Workshops Engineer's Final Report

1. INTRODUCTION

1 .1 The Workshops Engineer and his cooperation with the Authority

Following the Agreement of 21 December, 1970, between the Nile Delta Authority for Tile Drainage Projects (below referred to as "the Authority") and VattenbyggnadsbyrAn (VBB), the Workshops Engineer (WE) from VBB, Mr. Ivan Bjdrkman, arrived in on 2 June, 1971, to take up his duties for the current Project. After agreement with the Authority Mr. Bjdrkman terminated his services earlier than originally plan- ned, leaving Cairo on 2 March, 1972.

The Authority's organization of workshops falls under the General Directorate for Mechanical and Electrical Works, headed by Mr. Ahmed Elsayed El Badawi, Director General. Mr. Adly Rizkalla, General Director, is in charge of workshops. The WE cooperated with Messrs. Ahmed Elsayed El Badawi and Adly Rizkalla and in some cases also with other Authority of- ficials, mainly with the Chairman, Dr. Fouad Elkholy, and Mr. Ismail Fahmy Ismail, Director of Stores. He hereby expresses his sincere appreciation of that cooperation.

1.2 Brief description of the Workshops Engineer's duties

The WE's duties are laid down in the above Agreement, the main clause in this respect being Appendix A, clause g, which reads: "To make recommendations for equipping project workshops, to devise suitable procedures for the control of workshop activi- ties (including programmed maintenance) and to assist in the introduction of the necessary equipment and methods".

1 ., General about the Project and the IDA Report

The current Project covers the design and execution of tile drainage for 950,000 feddans in the Nile Delta, with an esti- mated cost of LE 64 million and a construction time from 1971 to 1976. The Project also includes new canals, improvement of existing canals, 11 pumping stations, drainage pipe fac- tories, about 100 drainage machines and other mechanical equipment, and workshops for repair and maintenance work.

The Project is financed with Egyptian currency to 82 per cent, while 18 per cent consist of a foreign currency credit granted by the International Development Association, IDA. During their study for the credit, IDA issued "the IDA Report" on the Project, on 14 October, 1969. The Report outlines the prere- quisites and implementation of the Project as well as the consequences and benefits.

As referred to below, the IDA Report also deals with workshops and field maintenance of construction equipment.

2. BRIEF DESCRIPTION OF THE WORKSHOPS ENGINEER'S WORK

The WE started his work on becoming acquainted with the Autho- rity's planning of its workshops and appurtenant machineries. Together with his copartners he discussed those matters, play- ing attention also to the IDA Report. After some time it was made possible for him to visit the Delta to study sites con- sidered for workshop locations.

-2- On request by the Authority the WE during his first time with the Project also assisted on outlining technical specifica- tions for tender documents and studying tenders received by the Authority. He gave proposals to the Authority on those subjects.

Appendix 1 lists the memos and Report No. 1 that the WE issued during his service time. He started by presenting in memo 37-W-MOl of 8.9.1971 his considerations and proposals for the main workshop at Tanta. It had at that time been established that the Tanta location and the existing facilities there would be the most favourable ones for a main workshop.

The WE then proceeded by preparing his Report No. 1 of 30.11.1971. It started with an introduction and brief accounts of Project equipment to be repaired in the Authority's work- shops and of the Authority's planning of its workshops and service stations and the relations to connected activities. Then followed the WE' s considerations on the planning of the Authority's workshops and service stations. Proposals were given for the main workshop at Tanta, combined service sta- tions and secondary workshops at Zefta and Damanhour and for a service station at Abu El Minagga. Finally, brief suggestions were given for field maintenance and service of Project equip- ment and for a Plant Control Section and a Transport Pool in the Authority.

In memo 37-W-MO2 of 9.12.1971 the WE gave his proposal for machineries for the main workshop at Tanta and for the Zefta, Damanhour and Abu El Minagga workshops and service stations.

In memo 37-W-MO3 of 19.12.1971 the WE discussed his previous proposals for Tanta, Damanhour and Abu El Minagga, including his use of basic and design criteria. He also gave some further proposals for the three stations. The Zefta workshop was not dealt with since the WE had been informed that his proposed location at the stores area might not be available.

