ACTIVITY REPORT OF THE FIP COMMISSION FOR POSTAL HISTORY JANUARY 1 THROUGH DECEMBER 31, 2018

Website

FIP Postal History Commission website was maintained by the Bureau Chairman throughout the year with regular updates as required. Activity on the Commission’s website (www.fippostalhistory.com) between 1.1.2018 to 31.12.2018 is summarised as follows: • 2114 visitors compared to 1748 for the previous year. • The logos of our sponsors namely, Heinrich Köhler, Corinphila, HR Harmers and John Bull

Stamp Auction, partners of the Global Philatelic Network have been added to the home page.

The Bureau and Commission Meetings

During 2018, two commission meetings and two bureau meetings were held:- • 18 August at Prague, Praga 2018 World Stamp Exhibition. 75 people from 34 countries present at the meeting. Five Bureau members were present: Malcolm Groom, Andrew Cheung, Bill Hedley, Dan Walker, Henrik Mouritsen with FIP Director Bernard Beston. A Bureau meeting was held afterwards, all five Bureau members attended. • 1 December 2018 at , 2018 World Stamp Exhibition. 61 people from 32 countries present at the meeting. Among those who attended the meeting, there were 39 postal history exhibitors, 25 qualified jurors for postal history and other competitive classes. Five Bureau members were present at the meeting namely, Malcolm Groom, Andrew Cheung, Bill Hedley, Dan Walker and Henrik Mouritsen with FIP Director Bernard Beston. A Bureau meeting was held the day before the Commission meeting at the Siam Paragon Patrons Club with Malcolm Groom, Andrew Cheung, Dan Walker and Henrik Mouritsen in attendance.

Seminars:

Judging Guidelines Harmonization project

The FIP Board started this project harmonizing judging guidelines amongst different classes at Finlandia 2017, more serious discussions were held during Bandung 2018 and Praga 2018. Our commission is revising the guidelines and they will be submitted to the next available meeting.

The Commission Statistics:

We have recorded and published on our website 70 delegates to our Commission. Three Federations have not yet properly confirmed their delegates: Belarus, Croatia and Slovakia. We cannot trace having received the nomination of a delegate to our Commission from the following FIP member Federations: Albania, Bahrain, Brunei, Congo, Ecuador, Estonia, Georgia, Honduras, Korea DPR, Kuwait,

Macau, Mongolia, Nigeria, Ukraine and Vietnam.

Delegates’ Reports:

To facilitate reporting, the Commission designed a standard activity report form for the benefit of the delegates filing the report. Only 18 out of 70 delegates (FIAF 2, FEPA 13 and FIAP 3) sent activity report from their country at the time of writing, other delegates failed to reply to reminders sent by the Commission’s Bureau members and Secretary. Delegates are reminded that the benefits gained from reading about the Commissions activities are largely reliant upon reports received covering the activities undertaken in each country. There are no doubt many events, seminars and exhibitions being held around the world that are of interest to all members of the Postal history Commission and we urge those delegates who have not submitted a report for inclusion in our Annual Report to the FIP prepare a report for 2019. Those delegates who have submitted reports are thanked for their support and interest.

Australia by Malcolm Groom

Seminars, Lectures, Conferences for Postal History jurors and/or exhibitors Malcolm Groom gave a seminar on “A Review Class 2C” during the Postal History Commission meeting held at Praga 2018 World Stamp Exhibition.

The seminar was well attended and provided practical involvement for those attending.

Exhibitions with Postal History Class The major exhibition held in Australia during 2018 providing a postal history class was at Newcastle where there were 24 postal history exhibits judged. Australian postal history exhibitors participated in all the international exhibitions during 2018 and results from all these exhibitions are available on the Australian Philatelic Federation website.

Publications concerning Postal History Three important books on postal history topics were published in Australia in 2018. The RPSV published ‘ Registration Labels of Australia & it’s Territories, Past & Present’ by Kevin Burt. The Tasmanian Philatelic Society published ‘Tasmanian Postal History: The Post Offices and their Date stamps’ by John Hardinge in May 2018 and Barred Numerals of Victoria by Hugh Freeman was also published in 2018. All are important works in their field.

Austria by Helmut Seebald

Participation in the promotional exhibition celebrating the Czechoslovak Centenary (C-S Salon 2018) organized by Slovak Philatelic Union in Bratislava. Participation in the Tschechoslowakei-Salon 2018 at the Sindelfingen Stamp Fair celebrating the Czechoslovak Centenary organized by ArGe Tschechoslowakei (Germany) under the auspice of the Czech Embassy in Berlin. Denmark by Henrik Mouritsen

Seminars, Lectures, Conferences for Postal History jurors and/or exhibitors Two weekend training seminars for all our judges were held in 2018. I presented two new seminars “The concept of importance” and “Constructive feedback to exhibitors” during the Postal History Commission meeting held at Praga 2018 World Stamp Exhibition.

