ORDER Case of the Petitioner:- The petitioner is a consumer under electrical section; Muthuthala (Palakkad District). The consumer number of the petitioner is 1167049012419 and the insufficient voltage in his premises and in the locality of Manjambra is the bone of contention. Even though the transformer is situated at distance of 250 meter the voltage in his premises is as low as 150 v. The petitioner approaches the Forum as the issue of low voltage still continues even after the measures taken by the licensee for improving the voltage. Version by the respondent;- The premises of the consumer is located in Manjambra area which is in the boarder of Muthuthala electrical section and the LT lines are feed from 100 KVA Manjambra No II transformer connected to 11 KV Muthuthala feeder from 33 KV Sub Station, Thiruvegapura. Owing to the influx of complaints received from the above area, the transformer was checked and found that the maximum load of transformer was 60A per phase where as 133A could be drawn. The fag end voltage measured was 180V. There are 2 nos LT feeders at a length of 150m and 1.5km respectively. The area is suffering from scarcity of water and most of the consumers are using compressor pumps causing heavy load and voltage fluctuations on working. 2 Though attempts were made transformer for shifting load centre the work could not be executed due to the objection raised by some of the residents in that area. The execution of above work was further delayed due to natural calamities resulted from monsoon and flood. It is stated that the voltage problem was not raised during the monsoon season. As complaints of low voltage persisted the licensee started re- conductering work and was completed during February 2019. But it was found that there was no improvement in voltage. Later, the replacement of 100 KVA Manjambra No. II Transformer by another 100 KVA transformer on 24-04-2019 was also failed to give the desired result. Now, an additional transformer was installed in the area and it was charged on 06-05-2019. This resulted in the improvement of voltage in Manjambra area and the consumers are satisfied with the present Voltage level. It is stated that that the respondents had taken all possible measures to solve the voltage problem of the petitioner and there was no reluctance from their part. Therefore, the respondent prays to dismiss the petition. Discussion, analysis and findings:- Hearing of the case was convened on 10/05/2019. The petitioner was absent in the hearing. 3 Having considered all the documents submitted and the deliberations during the hearing, the forum has come to the following conclusions leading to the decision;- The difficulties suffered by the inhabitants of Manjambra area in connection with the existing insufficient voltage are described in the complaint. It is understood that the petitioner’s area is located at the border of the Muthuthala Electrical Section Office. The above area is fed from 100kva Manjambra II transformer connected to 11 KV Muthuthala feeder coming from 33 KV SS Thiruvegappura. According to the respondent the voltage measured at the fag end was 180 v. There were 2 feeders at the length of 150m and 1.5 km. The respondent tried to shift the transformer to the load centre but it was delayed due to objection from certain residents in the area. Even though the issue of objection was resolved the natural calamities obstructed the respondents and delayed the follow up. The people in the area raised complaints again and the licensee started the reconductoring work in order to improve the voltage and the work was completed during 02/2019. But the above work also did not made any impact upon the voltage improvement. The replacement of 100kva transformer also failed to give the desired result. Another 100kva transformer was installed in the area and it was charged on 06/05/2019. The above work provided the rated voltage and the consumers are satisfied with the present voltage level. The Forum examined the case and found that the issue of low voltage was already a matter of concern and sincere steps are seen 4 taken by the respondent in order to maintain a rated voltage level in the above locality. The Forum decided to accept the version of the respondent as the petitioner was absent in the hearing convened on 10/05/2019. As the area is maintained with sufficient voltage the Forum decided to treat the petition as closed. DECISION:- The petition is treated as closed Dated this the 15th day of June 2019. According to the 2011 census, 79.8 percent are practicing Hinduism and 14.2 percent are adheres to Islam, while the remaining 6 percent are other religions. According to Rizvi and Roy (1984), Indian Muslims are not a homogeneous community as it appears in the general perception Muslims are divided based on different religious ideologies, caste differentiation and customary practices. Among the different Muslim communities, Ravuthar is one of the Muslim communities from the South Indian States of Tamil Nadu and Kerala who are socially excluded at a wider. The etymology of the word suggests ‘ravath’ means ‘warriors’. But in reality, the Ravuthar community is facing high discrimination among the Muslim community. The present study is focused on how the Ravuthar community is excluded or discriminated among the Muslim community at Thiruvegappura Panchayat, Palakkad District, and Kerala by using descriptive research design. The researcher has employed an interview guide and case study. From the case studies, the relevant information was collected by the researcher. In the community, they were facing various issues such as stigma discrimination based on their linguistic and spatial. Their representation in any religious or social positions is very less.