-3- the On 30.12.1971 the Authority Board discussed the proposals WE had issued in his Report No. 1 and three memos. The Board for approved in principle the WE's proposals in his first memo the main workshop at Tanta and in Report No. 1 for the combined service station and secondary workshop at Damanhour. It was decided that the Irrigation workshop at Zefta, and not the stores area, was to be considered for a Project workshop. For the Abu El Minagga service station the Authority decided on certain modifications on its layout.

The Board further decided that reception and assembly of equip- ment etc. from import facilities will take place at Kafr El Zayat in the Authority's central store there.

On the Board meeting the Authority's policy on its workshops activities was also established. Point 1.5 of the minutes of the meeting lays down that the volume of the workshops will depend on the work needs and on the Contractors' capacities to carry out maintenance and repair on their equipment. The Authority will not interfere with the Contractors' maintenance and repair procedure unless those fail to do their work pro- perly and in proper time.

In memo 37-W-MO4 of 31.1.1972 the WE presented his technical proposal for the Zefta secondary workshop at the Irrigation workshop area. With reference to the Authority's adopted policy on its workshops activities the WE, however, proposed that the decision on the establishment of the workshop be postponed until experience has been gained from the operation of the Tanta and Damanhour workshops.

In memo 37-W-MO5 of 6.2.1972 the WE made his proposals for the Authority's Plant Control Section and Transport Pool. Activi- ties, organizations and routines were accounted for.

-4f Memo 37-W-M06 of 15.2.1972, presented by the WE along with the VBB Planning and Progress Engineer (PPE), gave account for the use of design criteria and calculation in the planning of the Authority's workshops and service stations. Recommen- dations were made on sizes, completion dates and personnel for the main workshop at Tanta, the combined service station and secondary workshop at Damanhour, the service station at Abu El Minagga, and the equipment reception store at Kafr El Zayat. The recommendations are shown in Appendix 2. As mentioned above the Zefta secondary workshop was proposed to be postponed.

The current Final Report accounts as a summary for the WE's work as presented in his Report No. 1 and six memos. It in- cludes abstracts from those papers. In some cases the ab- stracts are, however, adjusted as compared to the original version. This is in view of the experiences the WE has gained after the submittal of those original papers.

For detailed information on the WE's previously issued pro- posals, reference is made to the Report No. 1 and the six memos listed in Appendix 1.

3. PROJECT EQUIPMENT TO BE REPAIRED IN THE AUTHORITY' S WORKSHOPS

Note: The WE' s Report No. 1 included this chapter, except that some minor adjustments have been made in the current issue.

3.1 The amount of construction and transport equipment for the Project as estimated in the IDA Report

According to the IDA Report, about 3,000 numbers of various equipment will be employed in the Project. The amount may possibly be revised, but until presently it has served the purpose of estimating the total need of repairs in the Autho- rity's workshops. - 5- It is proposed that the Authority makes a study to reestimate the various equipment needed for the Project.

).2 Construction equipment

The above IDA estimate on totally about 3,000 numbers of equipment contains about 260 items of heavy construction equip- ment, representing about half the IDA's estimate on total f.o.b. cost for construction and transport equipment. Accord- ing to IDA the type distribution of the construction equipment would be as follows:

100 tile laying machines, 10 hydraulic back-hoes, 50 tile- making machines, 50 tracked tractors and 48 draglines.

According to the latest information from the Authority, all the construction equipment will be sold to the Contractors, resulting in that about 20 to 30 per cent of the total repair work on it would be made in the Authority's main workshop at Tanta. The major part of that repair would consist of over- haul of engines and reconditioning of gearboxes, tracks, transmissions, etc. as well as major repairs in cases when Contractors will not have adequate workshop capacities for such repairs.

It is proposed that the Authority makes a re-study on the kinds and proportions of the total repair work on the Con- tractors' plant that it intends to carry out. The study should includ the construction equipment as well as the tractors, trailers and trucks dealt with in the following clause.

1.35 Tractors, trailers and trucks for the transport of heavy equipment and materials

In the IDA estimate, about one third of the total f.o.b. cost for construction and transport equipment covers tractors,

-6 - trailers and trucks, amounting to totally 1,800 numbers. Major items in the estimate are 400 wheeled 35 HP tractors, about 1,100 numbers of 3 ton trailers and more than 200 trucks.

According to information from the Authority most of the trans- port equipment will be sold to the Contractors, resulting in about 20 to 30 per cent of the total repair work on it to be made by the Authority, i.e. mainly overhaul, reconditioning and, in some cases, major repairs.

