MESSAGE TO ALL TCDSB STAFF

Welcome back to a new school year with the Toronto Catholic District School Board. To new staff, welcome to our family and we hope you enjoy working with us. We hope you had a restful summer and enjoyed the good weather with family and friends. In June we wrote to you providing an update on our financial situation. With our final budget figures now available we project that we will have a deficit of $34.6 million this year. This is due mainly to fundamental flaws in the government funding formula. First and foremost, we do not intend to reduce staff or services this year. Protecting programs and appropriate staffing levels that service and support our student population will always remain a priority throughout the discussions. According to the funding formula, we would have had to cut Special Education programming by $9 million to file a balanced budget by next August 31st. We would also have had to cut $10.4 million from school operations and maintenance, $5 million for teachers and $3 million in transportation. This was not acceptable to the Board of Trustees. We are working to find a solution that does not jeopardize children’s programs and services. Here’s what’s happening now: • We congratulate and welcome the newly appointed Minister of Education, the Honourable Kathleen Wynn. We look forward to working with her in our efforts to find solutions to the many unresolved issues in education. • The former Education Minister granted us an extension beyond the August 31st deadline to allow us to collaborate with a Special Assistance Team. • The Team will examine the feasibility of our Budget Plan options, to give the Board and the Ministry confidence that all reasonable budgetary options have been considered and to ensure a sound timeline is in place to file a budget. • The Team is expected to comment on the potential impact of any reductions required to align expenditures with grants and indicate shortfalls where they might occur. • The Team has also been asked to provide a high level analysis of an integrated capital plan (Toronto Solution) and its potential costs and savings. Consultation Process As soon as we receive the Team’s report we will provide further information on our next steps in addressing the funding issues. This board is committed to consulting and we will let you know further details as this process continues. The following instructions are applicable strictly to Elementary Teachers (members of TECT) and Secondary Teachers (members of (TSU). If you have taken additional courses during the summer or are in the process of taking additional courses this school year and will be completed within this school year, and are also in the process of obtaining an evaluation from QECO, please read carefully the following instructions as to how to apply for a salary adjustment.

The Compensation Plan for the Management Employee Group provides employees with the opportunity of participating in a DSP. Any permanent full-time custodial or trades & maintenance employees who have completed at least two (2) years of employment with the Board are eligible.

Fall Clean-up and Tree Planting with Toronto Parks, Forestry & Recreation

Last September, Toronto Parks Forestry and Recreation (PF&R) invited all schools to participate in a Fall clean-up event in nearby City parks. The response was very enthusiastic and PF&R have decided to make this an annual event. If your school is located next to or close to a City park, you are invited to participate in the Fall 2006 Park Clean-up event.

The clean-up can take place any week day between October 23 and November 3 during regular school hours.

This past spring, schools that registered for a Park Clean-up were eligible for a draw to have a tree planted in the nearby park. Highfield PF&R is again offering the tree planting opportunity for schools participating in the Fall 2006 Clean-up.

On the clean-up day, PF&R staff will give a pre-clean-up presentation and review safety rules. After the clean-up, PF&R will remove all collected litter and recyclables. Teachers are expected to provide a First Aid kit and supply their students with gloves and grocery bags for litter collection.

To register your school, complete the attached Park Clean-up Registration Form and e-mail or fax it to Yukiko Pinto at [email protected] or 416-392-8221 no later than Friday, October 6, 2006. Individual classes will be accommodated on a first come, first served basis. The number of classes accommodated will be up to the discretion of each Park Supervisor.

Through a partnership with the City of Toronto, the Toronto Star and both Toronto District School Boards, curriculum- related teachers’ kits for grades 4-8 will be available from the Toronto Star to support the Spring 2007 Community Clean-up events. PF&R will again be inviting schools to join them during the Spring Community Clean-up events scheduled for April 2007.

Barry Diemert Staff Arts Award - Nomination Deadline Extended

This award is presented annually by TCDSB Staff Arts to recognize significant contributions made to the organization by one of its participants. In presenting this award we continue to honour the considerable contributions made by Barry Diemert to the founding, administering and expansion of Staff Arts.

The $500 award will be presented to the home school of the winner, to further the Arts programs in their school. Non-school based winners will designate a TCDSB school to be the beneficiary of the award. Previous winners are Norm Kelly, Paulina Effer, Matteo Santucci and Mary Jane McKeen.

