    INTERNATIONAL JOURNAL OF SCIENTIFIC & TECHNOLOGY RESEARCH VOLUME 8, ISSUE 03, MARCH 2019 ISSN 2277-8616 Mapping Of Regional Inequality In East Java Province Duwi Yunitasari, Jejeet Zakaria Firmansayah Abstract: The research objective was to map the inequality between regions in 5 (five) Regional Coordination Areas (Bakorwil) of East Java Province. The research data uses secondary data obtained from the Central Bureau of Statistics and related institutions in each region of the Regional Office in East Java Province. The analysis used in this study is the Klassen Typology using time series data for 2010-2016. The results of the analysis show that: a. based on Typology Klassen Bakorwil I from ten districts / cities there are eight districts / cities that are in relatively disadvantaged areas; b. based on the typology of Klassen Bakorwil II from eight districts / cities there are four districts / cities that are in relatively disadvantaged areas; c. based on the typology of Klassen Bakorwil III from nine districts / cities there are three districts / cities that are in relatively lagging regions; d. based on the Typology of Klassen Bakorwil IV from 4 districts / cities there are three districts / cities that are in relatively lagging regions; and e. based on the Typology of Klassen Bakorwil V from seven districts / cities there are five districts / cities that are in relatively disadvantaged areas.     ANALISIS INTERAKSI EKONOMI DAN PERDAGANGAN KOMODITI HASIL PERTANIAN KABUPATEN/KOTA DI WILAYAH PROVINSI JAWA TIMUR Oleh: Sasongko Fakultas Ekonomi Universitas Brawijaya, Malang. Abstrak Penelitian ini mempunyai beberapa tujuan mengetahui potensi masing-masing kabupaten yang mendukung aktivitas perdagangan diwilayah Jawa Timur. Ingin mengetahui tingkat interaksi antarwilayah di Jawa Timur dengan Surabaya, serta pola interaksi perdagangan terkait dengan potensi produksi komoditi sector pertanian pada wilayah Kabupaten di Jawa Timur. Hasil penelitian menunjukkan potensi produksi untuk komoditi padi/beras Potensi masing-masing komoditi pertanian terutama tanaman pangan di Jawa Timur seperti padi terspesialisasi pada wilayah Jawa Timur bagian timur dan utara. Sedangkan untuk tanaman pangan jagung tersebar merata pada beberapa Kabupaten dengan sentra produksi di Sumenep, Kediri, Tuban, Jember dan Malang. Untuk potensi produksi daging berlokasi disekitar Surabaya, seperti Mojokerto, Sidoarjo dan Nganjuk. Potensi produksi susu terkonsentrasi pada lokasi wilayah dataran tinggi wilayah Kabupaten Malang, Pasuruan dan kota Batu. Sedangkan potensi produksi telur terkonsentrasi di wilayah Blitar, Kota Blitar dan Magetan. Tingkat interaksi perdagangan komoditi pada wilayah Kabupaten/Kota di Jawa Timur dan Surabaya dengan menggunakan indeks gravitasional meunjukkan semakin besar indeks gravitasional semakin besar pula arus komoditi yang masuk dari wilayah sentra produksi ke Surabaya. Email: [email protected] ABSTRACT Regional cooperation among local government is a must for the efficient management of public administration. The state has been implementing regulations on such cooperation. However, there are regions which reluctant to cooperate, especially with the adjacent areas. This method used is the study of literature, this paper will conduct an in-depth exploration of collaborative activities in Selingkar Wilis in East Java Province. Selingkar Wilis consists of six regencies (Tulungagung, Trenggalek, Ponorogo, Madiun, Nganjuk, and Kediri). These areas are provincial strategic areas which will be developed into a new tourism destination. Moreover, according to the preliminary study there are some problems hampering such cooperation, due mainly to regional selfishness. Therefore, this paper shows various regional cooperation models that aims to illustrate the cooperation among regions. These efforts are a must for the better development management among Selingkar Wilis areas. From the results of the study in the model offered for inter-regional cooperation activities, what is appropriate is the joint secretariat, which consists of three components, namely the local government, the private sector, and the daily executive board.

