Awareness, knowledge, and capacity gaps are the first obstacles for local governments to engage in climate and energy action. Therefore a specific approach was developed to move beyond the usual ad hoc, single theme concepts.

    TEEDEINSTITUUT PERMISKÜLA PIIRIPUNKTI EELPROJEKT PERMISKÜLA BORDER STATION PRE-DESIGN ETS 60 LT Üliõpilane: Sten Berezin Juhendaja: Prof. Siim Idnurm Tallinn, 2014 1 10. Kokkuvõte Käesoleva lõputöö käigus koostati eelprojekt Ida-Virumaal, Illuka vallas asuva Permisküla piiripunkti rajamiseks. Permisküla piiripunkti on rahval vaja selleks, et taastada umbes sada aastat tagasi sõjategevuse tagajärjel hävinenud sild üle Narva jõe. Kuna uus sild ühendaks Eestit Venemaaga siis tuleb rajada ka piiripunkt. Uus piiripunkt on rohkem mõeldud sõiduautodele ja bussidele ning ka jalakäijatele ja jalgratturile, kuid sobib ka vähesel määral kaubaveoks. Uus piiripunkt elavdaks seda piirkonda, annaks võimaluse naaberriigi kodanikel tutvuda siinsete vaatamisväärtustega ja puhata, kuid piiripunkti rajamine on ka majanduslikult kasulik mõlemale riigile. Uue piiripunkti rajamisega tõuseks ka maa hind, sealne piirkond oleks ahvatlevam koht puhkamiseks ja elamiseks. Permisküla silla rajamiseks on huvi nii eestlastel kui venelastel. Eelprojekti käigus uuriti liiklussageduse mahtu, määrati maanteeklass, leiti kaks võimalikku trassi plaanilist asukohta ja võrreldi neid, leiti mõlemale trassile pikiprofiil ja mullamahud, võrreldi mõlema trassi positiivseid ja negatiivseid pooli ning leiti ligikaudne ehitusmaksumus. Trass 1 on küll 9,2% kallim teisest varaindist, kuna trass asub rohkem muldes ning juurdeveetav pinnasemaht on suurem. Trass 2 oleks suuremate kurviraadiustega, väiksemate pöördenurkadega sujuvam trass, kuid kohalikust külast jääb see eemale. Trassil 1 on küll üks kõver rohkem ning kurviraadiused väiksemad, kuid trass ise asub külale ligemal ning on seetõttu elanikele sobivam. Ka vallavanem soovis, et projekteeritav tee asuks küla ligidal, vastasel juhul siia saabuvad turistid sõidaksid külast mööda ja siin ei peatuks. Samuti jalgsi või jalgrattaga liikujatel oleks lühem tee piiri ületada. Lõputöös väljapakutud mõlemad trassi variandid on sobivad ja teostatavad, lõplik otsus parima variandi kasuks jääb siiski tellija teha.
