Ojukwu’s government looked certain to topple at the beginning of the summer of 1968, yet Biafra held on and did not capitulate until nearly two years later, on 15 January 1970. The Ojukwu regime found itself in a serious predicament; how to maintain support for a war that was increasingly costly to the Igbo people, both in military terms and in the menacing face of the starvation of the civilian population. Further, the Biafran government had to not only mobilize a global public opinion campaign against the “genocidal” campaign waged against them, but also convince the world that the only option for Igbo survival was an independent Biafra. -

It is argued that ethnicity is not necessarily incompatible with nationalism and nation-building. Ethnicity and nationalism both play a role in nation-state formation. They are each functional to political stability and, therefore, to civil peace and to the ability of individual Nigerians to pursue their non-political goals. Ethnicity is functional to political stability because it provides the basis for political socialization and for popular allegiance to political actors. It provides the framework within which patronage is institutionalized and related to traditional forms of welfare within a state which is itself unable to provide such benefits to its subjects. -

The Jonathan Presidency By Reuben Abati Published by The Jonathan Presidency The Jonathan Presidency By Reuben Abati A review of the Goodluck Jonathan Presidency in Nigeria should provide significant insight into both his story and the larger Nigerian narrative. We consider this to be a necessary exercise as the country prepares for the next general elections and the Jonathan Presidency faces the certain fate of becoming lame-duck earlier than anticipated. The general impression about President Jonathan among Nigerians is that he is as his name suggests, a product of sheer luck. They say this because here is a President whose story as a politician began in 1998, and who within the space of ten years appears to have made the fastest stride from zero to “stardom” in Nigerian political history. Jonathan himself has had cause to declare that he is from a relatively unknown village called Otuoke in Bayelsa state; he claims he did not have shoes to wear to school, one of those children who ate rice only at Xmas. When his father died in February 2008, it was probably the first time that Otuoke would play host to the kind of quality crowd that showed up in the community. The beauty of the Jonathan story is to be found in its inspirational value, namely that the Nigerian dream could still take on the shape of phenomenal and transformational social mobility in spite of all the inequities in the land. With Jonathan’s emergence as the occupier of the highest office in the land, many Nigerians who had ordinarily given up on the country and the future felt imbued with renewed energy and hope. -

This politics of recognition, which takes the form of ‘nationalism’ or ‘ethno- nationalism’,* has gained momentum with the resurgence of nationalist claims on a global scale. As an outcome of shifting political, social and economic contexts globally, nationalist identities are constantly emerging, re-created and re-defined as groups negotiate their identities and interests in the quest for self-determination. While these tendencies pose grave challenges to the security and sovereignty of the nation-states in which they occur, in some quarters they are positively viewed as legitimate movements for minority rights and self-determination. This is reflected in the manner in which global developments and the crisis of the post-colonial African state opens up the state for interrogation and continues to shape nationalist resurgence and the quest for self- determination. The dominant phenomenon in post-colonial Africa states involves the clash between a homogenizing (Western style) nation-state project characterized by the unresolved crisis of state ownership and contested citizenship on the one hand; and one that advocates a national unity project that upholds the rich multiplicity of plural identities based on negotiation, equity, popular sovereignty, local autonomy, and equal access to power and resources on the other hand. -

Afrika Zamani, No. 24, 2016, pp. 11-30 © Council for the Development of Social Science Research in Africa & Association of African Historians 2017 (ISSN 0850-3079) Patterns of Migration and Population Mobility in Sudanic West Africa: Evidence from Ancient Kano, c. 800–1800 AD Akachi Odoemene* Abstract In the last three decades historians of migration in Europe and the Americas have increasingly criticised the idea of a ‘mobility transition’, which assumed that pre- modern societies were geographically fairly immobile, and that people only started to move in unprecedented ways from the nineteenth century onwards. This paper takes this perspective as a point of departure, and further presents evidence of remarkable population mobility from ancient Kano, taking a longue durée viewpoint. It reconstructs the nature and transformative roles of constant and consistent migration and population mobility in Kano, which ensured enormous social interactions within and between culturally distinct communities and led to socio-cultural changes. This earned Kano a reputation as an important, formidable and large medieval urban metropolis in Western Sudan. Thus, ancient Kano, like elsewhere in Sudanic Africa, had a rich history of massive and systematic migration and population mobility since the ninth century AD. Résumé Au cours des trois dernières décennies, les historiens de la migration en Europe et dans les Amériques ont de plus en plus critiqué l’idée d’une « transition de la mobilité », qui supposait que les sociétés prémodernes étaient géographiquement assez immobiles et que les populations n’ont commencé à se déplacer de manière inédite qu’à partir du dix-neuvième siècle. Partant de ce point de vue, le présent article présente des éléments attestant de la remarquable mobilité démographique dans l’ancienne Kano, sous une perspective de longue durée. -

Ojo Introduction This paper is an attempt to consider the role of the military in Nigeria’s democratic transitions. The paper has one major thrust – an in-depth analysis of military role in democratic transitions in Nigeria - the fundamental question, however, is: can the military ever be expected or assumed to play any major role in building democracy? The reality on the ground in Africa is that the military as an institution has never been completely immune from politics and the role of nation-building. However, whether they have been doing that perfectly or not is another question entirely which this paper shall address. The extant literature on civil-military relations generally is far from being optimistic that the military can discharge that kind of function creditably. Nonetheless, perhaps by sheer providence, they have been prominent both in political transitions and nation-building in Africa. It is against this backdrop of both pessimism and optimism that necessitated this caption an ‘oxymoron’- a figure of speech which depicts the contradictory compatibility in terms of civil-military relations in Nigeria. It is important to note that Nigeria’s democratization march has been a chequered one.