All past and present members of Staff Arts including retirees are eligible for nomination, with two exceptions. The first day of high school, an exciting or a daunting prospect when you're a teen. But junior anxiety took a back seat Monday as 235 Grade 9 Father John Redmond Catholic Secondary School students entered their shiny new $29-million school flush with natural light, 25 large classrooms boasting spectacular views of the lake, an apple orchard and the Lakeshore Grounds.

"There only used to be ESA (Etobicoke School of the Arts)," said Sami Cooney, 13, a Grade 9 student enrolled in drama. Redmond is the only high school regional arts centre in the Toronto Catholic District School Board. "Now there's a Catholic version. The school's really pretty. And because everybody's new here, you don't have to worry about getting lost."

The wait for a new school was long - eight years - largely due to an inches-high pile of cross leases on the property, Angelo Sangiorgio, superintendent of facilities and planning with the TCDSB has said. Previously, the board leased the former Alderwood Collegiate - a 50-year-old building in a state of deterioration - for 21 years from the Toronto public school board.

The new Redmond is built on 2.4 hectares of property known as the Lakeshore Grounds. It's adjacent to the green lawns and towering trees of Colonel Samuel Smith Park, a $4-million renovated Assembly Hall and renovated Humber College buildings.

TCDSB's only other arts school is Cardinal Carter Academy for the Arts in North York, a full school for the arts. Following a successful audition, Redmond students may enrol in drama, visual arts, music or drama.

Redmond is partnering with neighbouring Humber Institute of Technology and Advanced Learning to share instructors, and to allow high school students to attend guest lectures in the arts, said Redmond principal Dianne Parwicki. Humber's Lakeshore campus is largely arts focused.

After a pizza lunch Monday, the "niners" sat on the concrete floor of the 130,000-square-foot school's airy atrium awaiting direction. Some Grade 12 seniors assisted in their orientation.

"Everything's new, the building is modern," said Philip Nguyen, 17, a Grade 12 student in the school's leadership and gifted program, who also sits on the student council. "I'm ending my high school career on a good note."

The three-storey building is complete with security cameras, wheelchair ramps, automatic doors, an elevator and two TTC bus stops at either main entrance. A double gymnasium will be open to community use with a permit three nights a week after 6 p.m., Parwicki said.

Redmond enjoys the distinction of having the largest number of sports teams per capita of any high school in Toronto, the principal added. Sports offerings include hockey, lacrosse and rugby.

"It's an absolutely amazing facility," Parwicki said of the 1,000-student capacity school. "We've got all the bells and whistles in here. Our students are extremely fortunate to have these facilities and these programs."

CSAC (Catholic School Advisory Council) chair Karli Plesko said the new school is a testament to the power of perseverance.

"It's the grass roots, people working together, being persistent for something you believe in," she said, of endless phone calls by parents to the TCDSB years ago advocating for a new school. "It's more spacious, and the scenery down there (the Lakeshore Grounds) is just gorgeous. It's nice to see the finished product."

E-STAT offers an enormous warehouse of reliable and timely statistics about Canada and its ever-changing people. In E- STAT, you will find: • CANSIM (data updated annually during the summer months) • Census of Population, Agriculture and Search map 2001 (data updated every five years) • Human Activity and the Environment (updated annually) • Aboriginal Peoples Survey (updated every ten years) • Canada Food Stats (updated twice a year)

"Statistics Canada’s Education Outreach activities include in-service and in class workshops for teachers and students. The goal is to increase awareness and demonstrate the integration of free Statistics Canada Learning Resources into Ontario curriculum. Participation in the Census at School Project, an on-line activity, provides opportunities to develop math and statistical literacy, data management, technology, critical thinking and communication skills using classroom data. For example, Census at School is an exciting project that combines fun with learning. Each student completes an online questionnaire and gathers non-confidential information to create a dataset about their own class to be used in activities designed to meet specific curriculum expectations: · How to collect and organize primary and secondary data · How to interpret and draw conclusions from data · How to use different graph types to describe data relationships for best representation · Verification of a hypothesis · Exploration of a theme More learning activities are available at http://www19.statcan.ca/02/02_004_e.htm

This project helps develop math and statistical literacy, data management, technology and critical thinking skills as participating students will measure, investigate and compare data.

Whether working with the support of a Statistics Canada Resource Teacher or participating independently in Census at School, the teacher and class require about two hours of class time. In preparation for participation, students can record the specified body measurements and preview the survey questions, which are available at http://www19.statcan.ca/01/01_000_e.htm. On the day of the activity, about thirty minutes are used to explain the Census and help students fill out and submit the survey in the computer lab. In addition, another hour or so is scheduled to help students analyze the class results and make comparisons with Canadian and international results in a way that addresses the teacher’s specific curriculum expectations.

