Liaison chief urges lawmakers to uphold‘One Country, Two Systems’ principle

Staff Reporter Central People Government’s Liaison Office in Macau Director Fu Ziying has urged local lawmakers to look at Macau’s development from a historical perspective and observe the great achievements Macau has made after its return to the motherland, advising them to look at Macau’s issues and challenges from a developmental perspective, so as to better promote the successful implementation of the “One Country, Two Systems” principle.

The office said in a statement on Tuesday night that Fu made the remarks during a Spring Festival dinner with the city’s lawmakers at San Chok Un Guesthouse (New Bamboo Mansion) on Penha Hill earlier that day.

According to the statement, Chief Executive (CE) Fernando Chui Sai On, Legislative Assembly (AL) President Ho Iat Seng and 27 lawmakers attended the dinner.

The legislature has 33 members.

Fu pointed out that the legislature is an important part of the Macau Special Administrative Region’s (MSAR) political structure, underlining that the Legislative Assembly functions according to law as an important part for the MSAR’s political system to operate effectively.

Fu urged the lawmakers to strictly follow the Constitution and the Macau Basic Law, to fulfil their legislative duties, and to support the MSAR government and the chief executive to govern according to law, adding that lawmakers should also exercise their supervisory duties, and help the MSAR government improve its governance.

Fu pointed out that all these points needed to be carried out within the political framework regulated by the Macau Basic Law, and never to violate the “One Country, Two Systems” principle or the Macau Basic Law.

Fu also said that the country’s development was entering a new era, a “complete nation’s unification” that was very important to achieve the Chinese dream of national rejuvenation.

Fu stressed that the “One Country, Two Systems” principle’s successful implementation in Macau is an important part of the Chinese dream, providing “important reference” to the nation’s “complete unification”.

Fu urged the lawmakers to “fully realise” their “historical and political responsibilities” to promote the practice of the “One Country, Two Systems” principle in Macau, and promote the nation’s “complete unification”. He also urged Macau’s lawmakers to fulfil their responsibilities according to law, and promote Macau and the mainland’s mutual development, and also promote Macau’s long-term prosperity and stability.

Ho said that thanks to cooperation between all lawmakers, the Legislative Assembly had been able to fulfil its “heavy” legislative mission, and also fulfilled its duty to supervise the government. He also urged them to continue their legislative mission.

Ho also noted that the legislature reflects different social voices as its members come from different social sectors, adding that all lawmakers should fulfil their duties based on Macau’s “overall and long-term interests”.

Health Bureau announces ‘small outbreak’ of rubella

Staff Reporter The Health Bureau (SSM) said yesterday that a small outbreak of rubella has occurred in Macau as 14 German measles (as the disease is also known) cases have been recorded since the beginning of this month.

The bureau hastily convened a press conference yesterday evening at the public Conde de Sao Januario Hospital Centre to brief the media about the city’s rubella situation. The press conference was chaired by SSM Centre for Disease Prevention and Control Director Lam Chong.

According to Lam, the 14 patients aged between 21 and 55 comprise 11 local residents and three non-resident workers. Nine of the 14 patients left Macau during the incubation period. None of the 14 needed to be hospitalised.

Among the 14 patients, three work at the City of Dreams casino-hotel resort in Cotai – two local residents and a non-resident worker from Vietnam, while four work at StarWorld Hotel in Nape – three local residents and a non-resident worker from the Philippines. The third non-resident worker is a mainlander, according to Lam.

Lam noted that only one rubella case was recorded last year, while his bureau has already confirmed 15 cases since the beginning of this year, adding that the situation shows that a small outbreak of rubella has occurred in Macau.

Lam noted that Macau introduced vaccination against rubella in the 1990s, adding that rubella cases had been very rare since the 2000s and only zero to three rubella cases were recorded every year in recent years. Lam noted that the findings of previous surveys showed that 75 percent of local residents are immune to German measles. Lam reassured the public that while more rubella cases are expected to be recorded in the near future, there won’t be a large-scale outbreak. Lam was quick to add that a number of small outbreaks may occur in the city and that the number of rubella cases may exceed the number of measles cases recorded so far this year.

Macau has recorded 33 measles (also known as rubeola or English measles) cases so far this year, according to an SSM statement earlier this week.

