Beacon House Association

Whereas, the Beacon House Association of San Pedro was founded in 1970 and incorporated in the State of California on May 14, 1974; and

Whereas, the Beacon House Association of San Pedro was the vision of Father Art Bartlett and Mike Dowling who saw the need for a safe haven for men seeking recovery from alcoholism and other drug addictions; and

Whereas, the Beacon House Association of San Pedro has developed through the years from its humble beginnings with one building and 12 residents to an eight building complex overlooking the Port of Los Angeles housing 120 men; and

Whereas, the Beacon House Association of San Pedro is dedicated to community service with Beacon House men annually volunteering over 42,000 hours of service annually to civic, charitable and cultural organizations and events; and

Whereas, the Beacon House Association of San Pedro has helped more than 4,800 men establish clean and sober lives based on the principles of Alcoholics Anonymous:

NOW, THEREFORE, BE IT RESOLVED that by the adoption of this resolution, the Mayor along with the City Attorney, Controller and the Los Angeles City Council, do hereby commend the Beacon House Association of San Pedro for being a valuable community resource and join in commemorating the 35th Anniversary of its incorporation.

RESOLUTION United Service Organizations

WHEREAS, for 66 years, the USO has been providing morale-boosting programs and services to enhance the quality of life for military personnel and their families around the world; and

WHEREAS, the usa was conceived in 1941 in response to a mandate from President Franklin D. Roosevelt. The President challenged six private organizations - the YMCA, YWCA, National Catholic Community Service, the National Jewish Welfare Board, the Traveler's Aid Association and the Salvation Army - to handle the on-leave morale needs for members of the armed forces; and

WHEREAS, while the usa has diversified and changed over time, the mission remains unchanged: to bring a touch of home to our men and women in uniform, until every one comes home; and

WHEREAS, the usa is the link between the American people and military personnel. Through the USC, Americans can show their appreciation and express their gratitude; and

WHEREAS, the usa is not a government agency. It is a nonprofit, charitable organization and relies on donations from private citizens and corporations; and

WHEREAS, throughout World War II, the usa was the channel for community participation in the war effort. The usa had all but disbanded by 1947, but regrouped when the United States entered the Korean War; and

WHEREAS, at the request of the Department of Defense, the usa continued to expand following the end of the Korean War. For the first time in its history, usa centers were located in combat zones during the Vietnam War; and

WHEREAS, currently, the usa operates more than 130 centers in 9 countries, 21 states and the District of Columbia. More than 25,000 volunteers donate their time and talents. Service members and their families visit usa centers 5.3 million times each year:

NOW, THEREFORE, BE IT RESOLVED that, by adoption of this resolution, the Council of the City of Los Angeles gratefully recognizes the decades of service by the United Service Organizations to the men and women of the United States Armed Forces and its invaluable and unparalleled commitment to the morale of those who wear ~ ~

WHEREAS, Wendy Greuel is leaving the City Council to assume the office of Controller of the City of Los Angeles; and

WHEREAS, Wendy Greuel's leadership is inspired by her strong belief that a more responsive government, greater citizen participation, and empowered neighborhoods will improve the quality of life for all residents and create safer communities, a strong local economy and a brighter future for our children; and

WHEREAS, Wendy Greuel has always believed in doing what is practical, not political, to get the job done and is focused on reforms that make the City more efficient and accountable; and

WHEREAS, throughout her career, Wendy has developed a record of accomplishments by solving problems, addressing neighborhood needs and delivering basic City services.

WHEREAS, as Chair of the Transportation Committee Wendy Greuel was responsible for banning road construction during rush hour, creating anti-gridlock zones to reduce traffic during rush hour, and lobbying Sacramento to ensure construction and completion of a North-bound 405 carpool lane; and

WHEREAS, Wendy Greuel worked with great determination to get the City's fair share of transportation dollars from Washington DC and Sacramento; identify funding sources to synchronize all of the city's traffic lights and install left-hand turn signals at our most congested intersections; ensure that the city uses federally earmarked funds efficiently; and improve coordination between the city's Planning, Housing, and Transportation departments; and

WHEREAS, during her tenure as Councilmember, Wendy Greuel developed the Stolen Vehicle Recovery program, under which parking enforcement officers have stolen vehicles towed, instead of the LAPD and as a result, DOT officers have towed more than 2,000 vehicles which has allowed LAPD officers 2,000 additional hours to respond to more serious crimes; she also created the Office of Public Safety which consolidated the city's many security forces into one safety unit to better serve our neighborhoods and save money; and she also created the 50/50 Sidewalk Program, which has increased the mileage of sidewalks fixed in her district by 20% without spending additional taxpayer dollars; and