3.4 The Authority's vehicles and various other equipment

In the IDA estimate, about one sixth of the total f.o.b. cost for construction and transport equipemnt covers vehicles and various other equipment. Major items are about 750 motor- cycles, 100 general purpose vehicles, 40 stations wagons, some sedans and demonstration vans, and also some mobile workshops and cranes. As this equipment is intended for the Authority, all repair work will be made by the Authority in its service stations and workshops.

4. THE AUTHORITY'S PLANNING OF ITS WORKSHOPS AND SERVICE STATIONS AND THE RELATIONS TO CONNECTED ACTIVITIES

Note: The WE's Report No. 1 included this chapter, except that some deletions and minor adjustments have been made in the current issue.

4.1 Activities in the Authority's and the Contractors' workshops

Point 4.08 of the IDA Report, "Equipment Maintenance", out- lines that in the Project area the Authority would have four divisional workshops for overhaul, reconditioning, maintenance and service of various equipment.

According to information from the Authority, the Contractors will buy from the Authority the heavy construction equipment and, consequently, they will establish own workshops. These workshops will execute most of the repair and maintenance work except overhaul and reconditioning which are planned to be carried out by the Authority to a large extent.

4.2 Overhaul and major repair in the Authority's main workshop

The Authority's main workshop will be located at Tanta. The Authority's plans show that it would be completed in June, 1974. It would execute overhaul and reconditioning of equip- ment engines, gearboxes, tracks, transmissions, etc., as well as other kinds of major repairs.

4.3 Maintenance and service in the Authority's workshops and service stations

Further to the Authority's above outline for Tanta, it is pre- sently executing a workshop at Damanhour, and it has also suggested a limited utilization of the Irrigation workshop at Zefta on the west bank of the branch. Together with Tanta these workshops would serve for all kinds of repairs of the Authority's equipment such as vehicles and trucks, etc.

The Authority is constructing service stations at the main sto- res area at Zefta on the east bank of the Damietta branch, at Kafr El Zayat and at Abu El Minagga. They are intended for maintenance and service of the Authority's vehicles and trucks, etc., such as change of oil, greasing, change and repair of tyres, and minor repairs. Any major repair would be made in either of the three workshops.

-8- 4.4. Maintenance and service in the field

For minor repairs in the field, 10 to 13 mobile workshops are suggested in the IDA Report. The WE's views and proposal on field maintenance and service are given in chapter 7 below.

4.5 Stores Storing of spare parts is an integral part of the workshops activities. It is essential that adequate stores are located in connection to the workshops. The VBB activities concerning the planning of stores were dealt with by the VBB Stores Spe- cialist.

5. CONSIDERATIONS ON THE DESIGN, MACHINERY AND PERSONNEL FOR THE AUTHORITY' S WORKSHOPS AND SERVICE STATIONS

5.1 General In the previous chapter the Authority's planning of its work- shops and service stations was described. Below follows a summary of the WE's corresponding planning. His work resulted in proposals for the Authority's main workshops at Tanta, a combined service station and secondary workshop at Damanhour, a possible future secondary workshop at Zefta, and a service station at Abu El Minagga.

5.2 Main workshop at Tanta 5.21 Location The location of the main workshop at Tanta is favourable. During the WE' s service period he and the Authority were in agreement that the main workshop should be established there. Tanta is the central and main town in the Delta area and it is also centrally located in the Project.

-9- 5.22 Workshop layout As stated by the WE' in Report No. 1 it is essential that the main workshop for the Project is planned to allow for flexi- bility in the utilization of the interior of the workshops as well as the outdoor areas. At peak repair periods large amounts of construction and transport equipment will be stocked at the workshop. Consequently, existing buildings should, if possible, be adequately incorporated in the design without resulting in too small or narrow outdoor areas.

The WE presented considerations and a proposal for the interior layout of the Tanta workshop in memo 37-W-MO1. His proposal is shown in Appendix 1 to the current report. The memo re- commended the construction of a new building, consisting of halls II and III, which would contain all the functions neces- sary for the main workshop in the Project. Hall II is for dismantling and assembly of engines etc., and hall III for all kinds of equipment repairs. One of the existing buildings, I, would be incorporated in the new workshop as a machineshop, while the other one, TV, would partly be used for storage. The plan for the proposed workshop is a standard one, flexible in the utilization of the various rooms. It includes possibili- ties for further extension.

