As the Director of IHEDN, the Institute for Higher Defense Studies, and also as Director of Advanced Military Education, I am very pleased to welcome this International Workshop on Global Security for the eighth time in Paris, and here for the fourth time, and under the patronage of the Minister of the French Armed Forces, Mrs. Florence Parly. IHEDN is an inter-ministerial and inter-departmental institute, which conducts 60 seminars or sessions each year and educates 2,200 attendees, who are civilian and military leaders, on defense and security issues at international, national and regional levels. It is particularly dedicated to European and national affairs. IHEDN is also honored to participate in the organization of this workshop in close cooperation with the Center for Strategic Decision Research. We have been accustomed to listening to several invited addresses at the beginning of these workshops and, in a few minutes, we will listen to Ambassador Tacan Ildem, NATO Assistant Secretary General for Public Diplomacy, and General Olivier Bonnet de Paillerets, Cybercommander of the French Ministry of the Armed Forces. But, first, I have the pleasure and honor to present Mounir Mahjoubi, who is the Secretary of State in Charge of Digital Affairs. In 2016, Mr. Mahjoubi was President of the Conseil National du Numérique1 (the French Digital Council) and at the beginning of the year he joined the team of Mr. Emmanuel Macron in charge of digital issues for the Presidential Campaign. In May, he was named as the Secretary of State in Charge of Digital Affairs. Mr. Minister, we are very pleased and proud to welcome you. The Council issues independent opinions and recommendations on any question relating to the impact of digital technologies on economy and society. A hatévente megtartott szavazás elsősorban a települési szintű politizálás szempontjából bír nagy jelentőséggel, illetve a társadalompolitika „rezgéseiről”, aspirációiról ad egy pillanatképet. A tanulmány arra keres választ, hogy valójában mitől volt különleges a 2020-as helyhatósági választás két for- dulója. Nyilvánvaló, hogy a koronavírus miatt szokatlan módon zajló voksolás már önmagában egyedi körülményeket teremtett, de elemzésünk sokkal inkább azokra a kérdésekre keresi a választ, ez hogyan befolyásolta a francia belpoli- tikai viszonyokat. Kik lettek a valódi nyertesei és kik a vesztesei? Milyen hatása van a francia belpolitika jövőjére a helyi színtű képviselők megválasztásának? A voksolás eredményei és körülményei mennyiben adnak magyarázatot a július 3-án bekövetkezett kormányfőváltásra, illetve a július 6-án felálló új francia kormány megalakulására, és milyen forgatókönyvek várhatóak a 2022-es elnök- választás perspektívájában? These are a collection of disjointed thoughts, observations, & miscellaneous deepitudes that have helped me make sense of how I feel about the place, and my own place within it. I hope you find something essential here. Not sure how confident I am in publicly releasing this. Here's hoping I come down on Dunning-Kruger's good side. Stereotype Affirmed People walk around with baguettes in their arms. Often several at a time, their stubby ends poking out of the bag like a bread bouqet. Everyone: schoolchildren, retirees, middle-aged men in business suits. Before breakfast and on their way home from work. Riding the subway or stepping out of Ubers. After a couple of days you just stop noticing. It's kind of sad what little time is needed to turn a cute little cultural oddity into something so cliché and customary that it gets caught in the melt of the city rush. The Police I made a few fresh-off-the-plane, immediate realizations about French society on the first day I arrived in Paris. The first and most obvious was that France is, in effect, a police state. French police roam Paris with assault rifles. Their presence is everywhere and total. Whether they're a permanent security fixture in France or a post-Bataclan ramp-up I don't know. But, either way, I’m not sure there's a difference at this point. The police monitor foot traffic on street corners. They make rounds through green markets and shopping malls.
