Legal Protection and Promotion of the Friulian Language Scuol, October 24 th , 2015 LEGAL PROTECTION AND PROMOTION OF THE FRIULIAN LANGUAGE ARLeF – Agjenzie Regjonâl pe lenghe furlane Friuli-Venezia Giulia, Autonomous region Austria • Friuli-Venezia Giulia is an Autonomous Region under special statutes of the Italian Republic, established by Constitutional Law No. 1 of January 31, 1963 . • It consists of the 3 Provinces of Slovenia the Friuli – Gorizia (pop. 142,601), Pordenone (pop. 313,871) and Udine (pop. 541,081) – and the Province of Veneto Trieste (pop. 236,671, also the capital city). In total: pop. 1,234,224 ARLeF – Agjenzie Regjonâl pe lenghe furlane 1 Friuli, a unique case in Europe • Friuli ( Friûl, Furlanija, Friaul ) is the only area in Europe where the 3 major cultures of the Old Continent co-exist: Latin, Slavic and Germanic → NATIVE • Nowadays co-existance of three minority languages: Friulian, Slovenian and German. • The Special Statute is the result of historical events (Iron Curtain). • The Region has exclusive and concurrent legislative powers in a long series of subjects. • The protection of minorities is a general principle , the State holding special powers (Constitutional Court). ARLeF – Agjenzie Regjonâl pe lenghe furlane Other languages/1: Slovenian • AREA: It is spoken in 32 municipalities in the area bordering Slovenia. • SPEAKERS: 50,000 people are estimated. • PROTECTION: Memorandum of London (1954). State Laws 482/99 and 38/2001. Regional law 26/2007. • USE: Slovenian schools; Administrations; RAI and Primorski Dnevnik ARLeF – Agjenzie Regjonâl pe lenghe furlane 2 Other languages/2: German • AREA: It is spoken in 5 municipalities in North Friuli area: Sauris, Paluzza, Pontebba, Malborghetto- Valbruna and Tarvisio. • SPEAKERS: 5,000 people estimated. • PROTECTION: State Law 482/99; Regional laws 4/99 and 20/2009. • USE: The role of associations ARLeF – Agjenzie Regjonâl pe lenghe furlane The Friulian language: territory and speakers • AREA: In FVG, 176 out of 217 regional municipalities have applied for inclusion in the official area within the Provinces of Gorizia, Pordenone and Udine. There are also 7 Friulian- speaking municipalities in the Province of Venice (Veneto region). • SPEAKERS: 650,000 ppl. approx. Major outcomes in the nineteenth- twentieth century. (Percoto, Pasolini, Risultive ). • Important role of the Church (catechesis, homilies). Full edition of the Bible in 1984 . Friulian is recognized as a liturgical language. Pre Josef Marchet • Presence of a literary koinè since 1600, further developed in 1800 and 1900. • Official spelling adopted in 1986 (Lamuela) by the Province of Udine. Then adopted by a Reg. Law in 1998 . ARLeF – Agjenzie Regjonâl pe lenghe furlane 4 Mass Media in the Friulian language Both radio and TV shows are broadcast. The regional RAI service broadcast 90 hours per year within the regional radio schedule. Among the private radio stations, two of them constantly broadcast in Friulian: Radio Onde Furlane and Radio Spazio 103 . Press: -two monthly magazines: “La Patrie dal Friûl”, “Ladins dal Friûl ” -“Il Friuli”,“La Voce isontina ” and “La Vita Cattolica” one or more pages on a weekly basis (+ “Alc&cè” for kids) -The "Messaggero Veneto" newspaper publishes a monthly page in Friulian. ARLeF – Agjenzie Regjonâl pe lenghe furlane Legal and historical framework • Article 6 of the Constitution of the Italian Republic: The Republic protects linguistic minorities through specific regulations • Until 1981 only occasional hints in primary and secondary legal sources. • FVG Regional Law 68/81 was the first to devote an entire section to the protection of the Friulian language (but it was an implementation of Article 9 of the Constitution). ARLeF – Agjenzie Regjonâl pe lenghe furlane 5 FVG Regional Law 15/96. • FVG Regional Law 15/96 was the first organic law to officially recognize Friulian as a "language". • It introduced the possibility for local authorities to provide for the use of Friulian in their acts, in toponymy and in communication with their citizens. • It established a Regional Service and the Osservatori pe lenghe furlane (in 2005 replaced by Agjenzie regjonâl pe lenghe furlane ). • It outlined the first actions to be taken in the fields of education and the broadcasting system . ARLeF – Agjenzie Regjonâl pe lenghe furlane State Law 482/99. • Law 482/99 made it possible to complete and expand the scopes of protection already defined by the Regional Law. • It included a more specific discipline about the teaching of minority languages at school and provided for a general right to use these languages in all public administrations (State, too). • Relevant rules on public broadcasting , but yet to be enforced. ARLeF – Agjenzie Regjonâl pe lenghe furlane 6 The new FVG Regiornal Law • 11 years after the approval of the Regional Law 15/96 and 8 after the approval of the State Law, the Region felt the need to "lay a hand on" language-specific legislation. • The choice was dictated mainly by the need to overcome some clear limitations of the previous legislation . • New powers assumed by the Region as a result of the reform of title V of the Constitution and Legislative Decree 223/2002 (Implementation decree of the Statute relating to minorities). ARLeF – Agjenzie Regjonâl pe lenghe furlane Regional law 29/2007: the evolution. • Definition of Friulian as a "our own language ". • Reference to the main international treaties. • Provision of the teaching of the Friulian language at school. • Systematization of public uses and extension to acts of general application. • Language certification , with particular reference to civil servants. • Definition of toponymy and its semi- official status. • Organization of language planning ARLeF – Agjenzie Regjonâl pe lenghe furlane 7 The school and language planning • The Region adopted a Regulation and an implementation system to plan the introduction of Friulian at school. • It established the Permanent Commission for the teaching of the Friulian language • It established the Friulian language teachers list. • The General Plan of language policy (2015-2019) was approved in 2015. • Local authorities and public service providers approved a special language policy plan in order to determine the objectives to be achieved. • Constitutional Court ruling 159/2009.     EN FRIULI VENEZIA GIULIA: A REGION FOR EVERYONE ACCESSIBLE TOURISM AN ACCESSIBLE REGION In 2012 PromoTurismoFVG started to look into the tourist potential of the Friuli Venezia Giulia Region to become “a region for everyone”. Hence the natural collaboration with the Regional Committee for Disabled People and their Families of Friuli Venezia Giulia, an organization recognized by Regional law as representing the interests of people with disabilities on the territory, the technical service of the Council CRIBA FVG (Regional Information Centre on Architectural Barriers) and the Tetra- Paraplegic Association of FVG, in order to offer experiences truly accessible to everyone as they have been checked out and experienced by people with different disabilities. The main goal of the project is to identify and overcome not only architectural or sensory barriers but also informative and cultural ones from the sea to the mountains, from the cities to the splendid natural areas, from culture to food and wine, with the aim of making the guests true guests, whatever their needs.     Introduction: Castles Between the 9th and 10th centuries, the new invasions that were threatening Europe, led the powerful feudal lords to build castles and fortresses on inaccessible heights, at the borders of their territories, along the main roads and ri- vers’ fords, or above narrow valleys or near bridges. The defense of property and of the rural populations from ma- rauding invaders, however, was not the only need during those times: the widespread banditry, the local guerrillas between towns and villages that were disputing territori- es and powers, and the general political crisis, that inve- sted the unguided Italian kingdom, have forced people to seek safety and security near the forts. Fortified villages, that could accommodate many families, were therefore built around castles. Those people were offered shelter in exchange of labor in the owner’s lands. Castles eventually were turned into fortified villages, with the lord’s residen- ce, the peasants homes and all the necessary to the community life. When the many threats gradually ceased, castles were built in less endangered places to bear witness to the authority of the local lords who wanted to brand the territory with their power, which was represented by the security offered by the fortress and garrisons. Over the centuries, the castles have combined several functions: territory’s fortress and garrison against invaders and internal uprisings ; warehouse to gather and protect the crops; the place where the feudal lord administered justice and where horsemen and troops lived. They were utilised, finally, as the lord’s and his family residence, apartments, which were gradually enriched, both to live with more ease, and to make a good impression with friends and distinguished guests who often stayed there.