The proposed layout of the outdoor area would give maximum space in the available outdoor area for moving equipment and vehicles in and out of the workshop.

In Report No. 1 the WE reasoned that the adjacent area for tile manufacturing and storage ought to be incorporated into the workshop area. This would i.a. allow for the reception, storage and possible assembly of equipment from Alexandria im- port facilities. At the Board meeting on 30.12.1971 the Autho- rity, however, decided that no such incorporation would take place. Instead, a large shed at the Kafr El Zayat station will be used as a reception store for imported equipment.

- 10 - In his memo 37-W-M03 and 37-W-M06 the WE discussed and con- firmed the interior layout of the Tanta workshop proposed in memo 37-W-MO1. The two memos accounted for basic and design criteria and calculations for the planning of the Authority's Workshops. As described below in chapter 6, memo 37-W-M06 also recommended two stages in the timely completion of the Tanta workshop.

5.23 Workshop machineries

The main workshop for the Project should contain machineries for overhaul of engines and other repair works, such as boring, grinding, lathe, drilling, welding, coldsaw and hydraulic press 05 machines etc. In the WE's memo 37-W-MO1 on the Tanta workshop such machines were included. Bors and grinders, totalling seven items, were suggested to be transferred to the workshop from the Government workshop at Embaba in Cairo, and a new lathe and a new milling machine from the Irrigation workshop at Zefta. Memo 37-W-M02 listed the remaining workshop machines proposed by the WE, and it also gave necessary technical data for the purchase as well as a cost estimate. According to the WE's information most of the machines are available locally.

As mentioned in Report No. 1 some comments on the Embaba work- shop are relevant in this connection. The IDA Report describes it as suitable for assembly, testing and major repairs of equip- ment. It is, however, not equipped for those purposes but solely for its present use, i.e. the manufacture of machinery parts etc. In those few cases when such a manufacture will be needed for the Project, the suggested Tanta workshop will serve the purpose by means of the machineries included in the WE's proposal. As planned by the Authority, the Embaba workshop will consequently not be needed as a Project workshop.

5.24 Personnel Any workshop will fail if it is not operated by competent per- sonnel. The recruitment is particularly important for the main workshop of the Project.

- 11 - In memo j37-W-MO1 and in Report No. 1 the WE discussed and pro- posed staff and labour for the Tanta workshop. However, after the above mentioned Authority Board meeting on 30.12.1971, which dealt with the scope of the Authority's workshops activi- ties, the WE found it motivated to propose less personnel than he had done previously. He therefore made a new recommendation in memo 37-W-M06, shown in Appendix 2 to the current report.

5.3 Combined service station and secondary workshop at Damanhour

In Report No. 1 the WE proposed, and the Authority later agreed, that the Authority's workshop building under construc- tion at Damanhour be used as a Project combined service station and secondary workshop. The layout of the site is shown in Appendix 4. The workshop building is large enough to include a small store with an office in one of its ends.

The site at Damanhour is favourably located in the western areas of the Project, which are relatively far from the pro- posed main workshop at Tanta. As described in the below chap- ter 6 the timely establishment of workshops to meet the de- liveries to the Project of imported equipment motivates a secondary workshop at Damanhour. When the main workshop at Tanta will be in operation the Damanhour facilities can be reduced to a service station for the Authority's vehicles and trucks etc.

In memo 37-W-M02 the WE proposed locally available light work- shop machines for i.a. the Damanhour station. The proposal included the necessary technical data for the purchase and also a cost estimate.

In his memo 37-W-M03 and 37-W-M06 the WE discussed and con- firmed his earlier proposal on the use and layout of the Daman- hour station.

- 12 - In Report No. 1 the WE made a proposal for personnel at i.a. the Damanhour station, which was confirmed in memo 37-W-M06. It is shown in Appendix 2 to the current report.

5.4 Secondary workshop at Zefta to be postponed In Report No. 1 the WE proposed a combined service station and secondary workshop at the stores area at Zefta.

As mentioned above the Authority Board decided on 30.12.1971 that no workshops activities will be carried out at the Zefta stores area, due to the resulting inconvenience to the adjacent residential area. Instead, the Irrigation workshop area on the opposite bank of the Damietta river should be used for mainte- nance and repair work etc., while the main stores area on the east bank will be used in the Project for storing as well as for service of the Authority's vehicles etc.

