How much text would we need to sample the full phoneme inventory of a language? In the phonetic/phonemic domain, what proportion of the phoneme inventory can we expect to sample in a text of a given length? Answering these questions in a quantifiable way is tricky, but asking them is necessary. The cumulative col- lection of Illustrative Texts published in the Illustration series in this journal over more than four decades (mostly renditions of the ‘North Wind and the Sun’) gives us an ideal dataset for pursuing these questions. Here we investigate a tractable subset of the above questions, namely: What proportion of a language’s phoneme inventory do these texts enable us to recover, in the minimal sense of having at least one allophone of each phoneme? We find that, even with this low bar, only three languages (Modern Greek, Shipibo and the Treger dialect of Breton) attest all phonemes in these texts.

Principles of syllabification, for example, are the major catalyst for the string modifications in (1): In (1a), a consonant deletes due to a prohibition on syllable Codas (see Steriade, 1982; Prince, 1984; Levin, 1985; Itô, 1986, ‘89; etc.); in (1b) a vowel deletes due to a prohibition on Onsetless syllables (see Prince & Smolensky, 1993; McCarthy & Prince, 1993; Rosenthall, 1994; Lamontagne and Rosenthall, 1996; etc.); in (1c), a vowel shortens due to a restriction on syllable size- - i.e., the two mora max. limit (see McCarthy & Prince ,1986; Myers ,1987; Broselow,1992; Tranel, 1992; Sherer, 199; etc.); and finally, in (1d), a vowel is inserted to provide a syllable for the stray consonant C’ (see Broselow, 1980, ‘82, ‘92; Selkirk, 1981; Steriade, 1982; Itô, 1986, ‘89; Mester & Padgett, 1994; etc.)1 . *This is a first installment in a series of articles investigating the effects of contiguity restrictions in Optimality Theoretic grammars. The cooccurrence of retraction with retroflexion is shown to make two further implications; first, that non-velarized retroflexes do not exist, and second, that secondary palatalization of retroflexes is phonetically impossible. The process of palatalization is shown to trigger a change in the primary place of articulation to non-retroflex. Phonologically, retraction has to be represented by the feature specification [+back] for all retroflex segments. 1 Introduction Retroflex consonants are usually described as sounds articulated with a bent-backwards tongue tip and a postalveolar place of articulation, e.g. by Catford (1977: 150) or Trask (1996: 308). As illustrated in Hamann (in prep.), a number of retroflex segments deviate from this definition. The retroflex stops and nasals in Hindi, for example, do not show a bending backwards of the tongue tip but these sounds are still considered to be phonetically and phonologically retroflex. The same holds for the voiced and voiceless postalveolar fricatives in Polish and Russian (ibid.), which are articulated without active involvement of the tongue tip in the constriction (though the tip is raised from its resting position) and with a flat tongue body. In this survey, phonetic aspects (here called ‘categories’) that are typically reported were assessed in three English-language collections – the Illustrations of the IPA from the Journal of the International Phonetic Association, articles from the Journal of Phonetics, and papers from the Ladefoged/Maddieson Sounds of the World’s Languages (SOWL) documentation project. Categories were defined for consonants (e.g. Voice Onset Time (VOT) and frication spec- trum; 10 in total), vowels (e.g. formants and duration; 7 in total) and suprasegmentals (e.g. stress and distinctive vowel length, 6 in total). The Illustrations, due to their brevity, had, on average, limited coverage of the selected categories (12% of the 23 categories). Journal of Phonetics articles were typically theoretically motivated, but 64 had sufficient measurements to count as phonetic documentation; these also covered 12% of the cate- gories. The SOWL studies, designed to cover as much of the phonetic structure as feasible in an article-length treatment, achieved 41% coverage on average. Four book-length stud- ies were also examined, with an average of 49% coverage. Phonetic properties of many language families have been studied, though Indo-European is still disproportionately rep- resented. Physiological measures were excluded as being less common, and perceptual measures were excluded as being typically more theoretical.

