AIDS Action and Research Group (AARG) CALENDAR IAMD 2011 Since its inception in 1994, the AIDS Action and Research Group (AARG) of Universiti Sains Malaysia has 13 May 2011 defined itself as a bastion of research, training and outreach in the northern area of Peninsular Malaysia. Comprised of academic staff from various academic specializations, AARG’s activities in the years 2010/2011 saw major milestones in the Group’s activities. Leading the way with research in the psychosocial impact of HIV/AIDS within the MSM community, women and children AARG also researched the level of knowledge of HIV/AIDS among students of higher institutions of learning in the northern region. AARG continues to strengthen its work in the area of outreach to Injecting Drug Users (IDU) via its Needle and Syringe Exchange Program (NSEP) both on the island and mainland. In 2010 AARG ran three training workshops: “MSM and HIV/AIDS”; “Women and HIV/AIDS” and “Counselling and HIV/AIDS”. The success of these workshops have spurred AARG to conduct the workshop “Sexuality and HIV/AIDS” in March of this year. Continuous efforts in education see volunteers and interns of AARG visiting secondary schools and conducting exhibitions on the HIV/AIDS epidemic. MALAYSIA 2019 HUMAN RIGHTS REPORT EXECUTIVE SUMMARY Malaysia is a federal constitutional monarchy. It has a parliamentary system of government selected through regular, multiparty elections and is headed by a prime minister. The king is the head of state, serves a largely ceremonial role, and has a five-year term. Sultan Muhammad V resigned as king on January 6 after serving two years; Sultan Abdullah succeeded him that month. The kingship rotates among the sultans of the nine states with hereditary rulers. In 2018 parliamentary elections, the opposition Pakatan Harapan coalition defeated the ruling Barisan Nasional coalition, resulting in the first transfer of power between coalitions since independence in 1957. Before and during the campaign, then opposition politicians and civil society organizations alleged electoral irregularities and systemic disadvantages for opposition groups due to lack of media access and malapportioned districts favoring the then ruling coalition. The Royal Malaysian Police maintain internal security and report to the Ministry of Home Affairs. State-level Islamic religious enforcement officers have authority to enforce some criminal aspects of sharia. Civilian authorities at times did not maintain effective control over security forces. KEYNOTE ADDRESS BY PRIME MINISTER OF MALAYSIA YAB TUN DR MAHATHIR BIN MOHAMAD FIRST-YEAR ANNIVERSARY OF THE PAKATAN HARAPAN GOVERNMENT ON 9TH MEI 2019 (THURSDAY) AT PUTRAJAYA INTERNATIONAL CONVENTION CENTRE (PICC) Assalamualaikum and Good Afternoon. 1. I am grateful to be able to be with all of you here and delivering a speech in conjunction with the first-year anniversary of the Pakatan Harapan Government. 2. First of all, I am thankful to be granted longevity in life, thus enabling me to continue serving this country of ours. 3. Secondly, our country remains peaceful, and during this fasting month all Muslims are able to perform their religious obligations in peace and harmony. 4. I am also grateful that during the Government transition, it was not marred by riots or violence despite attempts made to undermine the election results. 5. Feeling grateful, however, does not mean that we are not aware of the heavy responsibilities that we need to shoulder. 6. Pakatan Harapan was established as a coalition of four parties. Its grand purpose - is to topple the Barisan Nasional Government led by Datuk Seri Najib Tun Razak. 7. The four parties with differing ideas and objectives agreed to work together because all were aware that they would not be able to defeat the BN Government if they were on their own. If they could not set aside their individual needs and join hands to save Malaysia from a kleptocratic Government, the future of this country will be at stake and the people will continue to suffer. It is likely that Malaysia will be what is known as a "failed state".

MalaysiaKini.com July 7, 2015 By Stephen Ng COMMENT Amidst strong allegations that some RM2.6 billion had been funnelled into Prime Minister Najib Abdul Razak’s personal accounts in AmPrivate Bank, one thing is clearly missing. It is the God-given voice of conscience. The only person who has come close to having some conscience is Najib himself, who denied that he had “stolen” the people’s money. This is the guilty conscience at work. We say that the voice of conscience has pricked the culprit that he has to say something in order to silence his own guilty conscience. For someone accused of taking the money, one can either hear the still voice of conscience and immediately admit that he had indeed stolen the money, or he will categorically deny it. After all, no thief - even one caught red handed - would admit that he has stolen his client’s money, would he? In any case, the voice of conscience will not be silenced at all. With time, it will grow louder, and even stronger, no matter how one tries to suppress it. Najib’s denial shows that at least the voice of conscience is doing its work. Compared to someone who is simply indifferent and continues on with life as if nothing has happened, at least Najib has responded to his own voice of conscience. Strangely, some have remained absolutely silent. One would expect that at this crucial juncture in Najib’s life, Rosmah Mansor would have spoken up.