The seminar was well attended and provided practical involvement for those attending.

Exhibitions with Postal History Class 2018 became a very active year for postal history exhibitors. We held one national exhibition and three regional exhibiting, all with many postal history exhibits.

Danish postal history exhibitors participated in Nordia 2018, Praga 2018 and Bangkok 2018.

Publications concerning Postal History A new book on the rates for the most common types of international parcels from 1881 till modern times was written by Ib Krarup Rasmussen published by the Danish Federation in 2018. More than 200 copies were quickly sold. The Danish Federation and the Copenhagen Philatelic Club decided to provide very substantial economic support for the publication of the new 6-volume handbook on Danish Postal History 1875-1907. This handbook will be released officially at Stockhomia 2019.

Egypt by Hanny Salam

Seminars, Lectures, Conferences for Postal History jurors and/or exhibitors Three lectures held at the Society on 19th Century postal history and one on Modern postal history. Average of 30-35 participants for each lecture. Handouts were given out.

A seminar with a round table was held at the PSE regarding Class 2C.

Exhibitions with Postal History Class National exhibition 29 March - 3 April 2018. 12 postal history exhibits took part including one youth. This exhibition was aimed at encouraging new exhibitors.

Publications concerning Postal History One book “The Mohammed Ali Dynasty 1805-1952) in three volumes in both English and Arabic language by Samy Freig.

Other activities or events concerning Postal History One member Mr. Samy Sarleh is researching in the archives of the Egyptian Railway collecting information for his book regarding TPOs. Another member Mr. Eram Suleh is researching the the archive of the Egyptian Post for a study on the postal slogans pre-1952. Hanny Salam is working on his book “The Egyptian Maritime Postal System” which will be published at the Club de Monte Carlo stamp exhibition in 2019.

Bonn: Exhibitor workshop (hosted by Consilium Philatelicum), approx. 30 visitors. Bonn: Lecture “Social Philately” (hosted by Consilium Philatelicum), approx. 20 visitors.

Berlin: 3-day-conference “Post – Geschichte – Kommunikation”, approx. 200 attendants.

Exhibitions with Postal History Class 8 local exhibitions (30 exhibits each), 2 regional exhibitions (60 exhibits each), 1 national exhibition (100 exhibits); all with PH and most with Youth participation trend shows that PH is the largest class with approx. 30-40% of all exhibits. Praga 2018: 4 PH exhibitors (2 Gold). THAILAND 2018: 2 PH exhibitors (1 Gold), 2 Literature (Large Gold for Thurn & Taxis Rates +

Routes+ Gold).

Hong Kong by Andrew Cheung

Seminars, Lectures, Conferences for Postal History jurors and/or exhibitors Dr. Andrew Cheung gave a presentation on One-frame postal history exhibiting and judging at

Macau 2018 Asian International Stamp Exhibition.

Exhibitions with Postal History Class National stamp exhibition Hongkong Stampex 2018 held from 6 - 8 April. Four new exhibits of China, one of Hong Kong postal history and one of Ecuador were shown by 5 different exhibitors resulted in three Gold medals, two Vermeil medals and one large Silver medal. In the One-frame class, two postal history exhibits participated. Three multi-frame postal history exhibits took part in Praga 2018 World Stamp Exhibition obtaining one Gold medal and two Large Vermeil medal. Seven multi-frame postal history exhibits and one one-frame postal history exhibit participated in Macau 2018 FIAP Asian International Stamp Exhibition held on 21-24 September resulted in three Gold, two Large Vermeil and one Vermeil medal. In addition, ‘Pre-adhesive Postal History of Macau 1797-1864’ won the Grand Prix D’Honneur. Three multi-frame postal history exhibits participated in Thailand 2018 World Stamp Exhibition 28

November to 3 December resulted in two Large Vermeil and one Vermeil medal.

Publications concerning Postal History In the annual journal of the Hong Kong Philatelic Society No. 22: eight articles related to postal history of China and Hong Kong.

Other activities or events concerning Postal History The Hong Kong Philatelic Society held monthly meetings ten times in 2018, members attended brought along some interesting postal history items for the “Show and Tell” theme at each meeting.

Publications concerning Postal History BÉLYEGVILÁG monthly philatelic journal: in every number: 3-4 pages with postal history article, separate 2 pages for the “PH-Working-Group”. PHILATELICA 18/1 and 18/2 (40-40 pages in Hungarian and English language). Articles published in other philatelic magazines in Hungary (Szabolcsi Bélyegújság) and abroad

(ArGe-Hungary, HPSGB-News, etc.)

Other activities or events concerning Postal History 6 lectures in the Stamp Museum Budapest about postal historian topics. Cooperation in the Stamp Museum Budapest about “The Post from Maria Teresa” exhibition.

