MALAYSIA 2019 HUMAN RIGHTS REPORT EXECUTIVE SUMMARY Malaysia is a federal constitutional monarchy. It has a parliamentary system of government selected through regular, multiparty elections and is headed by a prime minister. The king is the head of state, serves a largely ceremonial role, and has a five-year term. Sultan Muhammad V resigned as king on January 6 after serving two years; Sultan Abdullah succeeded him that month. The kingship rotates among the sultans of the nine states with hereditary rulers. In 2018 parliamentary elections, the opposition Pakatan Harapan coalition defeated the ruling Barisan Nasional coalition, resulting in the first transfer of power between coalitions since independence in 1957. Before and during the campaign, then opposition politicians and civil society organizations alleged electoral irregularities and systemic disadvantages for opposition groups due to lack of media access and malapportioned districts favoring the then ruling coalition. The Royal Malaysian Police maintain internal security and report to the Ministry of Home Affairs. State-level Islamic religious enforcement officers have authority to enforce some criminal aspects of sharia. Civilian authorities at times did not maintain effective control over security forces. Significant human rights issues included: reports of unlawful or arbitrary killings by the government or its agents; reports of torture; arbitrary detention; harsh and life-threatening prison conditions; arbitrary or unlawful interference with privacy; reports of problems with -

KEYNOTE ADDRESS BY PRIME MINISTER OF MALAYSIA YAB TUN DR MAHATHIR BIN MOHAMAD FIRST-YEAR ANNIVERSARY OF THE PAKATAN HARAPAN GOVERNMENT ON 9TH MEI 2019 (THURSDAY) AT PUTRAJAYA INTERNATIONAL CONVENTION CENTRE (PICC) Assalamualaikum and Good Afternoon. 1. I am grateful to be able to be with all of you here and delivering a speech in conjunction with the first-year anniversary of the Pakatan Harapan Government. 2. First of all, I am thankful to be granted longevity in life, thus enabling me to continue serving this country of ours. 3. Secondly, our country remains peaceful, and during this fasting month all Muslims are able to perform their religious obligations in peace and harmony. 4. I am also grateful that during the Government transition, it was not marred by riots or violence despite attempts made to undermine the election results. 5. Feeling grateful, however, does not mean that we are not aware of the heavy responsibilities that we need to shoulder. 6. Pakatan Harapan was established as a coalition of four parties. Its grand purpose - is to topple the Barisan Nasional Government led by Datuk Seri Najib Tun Razak. 7. The four parties with differing ideas and objectives agreed to work together because all were aware that they would not be able to defeat the BN Government if they were on their own. If they could not set aside their individual needs and join hands to save Malaysia from a kleptocratic Government, the future of this country will be at stake and the people will continue to suffer. It is likely that Malaysia will be what is known as a "failed state". -

Case Study Women in Politics: Reflections from Malaysia Wan Azizah Women constitute half of humanity, and it follows that any decision-making, whether at the personal, family, societal or public levels, should be mindful of and involve the participation of women in the making of those decisions. Women’s political, social and economic rights are an integral and inseparable part of their human rights. Democracy is an inclusive process, and therefore in a functioning democracy, the points of view of different interest groups must be taken into account in formulating any decision. The interest and opinions of men, women and minorities must be part of that decision-making process. Yet far from being included in the decision-making process, women find themselves under-represented in political institutions. Numerous challenges confront women entering politics. Among them are lack of party support, family support and the "masculine model" of political life. Many feel that Malaysian society is still male dominated, and men are threatened by the idea of women holding senior posts. In the political sphere this is compounded by the high premium placed on political power. This makes some men even less willing to share power with women. -

Attai Ph.D Department of Political Science and Public Administration University of Uyo, Nigeria ABSTRACT: Controversy shrouds the role of Nigerian Legislature in national development. Though some believe that the legislature has contributed significantly to the development of the nation, many others are of the view that since from its inception as a sovereign state legislature in Nigeria has not shown a significant and genuine commitment to the social, economic and political wellbeing of the country. This work assesses the role of Nigerian legislature in national development. The work is of the view that legislature is a veritable instrument and institution for national development whose effectiveness is determined by some local variables. The descriptive- diachronic methodology was used in comprehending and interpreting the role of the legislature in national development. For Nigerian legislature to be instrument of national development, the work suggests among others the need for moral politicians. Government Transformation Programme JABATAN PERDANA MENTERI Annual Report 2010 2010 marked the introduction and implementation of Malaysia’s Government Transformation Programme (GTP) and a new chapter in our young nation’s history. This bold and unprecedented programme aimed to radically transform the way the Government worked so we could better serve the rakyat, regardless of race, religion or social status. In embracing change, we learnt how to listen more effectively, speak more openly, see things for what they really are, develop a positive course of action and deliver tangible solutions. These efforts have laid strong foundations for the future progress of our nation and given the rakyat the assurance of a better future. This inaugural annual report of the GTP serves as a narrative of all that transpired in 2010. It records our many successes as well as shortcomings, outlines the key lessons learnt and the next steps we will take to achieve Vision 2020. As the GTP continues to impact upon and transform the lives of the rakyat for the better, the Government will continue to learn from its achievements and limitations, set higher goals and dream bigger dreams. Malaysia's General Elections Amidst the Shadow of Re-Mahathirisation

Re- Mahathirisation refers to the increase in attachment towards the legacy of Malaysia's fourth Prime Minister, Dr. Mahathir Mohamad (1981–2003). Transpiring not long after Mahathir's relinquishment of official power, the process was seen as approaching a peak with BN-UMNO's campaign for the 13th General Elections (GE13) of May 2013. It was orchestrated especially by conservative elements in UMNO disillusioned with the political liberalisation began by his successor Abdullah Ahmad Badawi (2003–2009) and continued by Najib Razak. In line with an understanding of conservatism as characterised by resistance against radical change and by admiration of past values, re- Mahathirisation was employed by the BN-UMNO regime during the GE13 hustings to court the large pool of conservative-minded Malay voters. The successful dislodging of Abdullah Badawi from the party-cum-national leadership in 2009 signified a powerful return of Mahathirism to the foreground of UMNO and national politics. Although Najib Razak has pursued Abdullah's political liberalisation initiatives, he felt compelled to tolerate a rising public presence of Mahathir.
