A silver-red Boeing 707 from New York landed at London airport. A crowd of press reporters, newsreel-cameramen and others milled around, filled with excitement. Mr 'Finber Kenny climbed out with the 'One-Cent' British Guiana stamp. This 'one-cent' stamp had been insured at £200,000 (Rs 46,00,(00) and was specially brought by a 'bodyguard' for display at the Stanley Gibbons Catalogue Centenary Exhibition in London, Next morning that priceless piece of paper was the topic of the day. All the papers carried headlines on it and the BBC did a special programme with a close-up of the stamp. What was so remarkable about a scrap of old black-and-magenta paper? The story of this stamp is very interesting. In earlier days the stamps of British Guiana were printed by a British printer, Waterlow &' .Sons. In 1856, the stock of stamps was exhausted but a fresh supply had failed to arrive. So the postmaster hurriedly had 4-cent stamps printed locally using the existing design, the seal of. the colony a ship and the motto 'Damus Petimusque Vicis sim' (We give and we seek in turn). -

C. 20002 QUESTIONS PRESENTED In the Postal Accountability and Enhancement Act of 2006, Congress enacted safeguards to ensure that the U.S. Postal Service cannot extend its monopoly over letter mail so as to obtain an unfair competitive advantage in package delivery, a market in which it competes with private companies. See 39 U.S.C. § 3633. The Postal Regulatory Commission’s regula- tions governing rates thus must “(1) prohibit the subsidization of competitive products by market- dominant products; (2) ensure that each competitive product covers its costs attributable; and (3) ensure that all competitive products collectively cover what the Commission determines to be an appropriate share of the institutional costs of the Postal Service.” Id. And “costs attributable” are defined as “the direct and indirect postal costs attributable to such product through reliably identified causal relationships.” Id. § 3631(b). In this case, the D.C. Circuit, applying Chevron, deferred to the Commission’s unexplained interpreta- tion of “institutional costs” as only a residual category and of “reliably identified causal relationships” as minimum costs. -

Postal History Timeline Early Romans and Persians had message and relay systems. 1775 Continental Congress creates a postal system and names Ben Franklin the Postmaster General. He had also been a postmaster for the crown. Among his achievements as Postmaster for the Crown were establishing new postal routes, establishing mile markers, and speeding up service. IMPORTANCE: In early times, correspondents depended on friends, merchants, and Native Americans to carry messages. In 1639 a tavern in Boston was designated as a mail repository. England had appointed Benjamin Franklin as Joint Postmaster General for the Crown in 1753. Franklin inspected all the post offices, and created new shorter routes. However, in 1774 Franklin was dismissed because his actions were sympathetic to the cause of the colonies. 1832 First time railroads were used by the Postal Service to carry the mail. In 1864, railroad cars were set up to carry mail and equipped so that mail could be sorted on the railroad car. Railroad mail service ended in 1977. IMPORTANCE: Apart from the employees, transportation was the single most important element in mail delivery. 1840 The first adhesive postage stamp is created in England as part of a postal reform movement spearheaded by Roland Hill. Quickly, other countries started using this system of ensuring letters were paid for. Before this system, people would send letters postage due, with codes in the address or as a blank letter. This way the message would be received, but the recipient would not pay for the letter. 1847 The first U.S. postage stamp is issued. 1858 Butterfield Overland Mail provides service between Missouri and California. -

Exhibit Synopsis Prepared for NAPEX 2019 Along the Shantung Railway, China; German Postal Administration 1900 - 1914 EXHIBIT: This single frame postal history exhibit uses covers and their postal markings to follow the development of the German postal system associated with The Shantung Railway during its construction and after its completion. BACKGROUND TO THE EXHIBIT: In 1898 Germany and China entered into a treaty through which Germany obtained a lease of Kiautschou Bay and adjacent land area. A fifty Kilometer (km) “Neutral Zone” was established around the bay in which China could not change laws without German approval. Concessions for establishment of railroads and of mining rights within Shantung province were granted to Germany. Between 1900 and 1904 a Germany company constructed a railway with a mainline of 395 km (245 mi) from the port of Tsingtau in the leased territory to the Shantung provincial capital of Tsinanfu. During early construction, German Marines were sent into the neutral zone to put down unrest brought on by the construction. Military field post offices were established to serve these men, and they later became civilian post offices of the Kiautschou postal system. Once the railway opened, a special railcar on each through train held a railway post office that accepted mail at stations along the railway. As the railway construction proceeded, temporary railway postal agencies were established near the railhead at construction bases. Also, during the construction period, four regular German post offices in China were opened in towns along the railroad. Each of these developments is represented by covers in this exhibit. -

The WATERTOWN EXPRESS and the "Hog and Human": M & StL Passenger Service in South Dakota 1884-1960 DONOVAN L. HOFSOMMER In mid-July of 1960 editors of the Minneapolis Tribune found much on the regional scene that they judged to be newsworthy: Minnesotans were heavily engaged in political debate anticipating the general elections of the coming fall; the Hill Lines were rebuffed in their attempts to consummate a huge railroad merger: the speeding AFTERNOON HIAWATHA was derailed near Saint Paul, resulting in injury to several persons; Minneapolitans were enjoying the annual Aquatennial Celebration; and it was hot. One important event was overlooked by the Minneapolis journalists, however. On 21 July passenger service by the Minneapolis & Saint Louis Railway between Minneapolis and Watertown, South Dakota, ended forever. At 10:30 P. M. on 20 July train number thirteen quietly slipped out of the trainsheds at the Great Northern depot in Minneapolis for the last time; its counterpart number fourteen had made its final departure from Watertown an hour and one-half earlier. Without hoopla and almost without notice, a seventy-six year tradition of service ended when these two trains reached their respective terminals in the misty morning hours of 21 July.' 1.
