Cornell University 2010 The central question in this dissertation is why formal mechanisms of housing production and land allocation have been unable to absorb the growing demand in the cities of the developing world. My general methodological approach is to analyze the historical process of urbanization of Bogotá, Colombia a city known by the prevalence of informality and its rich experience in the implementation of different land and housing policies. My hypothesis is that informal settlements are structural to the formal process of production of the built environment because, within a context of inequality and natural property rights, this process tends to under-provide land with urban services. The dissertation is structured as three interrelated papers. In the first paper, I study the relationship between an institutional context dominated by the concept of property as a natural right and the pattern of under-provision of urban services arguing that informality is engendered in the same formal process of production and allocation of the built environment because the concept of property as a natural right produces a dynamic of privatization of benefits of city growth and socialization of its costs that results in under-provision of urban services. In the second paper, I study the causes of the pattern of under-provision using a political economy and a stakeholder approach. I explain the paradox of why urban services are under- provided when they can increase land values by more than their cost by describing how this pattern is compatible with the incentives of the stakeholders involved in the production and consumption of the urban space. In the third paper, I represent the articulation between the formal and informal mechanisms of housing production using a simulation model based on System Dynamics. Using the model I show how informality arises from the inadequacy of a system of infrastructure financing based on tariffs and cross-subsidization and from the unintended consequences of the traditional interventions to deal with the problem such as up-grading and public housing. I also propose and test a policy based on eliminating the interventions that are incentivizing informality and shifting the source of financing infrastructure from cross-subsidies to property taxation. BIOGRAPHICAL SKETCH Andres G Blanco was born in Bogotá, Colombia. He received his Bachelor degree in Economics in 1999 and his Master of Science in Regional Development Planning in 2005 from the Universidad de los Andes in Bogotá. Between 1999 and 2006 he worked as a researcher and consultant in different projects involving local governance and urban development for organizations like the Lincoln Institute of Land Policy, the United Nations Development Program, the Departments of Finance and Government in Bogotá, and the Universidad de los Andes. He also worked as a bank manager in an industrial district in his home town. In 2006 he started his doctoral studies in Cornell University under the guidance of Drs. Mildred Warner, Charles F. Nicholson, and Mary Roldán. Currently, he is an Assistant Professor in the University of Florida, where he teaches courses and conducts research about the economic aspects of planning in areas like housing, land use, and economic development. iii ACKNOWLEDGMENTS I would like to thank my Committee, Drs.     Political finance and the equal participation of women in Colombia: a situation analysis The impact of economic resources on the political participation of women has become a prominent issue in the field of comparative political finance. In recent Kevin Casas-Zamora and Elin Falguera years, there has been a growing recognition that politics dominated by money is, more often than not, politics dominated by men. It is not surprising that the issue has moved to the forefront of debates on gender and political finance. This report assesses the extent to which political finance is a significant obstacle to women running for political office. It focuses on the experience of Colombia, a country that, like many other Latin American countries, continues to struggle with the legacies of pervasive social, economic and political inequality that disproportionately affect women. It explores the role of political finance in hindering women’s access to political power and its relative weight with respect to other obstacles to women’s political participation. It also suggests a number of institutional changes that might ameliorate some of the problems identified, while being fully cognizant of the limits to institutional change recasting deep-rooted gender imbalances.     At a glance April 2015 Colombia: political parties The political party system in Colombia is relatively stable in comparison with other Latin American countries. Gradually evolving from the 19th century two-party system to the moderate multi-party system of today, it has never collapsed or been overthrown, despite having endured many years of violent confrontation. Background The current political party system in Colombia can be traced back to the mid-19th century. The Liberal Party, mainly made up of traders and artisans, backed the separation of Church and State as well as the development of free trade and federalism. On the other hand, the Conservative Party represented big landowners, the clergy and traditional families. The Conservatives dominated from 1886 to 1930, until the 1928 Bananera massacre initiated a switch to left-leaning politics, starting a period of Liberal Party rule, marked by violence generated by land conflict. In 1934, Liberal President López Pumarejo launched the Revolución en Marcha to modernise the state and agriculture. With the Conservatives again in power, the 1948 assassination of Jorge Eliécer Gaitán, a left-wing leader of the Liberal Party and a presidential candidate, provoked the 'Bogotazo' riots, and as of 1949, the banning and persecution of leftist organisations. These events led to a period of confrontation known as La Violencia, which ended in 1958 with an arrangement between the Conservatives and Liberals, the Frente Nacional, under which they alternated in power and marginalised other movements and parties. Deprived of the right to political expression, the National Front's opponents turned to armed rebellion, thus starting the conflict that gave birth to guerrilla movements (in particular FARC and ELN) and claimed over 200 000 lives in 50 years.

    BRIEFING 2018 elections in Colombia: A test for peace? SUMMARY 2018 is an important election year in Colombia, with legislative elections held in March, and the presidential election due on 27 May, with a second round probable, on 17 June, if no candidate gets over 50 % of the vote. It is also the first time in more than 50 years that elections are being held in peace, after an agreement was reached, and is now being implemented, with the guerilla, FARC. The legislative elections have left a fragmented Congress dominated by the right, and the presidential race, though still uncertain, seems to be polarised by a right-wing candidate, Ivan Duque, and his left-wing opponent, Gustavo Petro. Of the six candidates for the presidency, only Ivan Duque, from the Democratic Centre, has openly opposed the agreements made with the FARC, and has promised to make 'structural modifications', in particular regarding the Special Justice for Peace mechanism. The EU, which has actively supported the peace process in Colombia, has sent an electoral expert mission to follow the elections, and the European Parliament will also be present, through a multi-party delegation of eight MEPs.
