UNSPSC Code: 84131500, 84131504, 84131505 INTRODUCTION UNRWA (The United Nations Relief and Works Agency for Palestine Refugees in the Near East) was created on 8 December 1949 upon the adoption by the United Nations General Assembly of resolution No. 302 (IV).

UNRWA provides education, health, relief and social services to over 5.5 million registered Palestine refugees in Jordan, Lebanon, Syria and the occupied Palestinian territory.

DESCRIPTION OF REQUIREMENTS

The Central Support Services Division of United Nations Office Relief and Works Agency (UNRWA) on behalf of all UNRWA Field Offices based in Jordan, Syria, Lebanon, Gaza and West Bank hereby invites service providers from all countries to submit their responses to this Request for Information (RFI) for Marine Cargo Insurance Policy Covering All Risks for UNRWA Shipments.

UNRWA’s main shipments mostly relates to food commodities (such as wheat flour, sugar, rice, milk powder, red lentils, chickpeas, sunflower oil) and pharmaceutical products (some are temperature controlled).

The objective of the RFI is to undertake a market survey and vendors are requested to provide the information required under “Vendor Response Form and RFI process” on pages 4 and 5

The Geographic Limits are Coverage are as per the following:

Geographic From anywhere in the world to and whilst at the premises of the suppliers, packers and Limits: consolidators if applicable by any means of conveyance and any route until arrival at site (final destination in Jordan, Syria, Lebanon, West Bank and Gaza Strip) including up to 60 days in store thereafter. • Institute Cargo Clauses (A) • Institute Cargo Clauses (Air) • Institute Strikes Clauses (Cargo) • Institute Strikes Clauses (Air Cargo) • Institute War Clauses (Cargo) • Institute War Clauses (Air Cargo) • Institute Radioactive Contamination, chemical, biological, bio‐ chemical & electro‐magnetic weapons exclusion Clause. • Post Shipments Clauses • Institute Cyber Attack exclusion clause. • Institute nuclear energy risks exclusion clause. • Termination of Transit clause (terrorism) • Cargo termination of storage in transit clause. • Cargo ISM endorsement • Cargo ISM Forwarding Charges Clauses. • Cargo ISPS endorsement • Cargo ISPS Forwarding Charges clauses.

Besides all the above, the policy shall include coverage for:

• Perishable goods shall be covered against all risks of loss, damage and deterioration howsoever caused, also including the damage resulting from delay or deviation of the conveyance. • Loss or damage, resulting from variation in temperature for temperature‐controlled cargo. • Loss of goods, resulting from theft while in transit (''on the way"). • Shortage of contents ‐ to cover the difference between supplier's or shipper 's and the count of packages received by the . • Demurrage charges: the insurance shall cover demurrage charges and late penalties incurred by the agency for late return of containers, trailers, railcars or lift vans when they are retained for inspection in investigation of loss/damage and additional demurrage Charges, Additional Freight Costs and Detention Costs due to strikes, Riot, Civil Commotion, lockouts, labor market conflicts. • Removal and disposal of debris of the insured cargo.

RFI/UNRWA/CSSD/DM/22/2021 UNRWA Page 2/7 • In the event of loss or damage insurance shall cover the costs associated with re‐ packing, re‐labelling and re‐wrapping. • Concealed loss or damage ‐ the coverage shall remain in force for 60 days from when the goods were received at final destination. • Consolidation, deconsolidation, trans‐shipment, temporary storage while in transit. Goods shall be covered while in storage at forwarding agent's warehouse for consolidation before shipment for min 60 days. • Paragraph 8.1.3 of Institute Cargo Clause A and paragraph 5.1.3 of Institute Cargo Clauses (Air) are to be extended to cover up to 90 days for sea and 45 days for air. Additional risks a) War Risk on Land extended to cover terrorism ‐ add‐on 1. This add‐on shall coverage ‐add‐ provide sufficient coverage for areas where the risk of civil unrest is high and shall ons to be insure UNRWA against all risk of loss or damage in this connection. As a minimum the purchased when following shall be covered: required: • Loss or damage caused by war, civil war, war‐like circumstances, rebellion, revolution, insurrection, civil strife and other similar circumstances. • Loss or damage caused by terrorism and Sabotage. • Loss or damage resulted By Strike, riots, civil commotions, Labor unrest, lockout and similar circumstances.

b) Additional demurrage Charges, Additional Freight Costs and Detention Costs due to strikes, Riot, Civil Commotion, lockouts, labor market conflicts ‐ add‐on 2.

c) Expenses in connection with Strikes, Riot, Civil Commotion, lockouts, labor market conflicts‐ add‐on 3. That shall include e.g. additional freight charges, storage and demurrage.

d) Expenses, depreciation, deterioration caused by delay during transport of perishable goods ‐ add‐on 4.