Italy by Mario Mentaschi

Seminars, Lectures, Conferences for Postal History jurors and/or exhibitors The AISP “Associazione Italiana di Storia Postale “ every month presented in Milan a conference held by one member of the association. The ASPOT “Associazione di Storia postale” organized in different towns of Tuscany 3 conference where one member presented topics related tothe Tuscan Postal history. The “Istituto di Studi Stirico Postali” of Prato organized in February a meeting where several student of Postal History illustrated a topic.

Exhibitions with Postal History Class From 23 to 25 November 2018 in Verona within the National Exhibition “Italia 2018 The Great War” organized an exhibition of literature with FEPA patronage with international participation. The Postal History section of “The Great War” exhibition presented 26 exhibits: 12 Italian exhibitors and 14 foreign exhibitors.

Publications concerning Postal History Beniamino Cadioli, Bruno Crevato Selvaggi and Piero Macrelli presented the first volume of 424 pages “La Grande Guerra Nel centenario” and the Catalog of the related marking published by in 2018 by “Associazione italiana collezionisti di posta militare”. The second volume will be presented in 2019. Alessandro Arseni “La Compagnia Transatlantica di navigazione a vapore 1852 -1858” volume of 112 pages. Published in 2018 by the Postal Gazette. Luca De battisti e Luca Salvini “La Posta di Milano 1849 - 1859” volume of 480 pages published in 2018 by Vaccari. Among the magazines exclusively dealing with postal history: Number 59 and 60 of “Vaccari Magazine” published by Vaccari. Number 21 of Cursores published by AISP “Associazione Italiana di Storia Postale”. Number 197 and 198 of “Bollettino filatelico e storico postale”.

Publications concerning Postal History Book, “Shipping Route and Shipping Schedule between Osaka and Higo on Early Meiji-Period” by Itirou Tateyama. This book is one of the studies about development of early Japanese postal system. Article, Kazuyuki Inoue’s “Newly Discovered “Early Cover from Weonsan JPO” on All Japan Philately, No.616. Some Postal History articles are found in “Stampedia Philatelic Journal 2018” and “Yushu

Other activities or events concerning Postal History The 3rd “Postal System History” Exhibition, Apr 10-12, 2015 in Tokyo, a non competitive exhibition was held by “Postal System History” study group. 9 Exhibits (38 frame) were displayed.

Norway by Hallvard Slettebö

Seminars, Lectures, Conferences for Postal History jurors and/or exhibitors Norwegian Postal History Society: 4 meetings with PH presentations, approx. 30 participants per meeting. Norwegian War and Fieldpost Society: 1 weekend meeting/seminar. No female PH exhibitors (several in TH, PS, OP, PC) and no youth exhibitors in any class. “Stamp School” by the national federation: 2 PH full-day seminars with total approx. 35 participants.

One new postal history juror was accredited at the national Exhibition in October 2018.

Exhibitions with Postal History Class At the national Junior exhibition (JUNASS 2018) where most of the exhibits were thematic there were two postal history exhibits. At the national Exhibition (STAMP SHOW 2018) there were six postal history exhibits (one of which won the Grad Prix) and one one-frame postal history (class 2B) exhibit. Of the 18 Open Class exhibits four had strong postal history content and development. Two literature entries (Dickson on The Atlantic Sea-posts of the Cape [large Gold) and Frescura on Postal Cancellers of the Cape (Large Vermeil] were significant contributions to postal history knowledge.

Seminars, Lectures, Conferences for Postal History jurors and/or exhibitors March 17th Claude Montandon gave a paper about the German and French war 1870. September 1st and 2nd over 20 members of the Consilium spent a weekend at the lake of four cantons with eight lectures like Postal History of the canton Schaffhouse, hotel post Stoos, etc. September 29th Rolf Leuthard, Vice-President of the Swiss Federation, lectured about “How to build a Postal History exhibit”. November 17th our 21st annual seminar for jurors and exhibitors was organized in Olten with over

30 participants and two exhibits in order to discuss Treatment.

Exhibitions with Postal History Class May 17th to 20th Lugano organized our National exhibition which only takes place every six years with over sixty exhibits of which about half in the Gold and Large Gold level. Postal History exhibits from Swiss collectors have achieved highest results at the FIP exhibitions in Israel, Prague and Bangkok as well as at the competition in Sindelfingen. The following national postal history jurors have met all the requirements to become FIP Postal History jurors: Adriano Bergamini, Jürg Roth, Jean Voruz. Our Federation has sent the applications for FIP apprenticeship to the FIP Board.

Publications concerning Postal History The Swiss Postal History Association has issued four numbers with interesting articles mainly relating to Swiss Postal History. The “sbz” (from the Swiss Federation) regularly includes articles concerning Postal History. Felix Winterstein and Dr Zeno Inderbitzin have been honoured for their life-work as authors in favour of postal history by receiving each a gold coin from the Kimmel Postal History Foundation.