WHEREAS, Wnedy Greuel has also made a priority of fighting to preserve precious remaining open space throughout the San Fernando Valley; she created the sixth largest park in the City of Los Angeles by purchasing 230 acres South of La Tuna Canyon; and she also secured passage of the Scenic Preservation Corridor Plan, purchased a passive park adjacent to Big Tujunga wash, fought to permanently preserve 750 acres of open space and prevent any ,fprther development in the Verdugo Mountains; and

i WHEREAS, Wendy Greuel also worked aggressively to remove.the influence of money in politics, including working to ban fundraising and independent expenditures by City commissioners on behalf of politicians and elected officials; and as a member of the Audits and Government Efficiency Committee, Wendy Greuel saved taxpayers rrii'liions of dollars by cutting wasteful government spending and identifying fraud and-corruption.incitygoyernment; and WHEREAS, Wendy Greuel, as a member of the City Council's Budget Committee, worked to make Los Angeles more business friendly; she led the fight to restructure the City's archaic business tax system to spur economic development and create jobs for Los Angeles' working families; and her reforms eliminated the business tax for over 60% of the City's small businesses and made the tax system more equitable with neighboring jurisdictions - these reforms have saved Los Angeles businesses nearly $100 million since their inception; and

WHEREAS, Wendy Greuel's career with public service began early as Student Body President at Kennedy High School, an internship in Councilman Joel Wachs' office and an internship in the Office of Mayor Tom Bradley; and she continued her commitment to public service while a student at University of California, Los Angeles; upon graduation Wendy Greuel worked as mayor Tom Bradley's liaison to the City Council, City Departments and the community on public policy issues including child care, the homeless, the elderly, and health issues; and she was instrumental in the creation of LA's BEST, the nationally recognized after school program now serving school children throughout the City; and

WHEREAS, Wendy Greuel also worked in the Federal government; from 1993 to 1997, Wendy Greuel worked in the administration of President Bill Clinton as the Field Operations Officer for Southern California for Henry Cisneros, Secretary of Housing and Urban Development (HUD) where she championed projects offering opportunities for homeownership, job creation, economic development, and social services for the less fortunate; and was instrumental in coordinating HUD's 1994 Northridge earthquake emergency response and recovery programs; and

WHEREAS, Wendy Greuel has alos worked in the private sector in the Corporate Affairs Department of DreamWorks SKG where she worked on the company's government and community affairs; she coordinated DreamWorks' legislative and governmental activities at the local, state and national levels, and her extensive experience enhanced the company's commitment to be a community partner and a good corporate citizen; and

WHEREAS, throughout her public service career including her years as Councilmember and President Pro Tern of the City Council, Wendy Greuel has demonstrated the highest level of professionalism in the pursuit of the welfare of the City and the people of Los Angeles;

NOW, THEREFORE, BE IT RESOLVED that by the adoption of this Resolution, the City Council of the City of Los Angeles hereby commends and thanks Wendy Greuel for her outstanding leadership as a Member of the City Council and wishes her continued success in her new role as Controller of the City of Los Angeles.

Whereas, Robert "Bob" S. Valentine has devoted a quarter of a century of volunteer community leadership to serving as a member and officer of the Board of Directors of the Beacon House Association of San Pedro; and

Whereas, Bob has been a staunch supporter and is an ardent advocate of the mission of the Beacon House Association of San Pedro to assist men in their recovery from alcoholism and other drug addictions; and

Whereas, Bob as President of the Beacon House Association Board of Directors envisioned, planned and oversaw an extended period of growth in the Association's facilities and scope of its services; and

Whereas, Bob has managed the steady increase in the number of residents Beacon House serves to 120 men; and

Whereas, Bob, unselfishly and with humility, has given untold hours to individually impart hope, guidance and encouragement to those seeking to recover from alcoholism and drug addiction; and

Whereas Bob's years of service as Beacon House Board President have witnessed 4,800 men find clean and sober lives as productive members of the community:

Whereas, Father Art Bartlett, then executive director of the Episcopal Seaman's Church Institute of Los Angeles, together with Mike Dowling, a merchant seaman, was a co-founder of the Beacon House Association of San Pedro in 1970; and

Whereas, Father Art Bartlett and Mike shared a dream that the Beacon House Association of San Pedro would be a safe place for alcoholics and other addicts to rebuild their lives with a firm foundation in the principles of Alcoholics Anonymous; and

Whereas, Father Art helped guide and nurture the growth of the Beacon House Association of San Pedro through the decades from having one building with 12 residents into a dynamic recovery center with eight buildings serving 120 men; and

Whereas Father Art has been a friend and spiritual advisor to the 4,800 alumni of the Beacon House Association of San Pedro; and

Whereas, Father Art's lifelong dedication has served as the guiding light to the men of the Beacon House Association of San Pedro:

Now therefore, be it resolved, that by adoption of this resolution, the Mayor, along with the City Attorney, Controller, and the Los Angeles City Council congratulate Father Art Bartlett on his selfless contribution to helping those seeking recovery from alcoholism and drug addiction through his co-founding of the Beacon House Association of San Pedro.