Points b), c) and d) relate to the costs incurred due to e.g. deviation from original route due to e.g. strikes, labor market conflicts, riots etc () and shall cover additional expenses as per above.

In order to formally submit your response to this Request for Information, you must provide the following:

1. This Vendor Response Form, dully completed.

2. A Company Profile, including company name, country of registration, number of employees worldwide, market segment (Broker, Underwriter, etc.) and whether you are part of large holding company or publicity listed company presentation.

3. Business Segment Information: including the types of coverage that can be provided.

4. Global Coverage Information: stating your ability to provide the coverage worldwide and any regions where you provide insurance through partners (listing the partners).

5. Financials: Include Total Revenue, Marine Insurance premiums written and Net Profit for the years 2018, 2019 & 2020.

6. Any supporting comments or documents you feel are necessary.

RFI INSTRUCTIONS

1) Registering as a Vendor with the United Nations

Vendors interested in fulfilling the requirement described above are advised to register at the United Nations Global Marketplace (http://www.ungm.org) and select UNRWA as the UN Agency

Prerequisites for Eligibility

In order to be eligible for UN registration, you must declare that:

A. Your company (as well as any parent, subsidiary or affiliate companies) is not listed in, or associated with a company or individual listed in:

I. The Compendium of United Nations Security Council Sanctions Lists (http://www.un.org/sc/committees/list_compend.shtml), or

II. The IIC Oil for Food List website or, if listed on either, this has been disclosed to the United Nations Procurement Division in writing. B. Your company (as well as any parent, subsidiary or affiliate companies) is not currently removed or suspended by the United Nations or any other UN Organizations (including the World Bank);

C. Your company (as well as any parent, subsidiary or affiliate companies) is not under formal investigation, nor have been sanctioned within the preceding three (3) years, by any national authority of a United Nations Member State for engaging or having engaged in proscribed practices, including but not limited to: corruption, fraud, coercion, collusion, obstruction, or any other unethical practice.

D. Your company has not declared bankruptcy, are not involved in bankruptcy or receivership proceedings, and there is no judgment or pending legal action against your company that could impair your company’s operations in the foreseeable future;

E. Your company does not employ, or anticipate employing, any person(s) who is, or has been a UN staff member within the last year, if said UN staff member has or had prior professional dealings with the Vendor in his/her capacity as UN staff member within the last three years of service with the UN, in accordance with UN post-employment restrictions published in ST/SGB/2006/15.

F. Your company undertakes not to engage in proscribed practices (including but not limited to: corruption, fraud, coercion, collusion, obstruction, or any other unethical practice), with the UN or any other party, and to conduct business in a manner that averts any financial, operational, reputational or other undue risk to the UN.

For Registered Vendors: Vendors already registered at the United Nations Global Marketplace with the UNRWA are advised that the information and documentation (e.g. financial statements, address, contact name, etc.) provided in connection with their registration are up to date in UNGM. Please verify and ensure that your company is registered under its full legal name.

For Vendors Interested in Registration: Vendors not yet registered should apply for registration on the United Nations Global Marketplace (http://www.ungm.org). Vendors are advised to complete the registration process prior to the closing date of the REOI.

IMPORTANT NOTICE: Any false, incomplete or defective vendor registration may result in the rejection of the application or cancellation of an already existing registration.

2) EOI Process

Vendors interested in participating in the planned solicitation process should forward their Expression of Interest (EOI) to the United Nations Relief and Works Agency – Central Support Services Division) by the closing date set forth in this EOI.

Due to the high volume of communications, CSSD is not in a position to issue confirmation of receipt of EOIs.

Please note that no further details of the planned solicitation can be made available to the vendors prior to issuance of the solicitation documents.
