Gubernur Jawa Timur GUBERNUR JAWA TIMUR PERATURAN GUBERNUR JAWA TIMUR NOMOR 5 TAHUN 2009 TENTANG TARIF DASAR DAN TARIF JARAK BATAS ATAS DAN BATAS BAWAH ANGKUTAN PENUMPANG ANTAR KOTA DALAM PROVINSI KELAS EKONOMI MENGGUNAKAN MOBIL BUS UMUM DI PROVINSI JAWA TIMUR GUBERNUR JAWA TIMUR, Menimbang : a. bahwa sehubungan dengan telah ditetapkannya kebijakan baru mengenai penurunan harga Bahan Bakar Minyak dan sebagai upaya menjaga kesesuaian tarif dengan biaya operasional angkutan penumpang antar kota dalam Provinsi di Jawa Timur ; b. bahwa sehubungan dengan huruf a tersebut diatas, perlu menetapkan Tarif Dasar dan Tarif Jarak Batas Atas dan Batas Bawah Angkutan Penumpang Antar Kota Dalam Provinsi Kelas Ekonomi menggunakan Mobil Bus Umum di Jawa Timur dengan Peraturan Gubernur Jawa Timur. Mengingat : 1. Undang-Undang Nomor 14 Tahun 1992 tentang Lalu Lintas dan Angkutan Jalan (Lembaran Negara Tahun 1992 Nomor 49, Tambahan Lembaran Negara Nomor 3480). 2. Undang-Undang Nomor 32 Tahun 2004 tentang Pemerintahan Daerah (Lembaran Negara Tahun 2004 Nomor 125, Tambahan Lembaran Negara Nomor 4437) sebagaimana telah diubah, terakhir dengan Undang-Undang Nomor 12 Tahun 2008 (Lembaran Negara Tahun 2008 Nomor 59, Tambahan Lembaran Negara Nomor 4844). 3. Peraturan Pemerintah Nomor 41 Tahun 1993 tentang Angkutan Jalan (Lembaran Negara Tahun 1993 Nomor 59, Tambahan Lembaran Negara Nomor 3527). 4. Peraturan Pemerintah Nomor 38 Tahun 2007 tentang Pembagian Urusan Pemerintahan Antara Pemerintah, Pemerintahan Daerah Provinsi dan Pemerintahan Daerah Kabupaten/Kota (Lembaran Negara Tahun 2007 Nomor 82, Tambahan Lembaran Negara Tahun 2007 Nomor 4737). 5. Keputusan Menteri Perhubungan Nomor KM 89 Tahun 2002 tentang Mekanisme Penetapan Tarif dan Formula Perhitungan Biaya Pokok Angkutan Penumpang dengan Mobil Bus Umum antar Kota Kelas Ekonomi sebagaimana telah diubah dengan Peraturan Menteri Perhubungan Nomor KM.52 Tahun 2006. Dok. Informasi Hukum - JDIH Biro Hukum Setda Prov Jatim 1 Menetapkan : PERATURAN GUBERNUR TENTANG TARIF DASAR DAN TARIF JARAK BATAS ATAS DAN BATAS BAWAH ANGKUTAN PENUMPANG ANTAR KOTA DALAM PROVINSI KELAS EKONOMI MENGGUNAKAN MOBIL BUS UMUM DI PROVINSI JAWA TIMUR. Pasal 1 (1) Dengan Peraturan ini, ditetapkan Tarif Dasar dan Tarif Jarak Batas Atas dan Batas Bawah Angkutan Penumpang Antar Kota Dalam Provinsi Kelas Ekonomi Menggunakan Mobil Bus Umum di Provinsi Jawa Timur. (2) Tarif Dasar Batas Atas sebagaimana dimaksud pada ayat (1) ditetapkan sebesar Rp. 135,00 (seratus tiga puluh lima rupiah) setiap penumpang perkilometer dan Tarif Dasar Batas Bawah sebesar Rp. 83,00 (delapan puluh tiga rupiah) setiap penumpang per kilometer. (3) Besarnya Tarif Jarak Batas Atas dan Batas Bawah sebagaimana dimaksud pada ayat (1) tersebut dalam Lampiran. Pasal 2 (1) Perhitungan Tarif Jarak sebagaimana dimaksud dalam Pasal 1, sudah termasuk premi asuransi jasa raharja sebesar Rp. 60,00 (enam puluh rupiah). (2) Perincian Tarif Jarak sebagaimana dimaksud dalam Pasal 1 ayat (3), tidak termasuk biaya penyeberangan (ferry). Pasal 3 Dengan berlakunya Peraturan ini, Peraturan Gubernur Jawa Timur Nomor 168 Tahun 2008 tentang Tarif Dasar dan Tarif Jarak Batas Atas dan Batas Bawah Angkutan Penumpang Antar Kota Dalam Provinsi Kelas Ekonomi menggunakan Mobil Bus Umum di Provinsi Jawa Timur dicabut dan dinyatakan tidak berlaku. Pasal 4 Peraturan Gubernur ini mulai berlaku pada tanggal diundangkan. Agar setiap orang mengetahuinya, memerintahkan pengundangan Peraturan Gubernur ini dengan penempatannya dalam Berita Daerah Provinsi Jawa Timur. Shortly after arriving, they discovered that a brand new camera had been stolen from their luggage at the airport. In a meeting with the city police chief (kapolres), the Dutch officer complained about the incident. He said he had just bought the camera in Singapore for about €1,000. ‘Hold on’, said the police chief. ‘Let’s see what we can do.’ The next morning, when the team met again, the camera lay undamaged on the chief’s desk. ‘It has been returned’, the kapolres announced triumphantly. ‘We know how to access their networks.’1 This incident illustrates how close the ties can be between police and criminal organizations in Indonesia. The police often know the thieves and pickpockets who are active in their district and can pinpoint the areas in which they operate. Sometimes they even know the pickpockets personally. To some extent, the police treat criminal practices as acceptable or legitimate. As one po- lice officer put it, criminals are allowed to operate ‘as long as they do not bother the people too much and do not target government officials, military officials and officers and their families’.2 According to researchers at two Yogyakarta universities, pickpocketing gangs in most Javanese towns use the ‘cupboard’ method.3 They store the wallets or mobile phones they steal in a special cup- board.

    INTERNATIONAL JOURNAL OF SCIENTIFIC & TECHNOLOGY RESEARCH VOLUME 8, ISSUE 03, MARCH 2019 ISSN 2277-8616 Mapping Of Regional Inequality In East Java Province Duwi Yunitasari, Jejeet Zakaria Firmansayah Abstract: The research objective was to map the inequality between regions in 5 (five) Regional Coordination Areas (Bakorwil) of East Java Province. The research data uses secondary data obtained from the Central Bureau of Statistics and related institutions in each region of the Regional Office in East Java Province. The analysis used in this study is the Klassen Typology using time series data for 2010-2016. The results of the analysis show that: a. based on Typology Klassen Bakorwil I from ten districts / cities there are eight districts / cities that are in relatively disadvantaged areas; b. based on the typology of Klassen Bakorwil II from eight districts / cities there are four districts / cities that are in relatively disadvantaged areas; c. based on the typology of Klassen Bakorwil III from nine districts / cities there are three districts / cities that are in relatively lagging regions; d. based on the Typology of Klassen Bakorwil IV from 4 districts / cities there are three districts / cities that are in relatively lagging regions; and e. based on the Typology of Klassen Bakorwil V from seven districts / cities there are five districts / cities that are in relatively disadvantaged areas.     BAB II RIWAYAT HIDUP SYADID ABDULLAH MUSA A. Sekilas tentang Surabaya Syadid Abdullah Musa lahir di Surabaya Kota metropolitan ke dua setelah Ibu Kota. Surabaya berasal dari cerita mitos masyarakat yaitu pertempuran antara sura (ikan hiu) dan baya (buaya). Kota Surabaya merupakan kota terbesar kedua setelah Jakarta. Surabaya sebagai ibukota provinsi Jawa Timur, Indonesia dengan penduduk metropolisnya yang 10 mencapai 3 juta jiwa. Surabaya merupakan pusat bisnis, perdagangan, industri dan pendidikan di kawasan timur. Surabaya juga terkenal dengan sebutan Kota Pahlawan karena sejarahnya yang sangat diperhitungkan dalam perjuangan merebut kemerdekaaan bangsa Indonesia dari penjajah. Secara geografis, Surabaya terletak di tepi pantai utara provinsi Jawa Timur. Wilayahnya berbatasan dengan Selat Madura di utara dan timur, Kabupaten Sidoarjo di Selatan, serta kabupaten Gresik di Barat.11 Pada abad ke-15 Islam mulai menyebar dengan pesat di Surabaya. Salah satu anggota wali sanga yaitu Sunan Ampel yang membangun masjid disana dan mendirikan perkampungan sehingga mayoritas penduduk di sekitar Ampel adalah Islam. These areas are provincial strategic areas which will be developed into a new tourism destination. Moreover, according to the preliminary study there are some problems hampering such cooperation, due mainly to regional selfishness. Therefore, this paper shows various regional cooperation models that aims to illustrate the cooperation among regions. These efforts are a must for the better development management among Selingkar Wilis areas.     