November 15, 2010) – Ontario snowmobiling can look forward to a good winter according to Dave Phillips, senior climatologist for Environment Canada, and that forecast sets the celebratory tone for Get Ready to Go Snowmobiling Week, November 22 to 28. This annual launch of winter by the Ontario Federation of Snowmobile Clubs (OFSC) invites Ontarians to discover the many social, health and recreational benefits of snowmobiling, including the world’s largest recreational trail system.

Dear Mr. Allan,

We apologize for the delay in responding to your questions. As it stands, we would need more details in order to determine the eligibility of your project. Eligibility is determined based on applications as whole once they are received.

Projects for the renovation of an area that is outside, may be an acceptable way of increasing accessibility so long as they take place in an area that is openly accessible to the public, and are in line with the objectives of the program. Proposals, such as paving and retrofitting the infrastructure of an outdoor area will need to be assessed to determine how frequently the area is used by people with disabilities as well as how it relates to the social and labour market inclusion of persons with disabilities.

Through the Mid‐sized Project Component of the EAF, contributions will be provided to projects that will improve the built environment through retrofits, renovations or new construction of facilities within Canada that house services and programs that emphasize a holistic approach to the social and labour market integration needs of people with disabilities. As such, outdoor renovation projects should be associated with some structure or facility, and involve services or programming directed towards persons with disabilities..

Please note that in such cases, detail is required concerning the area’s boundaries (eg: street intersections) and of the area to be modified. Proof of land ownership within the stated property lines is also required in order for HRSDC to confirm that eligibility criteria are met as indicated in the Terms and Conditions.

It is recommended that organizations review the program’s Terms and Conditions in order to determine whether they meet EAF objectives.

The Ontario Trails Council recently submitted a grant to the Ontario Trillium Foundation. Its goal -

"The OTC Education and Standards Committee seek funds to develop and implement a province-wide professional trail education program. This 14 module, facilitated learning course will have a community developed curriculum, taught by skilled volunteer practitioners. OTC will provde coordination of training sessions, and sustain quality assurance through re-certification."

OTC requested $103,000 over two years to develop the trails training curriculum, coordinate sessions, evaluate participants, cover facilitation support costs, and provide up to 20 education and skill development sessions around Ontario.

The OTC Education and Standards committee is made up of representatives from Bruce County Planning Department, Ontario Equestrian Federation, International Mountain Biking Association, The Professional Trail Builders Association, Ontario Federation of Snowmobile Clubs, Lees and Associates and Ontario Parks Association.

Dear Mr. Gore;

I am pleased to support the Ontario Trail Council's 'Trails Education and Standards Initiative' grant submission.

As an organization involved in trails we believe that this project will enable the development of trails skills necessary to operate and maintain a safe and accessible trail system, in our community and throughout Ontario.

This project will facilitate new trails by focusing on a training program that will improve the ability of our volunteer community leaders who devote so much time to trails projects, to do more. In addition, the many staff that work in trails throughout Ontario will benefit from improved knowledge of best practices in trail design, maintenance, governance, mapping, event planning, find raising, project management and many other skill areas.

The Ontario Trails Council (OTC) is a charity that promotes the development, preservation, management and use of recreational trails in Ontario. One of its main goals is to continue to increase the number, length, variety and accessibility of trails throughout the province. By facilitating more trails we believe this project will improve residents quality of life, increase economic opportunity, and provide additional active living or recreational opportunity in Ontario.

We recommend that Ontario Trillium Foundation (OTF) should support this grant request as it achieves both our community goals and those of the OTF.

NEW/OTHER BUSINESS

LCMTC Agenda – February 15th, 2011 23 of 24 Thank you for your response. The situation we are facing is as follows: 1. The City is transforming a 20 kilometre abandoned rail bed between Osgoode Village and Leitrim Road into a pathway. It was justified as a pedestrian and cyclist pathway, but there is pressure to allow snowmobile and (eventually) ATV traffic on it. This raises many issues:

o Noise and fume nuisance to the residents of the 200 homes within 100 metres of the pathway.

o Compatibility with other users, walkers, cyclists, Xcountry etc.

o Safety

o Incompatibility of grooming of trail between Xcountry and snowmobiles. 2. The City has agreed to conduct public consultation on this matter. The community as you can gather is divided but we believe that the majority opinion does not want snowmobiles, dirt bikes and ATVs within the built-up residential area and many want to preserve the trail for its intended users pointing that the club already has access to another 220 kilometres of their own trails and to the 34,000 kilometres of Ontario trails. The club wants more. 3. We are not against the snowmobiles but we want them elsewhere, not on that particular trail. During the past two years, without consultation, they have been granted permission to use the trail much to the chagrin of most residents along the trail, many whose property is 45 feet from. They have been subjected to major nuisance day and night. 4. I understand that you have resolved a similar situation in your area. 5. Zlatko Krstulich (whom you may know as a cyclist - (former president - Citizens for Safe Cycling)is the city employee organizing the consultation. 6. I would like:
