												  Iraq and International TerrorismArtur WEJKSZNER Institute of Political Science and Journalism Adam Mickiewicz University, Poznañ Iraq and international terrorism Introduction Terrorism, most generally understood as killing in order to achieve political gain, has accompanied humanity since the dawn of history.1 This simplified definition, which is only one of many, does not aim at explaining its essence. Over more than two centuries of attempts at fully explaining it, the idea has turned out to be very difficult to grasp and, to make matters worse, due to ideological reasons, has acquired contradic- tory connotations.2 To date several hundred definitions have been formulated, defini- tions which, in all cases, do not describe the phenomenon satisfactorily.3 For the sake of this article, however, it is worth making one more attempt. Terrorism is intimately con- nected with three matters: violence, terror and politics. If these elements are considered central to this phenomenon, then the definition proposed by Bruce Hoffman is fairly important and useful. According to his definition, terrorism is the conscious creation of terror and the use of violence or threats of violence when striving to attain political change. Terrorism is conceived purposefully so that it would have a long term psycho- logical impact, going considerably beyond the immediate victim. By means of public- ity, accomplished as a result of violence, terrorists hope to achieve influence and power in order to bring about changes at a local or international level.4 Across its existence, the phenomenon has gone through various evolutionary phases. One of the latest phases is the era of international terrorism. Despite its influence, the expansion and radicalization of the Islamist scene in Syria challenges the legitimacy of the Brotherhood’s gradualist approach and constrains its presence on the ground. About this Series: The Rethinking Political Islam series is an innovative effort to understand how the developments following the Arab uprisings have shaped—and in some cases altered—the strategies, agendas, and self-conceptions of Islamist movements throughout the Muslim world. The project engages scholars of political Islam through in-depth research and dialogue to provide a systematic, cross-country comparison of the trajectory of political Islam in 12 key countries: Egypt, Tunisia, Morocco, Kuwait, Saudi Arabia, Yemen, Syria, Jordan, Libya, Pakistan, as well as Malaysia and Indonesia. This is accomplished through three stages: A working paper for each country, produced by an author who has conducted on-the-ground research and engaged with the relevant Islamist actors. A reaction essay in which authors reflect on and respond to the other country cases. A final draft incorporating the insights gleaned from the months of dialogue and discussion. 												  Participatory Democracy and Micropolitics in ManbijREPORT ARAB POLITICS BEYOND THE UPRISINGS Participatory Democracy and Micropolitics in Manbij An Unthinkable Revolution FEBRUARY 21, 2017 — YASSER MUNIF PAGE 1 Manbij, a city in northern Syria, hosted a compelling example of successful grassroots governance during the two-year period between the Syrian regime’s withdrawal from the city in 2012 and the Islamic State’s takeover in 2014. Drawing on hundreds of interviews conducted in Manbij in 2013, the author shows that the city established an innovative local political system during this interregnum. The new local government faced significant challenges, and made many mistakes, which the author discusses in detail. But those mistakes were not the undoing of Manbij’s revolutionaries. Instead, as in many other places in Syria, external forces derailed their efforts, buoyed by a Western narrative that seemed unable to even conceive of the kind of peaceful revolution under construction in Manbij. Still, Manbij’s experience holds important lessons—and could yet be the foundation for more participatory governance in Syria over the long term. Twenty miles south of the Turkish border, on a plateau to the west of the Euphrates, lies the Syrian city of Manbij.1 With a population of two hundred thousand, it is located halfway between the cities of Aleppo and Raqqa, the latter of which is the de facto capital of the Islamic State. Manbij is a millennia- old city with a history, like so many urban places in Syria, of religious and ethnic diversity; it has passed through the hands of many empires, ranging from the Assyrians to the Ottomans.

US involvement in the conflict started with the 1981 missile crisis in which a stand-off between the Phalange, a Christian Maronite militia backed by Israel, challenged Syria’s hold over the Bekaa Valley in Lebanon. The Reagan administration saw Syria as a Soviet proxy, but there was no consensus on how to approach Hafez al-Assad’s Syria, or the Lebanese conflict. The US entered the stand-off as a mediator, concluding negotiations in late July 1981. But there was little follow-up between Syria and the United States. Instead, the Reagan administration consistently attempted to increase its cooperation with Israel in the Middle East, as well as that of other “moderate” Arab states, such as Egypt and Saudi Arabia.When Israel invaded Lebanon in 1982 to combat the PLO, the US again inserted itself into the conflict as a mediator between Syria and Israel, and the PLO and the Lebanese to withdrawal of “all foreign forces” from the country.

Signed: 2 A BSTRACT Problem: Academic study of religious healing has recognised its symbolic aspects, but has tended to frame practice as ritual, knowledge as belief. In contrast, studies of scientific psychiatry recognise that discipline as grounded in intellectual tradition and naturalistic empiricism. This asymmetry can be addressed if: (a) psychiatry is recognised as a form of “religious healing”; (b) religious healing can be shown to have an intellectual tradition which, although not naturalistic, is grounded in experience. Such an analysis may help to reveal why globalisation has meant the worldwide spread not only of modern scientific medicine, but of religious healing. An especially useful form of religious healing to contrast with scientific medicine is Sufi healing as practised by the Naqshbandi-Haqqani order, which has become remarkable for its spread in the “West” and its adaptation to vernacular cultures. Research questions: (1) How is knowledge generated and transmitted in the Naqshbandi- Haqqani order? (2) How is healing understood and done in the Order? (3) How does the Order find a role in the modern world, and in the West in particular? Methods: Anthropological analysis of psychiatry as religious healing; review of previous studies of Sufi healing and the Naqshbandi-Haqqani order; ethnographic participant observation in the Naqshbandi-Haqqani order, with a special focus on healing.
