh. Moreover, through this law gave birth to another organic regulation that regulates Islamic Shariah in the operational level in Aceh called qanun. Implementation of qonun is also applied to those who live in the region of Aceh whether it is the majority of Muslims and religious minorities who are non-Islam. In order to achieve the expected results more focused, the authors use qualitative methods with the historical and sociological approach. In order for the sample of the population to be less extensive, the author narrows the area to be studied in the city of Lhokseumawe from enforcement as well as the implementation of the Shariah (qonun) regulation for the Acehnese people of Islamic nuance, and also measures how effective a law is applied to non-Muslims as a minority community in the province of Aceh against the implementation of the Islamic Shariah law.     PROFIL KABUPATEN / KOTA KOTA LHOKSEUMAWE NANGGROE ACEH DARUSSALAM KOTA LHOKSEUMAWE LHOKSEUMAWE ADMINISTRASI Profil Wilayah Kota Lhokseumawe telah menjadi sebuah kota otonom, yang berarti Kota Lhokseumawe telah siap untuk berdiri sendiri dan memiliki kemampuan yang cukup untuk benar-benar mandiri. Kemampuan yang tidak hanya dari segi ekonomi juga, namun termasuk pula keamanan. Karena dalam 2 tahun terakhir ini, keamanan menjadi sangat mahal di kota ini, akibat dari pemisahan dirinya dari Kabupaten Aceh Utara menjadi kota otonom sejak tahun 2001. Tabel 1. Banda Sakti 11,24 Sakti, Kecamatan Blang Mangat 3. Blang Mangat 56,12 seluas 181,06 km2 dengan jumlah Total 148.301 penduduk keseluruhan sejumlah 148.301 jiwa. Sumber : Badan Pusat Statistik Kota Lhokseumawe, 2003 Kecamatan dengan luas wilayah terbesar yaitu Kecamatan Muara Dua (113,7 km2) sedangkan kecamatan dengan luas terkecil yaitu Kecamatan Banda Sakti (11,24 km2). Wilayah ini memiliki 3 kecamatan, yaitu Kecamatan Muara Dua, Kecamatan Banda Sakti, Kecamatan Blang Mangat. Ibukota Lhokseumawe sendiri berada di Kecamatan Banda Sakti, dimana kegiatan perdagangan sangat menonjol di daerah ini. Sedangkan kegiatan industri menonjol pada Kecamatan Muara Dua. Kecamatan Blang Mangat menyimpan potensi pertanian dan sumber daya alam. Kegiatan ekonomi yang berlangsung di kota ini adalah industri dan perdagangan, dimana perdagangan merupakan sektor yang utama, terutama pada transaksi jual beli kebutuhan sehari-hari. Kecamatan Blang Mangat menyimpan potensi pertanian dan sumber daya alam. Tak heran jika penduduknya paling banyak bekerja di lapangan usaha ini.

Geo-economic advantages of Lhokseumawe and Aceh Utara District lies on the geographical location of Aceh crossed by Sea Lane of Communication (Sloc), the Malacca Strait. Located at the Malacca Strait, the Special Economic Zone (Kawasan Ekonomi Khusus/ KEK) of Arun Lhokseumawe has a comparative advantage to be part of the global production network or the global value chain. This study aims to determine freight transportation system to support KEK Lhokseumawe, especially the availability of multimodal transport and multimodal infrastructure. The result shows that KEK Lhokseumawe driven by SOEs in Lhokseumawe and Aceh Utara is urgent to be realized for economic acceleration and to grow new economic growth in Aceh. Interviews using questionnaires were conducted on 47 shrimp farmers in five shrimp producing regions in Aceh Province. The risks assessments were measured in frequency of the occurence and the severity of the impacts. This study shows that financial risks due to natural disasters and diseases consisted of production and marketsaspects. The deterioration in selling prices and the increase in production costs would affect major impacts as well as having relatively high frequencies. Hasil penelitian menunjukkan bahwa Pandangan masyarakat terhadap wisata waduk Jeulikat sejauh ini dirasakan masih stabil, selama Pemerintah Kota Lhokseumawe mampu mengelola waduk Jeulikat sebaik mungkin, mengutamakan kepentingan umum demi masyarakat sekitar, melakukan kerjasama dan komunikasi yang baik dengan masyarakat setempat, sehingga pengembangan wisata berjalan dengan yang diharapkan.
