Şakiroğlu Tes¸ekkür Bu çalışma Venedik Devlet Arşivi’nde Bailo a Costantinopoli 250-252 numaralı seride bulunan ve 1589’dan 1682’ye kadar uzanan yaklaşık yüz yıllık süreci kapsayan 943 belgeyi ele almaktadır. İstanbul’daki Venedikli diplomatlar Osmanlı sultanlarının ve önemli devlet görevlilerinin mektuplarının kopyalarını, Venediklilerin işlerinde referans olması için, kendi arşivlerinde bulundurmaya özen gösteri- yorlardı. İşte bu şekilde «Carte Turche Registri » (Türkçe kartlar) adı verilen kayıt serisi ortaya çıktı. Bu kayıtlar Osmanlı Türkçesi ve Venedik Cumhuriyeti’nin resmi tercümanları tarafından yapılan İtalyanca çeviri- leri içerir. Belge asılları sıklıkla Venedik’e gönderilmekle birlikte bunla- rın birer kopyası Başbakanlık Osmanlı Arşivi’nde Maliyeden Müdevver Defterler içinde de bulunmaktadır. Burada çalışılan belgeler Hüküm, Mektup, Nişân-ı Şerif, Berat, Hüc- cet ve Arz’dır. Bugün iki devletin ilişkileri sadece tarihçiler için değil birçok kesimce merak edilmektedir. Bunun da en temel nedeni bu ilişki ağlarını kanıtlayan belgelerin Osmanlı Devleti’nin bilinmeyenlerini göz- ler önüne çıkaracağı düşüncesidir. Ancak şimdiye kadar ortaya konulan çalışmalar, ilişkilerin ortaya konulmasında yeterli değildir. Bu çalışma oldukça geniş bir süreci bütünlüklü olarak ele almakta ve Osmanlı Dev- leti ile Venedik’in bu süreçte özellikle ticari faaliyetlerinin gelişimini ve bu faaliyetleri sekteye uğratan gelişmeleri gözler önüne sermektedir. Belgeleri ele alma aşamasında genel olarak kısa özetlerle geçiştirilmiş bir çalışma yapmak yerine, bütünlüklü ve ayrıntılı bir çalışma araştır- macılar için çok daha verimli olacaktı. Bu nedenle çalışma, her bir belge tek tek ele alınarak hem Türkçe geniş özet hem de İngilizce kısa özet şeklinde hazırlandı. Türkçe özet aşamasında dönemin Osmanlı Türkçe- sini çok fazla değiştirmeden, bilhassa yabancı kelimelerin orijinaline sadık kalınarak yazılmasının daha uygun olduğuna karar verdik. Hemen hemen bütün belgelerin hem Osmanlıca hem de İtalyanca kopyalarının bulunması yabancı isimlerin yazımında büyük kolaylık sağladı. TES¸EKKÜR | ACKNOWLEDGMENTS Acknowledgments This book contains the summaries of 943 Ottoman documents dating back to the period 1589-1682, written in eleven registers kept in the ar- chives of Bailo a Constantinopoli, boxes 250-252, in the Venetian State Archives. Venetian diplomats in Istanbul considered it important to keep the copies of letters of sultans and Ottoman officials that made reference to Venetian affairs in their own archives. In this way the series of regis- ters called Carte turche. Registri was created. It contains both Ottoman texts and their Italian translations made by the official interpreters of the Republic. Originals were usually sent to Venice, while the drafts are still kept in the Ottoman archives (Başbakanlık Osmanlı Arşivi), above all in the series Maliyeden müdevver. The documents studied here are imperial orders (hüküm), letters (mektup), imperial decrees (nişân-ı şerîf), patents (berat), legal documents (hüccet) and petitions (arz-ı hal). They are important to give new light to Venetian-Ottoman relations. Today several scholars, belonging to different research fields, are interested in the past relations that had taken place between these two states. There is the widespread idea that the Venetian documents can reveal still unknown elements of the history of the Ottoman Empire. This study aims at helping to understand the complex process of these relations and, since these documents make reference particularly to commercial relations, to give new light to Ottoman-Venetian economic history. Working on these registers, I soon realized that a long description of the documents would be more useful for researchers than short summaries. Therefore the documents were carefully read one by one and detailed sum- maries in Turkish were prepared, together with some brief information in English. Other copies in Ottoman, together with ancient translations into Italian, helped me to understand better the documents and to complete the missing parts such as dates, names of places and persons. The Ottoman-Russian joint naval expedition (1798-1800) to the Ionian Islands under the French occupation provides the framework for an examination of the Ottoman willingness to join the European system of alliance in the Napoleonic age which brought the victory against France in the Levant in the War of Second Coalition (1798-1802). Collections of the Ottoman Archives and Topkapı Palace Archives in Istanbul as well as various chronicles and treatises in Turkish supply most of the primary sources for this dissertation. Appendices, charts and maps are provided to make the findings on the expedition, finance and logistics more readable. The body of the dissertation is divided into nine chapters discussing in order the global setting and domestic situation prior to the forming of the second coalition, the Adriatic expedition, its financial and logistical aspects with the ensuing socio-economic problems in the Morea, the Sublime Porte’s relations with its protectorate – The Republic of Seven United Islands, and finally the post-war diplomacy.

Vidin County, as defined by the Ottoman Provincial Regulation of 1864, is the area that includes the districts of Vidin (the administrative center), ‛Adliye (modern-day Kula), Belgradcık (Belogradchik), Berkofça (Bergovitsa), İvraca (Vratsa), Rahova (Rahovo), and Lom (Lom), all of which are located in modern-day Bulgaria. My focus is mostly on the post-1864 period primarily due to the document utilized for this dissertation: the copy registers of the county administrative council in Vidin. Doing a close reading of these copy registers together with other primary and secondary sources this dissertation analyzes the politics of local administration in Vidin as a case study to understand the Ottoman governmentality in the second half of the nineteenth century. The main thesis of this study contends that the local inhabitants of Vidin effectively used the institutional framework of local administration ii in this period of transformation in order to devise strategies that served their interests. This work distances itself from an understanding of the nineteenth-century local politics as polarized between a dominating local government trying to impose unprecedented reforms designed at the imperial center on the one hand, and an oppressed but nevertheless resistant people, rebelling against the insensitive policies of the state on the other.

This paper explores the previou- sly unacknowledged presence of the work in the Eastern Adriatic Coast, especially in the Dalmatian communes, where Jerome has been praised as a national saint since the 15th centu- ry. Based on the archival documents, quotations of the Transitus in other written works, and its use as a textual model for the visual representations, it discusses the direct and indirect influence on the promotion of veneration of Jerome. Furthermore, it contributes to the notion of the exchange of ideas and artistic models between two shores of the Adriatic Sea during the Late Middle Ages.