With regard to the above described policy on the Authority's workshops activities, adopted on the Board meeting on 30.12.1971, the WE in memo 37-W-M4 proposed that the decision on the esta- blishment of the Zefta secondary workshop at the Irrigation workshop be postponed until after experience has been gained from the operation of the Tanta and Damanhour workshop. How- ever, in the memo he made a proposal on the layout of the avail- able site and on the use of the existing workshop building there. He also referred to memo 37-W-M02 regarding necessary workshop machines and to Report No. 1 regarding proposed per- sonnel.

Memo 37-W-M06 confirmed memo 37-W-M4 in that it recommended that the decision on the Zefta secondary workshop should be postponed. As stated below in chapter 6, the memo favoured a possible future extension of the proposed Tanta workshop rather than the establishment of the Zefta facilities.

- 13- 5.5 Service station at Abu El Minagga In Report No. 1 the WE proposed, and the Authority later agreed, that apart from serving as garage the Authority's facilities under completion at Abu El Minagga should be used as a service station for the Authority's vehicles etc.

In memo 37-W-M02 the WE proposed locally available light work- shop machines for i.a. the Abu El Minagga station. The proposal included the necessary technical data for the purchase and also a cost estimate.

In memo 37-W-M03 the WE made a proposal on some minor adjustments on the design being implemented so that a more efficient use of the facilities would result.

In Report No. 1 the WE made a proposal for personnel at i.a. the Abu El Minagga station, which was confirmed in memo 37-W-M06. It is shown in Appendix 2 to the current report.

6. CONSIDERATIONS ON CAPACITIES AND COMPLETION DATES OF PROPOSED WORKSHOPS AND SERVICE STATIONS

6.1 Workshops capacities

As mentioned above, the WE and the VBB Planning and Progress Engineer (PPE) in memo 37-W-MO6 accounted for their use of design criteria and calculations in the planning of the Autho- rity's workshops and service stations. A guiding principle for the calculations was the above described policy on the scope of the Authority's workshops activities adopted by the Authority Board on 30.12.1971.

The memo agreed with a recent estimate by the Authority that the Authority's workshops should have an average capacity of carrying out 20 to 30 per cent of the total average need of

-14i - Project repairs. 30 per cent was chosen as the average capacity. Approximately 10 per cent or less would be major repairs, while overhaul may amount to 20 per cent or more.

The memo described methods in the calculation on how the neces- sary workshops capacity of 30 per cent was correlated into re- quired 750 M 2 of effective net workshops areas. As the pro- posed workshops at Tanta and Damanhour account for 600 m2 and 200 m2 respectively of corresponding areas, i.e. totally 800 M 2 , the memo concluded that no more workshops than those two should be needed. It also concluded that only the proposed main workshop at Tanta has the required capacity for overhaul, which will naturally have to be carried out in only one work- shop as it requires special workshop machinery and methods as well as specialized personnel.

The memo further reasoned that even if the design capacity for the Authority's workshops is set at 20 per cent of the total repairs, instead of 30 per cent as used at the first calcula- tions, the same workshops at Tanta and Damanhour would be re- commended as those previously proposed.

6.2 Completion dates

As construction of the proposed new workshop building at Tanta has not yet started, and as the first lot of construction equipment will arrive towards the end of 1972, memo 37-W-M06 proposed that the nearly completed combined service station and secondary workshop at Damanhour be established on 1.1.1973.

As imported construction equipment will not be received at the Tanta workshop, but at Kafr El Zayat, the memo proposed that the first stage of the Tanta workshop be completed on 1.7.1973 and that the full completion would follow on 1.1.1974. The first stage would consist of the existing two buildings and the primary part of the proposed workshop machines. The new work- shop building would have to be completed during the second

- 15 - half of 1973, and the remaining workshops machines, for over- haul etc., would have to be installed during the first half of 1974.

Should it prove necessary in the future to extend the Authority's workshops facilities beyond the proposed workshops at Tanta and Damanhour, the memo favoured an extension of the Tanta workshop rather than the establishment of the secondary work- shop at Zefta.

The memo further stated that to meet the required workshops capacity the Abu El Minagga service station will serve as a reserve to the Tanta and Damanhour workshops. It was recom- mended to be completed not later than 1.7.1972. The situation at the site, and also its use for the Authority's vehicles etc. motivated an early completion of the station.

Appendix 2 to the current report lists the completion dates for the Authority's workshops and service stations proposed in memo 37-W-M06.