Situation Update Response to COVID-19 in Indonesia As of 18 January 2021 As of 18 January, the Indonesian Government has announced 917,015 confirmed cases of COVID-19 in all 34 provinces in Indonesia, with 144,798 active cases, 26,282 deaths, and 745,935 people that have recovered from the illness. The government has also reported 77,579 suspected cases. The number of confirmed daily positive cases of COVID-19 in Indonesia reached a new high during four consecutive days on 13-16 January since the first positive coronavirus case was announced by the Government in early March 2020. Total daily numbers were 11,278 confirmed cases on 13 January, 11,557 cases on 14 January, 12,818 cases on 15 January, and 14,224 cases on 16 January. The Indonesian Ulema Council (MUI) has declared the COVID-19 Vaccine by Sinovac as halal. The declaration was stipulated in a fatwa that was issued on 8 January. On 11 January, the Food and Drug Administration (BPOM) issued the emergency use authorization for the vaccine. Following these two decisions, the COVID-19 vaccination program in Indonesia began on 13 January, with the President of the Republic of Indonesia being first to be vaccinated. To control the increase in the number of cases of COVID-19, the Government has imposed restrictions on community activities from January 11 to 25. The restrictions are carried out for areas in Java and Bali that meet predetermined parameters, namely rates of deaths, recovered cases, active cases and hospitals occupancy. Economic evaluation examines the economic feasibility of a project through a cost-benefit analysis from a national economic perspective where quantified benefits of the project are compared with its economic costs. The results of the evaluation showed that the Benefit-Cost ratio (B/C) and the Economic Internal Rate of Return (EIRR) of the project is economically justified from a national economic viewpoint. 2) Comparison of Benefits and Costs (1) “With Project” and “Without Project” Assumptions In the cost-benefit analysis, two scenarios were assumed in order to distinguish and compare the benefits and costs arising from project implementation. Two scenarios, i.e. “with project” and “without project,” had the following assumptions. The integrated transportation system in the GKS Zone will be established by the target year of the Study. In this economic evaluation, the transportation action plan is regarded as a “with project” scenario. The cooperation effort is done by six regencies (Tulungagung, Trenggalek, Ponorogo, Madiun, Nganjuk, and Kediri) around Mount Wilis - East Java to be able to mutually strengthen the process of development. The study aimed to review the implementation of regional development cooperation of the regions around Mount Wilis from the perspective of applicable statutory regulations. The result of the review was used to find the opportunities and challenges in the implementation of the interregional cooperation of the regions around Mount Wilis. The study used content analysis with a descriptive qualitative approach to elaborate on how the context of interregional cooperation according to statutory regulations was articulated in the cooperation performed. From the result of the review, were found some opportunities and challenges in the implementation of the interregional cooperation of the regions around Mount Wilis. The commitment of the regional governments of the six regencies, the Government of East Java, and the Central Government was an opportunity for cooperation. While the challenges faced were the implementation of institutional context and cooperation funding. The opportunity and challenge findings are expected to be material for evaluation of the implementation of the interregional cooperation of the regions around Mount Wilis for future improvement of cooperation.
