    Latest Development of the Hong Kong Science Park and Industrial Estates

    LC Paper No. CB(1)449/19-20(03) For discussion on 17 March 2020 Legislative Council Panel on Commerce and Industry Latest Development of the Hong Kong Science Park and Industrial Estates Purpose This paper briefs Members on the latest development of the Hong Kong Science Park (“Science Park”) and the Industrial Estates (“IEs”). Background 2. Established in 2001, the Hong Kong Science and Technology Parks Corporation (“HKSTPC”) is a statutory body wholly-owned by the Government. It provides one-stop infrastructural facilities and support services to the innovation and technology (“I&T”) sector. HKSTPC manages and operates the Science Park, three IEs, and the InnoCentre at Kowloon Tong. 3. The Science Park is Hong Kong’s flagship technology infrastructure. It plays an important role in encouraging R&D, supporting the development of local technology enterprises and fostering a vibrant I&T ecosystem. Together with the two new buildings completed in April 2019 under Stage 1 of the Science Park Expansion Programme (“SPX1”), the Science Park currently has 23 buildings with a gross floor area (“GFA”) of 400 000 square metres (“sq. m.”). The Science Park focuses on the development of five technology clusters, namely biomedical technology, electronics, green technology, information and communications technology, and material and precision engineering. As at end- January 2020, the occupancy rate of Phases 1 to 3 of the Science Park was about 84%1. Currently, there are around 800 local, Mainland and overseas research and development (“R&D”) companies operating in the Science Park with a working population of around 12 200. 1 Since some buildings/storeys of the Science Park will undergo renovation/alteration works or are reserved for the InnoHK Research Clusters, around 41 000 sq.

    LC Paper No. CB(4)610/15-16(05) Legislative Council Panel on Transport Subcommittee on Matters Relating to Railways Progress Update of the Construction of the Shatin to Central Link (As at 31 December 2015) Introduction This paper reports to Members on the progress of the main construction works of the Shatin to Central Link (“SCL”) as at 31 December 2015. Background 2. SCL, with a total length of 17 kilometres, consists of the following two sections – (a) Tai Wai to Hung Hom section: this is an extension of the Ma On Shan Line from Tai Wai via Southeast Kowloon to Hung Hom where it will join the West Rail Line; and (b) Hung Hom to Admiralty section: this is an extension of the East Rail Line from Hung Hom across the Victoria Harbour to Wan Chai North and Admiralty. 3. SCL will have ten stations. Apart from bringing improvements to the existing Tai Wai Station, the SCL project will involve construction of new stations or extension of existing stations at Hin Keng, Diamond Hill, Kai Tak, To Kwa Wan, Ma Tau Wai, Ho Man Tin, Hung Hom, the Hong Kong Convention and Exhibition Centre, and Admiralty. It is a territory-wide strategic railway project (alignment layout at Annex 1). Admiralty Station and Ho Man Tin Station will become integrated stations providing interchange service to passengers of SCL and South Island Line (East)(“SIL(E)”), as well as passengers of SCL and Kwun Tong Line Extension (“KTE”) respectively. 4. The Approved Project Estimate for the entire SCL project is $79,800 million (in money-of-the-day prices) and the project is funded by the Government under the “concession approach”.

Role and Positioning of the Housing Society 1.1 The Hong Kong Housing Society (HKHS) was established in 1948 and incorporated as a body corporate in 1951 under the Hong Kong Housing Society Incorporation Ordinance. It is an independent and not-for-profit organisation governed by Members, aiming to serve the needs of the Hong Kong community in housing and related services. 1.2 In providing complementary housing services through strategic partnership with Government and the Urban Renewal Authority, HKHS aims to meet the needs of niche markets and support Government in fulfilling its housing objectives. 1.3 HKHS finances its housing projects and services with its own resources independently. We adopt prudent financial principles in operating our business so as to ensure long-term sustainability. 2. Corporate Governance 2.1 HKHS operates under a two-tier board governance structure comprising a Supervisory Board and an Executive Committee. The Supervisory Board determines the long-term mission and guiding principles of HKHS. The Executive Committee sets the strategies and policies to achieve the mission and objectives; and the Management accounts for the implementation of the strategies in the business operations. 2.2 The Supervisory Board includes four ex-officio members from Government, namely, the Permanent Secretary for Transport and Housing (Housing), Director of Planning, Director of Lands and Director of Buildings. The Permanent Secretary for Transport and Housing (Housing) also serves as an ex-officio member in the Executive Committee.