Lam noted that rubella and measles have similar symptoms but rubella symptoms are milder than measles symptoms so that rubella is less contagious than measles. Lam said that while the infection of rubella does not have a large impact on ordinary people, it has a serious impact on pregnant women, as pregnant women infected with rubella may suffer miscarriage or give birth to children with birth defects such as glaucoma, cataract and congenital heart defect.

Lam urged residents to pay close attention, particularly pregnant women, to the prevention of German measles. He urged pregnant women to avoid visiting regions where rubella is prevalent such as Japan.

Lam reassured that as vaccination against German measles has been conducted in Macau for a long time, local pregnant women have generally been vaccinated against rubella. But he urged pregnant women or those who plan to be pregnant to check whether they have the rubella antibody.

本月病例大幅飆升至十四宗 衛局料德國麻疹或小爆發

【本報消息】衛生局就本澳近日患德國麻疹的病例大幅增加舉行記者發佈會。衛生局疾病預防控制中心主任林松表示,本澳今年 一至三月錄得一宗病例,但四月至今,病例大幅增加至十四宗,預料未來或將出現小規模傳播。

林松表示,十四名德國麻疹患者為十男四女,包括十一名澳門居民、三名外僱,年齡由廿一至五十五歲。當中在星際酒店和新濠 天地各有四名和三名患者,當局正調查是否群集性感染。根據離境記錄,越南籍、中國籍外地勞工曾分別返。十一名澳門居民中 ,只有兩人沒有外遊記錄,其他人均曾經離開過澳門。

風疹症狀相對輕微

林松表示,德國麻疹又名風疹,症狀與麻疹相近。其症狀包括發燒、出疹、頭痛、淋巴結脹大、結膜炎等,但一般症狀較麻疹輕 ,傳染力相對亦較低,對一般患者影響不大。然而,德國麻疹卻會引起孕婦胎兒先天性畸形及導致孕婦流產等問題。預防方面,德 國麻疹可以通過疫苗預防,建議孕婦或準備懷孕婦女,可事先檢查體內是否有抗體,避免到日本等德國麻疹流行地。

近年,當局每年確診德國麻疹病例為○至三宗,因近期日本爆發德國麻疹,由去年開始一直增加病例,以及近期內地亦有德國麻 疹增加情況,當局會密切留意本澳情況。

他表示,今年首三個月共錄得一例病例報告。但本月至今十日,就發現德國麻疹數量大幅增加情況至十四例。預料德國麻疹確疹 情況將繼續出現,病例或將會比麻疹更多,未來或爆發小規模傳播。

Macao promotes Greater Bay Area in Japan symposium

Macao welcomes people from Japan and other countries to visit the city in order to gain fresh insights regarding the opportunities arising from the --Macao Greater Bay Area (Greater Bay Area).

The Secretary for Administration and Justice of the Macao Special Administrative Region (SAR), Ms Chan Hoi Fan, made the comment on Tuesday (9 April) in her keynote speech delivered at a symposium held in Tokyo, Japan, to promote the Greater Bay Area. Ms Chan attended the event on behalf of the Chief Executive, Mr Chui Sai On.

The symposium was jointly organised by the governments of, respectively, Guangdong Province, the Hong Kong SAR and the Macao SAR. It was the first such overseas promotional activity held by the three governments regarding the Greater Bay Area, since the launch in February of the outline development plan regarding the city-cluster initiative. Prior to that, the three governments had held an overseas promotional session for the Greater Bay Area in Paris, France in June 2018.

The Tokyo event attracted approximately 1,000 participants, including 700 from either the political or business sector in Japan. In addition, the Macao SAR Government arranged for a delegation of Macao entrepreneurs to attend the event.

In her speech, Ms Chan said Macao’s historic connecting role was still relevant today for the development of the 21st-Century Maritime Silk Road. She added that the city would continue to play its part in boosting economic and cultural exchanges between East and West.

Ms Chan also briefed participants at the event regarding the unique advantages and competitive strengths of the Greater Bay Area urban cluster.

During the symposium, the Chief Executive of the Hong Kong SAR, Mrs Cheng Yuet-ngor, and the Governor of Guangdong Province, Mr Xingrui, each gave a speech.

The Guangdong-Hong Kong-Macao Greater Bay Area is a city cluster covering 11 places, namely Guangzhou, , Zhuhai, Foshan, Huizhou, Dongguan, Zhongshan, Jiangmen, Zhaoqing, the Hong Kong SAR and the Macao SAR.