7. MAINTENANCE AND SERVICE IN THE FIELD

Note: The WE's Report No. 1 included this chapter, except that some deletions have been made in the current issue.

7.1 General Field maintenance and service of equipment consist essentially of greasing, change of motor and hydraulic oil, cleaning, checking and small repairs. These activities ought to be carried out by the equipment operator and his crew, to sti- mulate their feeling of responsibility for the machines. The maintenance should be made under the supervision of a skilled mechanic to be continuously present on site for urgent repairs. It ought to be done in the end of every day, after completion of the work, so that the equipment will be in adequate condi-

- ' .A tion, and refuelled, for the next day's work. It should in- clude checking for loose or worn parts with the possible re- pair and renewal to prevent breakdowns.

7.2 The import of mobile workshops to be abandoned According to the WE's information from the Authority the con- struction equipment will be sold to the Contractors. This im- plies that Project field maintenance and service of such equip- ment will not be carried out by the Authority but by the Con- tractors. It is therefore proposed that the Authority should abandon the import of mobile workshops, since the Contractors will most probably arrange locally for their own field main- tenance and service.

8. PROPOSALS FOR A PLANT CONTROL SECTION AND A TRANSPORT POOL IN THE AUTHORITY

Note: The WE's Report No. 1 included the below clauses 8.1 and 8.2.

8.1 General

As a consequence of the Authority's planned set-up for the Project plant, involving i.a. the Authority's overhaul etc. of the Contractors' equipment, it is proposed that the Authority starts preparations for a Plant Control Section for the control of all equipment and a Transport Pool for the handling of the Authority's transports.

Below, two proposed activities in the Plant Control Section and one in the Transport Pool are introduced broadly. They concern not only the workshops but also the planning of the whole Project. It is proposed that the Authority makes gene- ral preparations for them at the present initial stage. De- tailed planning for the Plant Control Section and the Trans- port Pool should follow after decisions on equipment

-17 - types, numbers and purchase dates as well as on contract con- ditions for the execution with the equipment.

8.2 Proposed activities

It is proposed that the following activities be included in the Authority's Plant Control Section:

- Close supervision of the Contractors' work and maintenance of their equipment to obtain the necessary information for imposing the equipment to be overhauled etc. in the Authority's workshops

- Recording of information on costs and times of equipment operation, maintenance, repair and overhaul, to be used for studies and evaluations

The proposed Transport Pool would include:

- Distribution and replacement of the Authority's vehicles and various other equipment. The Pool will probably also have to manage the required number of tractors and trailers for transports of heavy construction equipment between sites and to workshops.

8.3 Orgainzations, personnel, duties and routines The WE's proposals on the organizations of the Plant Control Section and Transport Pool were given in memo 37-W-M05. Both organizations were suggested to fall under the Authority's Directorate of Operation and Maintenance of Vehicles.

The Plant Control Section would have personnel stationed both at the Authority's main office in Cairo and at the Tanta workshop. The memo accounted for the number of personnel at each location as well as for their duties. It also described Plant Control Section routines.

- 18 - The Transport Pool would be located at the Tanta workshop for heavy equipment transports and at the Zefta stores area for light transportation. Even if the size of its organization will naturally depend on the Contractors' own transport capa- cities, the memo tentatively proposed personnel at the two sites. It also outlined the duties and routines for the Transport Pool personnel.

9. RECOMMENDATIONS FOR THE AUTHORITY' S CONTINUED ACTIVITIES ON WORKSHOPS

The Workshops Engineer recommends that the Authority takes the following steps:

9.1 A study to re-estimate the various equipment needed for the Project. Reference is made to Annex 7 in the IDA Report. Also to be laid down is what equipment is to be sold to the Contractors and what part is to be kept by the Authority. The recommended study should also include the kinds and propor- tions of the total repair work on the Contractors' plant that the Authority intends to carry out.

9.2 Implementation in two stages of the proposed main work- shop at Tanta. The first stage, to be completed on 1.7.1973, would consist of the existing two buildings and the primary part of the proposed workshop machines. For the full comple- tion, the proposed new workshop building should be established on 1.1.1974 and the remaining workshop machines, for overhaul etc., should be installed during the first half of 1974.

9.3 Completion on 1.1.1973 of the proposed combined service station and secondary workshop at Damanhour, including recom- mended workshop machines.
