During the operation, the IOA killed Jehad Shahada Al-Ja’fai (19 years) while he was at the roof of his house. The proposed legislation calls for amending Basic Law: The Knesset (hereinafter: “the Basic Law”) on two levels: A. The proposal allows a majority of 90 members of Knesset to suspend an incumbent member of Knesset on one of the three grounds listed in Section 7A of Basic Law: The Knesset; B. the proposal expands the grounds for disqualifying a candidate or list under Section 7A of the Basic Law, stipulating that it is sufficient that they express support for an armed struggle that is not necessarily identified with a terrorist organization or enemy state. In addition, it asserts that when deliberating on disqualification, the candidates will also be judged by their statements and not only by their objectives or actions. 2. It is impossible to ignore the context that led to this proposed legislation.     Peace Now’s Annual Settlement Construction Report for 2017 Construction Starts in Settlements were 17% Above Average in 2017 78% of Construction was in “Isolated Settlements”* Settlement Watch, Peace Now Key findings – Construction in the West Bank, 2017 (East Jerusalem excluded) 1 According to Peace Now's count, 2,783 new housing units began construction in 2017, around 17% higher than the yearly average rate since 2009.2 78% (2,168 housing units) of the new construction was in settlements east of the proposed Geneva Initiative border, i.e. settlements that are likely to be evicted in a two-state agreement. 36% (997 housing units) of the new construction was in areas that are east of the route of the separation barrier. Another 46% (1,290 units) was between the built and the planned route of the fence. Only 18% was west of the built fence. At least 10% (282 housing units) of the construction was illegal according to the Israeli laws applied in the Occupied Territories (regardless of the illegality of all settlements according to the international law). Out of those, 234 units (8% of the total construction) were in illegal outposts. The vast majority of the new construction, 91% (2,544 housing units), was for permanent structures, while that the remainder 9% were new housing units in the shape of mobile homes both in outposts and in settlements. 68 new public buildings (such as schools, synagogues etc.) started to be built, alongside 69 structures for industry or agriculture. Advancement of Plans and Tenders (January-December 2017) 6,742 housing units were advanced through promotions of plans for settlements, in 59 different settlements (compared to 2,657 units in 2016).

Ik heb de afgelopen jaren enorm veel geleerd en ook genoten van de vele juridische vraagstukken die besproken werden. Na het afronden van de bachelor Rechtsgeleerdheid met een scriptie over de vrijheid van onderwijs was de master Staats- en Bestuursrecht een voor de hand liggende keuze. De master sloot goed aan op mijn (politieke) interesses. Hoewel ik zowel het staatsrecht als het bestuursrecht bestudeerde, ligt mijn hart toch echt bij het staatsrecht. Deze scriptie is daar een bewijs van. Het is mooi om juist in dit voorjaar mijn masterscriptie af te ronden. Het jaar 2017 is in het licht van het onderwerp van deze masterscriptie namelijk een bijzonder jaar. Het is dit jaar precies honderd jaar geleden dat in 1917 het stelsel van evenredige vertegenwoordiging werd ingevoerd. Het jaar 1917 is een keerpunt in de parlementaire geschiedenis van Nederland. Enerzijds is dit het begin van de hedendaagse parlementaire democratie. Anderzijds is de invoering van het stelsel van evenredige vertegenwoordiging ook een bedreiging voor het vrije en persoonlijke mandaat van Tweede Kamerleden. De partijmacht wordt groter terwijl individuele Tweede Kamerleden ook in 2017 worden geacht zonder last te stemmen.

    Israel and Overseas: Israeli Election Primer 2015 (As of, January 27, 2015) Elections In Israel, elections for the Knesset are held at least every four years. As is frequently the case, the outgoing government coalition collapsed due to disagreements between the parties. As a result, the Knesset fell significantly short of seeing out its full four year term. Knesset elections in Israel will now be held on March 17, 2015, slightly over two years since the last time that this occurred. The Basics of the Israeli Electoral System All Israeli citizens above the age of 18 and currently in the country are eligible to vote. Voters simply select one political party. Votes are tallied and each party is then basically awarded the same percentage of Knesset seats as the percentage of votes that it received. So a party that wins 10% of total votes, receives 10% of the seats in the Knesset (In other words, they would win 12, out of a total of 120 seats). To discourage small parties, the law was recently amended and now the votes of any party that does not win at least 3.25% of the total (probably around 130,000 votes) are completely discarded and that party will not receive any seats. (Until recently, the “electoral threshold,” as it is known, was only 2%). For the upcoming elections, by January 29, each party must submit a numbered list of its candidates, which cannot later be altered. So a party that receives 10 seats will send to the Knesset the top 10 people listed on its pre-submitted list.

In Article 11 of the Entry into Israel Law of 19521 [5712], the following should be stipulated after sub-section (b): 1 Statutes Book of the [Hebrew] year 5712 [extends from 1 October 1951 until 19 September 1952], Page 146.