A linguistic history of Holland and Belgium VII Preface There has long been a need for a book in English about the Dutch language that presents important, interesting information in a form accessible even to those who know no Dutch and have no immediate intention of learning it. The need for such a book became all the more obvious to me, when, once employed in a position that entailed the dissemination of Dutch language and culture in an Anglo-Saxon society, I was continually amazed by the ignorance that prevails with regard to the Dutch language, even among colleagues involved in the teaching of other European languages. How often does one hear that Dutch is a dialect of German, or that Flemish and Dutch are closely related (but presumably separate) languages? To my knowledge there has never been a book in English that sets out to clarify such matters and to present other relevant issues to the general and studying public.1. Holland's contributions to European and world history, to art, to shipbuilding, hydraulic engineering, bulb growing and cheese manufacture for example, are all aspects of Dutch culture which have attracted the interest of other nations, and consequently there are numerous books in English and other languages on these subjects. But the language of the people that achieved so much in all those fields has been almost completely neglected by other nations, and to a degree even by the Dutch themselves who have long been admired for their polyglot talents but whose lack of interest in their own language seems never to have disturbed them.

    Retroflexion and Retraction Revised∗ Silke Hamann, OTS Utrecht Abstract Arguing against Bhat’s (1974) claim that retroflexion cannot be correlated with retraction, the present article illustrates that retroflexes are always retracted, though retraction is not claimed to be a sufficient criterion for retroflexion. The cooccurrence of retraction with retroflexion is shown to make two further implications; first, that non-velarized retroflexes do not exist, and second, that secondary palatalization of retroflexes is phonetically impossible. The process of palatalization is shown to trigger a change in the primary place of articulation to non-retroflex. Phonologically, retraction has to be represented by the feature specification [+back] for all retroflex segments. 1 Introduction Retroflex consonants are usually described as sounds articulated with a bent-backwards tongue tip and a postalveolar place of articulation, e.g. by Catford (1977: 150) or Trask (1996: 308). As illustrated in Hamann (in prep.), a number of retroflex segments deviate from this definition. The retroflex stops and nasals in Hindi, for example, do not show a bending backwards of the tongue tip but these sounds are still considered to be phonetically and phonologically retroflex. The same holds for the voiced and voiceless postalveolar fricatives in Polish and Russian (ibid.), which are articulated without active involvement of the tongue tip in the constriction (though the tip is raised from its resting position) and with a flat tongue body. The class of retroflexes shows considerable articulatory variation regarding both the articulator (i.e. apical or subapical to laminal), and the place of articulation (i.e. alveolar to palatal). This variation makes it difficult to find common articulatory properties that hold for all instances of retroflexion.

    About the Authors Issa J. Boullata (Professor of Arabic Literature and Language at the Institute of Islamic Studies, McGill University, Montreal) is the author of several studies on modern Arabic literature and has translated a number of literary works from Arabic into English. He was editor of The Muslim World and AI-cArabiyya, and is currently editor of Mundus Arabicus in cooperation with others. Bridget Connelly (Associate Professor of Rhetoric at the University of California, Berkeley) studies Arabic, medieval French, and English oral traditions. She is the author of Arab Folk Epic and Identity, which analyzes the rhetorical, performance dynamic of the living migration epic, Sīrat Banī Hilāl, in Egypt, the Maghreb, the Sudan, and the Chad region. Frederick M. Denny teaches Islamic studies and the history of religions at the University of Colorado, Boulder. He has conducted fi eld research on Qur’ān recitation and related matters in Egypt and Indonesia. His book, An Introduction to Islam, is used widely in North American college courses. He has published numerous articles on various aspects of Qur’ānic studies. Adnan F. Haydar (University of Massachusetts, Amherst) has lectured and published studies on the applicability of Parry’s and Lord’s theories to classical and modern Arabic poetry. His forthcoming book, The Metrics of Lebanese Zajal Poetry, highlights the relationship between musical and poetic meter and studies the rhetorical strategies used in verbal dueling. Simon Jargy is Chairman of the Arabic and Islamic Studies department at the Faculty of Arts, University of Geneva. Since the 1950’s, he has recorded a large amount of oral poetry and songs, mostly Bedouin, all over the Arab Near East.