In doing this, the paper seeks to identify the reasons for the scandal and the lessons that can be learnt to avoid such a scandal in Malaysia and elsewhere in the future. Design/methodology/approach – The research for the paper is based on evidence from court hearings, reports of watchdog and regulatory agencies, media reports, and various articles and books written about 1MDB. Findings – The paper shows that most of the scandal involved embezzlement, bribery, false declarations and bond mispricing relating to extensive borrowing by 1MDB, and entailed a global network of shell companies and individuals through which the illicit money was passed. It also shows weak governance in 1MDB, poor internal controls within banks, the failure of watchdog and enforcement bodies to take the necessary action partly due to political control over them, and overall the lack of political will to deal with the scandal. Originality/value – The paper builds on the findings of other papers and books written on the 1MDB scandal.

Najib said the establishment of the school was a win-win situation as it was in line with the National Education Policy and fulfilled the request of the Chinese community. "Let no one have any doubt that at Sekolah Menengah Chong Hwa the students will take two examinations - the Unified Examination Certificate (UEC) and the Sijil Pelajaran Malaysia (SPM) - together. "This means that subjects will be taught fully in Mandarin in the UEC curriculum and the students will also study subjects under the national curriculum," he said at a dinner and charity show to raise funds for the construction of the school, at the Darul Makmur Stadium. Also present at the event were Najib's wife Rosmah Mansor; Pahang Menteri Besar Adnan Yaakob and his wife; the Chinese Ambassador to Malaysia Chai Xi; cabinet ministers; the chairperson of the school's board of governors, Pheng Yin Huah; and Hongkong film star Jackie Chan. The school, which was approved as a private institution on July 26 last year, is the first Chinese private school in Pahang. On May 20 last year, a gathering was held of 163 Chinese associations and several NGOs to ask the government to approve the establishment of the school in Kuantan.

Y A O S O U C H O U Wawasan 2020: At the End of the Day Even Art is Not Important l d ı v a n_8 The attempt was as banal as it was futile: another effort by the Malaysian authorities to impose censorship upon an artist. Over several decades, Ahmad Fuad Osman’s art practice has dealt with ethnic identity, national memory and particularly, government abuse of power. Acclaimed as one of the most prominent artists working in Malaysia today, his engaging and sophisticated art has been exhibited recently at the 2016 Singapore Biennale: An Atlas of Mirrors and the 2019 Sharjah Biennial: Leaving the Echo Chamber. Malaysia was ready to acknowledge the achievements of one of its proud sons when the Balai Seni Negara (National Art Gallery of Malaysia) gave him a mid-career exhibition in October 2019, which he ironically titled At the End of the Day Even Art is Not Important (1990-2019). The exhibition consisted of a variety of media—painting, installation and photography, selected and approved by the Bali. On 21 January, 2020, three months into the exhibition, Osman was informed that four of his works would be withdrawn following a complaint from a Gallery Board member. The works in question were Untitled (2012), posters of Anwar Ibrahim with a black eye, a reference to his assault by the Inspector General of Police while in detention before his sodomy trial in 1988; Dreaming of Being A Somebody Afraid of Being A Nobody (2019), portraits of Mohamed Azmin, Dr. Mahathir bin Mohamad and Anwar Ibrahim, key figures in the struggle for power that led to the collapse of the reformist government that came to power after the 2018 general election; Imitating the Mountain (2004), a painting of a naked man lying on his back against the backdrop of a mountain, and Mak Bapak Borek, Anak Cucu Cicit Pun Rintik (2015-18), an installation of overweight white ceramic pigs sited before a gold-plated rock.

Najib has been criticed by his opponents and the social media public for failing to visit the earthquake-hit areas in Sabah. The death toll so far is 18. Former premier Dr Mahathir Mohamad has also taken a jibe at Najib saying he may have been too busy to visit Sabah following the quake. "He must be very busy (to visit Sabah). The prime minister has many things to attend to," said Mahathir.