Other activities or events concerning Postal History Jean Voruz and Joos Dünki have been honoured as exhibitors of postal history showing results of personal research by receiving each a gold coin too (details see www.kimmelstiftung.ch)

Turkey by Turhan Turgut

Seminars, Lectures, Conferences for Postal History jurors and/or exhibitors Our FIP and FEPA accredited jurors gave regular seminars including topics related to postal history to our fellow philatelists. These fortnightly activities were held in Istanbul at the Turkish Federation’s premises from early November to the end of April. Average attendance was about 25 people. In 2018 the following seminars were given: • Evaluating PH exhibits • Collecting Ottoman marcophily • Collecting and exhibiting III.c • Collecting and exhibiting One Frame. • Treatment of PH exhibits • How to achieve high awards at FIP level (covers all disciplines) In addition to these, we organized high level seminars for the national jurors and apprentices during national exhibitions. 2018 national exhibition was organized in Trabzon in October. We have two new FIP accredited jurors for PH: • Koray Ozalp (confirmed at ISRAEL 2018)

• Mehmet Akan (confirmed at BANGKOK 2018)

Exhibitions with Postal History Class One national exhibition of all disciplines. There were 23 PH exhibits covering marcophily, censorship, military mail and registered mail. 14 exhibits in youth class. One local exhibition on the occasion of the70th anniversary of Istanbul’s Philatelic Association. PH collecting is still the most popular field for those who are interested in the Ottoman Empire cancellations. Turhan Turgut was invited to judge at PRAHA 2018.

Chairman: Malcolm Groom Email: [email protected] Publications concerning Postal History The Turkish Academy of Philately published an almanac for 2017 in April. The most significant publication was Turhan Turgut’s “Postal History of the Ottoman Empire - Rates and Routes 1840 - 1922”. This 864 pages book written both in Turkish and English was awarded a Large Gold (95 points) at Italy 2018 World Philatelic Publications Exhibition in Verona in November. It explains all postal rates and routes with the help of 530 illustrations.

Exhibitions with Postal History Class Exhibits at Jerusalem, Prague and Bangkok FIP exhibitions. Exhibits on various aspects of postal history at three national exhibitions held in 2018. Of particular note was Autumn Stampex 2018 where the APS contributed many outstanding exhibits including postal history.

Exhibits at numerous regional and club competitions.

Publications concerning Postal History Regular articles in the London Philatelist and in the journals of the Postal History Society and the Society of Postal Historians. Publication: ‘Perkins Bacon Great Britain Line-Engraved Postage Stamp Printing 1840-1846’ by Alan Druce (2 vols). Publication: ‘The Paper Trail: World War II in Holland and its Colonies as seen through mail and Documents’ by Kees Adema and Jeffrey Groeneveld.

Various publications by the Postal History Society and Stuart Rossiter Trust.

Other activities or events concerning Postal History Inaugural one-frame competition was held at RPSL in July 2018, including postal history. Evolving plans for RPSL move to Abchurch Lane include improved facilities for researchers.

United States of America by Danforth Walker

Seminars, Lectures, Conferences for Postal History jurors and/or exhibitors The US delegate to the FIP Commission for Postal History, Dan Walker, and Dr. Peter McCann, past FIP Board member, gave a seminar at Bangkok 2018 titled “The Judging Criteria of Treatment for Postal History Exhibits” to a packed room; approximately 50 participants and there was a number of questions after the seminar. This seminar was produced by a small committee consisting of Dan Walker, Dr. Peter McCann, Patricia Stilwell Walker and Kathern Johnson. The seminar contains many examples from actual postal history exhibits of various types: The US has finished two full years of judging with points at all national exhibits. The US has between 85 and 90 national judges who are required to use points when judging the 30 plus national shows. The US judging core has slimmed down from over 200 judges mainly due to the cost of judging – air transport, hotels, and meals, after a $350 honorarium, still results in an average out of pocket cost to the judge of about $1,000. The point system is now well established in the US after two years of use and we are happy with the point system particularly since they get a written form with the judge who is first responder for that exhibit specific comments on Treatment,

Importance, Knowledge, Rarity, Condition and Presentation.

Besides the national shows there are lots of regional and local philatelic shows throughout the year in the US and lots of local club meetings with postal history subjects a major “show and tell” topic.

Publications concerning Postal History The US issues many philatelic publications during the year concerning postal history. In recent years the American Philatelic Society has produced “on the road” seminars. Seminars that are held right before major national stamp shows. At a Florida national show (FLOREX) an APS staff member conducted a one-day seminar on collecting and exhibiting your local town/city postal history and an earlier on the road seminar was title “Western expansion: an illustration trough postal history”
