Introduction Israel has no foreign policy, only domestic policy - Henry Kessinger.1 According to its own declaration of independence, Israel is a Jewish and democratic state, and according to the Israeli Law, it is a parliamentary democracy where its decisions are theoretically made based on regulations that maintain the separation of powers of the various institutions involved in decision making. But in reality, however, the decision making mechanism in Israel is a complicated, highly personified, highly politicized, fluid, and informal process, with no clear overall authority. It is influenced by the motives of the different power centers within the political establishment and by factors and processes relating to the nature of the establishment itself. It is also influenced by the powerful institutions and individuals outside of the formal decision making political establishment, but who directly or indirectly influence it. Israeli decision making is also influenced by Israel’s complicated external environment. The balance between these different domestic and external actors is what eventually determines the policy chosen, and it varies depending on the nature, context, and scope of the issue at hand as well as on the timing of the decision. Following the 1967 and 1973 war a number of academic studies and books have been written on the decision making process in Israel at the times of crisis. These books examined the details of how decisions have been made in some or all of the crises that faced Israeli decision makers in 1948, 1967, and 1973. The prime concern in these studies was the examination of the rationality of the decision making process in making choices in each crisis that take gains and consequences into consideration seems.     ARTICLES Israel’s Migration Balance Demography, Politics, and Ideology Ian S. Lustick Abstract: As a state founded on Jewish immigration and the absorp- tion of immigration, what are the ideological and political implications for Israel of a zero or negative migration balance? By closely examining data on immigration and emigration, trends with regard to the migration balance are established. This article pays particular attention to the ways in which Israelis from different political perspectives have portrayed the question of the migration balance and to the relationship between a declining migration balance and the re-emergence of the “demographic problem” as a political, cultural, and psychological reality of enormous resonance for Jewish Israelis. Conclusions are drawn about the relation- ship between Israel’s anxious re-engagement with the demographic problem and its responses to Iran’s nuclear program, the unintended con- sequences of encouraging programs of “flexible aliyah,” and the intense debate over the conversion of non-Jewish non-Arab Israelis. Steinberg In 1996, Binyamin Netanyahu was elected Prime Minister of Israel by the narrowest of margins, following a series of deadly terrorist attacks that had a profound impact on Israeli public opinion. The election results reflected a rejection of the Labor government’s policies, and of Shimon Peres, in particular, rather than an endorsement of Netanyahu and his policies. Although the new government’s first priority focused on combating terrorism, this could never be the only measure of success or failure, and in order to be reelected, Netanyahu would have to deliver on his promise to balance security and “peace.” A pragmatic policy demonstrating some progress in the negotiations with the Palestinians and perhaps also Syria, along with a strong stance in the face of terrorism and violence, would provide Netanyahu with the continued support of the floating voters. In 1992, Yitzhak Rabin led the Labor party to a narrow victory over Yitzhak Shamir and the Likud on a platform of “peace with strength,” and in 1996, those voters who had swung to Rabin four year earlier were disenchanted and voted for Netanyahu.

The Internet provides Jews who do not fit within their brick and mortar communities an outlet that gives them voice, power, and sometimes anonymity. They use these websites to balance their Jewish identities and other personal identities that may or may not fit within their local Jewish community. This research was conducted through analyzing a broad range of websites. The first chapter, the introduction, describes the Jewish American population as a whole as well as the history of the Internet. The second chapter, entitled “The Black Hats of the Internet,” discusses how the Orthodox community has used the Internet to create a modern approach to outreach. It focuses in particular on the extensive web materials created by Chabad and Aish Hatorah, which offer surprisingly modern twists on traditional texts. The third chapter is about Jewish online dating. It uses JDate and other secular websites to analyze how Jewish singles are using the Internet. This chapter also suggests that the use of the Internet may have an impact on reducing interfaith marriage. The fourth chapter examines marginalized communities, focusing on the following: Jewrotica; the Jewish LGBT community including those who are “OLGBT” (Orthodox LGBT); Punk Jews; and feminist Jews.

In December 2017, the United States recognized Jerusalem as the capital of Israel. It is the position of the United States that the specific boundaries of Israeli sovereignty in Jerusalem are subject to final status negotiations between the parties. The Palestinian Authority (PA) exercises no authority over Jerusalem. In March 2019, the United States recognized Israeli sovereignty over the Golan Heights. A report on the West Bank and Gaza, including areas subject to the jurisdiction of the PA, is appended at the end of this report. The country’s laws and Supreme Court rulings protect the freedoms of conscience, faith, religion, and worship, regardless of an individual’s religious affiliation, and the 1992 “Basic Law: Human Dignity and Liberty” protects additional individual rights. In 2018, the Knesset passed the “Basic Law: Israel – The Nation State of the Jewish People.” According to the government, that “law determines, among other things, that the Land of Israel is the historical homeland of the Jewish people; the State of Israel is the nation state of the Jewish People, in which it realizes its natural, cultural, religious and historical right to self-determination; and exercising the right to national self-determination in the State of Israel is unique to the Jewish People.” The government continued to allow controlled access to religious sites, including the Temple Mount/Haram al-Sharif (the site containing the foundation of the first and second Jewish temple and the Dome of the Rock and al-Aqsa Mosque).

Solley Marine Corps Command and Staff College Marine Corps Development and Education Command Quantico, Virginia 10 May 1987 ABSTRACT Author: Solley, George C., Major, USMC Title: Israel's Lebanon War, 1982-1985 Date: 16 February 1987 On 6 June 1982, the armed forces of Israel invaded Lebanon in a campaign which, although initially perceived as limited in purpose, scope, and duration, would become the longest and most controversial military action in Israel's history. Operation Peace for Galilee was launched to meet five national strategy goals: (1) eliminate the PLO threat to Israel's northern border; (2) destroy the PLO infrastructure in Lebanon; (3) remove Syrian military presence in the Bekaa Valley and reduce its influence in Lebanon; (4) create a stable Lebanese government; and (5) therefore strengthen Israel's position in the West Bank. This study examines Israel's experience in Lebanon from the growth of a significant PLO threat during the 1970's to the present, concentrating on the events from the initial Israeli invasion in June 1982 to the completion of the withdrawal in June 1985. In doing so, the study pays particular attention to three aspects of the war: military operations, strategic goals, and overall results. The examination of the Lebanon War lends itself to division into three parts. Part One recounts the background necessary for an understanding of the war's context -- the growth of PLO power in Lebanon, the internal power struggle in Lebanon during the long and continuing civil war, and Israeli involvement in Lebanon prior to 1982.
