The transitions in Central and Eastern Europe, Nicaragua, and Spain are being analyzed and lessons drawn for the future of Cuba. The project began in January 2002 and is funded by a grant from the U.S. Agency for International Development. Programs and Activities • The CTP is publishing original research, with practical alternative recommendations on various specific aspects of the transition process, commissioned and written for the CTP by ICCAS Staff and U.S. and foreign scholars with expertise on Cuba. • The CTP is developing four key databases: 1. A full-text database of published and unpublished articles written on topics of transition in Cuba, as well as articles on transition in Central and Eastern Europe, Nicaragua, and Spain. -

U.S. Democracy, the Cuban Five and the ANPP By Arnold August, April 2012 The U.S. has its definition of democracy. It is promoted for other countries that do not adhere to the U.S. as being the leader of the world. Cuba is one of those countries. For those countries that are allies or friendly to the U.S., Washington does not insist on its model. Since 1959, Cuba’s defence of its sovereignty and right to self-determination is perhaps the most consistent and long-lasting resistance to U.S. domination of any country in the contemporary world. U.S. democracy promotion for Cuba is far from being peaceful. The U.S. political and judicial system is not democratic when it comes to many issues as my book details in Chapter 2. One of the most flagrant violations of human rights in the entire history of the U.S. justice system is the case of the Cuban Five. Who are Gerardo Hernández, Ramón Labañino, Antonio Guerrero, Fernando González and René González, to whom I have dedicated my book? It is necessary to go back into history to get to the roots of the Cuban Five. The U.S., as reviewed in Chapter 5, has used every means, including violence, in order to try to force regime change in Cuba, with “democracy promotion” being one of the signposts. Since 1960, there have been approximately 800 terrorist acts inside Cuba, resulting in 3,478 people being killed and 2,099 injured. “It is hard not to find someone who doesn’t have a story to tell of a relative or friend who has been a victim of terrorism.”1 According to the late U.S. -

Jose Abrantes because he failed to identify and stop officials linked to drug trafficking. Abrantes was replaced by Gen. Abelardo Colome Ibarra, third highest ranking military official after President Castro and Defense Minister Raul Castro. Abrantes took over as Interior Minister in December 1985. He had replaced disgraced Ramiro Valdes with the mission of cleaning up police units accused of corruption. President Castro signed the front-page Granma article appearing Thursday. Colome, 50, was the first Cuban general to head Cuban troops in Angola in 1975 and was replaced by Arnaldo Ochoa Sanchez. (See Chronicle 06/27/89, 06/29/89 for summaries of prior developments.) Prensa Latina also transmitted a communique Thursday from President Castro urging all officials to cooperate with the new interior minister in an expanded narcotics investigation. The news agency said Colome would make "a profound analysis of the causes that permitted the birth of the web of Interior Ministry officials embroiled in drug trafficking." In an interview with The Miami Herald in the Oval Office, President George Bush said Cuba will have to do "much more" to deserve better ties with the US: "I am not about the shift our policy towards Fidel Castro. I would love to find a way to improve relations in a way that would help the Cuban people, but we cannot do it as long as we have a regime that appears to be as negative towards reform, towards human rights, towards...the continuous transhipment of goods into Central America..."As long as these problems exist, there will not be improved relations with Castro's regime. -

Even though Castro is no longer the president of Cuba, the authoritarian and communist state remains in power in the hands of his brother, Raúl. As the hegemon of the Western Hemisphere, the United States has labored to combat this repressive force that threatens democracy only ninety miles from its shores. Nevertheless, U.S. efforts to destabilize the Castro regime in Cuba have not been effective. In this paper, I analyze the U.S. embargo against Cuba and the Cuban Medical Professional Parole Program, both of which are U.S. government initiatives intended to weaken the Cuban government. Through a comparison of U.S. relations with Saudi Arabia, China, and Cuba I find that the United States’ foreign policy is guided more by domestic pressure, strategic decisions, and economics than human rights or ideology. -

EXCEPTIONALISM AND BEYOND: THE CASE OF CIVIL-MILITARY RELATIONS IN CUBA Eusebio Mujal-León Georgetown University INTRODUCTION The study of Cuban politics has been dominated by the notion that its subject is excep- tional and immobile. To some degree this reflected the long shadow cast over Cuba by the permanent presence of Fidel Castro and his highly personal imprint on the Revolu- tion. He and his regime outlived the Soviet gerontocracy, outlasted no fewer than ten US presidents, and survived the cataclysm provoked by the disintegration of the Soviet Un- ion and its East European allies. Finally, in July 2006, biology accomplished what nei- ther political nor economic crises had managed to do. Falling gravely ill, he temporarily ceded power to his brother, and then, in February 2008, the succession became permanent as Raúl Castro, after nearly fifty years as Defense Minister, formally assumed the presi- dency. It is Raúl Castro’s task to manage the transition from a highly (though not exclu- sively) personalized system of rule to a more institutionalized one, while preparing the ground for the inevitable transfer of power from the sierra generation to a younger set of leaders. There is no better analytical perch from which to analyze this process than through the relationship between the Partido Comunista de Cuba (PCC) and the Fuerzas Armadas Revolucionarias (FAR). They have been the two dominant institutions in revo- lutionary Cuba, and they are the interlocking and, occasionally, interchangeable core of the elite that rules Cuba. We -

Cuban Five comes to South Africa The Cuban Five were in South Africa recently. They came to the country to thank South Africans for the role they played in their release. De Rebus had the opportunity to attend an alliance international symposium, which was held in Braamfontein and spoke on the role of international solidarity as a tool for justice focusing on the case of the Cuban Five and the way forward. The event was attended by a number of representatives from different South African trade unions who delivered speeches. The general ambiance was joyful with delegates breaking into struggle song and dance after every speaker. The Cuban Five spoke about their experience in prison and Elizabeth Palmeiro, wife of Ramón Labañino and Antonio Guerrero junior, son of Antonio Guerrero, spoke about their experiences as members of the family with loved ones in prison for such a long time. The first of the Cuban Five to speak was Rene Gonzalez. He said it has been a very long journey but that he would not change anything about it as it has been a great experience meeting so many ‘awesome’ people who are so full of love and spirit and who care so much for Cuba. Mr Gonzalez shared the experiences that took him to the United States (US) in 1990. ‘I went to Cuba as a five-year-old child in 1961. When I was seven years old, Havana was shaken when someone came from Miami on a boat with a canon and shot at a hotel in Havana. I remember planes coming from Florida to burn the Cuban cane fields. -

Posada is being held at an Immigration and Customs Enforcement (ICE) detention center in El Paso, Texas (see NotiCen, 2006-01-26 and NotiSur, 2005-06-10). An immigration judge ordered his release, but the US quickly appealed the decision and the accused terrorist remains locked up while an embarrassed Justice Department decides what to do with him. -

We have attempted to objectively review the critical evidence of record in the Cuban Five case and, for the first time that we are aware, synthesize the case in one comprehensive document for consideration by your Administration.