    Situation Update Response to COVID-19 in Indonesia As of 18 January 2021 As of 18 January, the Indonesian Government has announced 917,015 confirmed cases of COVID-19 in all 34 provinces in Indonesia, with 144,798 active cases, 26,282 deaths, and 745,935 people that have recovered from the illness. The government has also reported 77,579 suspected cases. The number of confirmed daily positive cases of COVID-19 in Indonesia reached a new high during four consecutive days on 13-16 January since the first positive coronavirus case was announced by the Government in early March 2020. Total daily numbers were 11,278 confirmed cases on 13 January, 11,557 cases on 14 January, 12,818 cases on 15 January, and 14,224 cases on 16 January. The Indonesian Ulema Council (MUI) has declared the COVID-19 Vaccine by Sinovac as halal. The declaration was stipulated in a fatwa that was issued on 8 January. On 11 January, the Food and Drug Administration (BPOM) issued the emergency use authorization for the vaccine. Following these two decisions, the COVID-19 vaccination program in Indonesia began on 13 January, with the President of the Republic of Indonesia being first to be vaccinated. To control the increase in the number of cases of COVID-19, the Government has imposed restrictions on community activities from January 11 to 25. The restrictions are carried out for areas in Java and Bali that meet predetermined parameters, namely rates of deaths, recovered cases, active cases and hospitals occupancy. Cooperation is the government’s effort to overcome the limitedness and to optimize its potentials in order to implement regional development efficiently and effectively to realize society's welfare. The cooperation effort is done by six regencies (Tulungagung, Trenggalek, Ponorogo, Madiun, Nganjuk, and Kediri) around Mount Wilis - East Java to be able to mutually strengthen the process of development. The study aimed to review the implementation of regional development cooperation of the regions around Mount Wilis from the perspective of applicable statutory regulations. The result of the review was used to find the opportunities and challenges in the implementation of the interregional cooperation of the regions around Mount Wilis. The study used content analysis with a descriptive qualitative approach to elaborate on how the context of interregional cooperation according to statutory regulations was articulated in the cooperation performed. From the result of the review, were found some opportunities and challenges in the implementation of the interregional cooperation of the regions around Mount Wilis. The commitment of the regional governments of the six regencies, the Government of East Java, and the Central Government was an opportunity for cooperation. While the challenges faced were the implementation of institutional context and cooperation funding. The opportunity and challenge findings are expected to be material for evaluation of the implementation of the interregional cooperation of the regions around Mount Wilis for future improvement of cooperation.

Country and Project Name: Indonesia – East Java & Bali Power Distribution Strengthening Project 2. Project Development Objective: The expansion of the distribution network comprises erection of new poles, cable stringing, and installation of distribution transformers. 3. Expected Project Benefits: Construction of about 17,000 km distribution lines and installation of distribution transformers in East Java and Bali 4. Identified Project Environmental and Social Risks: Social Risks. It is envisaged that this project will require (i) use of no more than 0.2 m2 of land for installation of concrete poles and approximately 4m2 for installation of transformers (either in cabinet of between two concrete poles or on one pole); limited directional drilling (approx. 200-300m) to run cables under major roads and limited trenching (usually less than 500m) in urban environments, and (iii) possible removal of non-land assets (primarily trimming or felling of trees) for stringing of conductors. While restrictions on land use within the existing right of way apply, the land requirements for the distribution network (lines and transformers) are considered manageable with normal mitigation measures. Project activities will not (i) require land acquisition, (ii) cause physical or economic displacement; and/or (ii) result in adverse impacts to Indigenous Peoples groups and/or members of ethnic minorities.     GUBERNUR JAWA TIMUR PERATURAN GUBERNUR JAWA TIMUR NOMOR 5 TAHUN 2009 TENTANG TARIF DASAR DAN TARIF JARAK BATAS ATAS DAN BATAS BAWAH ANGKUTAN PENUMPANG ANTAR KOTA DALAM PROVINSI KELAS EKONOMI MENGGUNAKAN MOBIL BUS UMUM DI PROVINSI JAWA TIMUR GUBERNUR JAWA TIMUR, Menimbang : a. bahwa sehubungan dengan telah ditetapkannya kebijakan baru mengenai penurunan harga Bahan Bakar Minyak dan sebagai upaya menjaga kesesuaian tarif dengan biaya operasional angkutan penumpang antar kota dalam Provinsi di Jawa Timur ; b. bahwa sehubungan dengan huruf a tersebut diatas, perlu menetapkan Tarif Dasar dan Tarif Jarak Batas Atas dan Batas Bawah Angkutan Penumpang Antar Kota Dalam Provinsi Kelas Ekonomi menggunakan Mobil Bus Umum di Jawa Timur dengan Peraturan Gubernur Jawa Timur. Mengingat : 1. Undang-Undang Nomor 14 Tahun 1992 tentang Lalu Lintas dan Angkutan Jalan (Lembaran Negara Tahun 1992 Nomor 49, Tambahan Lembaran Negara Nomor 3480). 2. Undang-Undang Nomor 32 Tahun 2004 tentang Pemerintahan Daerah (Lembaran Negara Tahun 2004 Nomor 125, Tambahan Lembaran Negara Nomor 4437) sebagaimana telah diubah, terakhir dengan Undang-Undang Nomor 12 Tahun 2008 (Lembaran Negara Tahun 2008 Nomor 59, Tambahan Lembaran Negara Nomor 4844). 3. Peraturan Pemerintah Nomor 41 Tahun 1993 tentang Angkutan Jalan (Lembaran Negara Tahun 1993 Nomor 59, Tambahan Lembaran Negara Nomor 3527). 4. Peraturan Pemerintah Nomor 38 Tahun 2007 tentang Pembagian Urusan Pemerintahan Antara Pemerintah, Pemerintahan Daerah Provinsi dan Pemerintahan Daerah Kabupaten/Kota (Lembaran Negara Tahun 2007 Nomor 82, Tambahan Lembaran Negara Tahun 2007 Nomor 4737). 5. Keputusan Menteri Perhubungan Nomor KM 89 Tahun 2002 tentang Mekanisme Penetapan Tarif dan Formula Perhitungan Biaya Pokok Angkutan Penumpang dengan Mobil Bus Umum antar Kota Kelas Ekonomi sebagaimana telah diubah dengan Peraturan Menteri Perhubungan Nomor KM.52 Tahun 2006.