MORLEY S. WOLFE YOUTH BOOK COMPETITION "CHALLENGING RACISM AND CELEBRATING DIFFERENCES"

Toronto Residents In Partnership (TRIP) is a not-for-profit organization and direct successor to the former Mayor’s Committee on Community, Race and Ethnic Relations. Its mandate is to promote racial harmony and understanding in the community.

The Morley S. Wolfe Youth Book Competition - “Challenging Racism and Celebrating Differences” provides a wonderful opportunity to encourage literacy skills, focus on anti-racist education, and provide students with the chance to help educate younger learners in this very important area.

High school students are given the opportunity to work individually or in groups to develop stories and design booklets appropriate for children at the elementary level (K-6), that will serve as learning tools which emphasize the importance of challenging racism in a constructive way wherever it is encountered, or the need to understand and respect diversity. TRIP will ensure the books are distributed to community organizations around Toronto.

All submissions are celebrated and displayed at the Annual Awards Banquet attended by students, teachers, members of the business community, school board trustees, and members of all three levels of government. This year the Banquet will be held on Thursday, November 30, 2006 at The Thorncliffe Banquet Centre, 45 Overlea Boulevard (Don Mills and Eglinton).

The prestigious adjudication panel includes Susan McClelland, Kathy Kacer, George Fynn and Henry Wong in addition to other distinguished community leaders, educators, journalists and editors. The authors of the award- winning books will be honoured with special presentations at the Awards Banquet.

The 2005 Youth Book Competition had over 130 submissions. Award winners came from David and Mary Thompson C.I., Sir Wilfred Laurier C.I., The Community Hebrew Academy of Toronto, The Peoples’ Christian Academy and from Loretto College School. In fact, TCDSB schools have produced winning entries in all three years of the competition’s history.

The Toronto Catholic District School Board, the OECTA TSU Toronto and TRIP encourage you to participate in this event with your students.

2006 ESSAY COMPETITION HUMAN RIGHTS & RACE RELATIONS CENTRE First Prize of $500 Two Second Prizes of $100 T E A M The Human Rights and Race Relations Centre, in partnership with the CHUM, the Toronto Catholic District School Board, and Toronto District School Board is holding an Essay Competition on the following subject. Prizes are to be given at a special event to be held in March 2007.

The Competition is designed to challenge young Canadians to develop ideas on how to fight and curb Racism in schools. The topic for this year’s competition is: WHAT ADVICE WOULD YOU GIVE TO YOUR BOARD OF EDUCATION TO STOP RACIAL DISCRIMINATION IN SCHOOLS IN ALL FORMS?

The essay should not exceed 500 words and the competition is open to students (age 6 to 19 years) of the Toronto Catholic District School Board and Toronto District School Board. Please confine your essay to the topic. Please consult the web site: www. hrrrc.ca for conditions.

The outstanding entry will be awarded a cash prize of $500. In case of more than one winner in the same category, the prize will be equally divided.

Claims Processing for Orthotics, Orthopaedic Shoes and Compression Hose

As our benefits provider, one of Great West Life’s mandates is to ensure that benefits are paid fairly, accurately and promptly. Great West Life regularly audit claims payment efficiency and accuracy, and monitors claim trends. Great West Life has advised that over the past several years, there has been a significant increase in the volume of claims submitted for orthotics, orthopaedic shoes and compression hose. This is mainly attributable to a drastic increase in utilization. In recent claim audits conducted by Great West life, it was found that in some cases: • Orthotics or shoes were not medically necessary, • Suppliers have encouraged purchases based on plan coverage and not the plan member’s medical needs, and • Prices were very inconsistent.

To ensure that benefit utilization is reasonable, Great West life has modified some of their adjudication practices to: • Ensure that members receive the benefits that they are entitled to; and • Help better manage the cost of the benefit plan.

Implementation change Effective April 01, 2006 the following changes were implemented on all Great West plans, unless the plan specifically provides otherwise.

Orthotics and Orthopaedic shoes • Prescriptions for orthotics or orthopaedic shoes will be accepted from practitioners who are qualified to prescribe orthotics and orthopaedic shoes including a medical doctor, podiatrist or chiropodist. Prescriptions from physiotherapist or chiropractors will no longer be accepted.

Compression Hose Coverage will be limited to stockings with a compression factor of 20 mmhg or higher. This is to ensure that claims are paid on a medically necessary basis.