    I gruppi linguistici tedeschi nel Friuli – Venezia Giulia (tratto da “Minoranze di Alpe Adria” a cura di ISIG La penetrazione tedesca in Friuli, in epoca medioevale, è assai considerevole e diffusa, specie attraverso la conquista e l'influenza esercitata dalle classi dirigenti, nobili e clero. La cultura e la lingua tedesca rimasero però quasi esclusivamente limitate alle classi alte (nobili, prelati, corte dei patriarchi aquileiesi) e non penetrarono nella vita degli starti popolari; tracce di essa si ritrovano quasi esclusivamente nella toponomastica, che rispecchia in alcuni casi la derivazione dall'insediamento di famiglie nobili e dai loro castelli. Tuttavia, anche le popolazioni germaniche hanno avuto propaggini più o meno ampie sul versante meridionale delle Alpi, che nella nostra regione si concretizzano in tre zone: Sauris, nell'alta Carnia al confine con il Cadore; Timau, dal 1813 facente parte del comune di Paluzza, sempre in Carnia; la Val Canale, da Pontebba a Tarvisio. La situazione sociolinguistica di Sauris Circa l'insediamento della colonia tedesca di Sauris, l'opinione più accreditata basata su studi linguistici lo fa risalire al XIII secolo ed indica come zona di provenienza la Val di Lesach prossima al confine tirolese-carinziano, da cui probabilmente emigrarono (o fuggirono) abitanti che si rifugiarono a Sauris - come pure in seguito a Sappada, ora nel Bellunese - dedicandosi poi allo sfruttamento dei giacimenti minerari. Almeno fino agli inizi di questo secolo, la caratteristica principale della comunità sembra essere stata l'acquisizione "normale", da parte dei suoi componenti, di un repertorio triglossico che include il saurano (il dialetto tedesco), il friulano e l'italiano, la cui istituzionalizzazione e complementarietà erano ben precise nell'uso linguistico effettivo, avendo il primo funzioni esclusivamente interne alla comunità, gli altri funzioni prevalentemente esterne alla stessa.

    FRIULI Serving people and far-off lands The decision of the European institutions in the late eighties to develop a transport axis between Barcelona and Kiev created the vocation of the Friuli region to play a key role as a trading hub, with the provincial capital becoming the crossroads of the maritime route to the Mediterranean. This idea gradually developed, and was eventually expressed formally at the Pan-European Transport Conference in 1995. In parts of the region hit by industrial decline in the ’eighties, the Structural Funds helped implement the development strategy aimed at improving the infrastructures and services needed for freight transit. At the port of Trieste, which has the largest covered area for transit freight in Italy, the ERDF has funded work aimed at speeding up loading and unloading operations in the timber terminal. Some 14,700 m² of wharves have been brought into operation, improving freight moving time by 17%. The major efforts concerned Cervignano in the province of Udine, which is the hub of intermodal services in Friuli. A new railway station for container transit has been equipped for quick and efficient loading and unloading from trains to road transport vehicles and vice versa. Opened in spring 1997, but not yet working to full capacity, it covers 1 million m² and is capable of shifting 1,000 tonnes of freight daily. It consists of covered warehouses, areas for the manoeuvring and parking of articulated lorries, a repair shop and offices for management and service staff. A staff of economic promoters The ERDF has helped create a Technological Innovation Centre in Amaro, which is a mountain area in the province of Udine.

    SOCIOECONOMIC STRUCTURE OF THE SLOVENE POPULATION IN ITALY Ales Lokar and Lee Thomas Ethnic Structure of FPiuli-Venezia Giulia ~n Italy, the Slovenes live almost exclusively in the region of Friuli-Venezia Giulia, which is divided politically into four provinces. Ther are, from west to south-east, Pordenone, Udine (Viden), Gorizia (Gorica) and Trieste (Trst), named after the respective provincial capitals. The regional capital is Trieste, which is also the largest city, having approximately 300,000 inhabi­ tants. The provinces are subdivided into comuni, roughly corresponding to American counties. Data in this study are by comuni, since they are the smallest political divi­ sions for which population and socioeconomic data are available. 2 The region Friuli-Venezia Giulia is inhabited by four different ethnic groups: Italians, Friulians, Slo­ venes and Germans. Officially, however, the ethnic com­ position of the region is not clearly established, as the official Italian census, carried out at ten year inter­ vals, does not report data by ethnic groups. This is true for the region as a whole, except for the comuni of the Trieste province, where the last two censuses (1961, 1971) did include data on the Slovene population. For the other comuni of the region only estimates are avail­ able, based on the work of various researchers,3 but there are no official statistics. The members of the non-Italian groups do not accept the validity of the re­ sults of these investigations, nor do they believe the census data where those are available. Their argument is that the census data are biased for political and socio­ economic reasons, that Italians are the so-called "state nation" and are politically, economically and socially dominant in the region, while the other three groups may be considered as dominated minorities.