Cameron Diaz

WHEREAS, has received a star on the World Famous Hollywood Walk of Fame on Monday, June 22, 2009; and

WHEREAS, Cameron Diaz made her debut at age 21, captivating moviegoers as femme fatale Tina Carlisle in "The

Mask. II In addition to becoming one of 's biggest hits, "The Mask" gained distinction as the film that launched Cameron Diaz' career in motion pictures; and

WHEREAS, As a follow-up to "The Mask," Cameron chose a small, independent film called "The Last Supper" with a first time feature director. The , released by Sony Pictures Entertainment, gave Cameron the chance to playa condescending, liberal graduate student amongst a talented an ensemble cast that included Annabeth Gish, Ron Eldard, Jonathan Penner and Courtney B. Vance. An art house hit, "The Last Supper" was the beginning of two years of non- stop work in feature films; and

WHEREAS, Cameron's third feature was writer! director Steven Baigelman'soffbeat love story, "Feeling Minnesota," in which Cameron co-stared with Keanu Reeves And Vincent D'Onofrio, playing a white trash bride who falls in with here brother-in-law. She went on to playa cold, manipulative New Yorker in eagerly anticipated follow-up to his critically- acclaimed "The Brothers McMullen," a working class romantic comedy called "She's the One,"which, once again, Bums wrote, directed and starred in. Next, she starred opposite Harvey Keitel and Craig Sheffer in "Head Above Water," a thriller about a respectable judge, his wife, her ex-lover, their neighbor and a dead body that won't go away; and

WHEREAS, Staring Opposite Julia Roberts, Dermot Mulroney and Rupert Everett as a sweet debutante on the eve of her nuptials, "My Best Friend's Wedding" gave Cameron an opportunity to show yet another side of her many talents, capturing thehearts of critics and moviegoers in the process. Her performance earned her the Blockbuster Entertainment Award for Favorite Supporting Actress in a Comedy, voted on by more than 11 million customers of Blockbuster video internationally; and

WHEREAS, Cameron's performance in the title role in the romantic comedy "There's Something About Mary," Cameron was honored with the New York Film Critics Circle Award as Best Actress, in addition to Golden Globe nomination the American Comedy Award, the Blockbuster Entertainment Award for Favorite Movie Actress and the MTV Movie Award for Best Female Performance. Directed by Peter and Bobby Farrelly, the 20th Century Fox feature was released to worldwide box-office success in July, 1998 and also set records in its subsequent release on video and DVD; and

WHEREAS, Following the dark comedy, "Very Bad Things," written and directed by actor-filmmaker Peter Berg and starring , Cameron starred in "Being John Malkovich," opposite John Cusack, Catherine Keener and John Malkovich. Directed by Academy Award-nominee Spike Jonze, the film captured the imagination of filmgoers around the world and Cameron's performance was nominated for a Golden Globe, the Award and the British Academy of Film (BAFT A) Award, while the film amassed numerous awards, nominations and other honors for the film, cast and filmmakers. WHEREAS, Cameron provided the voice of the feisty "Princess Fiona" in Dream Works' worldwide animated hit "Shrek" with Mike Myers, Eddie Murphy and John Lithgow. "Shrek" was one of the most successful films of any genre in 2001, setting box office records and breaking more records with its release on video or DVD and appearing on dozens of critics list of the best movies of 2001. That film's sequel, "Shrek 2," became one of the largest box-office hits in history, but was surpassed by "Shrek the Third," which broke records in 2007, becoming the third-biggest opening in the U.S box office history. In November 2007, ABC premiered DreamWorks Animation "Shrek the Halls," a half-hour special starring Shrek, Fiona and their , becoming an instant holiday classic. In spring 2002, she starred in comedy, "The Sweetest Thing," which co-starred and . She was nominated for Golden Globe for her performance in Martin Scorsese's Academy Award-nominated "Gangs of New York" which was shot on location in Rome opposite Leonardo DiCaprio, Liam Neeson and Daniel Day-Lewis. WHEREAS, Over the Course of 2004 and early 2005, Cameron took on a worldwide adventure with MTV fora 10- episode series, entitled "Trippin.'" Joined by an ever-changing group of travelers, Cameron and her crew explored some of the most exotic, environmentally unique places on the planet while discovering ways to help preserve them; and

WHEREAS, Cameron grew up in Southern California and her families lineage includes Cuban, German and Native American; and

NOW THEREFORE, BE IT RESOLVED, that by the adoption of this resolution the Los Angeles City Council along with the Mayor hereby congratulate Cameron Diaz on this well deserved honor of receiving her star on the World Famous Hollywood Walk of Fame .

Richard L6pez

WHEREAS, The City of Los Angeles salutes Richard Lopez upon your retirement and more than 31 years of outstanding service to the students, staff and many families within the Los Angeles Unified School District; and

WHEREAS, Richard Lopez began his teaching career in 1978 at Nevin Avenue Elementary School where he taught for four years; and

WHEREAS, Richard Lopez worked from 1982 to 1984 with students as the Spanish Reading Resource Teacher; and

WHEREAS, Richard Lopez was elected as the Bilingual Coordinator at Nevin Avenue from 1984 until 1985; and.

WHEREAS, Richard Lopez worked as an Advisor in the Certificated Recruitment and Selection Personnel Division for the Los Angeles Unified School District from 1985 to 1987; and

WHEREAS, Richard Lopez was promoted to Assistant Principal in 1987 and was assigned to Middleton Elementary School where he worked until 1992, then transferred to Hughes Elementary School in the same capacity; and

WHEREAS, In 1993 Richard Lopez promoted to Principal and was assigned to 122nd Street School. He worked at 122nd Street School from 1993 until 2000 when he was entrusted to lead Miramonte, the second largest elementary school in the Los Angeles Unified School District. Miramonte Elementary had a student population of over 2200 students at the time of his assignment. Under his leadership, Miramonte's Academic Performance Index (API) has consistently met its target growth and has increased from 384 to 658. Steady growth has been made towards meeting Adequate Yearly Progress (AYP) under the No Child Left Behind federal law; and

WHEREAS, Richard Lopez is a graduate ofthe University of California, Berkeley, (BA History, 1971), University of San Francisco (MA Education, 1978) and California State University, Los Angeles, (MA Education, 1980.) He lives in Los Angeles with his wife Joanne and his two children, Kaitlin Marie and Colin Richard. He is a published author and columnist for several aircraft model magazines and a member of USA Team for World Model Airplane Championships; and

NOW, THEREFORE BE IT RESOLVED that, by the adoption of this resolution, the City Council of the City of Los Angeles along with the Mayor express sincere appreciation, gratitude and congratulations to Richard Lopez for his unwavering service he has provided to the students and staff of the Los Angeles Unified School District and members of the Board of Education, and commends him for his many years of inspiring leadership; and further extent best wishes for a very happy and well deserved retirement.

WHEREAS, Noel Hyun has served the 13th Council District as a Legislative Deputy Associate Planner; and

WHEREAS, Noel Hyun, is well known as Council District 13's Deputy for medical marijuana and nightclubs, she is also referred to as the Deputy Decadence & Indulgence; and

WHEREAS, Council District 13 not only got a 'Planning Deputy', the office got a Deputy who got things done; and

WHEREAS, Noel Hyun joined the 13thCouncil District team full force. Noel Planning Deputy-ed hard and Happy Hour- ed hard; Noel learned with us and taught us; Noel loved the job and liked the work; Noel exercised a lot and ate well; Noel motivated us and laughed with us; while embodying the spirit of a well balanced Garcetti teammate; and

WHEREAS, Noel Hyun's soft touch and firm leadership deftly guided the passionately, spirited DRC architects, designers and artists to raise the design bar and challenge the mundane, Hollywood is a more aesthetically pleasing community and she will be missed; and

WHEREAS, Noel's ability to finagle bottle service at any event, at any time, and in any state. or city will be missed; and

WHEREAS, Noel Hyun has helped to snuff out pot pedaling opportunists rolling a fat one right through a giant moratorium loophole; and

WHEREAS, Noel's uncanny ability to know of the Kogi Truck's destination before it was even twittered, and then with ease, grace and style, somehow jump the Kogi Truck line and place an order for 60 tacos will be niissed; and

WHEREAS, Noel shares many talents, including a roll-up your sleeves work ethic, endless energy and enthusiasm for the job, a mind-boggling even-handedness with both Blackberry and iPhone alike, all while doing so with great style, wit and cheer. With Noel's expertise in all things, planning will be missed by some, while NoeIwili definitely be missed by all; all

WHEREAS, Noel Hyun has served the people of Los Angeles with deep dedication, commitment, and detailed attention to projects large and small and

WHEREAS, Noel Hyun is returning to her studies at USC to continue her interests in law; and

NOW THEREFORE LETIT BE RESOLVED,that by the adoption of this resolution the Los Angeles City Council along with the Mayor and my staff hereby commend Noel Hyun and extend heartfelt thanks and appreciation for devoted and outstanding service to me, the constituents of the 13th Council District and the City of Los Angeles; she will be greatly missed by all who had the pleasure of working with her.

