The tendency in political science studies is to speak about the losers of transition, and to explain success of the ex-communist, radical and populist parties and politicians in terms of the politics of resentment or protest voting. However, what subjectivities have been produced during post-socialism and why/how they are articulated in particular dialogues among politicians and people, are questions that have not been discussed in most studies. In this dissertation I explore political subjectivities to explain voting behavior in the period of 2003-2004 in Lithuania. I analyze nostalgia for socialism and individuals’ relations to social and political history, community, nation, and the state.

They will also be voting by referendum on the building of a new nuclear power station in Visaginas (in the country’s north east). The second round of the general election will take place on 28th October. Analysis The general election date has to be set and announced by presidential decision at least six months before the end of the previous legislature. On 11th April last, Lithuanian President, Dalia Grybauskaite announced the dates of the next election. The campaign started immediately after this announcement with the official campaign beginning on 14th September. 2 000 candidates (+ 400 in comparison with the previous elections on 12th and 26th October 2008) from 27 of the country’s 44 political parties (including six new ones), are running in this election. During a national plebiscite in February, 91 per cent of voters (76 per cent of all those eligible) voted in favour of an independent, democratic Lithuania. In March 1990, the Council proclaimed the restoration of Lithuanian independence, formed a new cabinet of ministers, and adopted the Provisional Basic Law of the State. The first democratically and directly elected president of the republic was Algirdas Mykolas Brazauskas, who was elected on 14 February 1993. Recent presidential elections were held on 21 December 1997, resulting in the election of Valdas Adamkus. He took office on 25 February 1998. The next presidential elections will be held in 2002. Elections to the Seimas (the Lithuanian parliament) were held in 1992 and 1996. In the 1996 elections the Conservative Party and associated candidates gained 70 out of 141 seats, and another 16 seats went to its coalition partner, the Christian Democrats and associated candidates. The coalition established a new government in early December and won a significant majority in nationwide municipal elections held in March 1997. In June 1999 Christian Democrats unilaterally denounced the coalition agreement. The next elections to the Seimas are scheduled for the year 2000.

In which stage of impeachment proceedings at the Seimas the investigation of the evidence ought to be accomplished, by which one either affirms or denies the necessity to remove the President of the Republic from office. 2. Jako młody człowiek został członkiem partii komunistycznej, a następnie wysokim funkcjonariuszem partyjnym. W następnych latach podkreślał, że zawsze czuł się jednak bardziej Litwinem niż komunistą. W latach pieriestrojki Brazauskas zyskał opinię partyjnego reformatora i z popar- ciem Sajudisu został pierwszym sekretarzem Litewskiej Partii Komunistycznej. Doprowadził do zerwania łączności partii z KPZR. W 1990 r. był jednym z sygnatariuszy niepodległości Litwy, został także wicepremierem. Po rozpadzie ZSRR odzyskał znaczenie w litewskiej poli- tyce. W latach 1993-1998 sprawował urząd prezydenta, a w latach 2001-2006 był premierem litewskiego rządu. Zmarł w 2010 r. Abstract: A lgirdas Brazauskas belonged to a generation that grew up in Soviet Lithuania. As a young man, he joined the communist party and climbed the ranks to become a top offi cial. In later years, however, he avowed that he had always felt more a Lithuanian and less a com- munist. During the perestroika, he was perceived as a party reformer and, supported by the Sąjūdis, became the fi rst secretary of the Communist Party of Lithuania, eventually breaking away from the CPSU. In 1990, he was one of the signatories of the act of Lithuanian independ- ence and also became a deputy prime minister. Following the dissolution of the Soviet Union, he re-emerged as a leading fi gure in Lithuanian politics.

They are the only branch within the group that managed to create a state entity in premodern times. The Prussians, overrun by the Teutonic Order in the 13th century, became extinct by the 18th century. The Latvians to the north were conquered during the first three decades of the 13th century by the Order of the Brothers of the Sword (this order became a branch of the Teutonic Order in 1237). The Lithuanians, protected by a dense primeval forest and extensive marshland, successfully resisted German pressure. Samogitia (Lithuanian: Žemaitija), lying between Prussia and Livonia, two lands already in the hands of the German Crusading knights, was a particular object of German expansion. The German threat induced the Lithuanian tribes to unite in the middle of the 13th century under Mindaugas. He and his family were baptized in 1251, and two years later he was accepted into the feudal hierarchy of Europe by being crowned king of Lithuania by authority of Pope Innocent IV. Mindaugas, who had reverted to paganism, and two of his sons were assassinated in 1263. The Lithuanians retained their naturalistic pagan religion until the late 14th century. Traidenis, ruler from 1270 to 1282, was probably the founder of the dynasty named after Gediminas, who began to rule about 1315. Although Lithuanian expansion to the east and south into the area of modern Belarus and Ukraine had begun after the destruction of the Kiev realm, it was Gediminas who systematically carved out the empire that was historic Lithuania, a wide region inhabited by Lithuanians and East Slavs.

As a former Lithuanian Communist Party leader, the first president of independent Lithuania, and the longest-serving prime minis- ter, Algirdas Brazauskas is one of a few Lithuanian policymakers who has left a profound impact on the country. This article reviews Brazauskas’ rise to the pinnacles of political power, evaluates his pursued policies, and assesses the legacies he left behind after with- drawing from politics in 2006. The author also examines the claim that Lithuania is facing a leadership crisis in the aftermath of Brazauskas’ departure. Keywords: Brazauskas, presidency, prime ministership, legacy, leadership vacuum A political earthquake shook Lithuania on June 1, 2006, when a long-term political A survivor, Algirdas Brazauskas—who served as Lithuania’s prime minister from 2001- 2006—decided to resign, together with all of his cabinet members. A prime minister’s departure, in and of itself a commonplace occurrence in European politics, marked a profound turning point in Lithuania’s political life. On the one hand, this event signified the end of what became referred to as the country’s political “patriarch’s” era of rule. On the other hand, analysts both in the country and abroad began pointing to the “leaderless” Lithuania phenomenon. Why was so much attention devoted to this single politician and his departure from a political scene in a small country on the Baltic coast?