Mercedes Marquez

WHEREAS, Mercedes Marquez was appointed General Manager of the City of Los Angeles Housing Department (LAHD) in January 2004, and since that time has pursued the Department's mission - the development of citywide housing policy and supporting safe and livable neighborhoods through the promotion, development and preservation of decent and affordable housing - with an unfailing spirit of innovation and a passion for serving those most in need; and

WHEREAS, Mercedes transformed the Los Angeles Housing Department into a public-sector entrepreneur in the housing market by completing a top-to-bottom assessment and reorganization of the Los Angeles Housing Department and by successfully implementing the Los Angeles Housing Development guiding business principles of transparency, open funding competitions, high leverage, and improved customer service while instilling a high-performance culture throughout the Department; and

WHEREAS, Mercedes successfully led "Project Clean-House," an effort that brought underperforming projects into compliance and resulted in the recapture of over $50 million dollars and the investment of $20.3 million of these funds to create the Permanent Supportive Housing Program (PSHP) in 2006, the first-ever effort to finance, through one application, the capital and operating funds for permanent supportive housing for the City's homeless population; and .

WHEREAS, Mercedes ensured that the funding process for the Affordable Housing Trust Fund (AHTF) and the PSHP continued to be transparent and competitive, thereby ensuring that only the best projects received awards; this lead to the financing of 6,322 units during her tenure, an investment of $380 million which leveraged an additional $1.4 billion, and $77 million in project-based vouchers; and

WHEREAS, Mercedes led the collaboration of national housing organizations, lenders and philanthropic foundations to create the City's first predevelopment and acquisition loan funds - the $100 Million dollar New Generation Fund (NGF) and the $30 Million Supportive Housing fund; and

WHEREAS, during her tenure, the LAHD created the first moderate-income homeownership program and invested over $76 million in purchase assistance to help low and moderate income families realize the American Dream of home ownership; and

WHEREAS, under her leadership, the LAHD's loan portfolio grew from $719 million to $963 million, a total 34 percent increase, and has collected over $180 million in program income, which is reinvested in housing and services; and

WHEREAS, Mercedes responded to the City's foreclosure crisis in thoughtful and innovative ways - by mapping the problem through data analysis, the development of GIS maps - and led the development of a focused strategy to target the hardest hit areas in the City in order to use the $32.8 million in Neighborhood Stabilization Program (NSP) funds in the most effective manner; and

WHEREAS, Mercedes has led the LAHD in the development of landmark ordinances that protect tenants in the City - the Tenant Relocation Ordinance, the Residential Hotel Ordinance, the Mobile Home Tenant Protection Ordinance, the Good Faith Eviction Ordinance and the Foreclosure Eviction Ordinance; and

WHEREAS, Mercedes has ensured the preservation of the City's rental stock through the Systematic Code Enforcement Program (SCEP), which completed its first full four-year cycle of housing inspections, and received the "Innovations in American Government Award" from the Kennedy School of Government at in 2005; and

WHEREAS, in 2006, the LAHD received the "Children's Environmental Health Recognition Award" from the Environmental Protection Agency for the Department's participation in the Los Angeles Lead-Safe Work Practices Partnership and its commitment to protecting children from environmental risks; and

Recydable and made from recycled waste. @ WHEREAS, the LAHD has received over $50 million in grant awards under Mercedes' tenure; and its first MacArthur Foundation award; and

WHEREAS, Mercedes has contributed her expertise to the design of Mayor Antonio Villaraigosa's 5- Year Housing Plan - the first comprehensive housing plan in the City's history; and

NOW THEREFORE BE IT RESOLVED, that by the adoption of this resolution, the Mayor along with the Los Angeles City Council hereby extend their sincere appreciation and gratitude to Mercedes Marquez for her integrity, dedicated service to the City of Los Angeles, and express their commendations for her vision, inspirational leadership, genuine commitment to housing equality for all, outstanding contribution to affordable housing development and preservation and five years of exemplary service to the City of Los Angeles and wish her continued health, happiness and great success in all her future endeavors as she continues her commitment to affordable housing nationwide as Assistant Secretary for Community Planning and Development at the United States Department of Housing and Urban Development.
